Abstract

abstract: the condition of the implementation of public services is still faced with the government systemthat has not been effective and efficient and the quality of human resources apparatus not yet adequate.Based on the background of the problem, this study aims to find Accountability Performance of Civil StateApparatus in Public Service Implementation at Kawangkoan District Office of Minahasa Regency.The method used in this research is research method descriptive qualitative. To describe State Civil StateApparatus Performance Accountability in Public Service Implementation at Kawangkoan District Office ofMinahasa Regency. Collection techniques are conducted through: Observation, Interview, Document StudyThe results showed that each apparatus can perform and complete the tasks carefully, both the task ofreporting to the superior, as well as the task of service to the community, the way the officers work is inaccordance with SOP and Tupoksi respectively; Kawangkoan District Office Apparatus always do goodservice to society in discipline, good discipline in terms of time, nature or character, or discipline incommunicating.Keywords: Accountability, Performance, State Civil Service and Public Service

Abstract

Abstract : A service standards needs to be monitored in its implementation, and the monitoringfunction can find quickly, so that a mechanism for resolving and setting up a mechanism for preventioncan be developed. Study aims to explain the monitoring function of the head department on the aplicationof minimum service standards in the department population and civil registration in north minahasa. Basedon the results and discussion of this research concluded, has not done well seen in the four functionsmonitoring is compliance, auditing, accounting, and explanation. Needed public awareness for orderlypopulation administration and leadership must be more active in monitoring the course of service and theseriousness of the goverment to create a strategy.This research uses qualitative research methods, descriptive. informant research by as much as 10(ten) informant: 1 person head of Department, 1 Secretary, 1 head of the sub. the General section and thestaffing, 5 civil State apparatus, 2 people community. data collection techniques used i.e., interviewtechniques, techniques of observation/observation, and technical documentation. data analysis techniquesused, namely the reduction of data, data presentation, and conclusion.Key words : Monitoring Function, Minimum Service Standards

Abstract

Tondegesan Village Government established BUMDes as a body that professionally managed to manage village assets and became the motor of the economy of rural communities, but because BUMDes was the first business entity to operate in Tondegesan Village, there were several problems, such as the lack of human resources having competence in managing business entities, and lack of funding and facilities used to support BUMDes programs. The purpose of this research is to know how the implementation of Village Owned Enterprise (BUMDes) Program in Tondegesan Village, Kawangkoan Sub-district. This study uses the implementation theory of Edward III which focuses on four dimensions in implementing policies or programs ie resources, communication, disposition, and bureaucratic structure. The method used is qualitative descriptive. Data collection techniques used were interviews, observation, literature study and documentation. The results of this study indicate that the implementation of the BUMDes program in general has been running well. This can be seen from the two main programs that have been running BUMDes well. Although in the application of standard operational procedures have not been maximal so that BUMDes programs have not run optimally, because there are some things that must be improved such as lack of competence of human resources and lack of financial resources, and lack of coordination between institutions built board BUMDes. Suggestions that can be given is by completing BUMDes' articles of association and budget, improving the quality of human resources and adding financial resources, and building coordination among institutions so that the future of cooperation between BUMDes and the Village Government can run well.Keywords: Implementation, Policy, BUMDes

Abstract

Abstract: The coordination in the implementation of development carried out by the Head in hiscapacity as head of the administrative area of the District, who was given the task to coordinate theactivities of an operational nature. In conjunction with the coordination function, then Head efforts areundertaken on an ongoing basis can create a good working relationship with a subordinate even toinstitutions / agencies diwilayahnya partners, such as the urban / rural development that support theimplementation. In accordance with the characteristics of the problems examined and the formulationof hypotheses that have been proposed previously, then the relevant quantitative approach to theapplication of the method used descriptive (Nazir 1988; Koentjaraningrat, 1997); and explanatorysurvey (Vredenbreght, 1981). Distribution of respondents as described in Table 3 it can be seen that ofthe 80 respondents were interviewed about the application function camat coordination in theimplementation of the development, there were about 45 or ± 56.3% of respondents stated that theapplication functions camat coordination in the implementation of development in the District Singkilis in the category "medium", 26 respondents or 32.5% were in the category of "high", and theremaining nine respondents, or about 11.3% are in the category of "low". That the application of thecoordination function by Head and success of development (participation, standards of living and selfreliance)in the Regional District of Manado City Singkil can not be achieved optmal.Keywords: Coordination and development success.

