Abstract

One of the methods used in the calculation of the travel time of a vehicle on one road segment is the volume-delay function. This delay function is an exponential relationship between  the volume of vehicles traveling across a road to the capacity of this road. Travel time is an important element in the transportation system. How a driver or traveler  chooses a travel route to reach their destination is determined by travel time. Volume Delay Function, VDF, is a major component in the equilibrium of a route selection model because it could influence drivers to change the route of travel by considering and comparing traffic volumes on each alternative path. Variables used in VDF were consist of travel time, travel time of free flow, traffic volume and roadway capacity of considered road segment; whereas for the existing parameters are the exponential functional coefficient namely the comparison between the traffic volume with the capacity of the road segment in which the traffic volume is calculated. These parameters imply the  explanation of the condition of the road segment under considered.In macroscopic traffic engineering it could be seen that in order to study a traffic flow, there are three variables namely  flow (volume, flow), speed (speed), and density (density). In practice, the relationship between speed and volume could be used for many purposes in planning, managing and determining transport policies, while microscopically, the flow of traffic is a configuration  of a combination of movement of each vehicle separately, and also the configuration  of the movement of the driver or traveler  and his vehicle.In this study the VDF were categories in two parts namely the mathematical and behavioral sections. This is done in order to clarify the process of calibrating the parameters and mathematical variables contained in VDF, in order to implement its objectives on the road segments of existing review in Manado city. As it is known that the policy of Manado city government to determine the direction of traffic flow towards the center of Manado city has been applied from several years ago. With the determination of the direction of traffic flow on the segment of the primary roads in the city of Manado, then the travel time to the center of Manado could be to review.Based on this, it were  try to apply the Volume-Delay Function on the road in Manado in accordance with the policy of traffic flow direction as imposed by the Local Government of Manado. The aims of this research were to know the traffic flow that occur at peak hour in Pierre Tendean,s road segment; To know the amount of free travel time that occurred in Pierre Tendean,s road segment and to perform calibration due to the behavior of parameters on volume-delay function as is applied to road segment review in Manado city.In this research, it were used observation method to collect primary and secondary data. The determination of unit of observation sample were based on Stratified Cluster Sampling Method.Based on the results it could be revealed as follows: (1). The primary survey in the form of traffic survey on road with artery function in Manado City, were result in traffic data obtained during peak hour as below: The morning’s peak hour at  Boulevard road artery road segment were results in the maximum  travel time (T) of 7.236 minutes with a vehicle capacity of 2752 smp / hour.(2). The afternoon’s peak hour at Boulevard artery road segment were result in maximum. (3). The free-flow travel time (To) based on the result of the survey of travel time (T) ( in minutes) and capacity Q (smp / hour) with calculations generated for morning’s travel time free peak hour = 4.6022 minutes (0.076703855 hours), for afternoon’s travel time free peak hour = 6.9851 Minutes (0.11641783 hours), and for combined travel time free flow peak hour ( morning and afternoon) = 3.8559 Minutes (0.064264484 hours).(4). The calibration of delayed VDF parameter functions to BPR i.e.α value of 0.047384, and β value of 2.283846.By this research, it is hoped that the calibration process of the parameters of the behavior of the road segment, i.e. the exponential coefficients, can be applied.  Keywords: calibration, delay parameter, free travel time, peak hour, stratified clustered sampling,  road capacity

