Abstract

This study aims to evaluate the effectiveness of the Yogyakarta Government's initiatives in enhancing digital literacy among Micro, Small, and Medium Enterprises (MSMEs) as a means to foster Agile Governance. The importance of improving digital literacy for MSME owners is underscored by its potential to drive economic growth in the Special Region of Yogyakarta. Employing a qualitative research methodology with a case study approach, this research highlights the critical role that MSME owners play in stimulating local economic development. The findings indicate that the Yogyakarta Government must adopt a more proactive stance in implementing Agile Governance through comprehensive digital literacy empowerment programs for MSMEs. Notably, digital marketing training has been initiated based on MSME data available on the Sibakul platform. However, challenges persist, as not all MSME owners are registered on this platform, limiting the program's reach. Additionally, the Yogyakarta Government must enhance the digital capabilities of its bureaucracy to effectively support the development of digital platforms. Addressing both external challenges—such as MSME enthusiasm and infrastructure growth—and internal challenges—like the enhancement of bureaucratic digital skills—is essential for the Yogyakarta Government to realize Agile Governance in its operational framework. This research contributes to the understanding of how digital literacy initiatives can serve as a catalyst for sustainable economic development in local governance contexts. Penelitian ini bertujuan untuk mengevaluasi efektivitas inisiatif Pemerintah Yogyakarta dalam meningkatkan literasi digital di kalangan Usaha Mikro, Kecil, dan Menengah (UMKM) sebagai upaya untuk mendorong Tata Kelola Agil. Pentingnya meningkatkan literasi digital bagi pemilik UMKM ditekankan oleh potensinya untuk mendorong pertumbuhan ekonomi di Daerah Istimewa Yogyakarta. Menggunakan metodologi penelitian kualitatif dengan pendekatan studi kasus, penelitian ini menyoroti peran penting pemilik UMKM dalam merangsang pengembangan ekonomi lokal. Temuan menunjukkan bahwa Pemerintah Yogyakarta harus mengambil sikap yang lebih proaktif dalam menerapkan Tata Kelola Agil melalui program pemberdayaan literasi digital yang komprehensif bagi UMKM. Secara khusus, pelatihan pemasaran digital telah dimulai berdasarkan data UMKM yang tersedia di platform Sibakul. Namun, tantangan masih ada, karena tidak semua pemilik UMKM terdaftar di platform ini, yang membatasi jangkauan program tersebut. Selain itu, Pemerintah Yogyakarta harus meningkatkan kemampuan digital aparaturnya untuk mendukung pengembangan platform digital secara efektif. Mengatasi tantangan eksternal—seperti antusiasme UMKM dan pertumbuhan infrastruktur—serta tantangan internal—seperti peningkatan keterampilan digital birokrasi—adalah penting bagi Pemerintah Yogyakarta untuk mewujudkan Tata Kelola Agil dalam kerangka operasionalnya. Penelitian ini berkontribusi pada pemahaman tentang bagaimana inisiatif literasi digital dapat menjadi katalisator untuk pengembangan ekonomi yang berkelanjutan dalam konteks pemerintahan lokal.

Abstract

MSME assistance programs generally focus on capital and entrepreneurship training. However, it is still limited to the evaluation of assistance in the form of business facilities. This study aims to evaluate the effectiveness of the box container assistance program in encouraging the increase of small and medium enterprises of indigenous Papuans. Contributing to the development of knowledge in the field of MSME empowerment policies, especially in the context of support for business actors from indigenous Papuans. Using a mixed method approach, between quantitative and qualitative methods used together in a research activity by collecting data through interviews, observations, surveys of 45 indigenous Papuan MSME actors who received box container assistance in Sorong City. The results of the study showed that with the existence of this box container assistance program, it became business capital for indigenous Papuans in starting their businesses, creating jobs for women (housewives), as much as 53.33% increased income and could adjust to the location of sales for the community. However, there are still challenges due to the lack of supervision in the field in the use of this business capital assistance facility. However, this assistance program can be a model/sustainable assistance program for indigenous Papuans in developing their small and medium enterprises by considering several requirements and criteria. Program bantuan UMKM secara umum banyak menyoroti tentang permodalan dan  pelatihan kewirausahaan. Namun, masih terbatas pada evaluasi bantuan berupa sarana usaha. Penelitian ini bertujuan untuk mengevaluasi efektivitas program bantuan box container dalam mendorong peningkatan usaha kecil menengah masyarakat asli Papua. Memberikan kontribusi terhadap pengembangan pengetahuan dalam bidang kebijakan pemberdayaan UMKM, khususnya dalam konteks dukungan terhadap pelaku usaha dari kalangan masyarakat asli Papua. Menggunakan pendekatan metode campuran, antara metode kuantitatif dan metode kualitatif yang digunakan secara bersama-sama dalam suatu kegiatan penelitian dengan mengumpulkan data melalui wawancara, observasi, survei terhadap 45 orang pelaku UMKM masyarakat asli Papua penerima bantuan box container di Kota Sorong. Hasil penelitian menunjukkan bahwa dengan adanya program bantuan box container ini, menjadi modal usaha bagi masyarakat asli Papua dalam memulai usahanya, menciptakan lapangan kerja bagi perempuan (ibu rumah tangga), sebanyak 53,33% adanya peningkatan pendapatan dan dapat menyesuaikan dengan lokasi berjualan bagi masyarakat. Namun, masih terdapat tantangan karena kurangya pengawasan dilapangan dalam penggunaan sarana bantuan modal usaha ini. Tetapi, program bantuan ini dapat menjadi model/program bantuan berkelanjutan bagi masyarakat asli Papua dalam mengembangkan usaha kecil menengahnya dengan mempertimbangkan beberapa syarat dan kriteria.