Abstract

The Government of North Sulawesi forming Local Regulation Number 4 Year of 2014concerning Control and Supervision of Alcoholic Beverages in North Sulawesi Province, considering thatalcoholic beverages are one of the products of economic value and are closely related to aspects of health,security conditions and public order, morals, mental attitudes and attitudes social society, nowadays thecirculation is increasing and expandingeven reaching all levels of society. Based on data sourced from theMarch 2016 BPS Social and Economic Survey, Manado is the city with the highest consumption of alcoholic87beverages in Indonesia. The purpose of this study is to analyze the implementation of the North SulawesiProvince regulation concerning supervision and control of alcoholic beverages by seeing the Charles O.Jones’s implementation indicator policy. The descriptive qualitative was used in this type of research. Thedescriptive qualitative was used in this type of research. This research is focused on using Charles O.Jones’s theory by seeing the Organization, Interpretation and Application aspects. There are 12 informants.This data gathering technique is gathered through observation, interview, and literature review. Dataanalysis stages : data reduction, data display, verification, and conclusion. The data is given in a form of atable, images, and narration. The descriptive qualitative was used in this type of research. This research isfocused on using Charles O. Jones’s theory by seeing the Organization, Interpretation and Applicationaspects. There are 12 informant. Data collection technique are gathered through observation, interview,and literature review. Data analysis stages : data reduction, data display, verification, and conclusion. Datais presented in the form of tables, figures, and narratives. The result of this research : organization of TheImplementation of the North Sulawesi Province Regulation Concerning Supervision And Control ofAlcoholic Beverages is considered quite good that is seen from the establishment of Cerdas Terpadu TeamSupervision And Control Of Alcoholic Beverages In Manado City. However, the coordinating initiative inthe Cerdas Terpadu team was still seen very rely on Manado city’s industry and trade office. Interpretationhas not yet been manifested well because the vagueness of hangover prevention chapter article 26 about theprevention and repressive ways that are mentioned in this article. Then it is the Second Amendment toMinister of Trade Regulation Number 20 / M-Dag / Per / 4/2014 Regarding Control and Supervision ofProcurement, Distribution and Sales of Alcoholic Beverages which prohibits minimarkets and other retailstores to sell alcoholic beverages type A, hence the principle of Lex Superiori Derogat Legi Inferiori isapplied to Article 7 of North Sulawesi Province Regulation Number 4 Year of 2014. In terms of application,this local regulation of control and supervision in alcoholic beverages that is used in Manado City isconsidered not running very well and optimal because it can still be found easily with alcoholic beveragesthat are sold in retailers and stalls which should not be allowed to sell alcoholic beverages.From this research, we can conclude that the implementation of North Sulawesi ProvinceRegulation Concerning Supervision and Control of Alcoholic Beverages in Manado City has not gone well.It is recommended that North Sulawesi Province Regulation Number 4 Year of 2014 ConcerningSupervision and Control of Alcoholic Beverages needs to be reviewed, the researcher recommends a revisionor amendment to this local regulation. Cerdas Terpadu Team for controlling and supervising the alcoholicbeverages in Manado City is expected to enhance their initiative and to not wait initiative or command fromother agencies. Abstract

ABSTRACTThe purpose of this study was to determine the effect of human resource competence of theeffectiveness of public service district governments Ratatotok Southeast Minahasa Regency.This study uses quantitative methods. Research was carried by 30 votes apparatus (PNS)Ratatotok the District government. Instruments and data collection techniques used are questionnairesand aided by structured interview (interview quide). The analysis technique used to test the hypothesisis simple statistical regression analysis and simple correlation or correlation product moment.The results of data analysis provides conclusions: (1) Based on a simple regression analysis thatthe competency of HR personnel have functional relations / positive and significant impact on theeffectiveness of public services at the sub-district office Ratatotok Southeast Minahasa Regency. Thismeans that the higher / better human resource competence of the better / higher the level ofeffectiveness of public services. (2) Based on product moment correlation analysis that the competenceof human resource to correlate and power of determination / significant influence on the effectivenessof public services at the sub-district office Ratatotok Southeast Minahasa Regency. This means thatthe competence of human resource is the dominant factor in deciding the effectiveness of publicservices; that the absence of adequate human resource competencies it is difficult to expect theeffectiveness of public services can be realized optimally.Based on the results of this study, it can be recommended some of the following: (1) To improvethe effectiveness of public services in the sub-district office Ratatotok the competence of humanresource / staff should be improved, especially technical competence / functional. For that to theofficers / employees let be given education and training (training), especially technical training /functional right or in accordance with the needs and field assignments / positions these employees. (2)Given the districts is the spearhead of the district government, the public service in the sub-districtoffice personnel stationed let / employees who have sufficient competence. This is necessary becausethe reality shows that employees are generally placed in the sub-district office is a new employee orrecently lifted (inexperienced) and inadequate education.Keywords: human resource competence, effectiveness of public services.