Abstract

Proyek pekerjaan konstruksi Dermaga Pehe Kecamatan Siau Barat Kabupaten Kepulauan Sitaro merupakan proyek lanjutan pembangunan fasilitas pelabuhan laut ( tahap IV ) yang saat ini dalam tahap konstruksi. Data tanah yang sangat bervariasi, lokasi proyek yang berdekatan dengan gunung api Karangetan yang aktif, serta dermaga telah dioperasikan walaupun belum selesai, menyebabkan proyek ini berpotensi mempunyai resiko tinggi dalam masa konstruksinya. Penelitian ini bertujuan untuk menentukan level resiko dan respon terhadap resiko yang berpotensi mempunyai resiko tinggi.Metode penelitian yang dilakukan meliputi identifikasi resiko dengan cara dokumen review, survey pendahuluan dan study literatur, sedangkan data penilaian probabilitas dan dampak resiko di peroleh dengan cara kuisioner. Penentuan level resiko dilakukan dengan metode probabiliy impact grid. Responden kuisioner adalah pelaksana pekerjaan proyek Dermaga Pehe. Respon terhadap resiko dilakukan dua macam tindakan manajemen resiko yaitu mencegah dan memperbaiki. Tindakan mencegah digunakan untuk mengurangi, menghindari, atau mentransferresiko pada tahap awal proyek konstruksi. Sedangkan tindakan memperbaiki adalah untuk mengurangi efek-efek ketika resiko terjadi atau ketika resiko harus diambil.Hasil akhir penelitian menunjukkan terdapat 6 hal yang mempunyai level resiko tinggi yang perlu mendapatkan perhatian yaitu (1) cuaca ekstrim (hujan lebat, arus kuat, angin kencang, petir), (2) penyelesaian pekerjaan (sub kontraktor) tidak tepat waktu, (3) denda akibat keterlambatan, (4) Terjadi kenaikan harga besi, ( 5 ) Terjadi kenaikan harga pasir beton ( 6 ) Terjadi kenaikan harga semen. Respon resiko yang terbanyak adalah dengan cara mengurangi resiko mitigasi dan sebagian memindahkan resiko transference kepada pihak lain.Kata kunci: Dermaga, tahap konstruksi, level resiko, mitigasi, respon

Abstract

In encouraging of the success of irrigation projects, the implementation of value engineering technique as well as managing risks as recognized and as important in management process has been placed into consideration, and put those two concurrently into a single integrated process. The integrated approach is considered to assist a clear link to achieve the project’s objectives in terms of, in this case, time, cost, and quality. The purpose of this study is to identify and analyze factors in conjunction with risks and value and in association with optimal approach on the development of construction projects via design solutions during the design and engineering phase in accordance to the project’s objectives, based on data from questionnaires, interviews, and projects’ documentations, mostly from the respondents’ responses. Those factors are ranked in term of their effects to project time, cost, and quality. Four factors that are related to project time, five factors linked to project cost, and two factors associated with project quality. Other result is factors that affecting simultaneously, as an overall to the project objectives, consists of two related with Value process and the other three were linked to Risks. Although the findings were concerned to the implementation of the integration of those two techniques, in accordance with improvement during the design phase, some possible limitations are expected to exist, for example, time consuming to the extended process. In addition, education along with training is needed to the prosperous of the integrated approach.Keywords: value engineering, risk management, integrated, construction project, design phase

Abstract

Kinerja pada persimpangan jalan Maumbi telah mencapai kondisi yang buruk sebagai  akibat  pertumbuhan arus lalu lintas ruas Manado-Bitung dan  ruas  Ring  Road I.  Pembangunan fly over Maumbi dilakukan dengan harapan meningkatkan kinerja persimpangan tersebut.  Tujuan dari penelitian ini adalah menentukan karakteristik lalu lintas pada persimpangan Maumbi serta mengkaji kinerja pada rencana outlet fly over Maumbi.  Data primer berupa inventarisasi persimpangan dan pencacahan lalu lintas, dan data sekunder berupa gambar rencana pembangunan fly over Maumbi.  Pengolahan data menggunakan metode pada Manual Kapasitas Jalan Indonesia untuk menghitung derajat kejenuhan dan/atau kecepatan rencana serta tundaan.