Abstract

Public policy reform in Indonesia has emerged as a critical area of study over the past few decades, necessitating a comprehensive examination of its underlying instruments and models. This research aims to identify essential components and develop strategic frameworks for the effective reform and reformulation of public policy within the Indonesian government. Through an extensive thematic analysis of previous policy reforms, this study highlights recurring themes and successful patterns that inform best practices. Findings underscore the urgent need for reforms in the public service and agribusiness sectors, as well as the broader governance framework, to enhance policy effectiveness and societal outcomes. While political stability remains a vital prerequisite for successful public policy implementation, it is insufficient in isolation. The integration of Multi-Level Governance (MLG), active stakeholder engagement in policy development, and the incorporation of technological advancements are pivotal for facilitating meaningful reforms. Furthermore, political and governance reforms are essential to address emerging challenges. The adoption of data and system analytics within government agencies has shown promise in enhancing policy initiatives; however, it raises critical concerns about privacy and accountability. In the context of Indonesia's dynamic and diverse landscape, this research advocates for a strategic dissemination of substantial data to various stakeholders to foster informed decision-making and effective public policy reform. Reformasi kebijakan publik di Indonesia telah muncul sebagai area studi yang kritis selama beberapa dekade terakhir, yang memerlukan pemeriksaan menyeluruh terhadap instrumen dan model yang mendasarinya. Penelitian ini bertujuan untuk mengidentifikasi komponen penting dan mengembangkan kerangka strategis untuk reformasi dan reformulasi kebijakan publik yang efektif dalam pemerintahan Indonesia. Melalui analisis tematik yang komprehensif terhadap reformasi kebijakan sebelumnya, penelitian ini menyoroti tema-tema yang berulang dan pola sukses yang dapat menginformasikan praktik terbaik. Temuan menunjukkan kebutuhan mendesak akan reformasi di sektor pelayanan publik dan agribisnis, serta kerangka tata kelola yang lebih luas, untuk meningkatkan efektivitas kebijakan dan hasil sosial. Meskipun stabilitas politik tetap menjadi prasyarat vital untuk pelaksanaan kebijakan publik yang sukses, hal ini tidak cukup jika berdiri sendiri. Integrasi Multi Level Governance (MLG), keterlibatan aktif pemangku kepentingan dalam pengembangan kebijakan, dan penggabungan kemajuan teknologi merupakan hal yang penting untuk memfasilitasi reformasi yang bermakna. Selain itu, reformasi politik dan tata kelola diperlukan untuk mengatasi tantangan yang muncul. Adopsi data dan analitik sistem dalam lembaga pemerintah menunjukkan janji dalam meningkatkan inisiatif kebijakan; namun, ini menimbulkan kekhawatiran kritis mengenai privasi dan akuntabilitas. Dalam konteks lanskap Indonesia yang dinamis dan beragam, penelitian ini menganjurkan untuk penyebaran data substansial secara strategis kepada berbagai pemangku kepentingan guna mendorong pengambilan keputusan yang terinformasi dan reformasi kebijakan publik yang efektif.