Abstract

Based on the results of research observations, the researcher sees that there are still manycomplaints from the community and market traders following the Rawajaya traditional market relocationpolicy in Tobelo district of North Halmahera Regency resulting in public problems seen based on indicatorsof policy impact such as Impact on people involvement, impact on out-of-target group, impact on timedimension, Impact on direct costs and Impact on indirect costs, therefore the purpose of this research is toknow the impact of Rawajaya traditional market relocation policy in Tobelo city of North HalmaheraRegency, this research uses research method qualitative descriptive, research informants are 12 (twoelf)informants consisting of 1 head of Industry Office, 1 head of department of Industry and Trade, 4 markettraders, and 6 people divided from 3 districts in Tobelo City region. Data collection techniques used areinterview techniques, observation and dokumentasi. And data analysis techniques used are data reductiontechniques, data presentation, and conclusions drawing.Based on the results of research through several points in the research method, about the impactof Rawajaya traditional market relocation policy in the area of Tobelo city of North Halmahera Regencywhich is seen from the indicators of policy impact. Whereas the impact of Rawajaya's traditional marketrelocation policy can hurt the traders as the target group of policy, because after the traditional market ofRawajaya has been relocated resulting in decreasing merchant income where the lonely market location ofthe customers and accessibility to the new market location also harms the public which is considered toodifficult and the transportation cost is also expensive so that the impact of this policy is very broad coveringcommunity activities as consumers in new markets as well as merchant groups.Keywords: Policy Impact, Traditional Market Relocation

Abstract

Abstract : This study aimed to determine the effect of the marketing information system on severaldimensions of marketing management such as quality of service, customer satisfaction and customerloyalty of PT Hasrat Abadi Manado engaged in motor vehicle maintenance services. In this study,using a quantitative method with regression analysis approach. The sample totaled 98 respondentsdefined by using the formula of Slovin. Data was collected using questionnaires, interviews andobservation.Results of the study indicate partially a significant difference between the marketinginformation system and job satisfaction, marketing information systems with customer satisfaction,service quality and customer satisfaction, customer satisfaction with customer loyalty. Simultaneously,marketing and information systems service quality effect on customer satisfaction and customerloyalty. However, the variable that has the strongest influence occurs between the variable qualityof service with customer satisfaction variables. Therefore, to maintain and even increase the marketshare of the company should improve the quality of services in a sustainable manner.Keywords : Marketing information systems, Quality of service, Customer Satisfaction, CustomerLoyalty

Abstract

This research aim to find out the effectiveness of the use of the village Fund programcommunity empowerment didesa Kanawong on fiscal year 2017. Research methods used in thisresearch is qualitative. The data used are composed of primary data and secondary data. Withthe technique of collecting data through observation, interview and documentation, dataobtained from various sources and analyzed with data reduction steps, the presentation of thedata and the withdrawal of the conclusion. Results of the study showed that the use of the fundsin the village of Kanawong sub-district of the Western Islands Regency Siau SITARO programeffectiveness to achieve the empowerment of communities in the measure of the transparency ofboth the program less efektiv village Government does not explain about the use of the villageFund, on aspects of participation is already running on the community through involvement inactivities of the integrated service post, while on the Government less look real on the trainingprogram the village chief and the posyandu activities, device already running and can beenjoyed by society, in contrast to training activities yet can be enjoyed. Posyandu program canbe completely accountable, but less on the training can be accounted for. Empowermentprogram on training does not continue the Government's work plan is seen from the village ofthe year 2018, posyandu empowerment as well as the budget continues to increase. Theconclusions and suggestions of transparency on the activities of the training of village chief anddevices as well as the activities of posyandu in village Kanawong less effective, participation isalready a real run on the society, training activities the village chief and the village has yet to bebe enjoyed while at posyandu activities can be enjoyed, the less training activities can beaccountable, the activities of posyandu can be accountable.