Abstract

Analisa perkembangan kebutuhan transportasi, diperlukan perencanaan transportasi yang matang untuk kebutuhan transportasi penumpang dan barang baik waktu sekarang dan waktu yang akan datang. Penelitianini untuk menganalisis pergerakan berbasis rumah tangga di Kabupaten Bolaang Mongondow Utara, seberapa besar pengaruh faktor-faktor yang menyebabkan terjadinya bangkitan, membentuk model bangkitanpergerakan, mendapatkan pola garis keinginan, mengetahui model karakteristik perjalanan, serta mengetahui frekwensi perjalanan di Kabupaten Bolaang Mongondow Utara.Metode yang di gunakan yakni metode survei. Data yang digunakan berupa data sekunder, primer dan penyebaran kuisioner dengan pengambilan sampel secara acak sebanyak 20% dari populasi di Kabupaten Bolaang Mongondow Utara. Metode analisa data yang digunakan yaitu: Analisa Regresi Linier Berganda dengan menggunakan bantuan komputer dan perangkat lunak yaitu program microsoft excel .Persamaan Regresi yang dihasilkan yaitu: Y = 0,437 + 0.261 X1 + 0,293 X2 + 0,505 X4 . Dengan koefisien determinasi (R2) sebesar 0, 61664.Bangkitan pergerakan di Kabupaten Bolaang Mongondow Utara ditentukan 61,66% ≈ 62%, oleh variabel komposisi keluarga, jumlah anggota keluarga yang bekerja dan jumlah anggota keluarga yang bekerja danbelajar.Dari hasil penelitian dapat disimpulkan bahwa distribusi perjalanan masyarakat di Kabupaten Bolaang Mongondow Utara paling dominan tersebar di Kecamatan Kaidipang, karena merupakan ibukota Kabupaten.Bangkitan pergerakan ini, menunjukan masyarakat di Kabupaten Bolaang Mongondow Utara tingkat aktivitasnya yang cukup tinggi sehingga mengakibatkan pergerakan yang cukup signifikan untuk setiap hari.Bangkitan pergerakan yang dihasilkan diilustrasikan dalam bentuk garis keinginan,Kata Kunci : Bangkitan Pergerakan, Garis Keinginan

Abstract

Manado city is as the capital of North Sulawesi Province which has high dynamics and urban activity so that spur population growth which more solid. Along with the rapid growth of the population, the supply of land as a source of housing construction becomes the need of each individual becomes increasingly limited. The transfer of land use in urban areas to meet the increasing need for housing for the community should always consider the development site aspect in accordance with the spatial plan, land suitability based on physical parameters, and policies of local stakeholders to create a balanced environment and provision of efficient facilities and infrastructure. Housing development planning can be done by using spatial analysis method to produce the location of determination in accordance with the spatial plan and land suitability, also using MCDM method to get priority location determination of development of settlement area. The purpose of this study is to identify suitable housing areas in Manado City, to analyze the evaluation of land suitability of housing and model of location determination and land area through MCDM method by involving geographical spatial element, to determine alternative land management strategy for housing in Manado City.The analysis process begins with the processing of GIS datasets (vector, raster) and non spatial data. After that use weighting technique and analyzed by weighted overlay method. To produce an integrated GIS analysis then data processing is done on ArcGIS 10.4.1 software. The process of perception analysis to obtain the best management strategy in the development of residential land in Manado City by processing the questionnaire data on Expert Choice 11 software.The result of the analysis resulted in the sub-district having land for the very suitable housing (S1) located in Kecamatan Mapanget for 4,406.43 Ha, then the sub-district with the Classification Suitable (S2) located in District Bunaken 1,879.02 Ha, Subdistrict with classification of Marginal Appropriate (S3) is located in the Bunaken Islands Sub-district of 1,310.87 Ha, and the Kecamatan with the Unsuitable (N) classification is located in the Bunaken Islands District of 106.31 Ha.The best alternative management strategy in the development of residential land in Manado City is; continuing policies in accordance with the spatial plan of Manado city, prioritizing housing, prioritizing housing if appropriate areas, prioritizing housing with sustainable development. The result of the weighting is obtained by consistency value of 0.08 with highest alternative that is giving priority to housing with value 0,342   Keywords: Evaluation of Land Suitability, Housing, GIS, MCDM.

