Abstract

Abstract: This research looks at the possibilities and challenges of adopting a Citizen’s Charter in Paurashava. In this regard, introducing the Citizen Charter in government offices is a step forward. One Paurashava was selected as the study field to observe the current situation of Citizen’s Charter implementation and to recognize the problems in Citizen’s Charter implementation. This study is primarily qualitative in nature. Both primary and secondary sources of data were used. Besides, official records and other relevant documents were used as secondary sources. According to preliminary observations, the extent of Citizen Charter implementation in Paurashava is extremely poor. All of the services of thePaurashava are not covered by the Citizen’s Charter, and most citizens are unaware of it. A number of other problems also hamper the success of the Paurashava. Therefore, these factors constrain the successful implementation of the Citizens’ Charter at the Paurashava.

Abstract

Abstract: The purpose of this study is to find out the tendencies of Indonesian online media on political party sentiment before the 2024 election in Indonesia. Online media is a communication tool for political parties in providing narratives and brief descriptions of the maneuvers of the political parties themselves and the candidates they carry. This study uses a qualitative type, the method used is qualitative data analysis software (QDAS). 72 news documents from detik.com, tribunnews.com, pikiranrakyat.com, and kompas.com as the data sources for this research, news documents published from May to October 2022. Data analysis used the NVivo 12 plus device including sentiment analysis. The results of data analysis show that online media tends towards several political parties in Indonesia, including the tendency of political parties towards their presidential candidates, and five types of sentiment have their nominations. The results of this study state that a very positive type of sentiment is shown in Ganjar Pranowo. In addition, in the four online media, PDI P appears more frequently than the other 8 political parties. However, detik.com tends toward the KIB party, and thoughts of people.com tend toward the democratic party.

Abstract

Abstract: Performance management has become a popular instrument of reform in many countries and effectively improves the quality of bureaucracy. Its use is not limited to the macro and meso-levels but extends to the micro level as a basis for individual career development. Objectivity and subjectivity are contradictory but appear simultaneously in performance appraisal practice. This paper focuses on performance appraisal practices for individual career development in a semi-political organization in terms of four aspects: education, training, promotion, and rotation. The study uses a qualitative method to gather primary data through interviews with source persons in the Secretariat General of the House of Representatives, Republic of Indonesia. The result shows that subjectivity and political factor dominate employees’ performance appraisal as well as career development. It occurs predominantly in the process of rotation and promotion. Furthermore, performance appraisals have not been used in creating an individual development plan in terms of education and training.

Abstract

Abstract:  The development of communication and information technology requires the adaptation of all elements of society, including Government of Indonesia. Referring to the various dynamics of e-government problems, it is deemed necessary to develop dynamic system model to improve the e-government performance of local governments, especially in Lampung Province. The research is aimed at developing a model that can be simulated for improving e-Government performance by measuring the qualitative contribution of each component, both the ICT component and the social component that will be produced in this study, which can be useful for every local government in Lampung Province in accelerating and developing e -government. The research’s model is done using VENSIM application for modeling and simulating complex systems in a variety of variables to improve the local government performance. This research finds that there are five main variables that constructed the improvement of e-government of local government performance: (1) e-government policies, HR, infrastructure, and management; (2) service, (3) performance, (4) community/user, and (5) quality of community life. The dynamic model can be further seen in the appendix.

Abstract

Abstract: Illegal gold mining activities (PETI) are carried out by the community in the Kuantan Singingi Regency. There are found many mining vessels that can carry out illegal mining activities every day without permission from the local government, which causes a lot of environmental and forest damage. This phenomenon must be controlled by the local government effectively and efficiently. Therefore, community welfare could be achieved based on environmental law. Hence, this study aims to determine the implementation of the prevention policy of illegal gold mining in Kuantan Singingi Regency using a multi-sector organizational network model consisting of a contextual assessment approach, mapping the political economy environment of the network, stakeholder analysis, and joint visioning. This study uses qualitative research approach of research site in kuantan singingi Regency, research informant using purposive sampling technique, research data collection with in-depth interview, observation and documentation of data analysis in this study was conducted using data analysis design according to interactive model. The results showed that stakheolder involved both from government groups and from community groups did not play an active and synergistic role in efforts to control unlicensed gold mining.