Abstract

The increasing tourism activity raises concerns about environmental impacts and sustainability. Sustainable ecotourism must utilize natural and cultural attractions to create tourism experiences that generate economic benefits and prioritize environmental conservation and social welfare. The Bener Meriah Regency Government of Aceh has implemented policies to encourage eco-villagebased tourism. This study uses a qualitative research method with a phenomenological approach. Data collection was carried out through observation, direct interviews, and document studies. The results of the study indicate that Damaran Baru Village in Bener Meriah Regency is an example of the success of an environmentally based eco-village. In addition, the government also plays an important role in encouraging sustainable tourism practices that are beneficial to the environment and community welfare. The gap in this research lies in the lack of in-depth exploration of the implementation of eco-villages, especially in Damaran Baru Village, Bener Meriah Regency, Aceh. Although there have been many studies discussing sustainable tourism, only a few highlight the active role of the government in encouraging the development of eco-villagebased tourism. The novelty of this study lies in the presentation of a concrete case study of the success of an eco-village in Damaran Baru Village that combines environmental conservation with local economic development. So, economic growth can go hand in hand through the development of eco-villages. Recommendations for the development of Damaran Baru eco-village are improving tourism infrastructure, providing ongoing training to the community, diversifying sources of income, and collaborating with external parties.Meningkatnya aktivitas pariwisata menimbulkan kekhawatiran terhadap dampak lingkungan dan keberlanjutan. Ekowisata berkelanjutan harus memanfaatkan daya tarik alam dan budaya untuk menciptakan pengalaman wisata yang menghasilkan manfaat ekonomi dan mengedepankan pelestarian lingkungan dan kesejahteraan sosial. Pemerintah Kabupaten Bener Meriah Aceh telah menerapkan kebijakan untuk mendorong pariwisata berbasis eco-village. Penelitian ini menggunakan metode penelitian kualitatif dengan pendekatan fenomenologis. Pengumpulan data dilakukan melalui observasi, wawancara langsung, dan studi dokumen. Hasil penelitian menunjukkan bahwa Desa Damaran Baru di Kabupaten Bener Meriah merupakan contoh keberhasilan eco-village berbasis lingkungan. Selain itu, pemerintah juga berperan penting dalam mendorong praktik pariwisata berkelanjutan yang bermanfaat bagi lingkungan dan kesejahteraan masyarakat. Kesenjangan penelitian ini terletak pada kurangnya eksplorasi mendalam terhadap implementasi eco-village, khususnya di Desa Damaran Baru, Kabupaten Bener Meriah, Aceh. Meskipun sudah banyak penelitian yang membahas tentang pariwisata berkelanjutan, hanya sedikit yang menyoroti peran aktif pemerintah dalam mendorong pengembangan pariwisata berbasis eco-village. Kebaruan penelitian ini terletak pada penyajian studi kasus konkret tentang keberhasilan eco-village di Desa Damaran Baru yang memadukan pelestarian lingkungan dengan pengembangan ekonomi lokal. Jadi, pertumbuhan ekonomi bisa berjalan beriringan melalui pengembangan eco-village. Rekomendasi pengembangan eco-village Damaran Baru adalah perbaikan infrastruktur pariwisata, pemberian pelatihan berkelanjutan kepada masyarakat, diversifikasi sumber pendapatan, dan kerjasama dengan pihak eksternal.

Abstract

This study aims to determine the role of religious leaders in supporting the acceleration of stunting reduction in East Nusa Tenggara. The study was conducted using a qualitative descriptive approach with informants: 10 religious leaders who were determined by Purposive Sampling using one of the inclusion criteria, namely from religious groups with the largest number of people in Indonesia and NTT Province, namely Islam, Protestantism, and Catholicism and 10 mothers of stunted toddlers and are receiving intervention programs from the Kupang Regency government. Data were collected by means of in-depth interviews, then comments or statements from informants were recorded by the prepared tool. Furthermore, the data were analyzed in four stages, namely data collection, data reduction, data presentation, and drawing conclusions. The results of the study showed that in general the perspective of religious leaders was very good that stunting was a problem of chronic malnutrition that had an impact on the quality of human resources. The form of support from religious leaders was to involve the government in efforts to change the pattern of nutrition and public health through nutrition advocacy activities, public health nutrition governance, and ensuring the involvement of the religious sector in health. Conclusion: religious leaders can be partners with the government in accelerating stunting reduction in NTT Province. Penelitian ini bertujuan untuk mengetahui peran tokoh agama dalam mendukung percepatan penurunan stunting di Nusa Tenggara Timur. Penelitian dilakukan dengan pendekatan deskriptif kualitatif bersama informan : 10 orang tokoh agama yang ditentukan secara Purposive Sampling menggunakan salah satu kriteria inkusi yaitu berasal dari kelompok agama dengan jumlah jiwa terbanyak di Indonesia dan Propinsi NTT yaitu islam, protestan, dan katholik dan 10 orang ibu balita stunting dan sedang mendapat program intervensi dari pemerintah Kabupaten Kupang. Data dikumpulkan dengan cara wawancara mendalam atau  Indepth interview, kemudian komentar atau pernyataan dari informan direkam oleh alat yang disiapkan. Selanjutnya data dianalisis dengan empat tahap, yaitu pengumpulan data, reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa secara umum prespektif tokoh agama sangat baik bahwa stunting merupakan masalah kekurangan gizi kronik yang berdampak pada kualitas sumberdaya manusia. Bentuk dukungan tokoh agama adalah melibatkan pemerintah dalam upaya perubahan pola asuh gizi dan kesehatan masyarakat melalui kegiatan advokasi gizi, tata kelola gizi kesehatan masyarakat, dan menjamin keterlibatan sektor agama dalam kesehatan. Kesimpulan: tokoh agama dapat menjadi mitra pemerintah dalam percepatan penurunan stunting di Propinsi NTT.