Abstract

Tomohon City is one of the cities in North Sulawesi Province, Indonesia. Before 2003 was one of the subdistricts in Minahasa District. In his development, Tomohon experienced a lot of progress, so there is aspiration of its citizens to improve the status of Tomohon into a city. Tomohon became an autonomous region (city) with the enactment of Law Number 10 Year 2003 regarding the Establishment of South Minahasa Regency and Tomohon City in North Sulawesi Province by DPR RI, but the inauguration was only on August 4, 2003. To support the activity and development of Tomohon City needed infrastructure physically and non-physically available so as not to inhibit the process. Physical infrastructure that includes facilities and infrastructure, use, design, etc. and non-physical include social relations, economic activity, etc.      The need for physical infrastructure is essential to support the accessibility of urban activities and developments. The pedestrian lanes should be used only for pedestrian activity, not other activities such asvehicle activity and vehicle parking, trade because it can endanger safety and reduce the comfort of pedestrian circulation. Planning for pedestrian track requirements should be well planned in accordance with the rules andregulations of pedestrian path planning by considering and prioritizing safety and comfort aspects of pedestrians.       Another factor that is often added as a support for comfort is physical comfort. Physical comfort is closely related to the aspect of the suitability of the shape and the design of the objects or elements built into thesurrounding environment, such as the suitability of park benches, garden lights, pedestrian paths, billboards and other infrastructure. Physical comfort is often associated with the concept of "ergonomic", ie objects orstructures built dimensional and structural to follow the needs of human gestures users. It is intended that the object or structure built can be optimal and convenient for use by pedestrian pedestrian pedestrian users.      In addition to increasing knowledge and understanding the comfort level of pedestrian, the aims of this research are to . know the existing condition and supporting facilities of the pedestrian lane in the TomohonCentral Area is related to the convenience aspect of the users, to analize the perceptions and preferences of pedestrian lane users on the convenience of the pedestrian lane in the Tomohon Central Area, and to prepare some recommendations for improving the quality of services to function effectively and comfortably for pedestrian lane users and also expected to be applied to other pedestrian routes.Method used in this study are data sampling and stastistical analysis. Results revealed that  the dimension of the pedestrian lane in the Tomohon Central Area has met the minimum standard of a pedestrian track in urban areas, the calculation of the analysis of the main priority of the pedestrian line function in Tomohon City Centerregarding the  priority choice of function of pedestrian special path is quite good. From the description can be drawn the average conclusion that the perception of pedestrian pedestrian users, especially pedestrians generally feel quite comfortable in the utilization of pedestrian paths in Tomohon Central Area. Current conditions in the pedestrian path in the Tomohon City Center area in terms of convenience according to the theory of comfort as in the aspect of convenience itself is: the sun, the scenery in the pedestrian path, the clarity of circulation between pedestrians and other users, vehicle noise, aroma the safety of the  Aspects expected by respondents in terms to improve the convenience of pedestrian paths in the Tomohon City Center that is added shade trees to reduce the blazing sun. Keywords: comfort level of pedestrian, physical comfort, quality service, padestrianlane, special path

Abstract

Kawasan perkotaan Tobelo merupakan daerah transit yang paling ramai dilalui orang dari berbagai wilayah dalam pulau Halmahera. Meningkatnya perjalanan baik itu menuju (tarikan) ataupun meninggalkan (bangkitan) kawasan perkotaan Tobelo akan berdampak langsung terhadap sarana dan prasarana transportasi termasuk pelabuhan laut Tobelo. Agar supaya pengembangan pelabuhan sebagai supply menjadi terencana dengan baik yang dihitung berdasarkan kebutuhan pergerakan (demand) maka perlu memprediksi besarnya kebutuhan pergerakan yang terjadi melalui pelabuhan laut Tobelo dengan melakukan analisis prediksi sebaran perjalanan penumpang kapal laut melalui pelabuhan laut Tobelo.Penelitian ini meninjau sebanyak 9 zona daerah pelabuhan yang ada di Kepulauan Halmahera. Tujuan penelitian adalah untuk memprediksi sebaran perjalanan yang ditimbulkan oleh bangkitan/ tarikan pada masa mendatang/tahun rencana. Metode yang digunakan untuk menyelesaikan Trip Distribusi adalah dengan menggunakan persamaan/model regresi linier tunggal dan regresi linier berganda yang akan menghasilkan persamaan bangkitan/tarikan terbaik dalam menghitung besarnya bangkitan/tarikan.Hasil analisis prediksi sebaran perjalanan penumpang kapal laut melalui pelabuhan laut pengumpan di Kepulauan Halmahera memberikan hasil bahwa 1). model bangkitan perjalanan yang terbaik adalah Y = 3325,592 + 0,297.X1, 2). Pada tahun rencana terjadi peningkatan arus perjalanan rata-rata setiap zona sebesar 1,21078 (dari 157.245 pada masa sekarang menjadi 190.388 pada masa mendatang, 3). Peningkatan perjalanan yang paling siginifikan terjadi pada rute Buli-Tobelo yaitu 11.105 perjalanan pada tahun 2010 (masa sekarang) dan meningkat menjadi 28.191 pada tahun 2020 (tahun rencana/masa depan). Berdasarkan hasil penelitian ini maka pengembangan prasarana laut diprioritaskan pada pelabuhan laut Tobelo dan pelabuhan Laut Buli. Peningkatan kapasitas, frekuensi pelayanan khusus untuk rute Tobelo-Buli dan rute Tobelo-Morojaya agar ditingkatkan dari 2 kali pergerakan frekuensi kapal dalam seminggu menjadi 3 kali pergerakan frekuensi kapal dalam seminggu.Kata kunci: sebaran pergerakan, bangkitan, tarikan, regresi, trip distribusi