Abstract

Abstract: This study aimed to analyze the extent to which infrastructure development in Indonesia has a positive impact on an area, where the impact is not only seen from an economic perspective but also from a sociocultural and environmental perspective in the region. A systematic literature review was used as a method in this study to show various cases of infrastructure development and the impacts that occur in each of these development activities. Several cases from South Sumatra, East Kalimantan, East Nusa Tenggara, Sulawesi, and Papua were used in this paper to demonstrate the impact of inclusive and sustainable development on equity efforts in Indonesia comprehensively. The results of this study show a positive relationship between each case, where inclusive development can strengthen a region’s potential. Community involvement during and after development has a positive impact, either directly through the employment opportunities provided, or indirectly through economic potentials, such as post-development business development. Some factors to consider include the role of the government and development implementers in increasing community participation in all development activities in their area, where there are still some unresolved coordination issues.

Abstract

Abstract: The debate over whether the concept of decentralization is related to the concepts of democracy, participation, and empowerment has become a topic of interest in the scientific literature. Some scientists argue that there is a link between decentralization and democracy, while others do not. The government expects decentralization to strengthen democracy at the local level. Decentralization has enabled many countries, particularly Indonesia, to  improves democracy. Is it true that decentralization and democracy always go hand in hand? By looking at the consequences of decentralization-based programs, this article examines two programs, one of which is a continuation of the other. The two programs are management of the fish auction sites and management of fisherman’s welfare funds, revealing the continuity of community participation, which is now managed by local government. In 2020, a series of in-depth interviews were conducted with administrators of fish auction sites, administrators of fishermen's welfare funds, and fishermen in Pati Regency. The data shows that the design of decentralization has contributed to the weakening of democracy in a chain reaction.

Abstract

Abstract: The Public Service Innovation Competition (KIPP) organized by the Kemenpan-RB has yielded numerous award-winning innovations since its inception in 2014. The competition attracts participation from government agencies at the national, local, and village levels. In particular, local governments in East Java have consistently produced the majority of winners in the Top 99 public service innovations category, partly due to the abundance of capable Regional Heads in the region who foster innovation. Given their superior performance, it is pertinent to assess the extent to which innovation has been adopted in East Java since 2014. Therefore, this study aims to investigate the type, distribution, and impact of public service innovation across all local governments in East Java. The researcher utilized best practices research methodology and analyzed the Kemenpan-RB's top 99 report documents on public service innovation. The findings reveal that there has been substantial progress in the development of public service innovation in East Java, with the Regency Government being the leading innovator. Moreover, innovation has been integrated into the core mission of local governments across East Java. However, there is a need for local governments at all levels to adopt digital innovation and engage in collaborative problem-solving with other institutions to meet the evolving needs of the public.

Abstract

Abstract: The tin mining conflict in the marine area of Bangka Regency involves four main actors: the government and PT Timah as the spearhead of the tin exploitation, illegal miners, fishermen, and tourism businessmen. This research uses qualitative methods by collecting data through in-depth interviews and literature studies. This article found that economic factors are accounted for by the node that equalizes the motives of actors to be present in the socio-economic dynamics of the region. However, there are two different patterns of sea utilization, namely tin mining, which causes damage to 57.09% of coral reefs, reduces fishing hauls and threatens 16,000 traditional fishermen who depend on the sea for fishing, and the development of tourism, which requires the maintenance of marine ecosystems, on the other hand, it can cause conflict between actors. The unequal power network between actors causes the distribution of benefits over the sea in Bangka Regency to be unsatisfactory. The operationalization of state power through spatial arrangements in the form of mining business licenses has made the state the actor that receives the most economic benefits. Relations with state actors in the workings of the shadow state allow illegal miners to gain economic benefits because they can be connected to the global tin business chain. On the other hand, the combination of the lack of power, pseudo-participation in policy formation, and the stalemate of alternative participation has resulted in the marginalization of fishermen.

Abstract

Abstract: The Remote Indigenous Community or KAT (Komunitas Adat Terpencil)  is program carried out in Darlale village by the Buru Regency Social Service, Maluku Province. Based on the results of initial research, people of Darlale village have uninhabitable houses and inadequate levels of education and health. The distance from Namlea city to Darlale village is 173 Km, located in the mountainous region of Buru island. This type of research is a qualitative descriptive analysis and uses the VOS Viewer application to carry out meta-analysis of previous research data. The findings of the field are: (1). The KAT community needs services for building livable houses and are willing to move to a new location (exsite) (2). The community needs adequate educational services. (3). Provision of an adequate road from Darlale village to Wapsait village as main village because the education and health facilities and infrastructure are located in the main village. The implication of the results of the Preliminary Assessment (PA) research is that the Buru Regency Government and the Ministry of Social Affairs will build livable houses and provide health and education facilities.Keywords: KAT Program; Remote Indigenous Community; Livable Houses; Education Level
