Abstract

Accountability of the State Civil Apparatus (ASN) in the Official Family Planning and Population Control (DPPKB) Bekasi Regency experienced a problem because they could not look closer to each other in the work deployment. Furthermore, as part of public employee accountability, the people of Bekasi Regency lack a channel to monitor the performance of the ASN in the DPPKB of Bekasi Regency. This research aims to describe the accountability of ASN in DPPKB Bekasi Regency. This study utilized Han and Perry's Public Employee Accountability theory. This theory has five dimensions: attributability, observability, evaluability, answerability, and consequentiality. The quantitative approach is used in this study. Surveying is a type of research. Data is collected by distributing questionnaires to all DPPKB Bekasi Regency employees. Consequently, the sampling technique used in this study was a saturated sample, in which the entire population of 40 ASN in DPPKB was sampled. Furthermore, the data were analyzed using a univariable descriptive statistical analysis method that measures the frequency distribution, the central tendency, namely the median, and the distribution of the variability studied, namely the interval index. According to the findings of this study, most ASN within the DPPKB Bekasi Regency have demonstrated accountability as public employees in executing their duties since they can be asked to explain actions taken or not taken against stakeholders with confidence in the outcomes based on the evaluation results.

Abstract

The government has implemented ethical obligations for state civil apparatus (ASN) clearly and unequivocally with the issuance of Government Regulation Number 42 of 2004 concerning the Guidance of Corps Spirit and Civil Servant Order. However, in practice, there are still ASN administrative ethics that are not in accordance with the provisions that have been set. The results of the researcher's initial observations show that the state civil apparatus in Cisalak District, Subang Regency, is considered to have not yet met the expectations of the community in terms of the quality of its human resources. This study aims to answer the question of the extent to which the application of administrative ethics can improve the quality of ASN in the Cisalak sub-district, Subang Regency. The study used qualitative methods with descriptive analysis. The results of the study indicate that the application of ethics in the administration of public administration, which is evident in the attitudes and behavior of the apparatus in carrying out their duties and responsibilities as a service, loyalty, sensitivity, equality, and courtesy in the state civil apparatus in Cisolok District, Subang Regency, has been running effectively.

Abstract

The UK government has been proclaiming its position as a global leader on climate change for several years. While the origins of this claim can be traced back to Margaret Thatcher's time, it has gained traction in the years since the 2015 Paris Agreement. The declaration of the UK's position as global climate leader became stronger in 2021, coinciding with the 2021 United Nations Climate Change Conference, which the UK was appointed to host. Though the event has occurred, the UK has set ambitious goals for international agreements and firmly positions itself as the leader of the movement among all other countries. This declaration is also mentioned in the UKEF Climate Change Strategy and the Net Zero movement. Based on these, this article seeks to investigate the United Kingdom's climate change strategy and efforts to cement their position as a global climate leader, as reflected primarily in their policies in 2021.

Abstract

: The COVID-19 pandemic has become a global health problem and causes various problems in the social, educational, and economic fields. One form of effort made by the government in efforts to deal with the effects of COVID-19 in the village is the implementation of the Direct Cash Assistance Program, sourced from the Village Fund budget, but in its implementation there are still many problems related to effectiveness. In measuring effectiveness, three factors are used, including the accuracy of timing, whether the results of the analysis show that it is effective, and the accuracy in selecting the beneficiary families. The method used in this descriptive qualitative research is research that aims to describe and explain events and phenomena that occur in the field and present data in a systematic, factual, and accurate manner regarding the facts or phenomena that occur in the field. The results showed that the Village Fund Direct Cash Assistance Program had been running in accordance with the procedures set by the government and the accuracy of the targets, but there were still discrepancies in the information so that some people who should have received the assistance did not receive it. Meanwhile, obstacles to the distribution of Village Fund Direct Cash Assistance, including access to some villages, are difficult to reach, resulting in delays in distribution.

Abstract

Food is an excellent means of creating an image and spreading influence. This study aims to explore Taiwanese street food as nostalgia and gastrodiplomacy in contemporary Indonesian society. This study uses a qualitative method with data collection through in-depth interviews and a literature study. The results showed that: first, food nostalgia tries to connect the past and the present. The feeling expressed by the Taiwanese diaspora on food will greatly depend on their previous lived experiences and homeland memories in the past, both personally and historically, with their present living circumstances in Indonesia. Second, gastrodiplomacy connects the relationship between the present and the future. The popularity of Taiwanese food in Indonesia is increasing, especially through boba and chicken Shilin consumption. This has a positive impact on building Taiwan's image. From food nostalgia and gastro diplomacy, we can learn about the past, present, and future relationships between people and nations.