Abstract

Penelitian ini bertujuan untuk menganalisis pengendalian biaya dan jadwal pada tahap awal pelaksanaan suatu konstruksi berdasarkan varians biaya dan varians jadwal serta indeks kinerja biaya dan indeks kinerja jadwal. Penelitian dilakukan terhadap 20 (dua puluh) paket pekerjaan Pembangunan Bangunan Pengaman Pantai di Provinsi Sulawesi Utara Tahun 2014. Metode Analisis Nilai Hasil (Earned Value Analysis) digunakan untuk mengetahui proses pengendalian pada pekerjaan konstruksi, dengan menggunakan 3 (tiga) indikator (BCWS, BCWP, ACWP). Hasil penelitian menunjukkan bahwa rata-rata nilai hasil 20 paket dengan menggunakan Varian Biaya (CV) lebih besar daripada menggunakan Varian Jadwal (SV). Sejalan dengan itu rata-rata Indeks Kinerja 20 paket dengan menggunakan Indeks Kinerja Biaya (CPI) lebih besar daripada menggunakan Indeks Kinerja Jadwal (SPI). Abstract

Pertambahan penduduk serta meningkatnya pembangunan pada pusat–pusat kegiatan perkotaan yang tidak tertata dengan baik akan mengakibatkan timbulnya permasalahan-permasalahan, salah satunya adalah masalah transportasi.Permasalahan transportasi seperti kemacetan, keterlambatan adalah akibat bangkitan pergerakan yang terjadi pada waktu bersamaan sehingga terjadi pembebanan lalu lintas yang begitu besar pada ruas jalan yang menuju pada pusat-pusat kegiatan. Penelitian ini bertujuan memodelkan bangkitan pergerakan serta pola distribusi perjalanan yangdilakukan keluarga di sembilan kecamatan yang ada di kota Manado.Metode penelitian yang digunakan adalah metode survey. Pengumpulan data dilakukan melalui pengisian kuesioner sesuai jumlah sampel di masing-masing kecamatan yang ada. Hasil survey di analisa dengan menggunakan persamaan Linear berganda.Variabel bebas yang diukur yaitu komposisi keluarga(X1), jumlah anggota keluarga bekerja (X2),jumlah anggota keluarga yang belajar (X3), jumlah anggota keluarga yang bekerja dan belajar (X4), kepemilikan kendaraan (X5), penghasilan keluarga (X6), dan variabel terikat (Y) sebagai jumlah pergerakan keluarga perhari.Hasil pemodelan diperoleh persamaan terbaik untuk jumlah pergerakan keluarga perhari yaitu Y = 0,125 + 0,927 X1 + 0,082 X2 + 0,129 X3.. di mana X1 adalah komposisi, X2 adalah jumlah anggota keluarga yang bekerja dan X3 adalah jumlah anggota keluarga yang belajar. Diperoleh juga distribusi perjalanan masyarakat kota Manado sebesar 36,74 %menuju ke Kecamatan Wenang yang digambarkan dalam bentuk garis keinginan. Dengan persentase terbesar untuk jumlah perjalanan ke kecamatan Wenang, disarankan perlu adanya perbaikan sistimtata guna lahan yang ada dengan tidak lagi membangun pusat-pusat kegiatan yang baru untuk wilayah kecamatan Wenang sebagai pusat kota, tetapi memusatkan pengembangan sarana potensial di wilayah masing-masing kecamatan. Penelitian ini dapat dilanjutkan ketahap berikutnya dari empat tahap yang ada.Kata kunci : Bangkitan Pergerakan dan Distribusi Perjalanan