Abstract

This study aims to analyze the factors that encourage the emergence of single candidates in regional head elections (Pilkada) in Buton and provide strategic steps to minimize the potential for a similar phenomenon to recur. This study uses a qualitative approach with a case study. A total of 20 informants were interviewed and selected purposively based on their direct involvement in the election process. Data analysis was carried out with the help of Nvivo 12 Plus software to optimize data management and interpretation. Data validity was maintained through source triangulation. The study results indicate that dominant factors such as high political costs, failure of the political party cadre system, pragmatism of political party coalitions, and the difficulty of individual candidates in meeting nomination requirements play a central role in the emergence of single candidates. The implications of this study emphasize the need to improve the mechanism for monitoring political costs, improve the quality of the political party cadre system, revise the nomination requirements for individual candidates, and increase awareness of the importance of forming a healthy and politically representative coalition. The significance of this study lies in its contribution to providing in-depth understanding and strategic recommendations to prevent the recurrence of the single candidate phenomenon in the Pilkada contest, especially in Buton Regency. Penelitian ini bertujuan untuk menganalisis faktor-faktor yang mendorong kemunculan calon tunggal dalam pemilihan kepala daerah (Pilkada) di Buton serta memberikan langkah-langkah strategis untuk meminimalkan potensi terulangnya fenomena serupa. Penelitian ini menggunakan pendekatan kualitatif dengan strategi studi kasus. Sebanyak 20 informan diwawancarai, yang dipilih secara purposive berdasarkan keterlibatan langsung dalam proses pemilihan. Analisis data dilakukan dengan bantuan perangkat lunak Nvivo 12 Plus guna mengoptimalkan pengelolaan dan interpretasi data. Validitas data dijaga melalui triangulasi sumber. Hasil penelitian menunjukkan bahwa faktor dominan seperti tingginya biaya politik, kegagalan sistem kaderisasi partai politik, pragmatisme koalisi partai politik, dan kesulitan calon perseorangan dalam memenuhi syarat pencalonan, memainkan peran sentral dalam kemunculan calon tunggal. Implikasi dari penelitian ini menekankan perlunya perbaikan mekanisme pengawasan biaya politik, peningkatan kualitas sistem kaderisasi partai politik, revisi terhadap persyaratan pencalonan bagi calon perseorangan, serta peningkatan kesadaran akan pentingnya pembentukan koalisi yang sehat dan representatif secara politik. Signifikansi penelitian ini terletak pada kontribusinya dalam memberikan pemahaman yang mendalam serta rekomendasi strategis guna mencegah terulangnya fenomena calon tunggal dalam kontestasi Pilkada, khususnya di Kabupaten Buton.