Abstract

: The purpose of this research is to determine the role of Rifka Annisa, a women's NGO, in responding to cases of violence against women in the city of Yogyakarta during the COVID-19 pandemic. Yogyakarta was chosen due to an increase in cases of violence against women. This is a qualitative study with a descriptive approach. The data used in this study is secondary data obtained from online media, websites, and related scientific articles that was then processed using NVivo 12 Plus software. The finding showed Rifka Annisa's role in cases of violence against women, with a focus or orientation on victims in three ways. The first is empowerment; the second is legal assistance; and the third is stigma reduction. According to the findings of the research, Rifka Annisa functions as an NGO, particularly in the non-political field, with a focus on empowering victims of violence.

Abstract

One of the promises of change through bureaucratic reform is the implementation of great services for the benefit of society, but disparities sometimes lead to conflicts in their execution. This took place in Tasikmalaya Regency, where, on the one hand, the bureaucracy is energetically adopting bureaucratic reform as a form of self-improvement, but, on the other hand, a decline in the culture of service and weak employee integrity are obstructing the bureaucracy's growth. The goal of this essay is to determine what factors help and what factors hinder the implementation of bureaucratic reform in the Tasikmalaya Regency Government, as well as what factors contribute to less-than-ideal evaluation results. In this study, we used qualitative research techniques. Observation, notes, and interviews were all parts of the data collection process. Collecting data, reducing data, presenting data, analyzing data, triangulating data, and generating conclusions are all data analysis techniques that can be used to determine the reliability of data and arrive at the truth. According to this paper's findings, the Tasikmalaya Regency government's bureaucratic reform has not moved significantly in a more optimal direction in its quest to accomplish good governance; normative difficulties pertaining to the quality and capacity of apparatus resources persist. When it comes to making significant changes and updates to the governance system, effective governance necessitates increased dedication and a mental shift on the part of leadership and all levels of employees.

Abstract

Government performance and regional competitiveness can be increased through regional innovation involving various stakeholders. The existence of stakeholders is adjusted to their roles and responsibilities so that the results achieved can run optimally. This study aims to identify the stakeholders involved and analyze their roles based on power and interest. This study uses a qualitative approach with stakeholder analysis techniques. The results of the stakeholder analysis show grouping in two contexts, namely, primary stakeholders, namely, the central and regional governments, as well as secondary stakeholders, consisting of the community, academics, entrepreneurs, and the mass media. To support success in implementing regional innovation, an analysis of the role of each stakeholder is carried out. The results of the analysis show that stakeholders are divided into four categories based on power and interest: subjects, key players, crowd, and contest setters. The division of roles and responsibilities among each stakeholder can accelerate the process of implementing regional innovations in Indragiri Hilir Regency.

Abstract

Sound governance reviews the partnership model between regions and civil society and international actors. International actors used as the unit of analysis in this study are PT Hyup Syung Purbalingga. This research is motivated by the results of a preliminary pre-survey, namely the absence of sustainability in the Padamara Village Community Empowerment Program conducted based on a partnership between the Padamara village government, PT Hyup Sung, and the Bojanegara Village Community. This study will further analyze the issue of partnership in Bojanegara Village Community Empowerment from a sound governance perspective, focusing on the involvement of PT Hyup Syung as an international actor in the process. This study is a type of descriptive research with a qualitative approach. Data obtained through key informants (key people) are determined purposively (purposive). The key person in this study is the executor of the Local Government, while other informants are some officials from PT. Hyup Sung Indonesia, and the villagers who were touched by the program were then determined by a snowball. In addition, documentation and observation studies are also used to capture relevant data. The presence of international parties participating in community empowerment in Indonesia, especially in the Purbalingga Regency, has not been realized as a potential. This is due to the limited resources of local governments as the sole actor in development, which should force the government to maximize any potential resource support from outside sources, whether private, public, or international. The form of partnership is an ideal desired by sound governance but has not been understood by the government at both the Purbalingga Regency government level and the Bojanegara village government level. In other words, positive partnerships between local governments, village governments, and NGOs have not occurred under the management of PT. Hyup Sung Indonesia.

Abstract

This study aims to assess and elaborate on the problems and potential for accelerating the development of community-based tourism (CBT) in Banyuwangi, East Java Province. The faster human requirements are stimulating many innovations to boost revenue, particularly in improving the tourism sector by including the community in its development. Qualitative studies are specifically utilized to explain phenomena that occur when studying tourism industry issues, opportunities, and networks. In-depth interviews were conducted with 106 sources. The ecological indicators yield positive outcomes with AVE criteria of 0.674, natural resources of 0.473, human resources of 0.532, collaboration of 0.488, and benefits of 0.656. means that the chances in the Banyuwangi tourist sector still have a significant opportunity to improve and expand in the future, despite internal and external conflicts and promotional issues. They still provide opportunities to compete with other regional attractions. This fluctuation is supported by field confirmation, which indicates that while most sectors are operating normally, some destinations are experiencing difficulties. Governance, management, bureaucratic structure, collaboration, and promotion issues remain minor. The correlation of each variable and indicator employed in this study has its own interest, with 58 percent indicating prospects for tourism development.