Abstract

Population growth, increasing needs, and community demands for the quality of digital-based public services through the Electronic-Based Government System (SPBE) are challenges that must be considered by the Malang City Government. An in-depth exploration of the government's capacity in the digital governance process needs to be carried out. The aim is to see the extent to which the government is able to meet the needs of the community and ensure the resilience of the digital transformation that has been developed. This research was conducted in Malang City because it has interesting conditions including population, several advantages and potentials, adequate infrastructure, government and community readiness, and SPBE index achievements. The research method used was qualitative analysis through a case study in line with Cresswell's qualitative design. The data triangulation method was applied to ensure data validity. Data analysis in qualitative research aims to minimize bias and misinterpretation when constructing arguments. Then the conclusion is drawn and the results are presented in the form of narrative information. The result is that government governance in implementing SPBE in Malang City has strived to have a capacity that is in accordance with the needs and demands of society. This means that the government seeks the resilience of digital transformation amid the challenges and threats that continue to arrive. This is evidenced through regulatory support that builds the realization of integrated SPBE, strengthening policies, governance, management, and also SPBE services. The SPBE achievement index continues to increase and public services are of higher quality. However, proactive, adaptive, responsive, and dynamic innovations need to be developed in the face of rapid social changes in society. Pertambahan jumlah penduduk, peningkatan kebutuhan, dan tuntutan masyarakat terhadap kualitas layanan publik berbasis digital melalui Sistem Pemerintahan Berbasis Elektronik (SPBE) menjadi tantangan yang wajib diperhatikan Pemerintah Kota Malang. Eksplorasi mendalam terhadap kapasitas pemerintah dalam proses tata kelola digital perlu dilakukan. Tujuannya adalah untuk melihat sejauh mana pemerintah mampu memenuhi kebutuhan masyarakat dan memastikan ketahanan transformasi digital yang telah dikembangkan. Penelitian ini dilakukan di Kota Malang karena memiliki kondisi yang menarik diantaranya jumlah penduduk, beberapa keunggulan dan potensi, infrastruktur yang memadai, kesiapan pemerintah dan masyarakat, serta capaian indeks SPBE. Metode penelitian yang digunakan adalah analisis kualitatif melalui studi kasus yang sejalan dengan desain kualitatif Cresswell. Metode triangulasi data diterapkan untuk memastikan keabsahan data. Analisis data dalam penelitian kualitatif bertujuan untuk meminimalkan bias dan kesalahan interpretasi saat mengkonstruksi argumen. Kemudian penarikan kesimpulan dilakukan dan hasilnya disajikan dalam bentuk informasi naratif Hasilnya tata kelola pemerintah dalam pengimplementasian SPBE di Kota Malang telah diupayakan memiliki kapasitas yang sesuai dengan kebutuhan dan tuntutan masyarakat. Artinya pemerintah mengupayakan ketahanan transformasi digital di tengah tantangan dan anacaman yang terus berdatangan. Hal ini dibuktikan melalui dukungan regulasi yang membangun perwujudan SPBE terintegrasi, penguatan kebijakan, tata kelola, manajemen, dan juga layanan SPBE. Indeks capaian SPBE pun terus meningkat dan layanan publik semakin berkualitas. Meskipun demikian inovasi proaktif, adaptif, responsif, dan juga dinamis perlu terus dikembangkan dalam menghadapai perubahan sosial masyarakat yang cukup pesat.

Abstract

This  article addresses the gap in understanding the causal mechanisms linking democracy to human development. While existing research focuses on correlations or broad linkages, this study conceptualizes specific mechanisms at macro and micro levels, proposing an integrative framework that synthesizes diverse theoretical perspectives. The framework emphasizes the interconnected roles of electoral accountability, civil society, a culture of equality, and good governance in driving human development, offering a nuanced understanding of the democracy-development nexus. The study makes three key contributions: (1) identifying specific causal pathways; (2) providing a foundation for empirical research, particularly through qualitative case studies or process tracing; and (3) highlighting the importance of holistic democratic governance. It concludes that government expenditure on human development sectors, influenced by electoral accountability and good governance, is a plausible mechanism. However, the study acknowledges limitations, such as confounding factors like economic conditions and cultural differences, and calls for future research to empirically test these mechanisms. Methodologically, mixed-methods approaches, combining quantitative analysis with qualitative case studies, are recommended to validate the framework across diverse contexts. By doing so, this study aims to provide actionable insights for policymakers and researchers seeking to enhance human development through democratic governance. Artikel ini berupaya mengatasi celah dalam pemahaman tentang mekanisme kausal yang menghubungkan demokrasi dengan pembangunan manusia. Sementara penelitian yang ada fokus pada korelasi atau hubungan luas, studi ini mengkonseptualisasikan mekanisme spesifik pada tingkat makro dan mikro, dengan mengusulkan kerangka kerja integratif yang mensintesis berbagai perspektif teoretis. Kerangka kerja ini menekankan peran keterkaitan antara akuntabilitas elektoral, masyarakat sipil, budaya kesetaraan, dan tata kelola yang baik dalam mendorong pembangunan manusia, memberikan pemahaman yang lebih bernuansa tentang hubungan demokrasi-pembangunan. Studi ini memberikan tiga kontribusi utama: (1) mengidentifikasi jalur kausal spesifik; (2) menyediakan landasan untuk penelitian empiris, terutama melalui studi kasus kualitatif atau penelusuran proses (process tracing); dan (3) menyoroti pentingnya pendekatan holistik dalam tata kelola demokratis. Artikel ini menyimpulkan bahwa pengeluaran pemerintah di sektor pembangunan manusia, yang dipengaruhi oleh akuntabilitas elektoral dan tata kelola yang baik, merupakan mekanisme yang memungkinkan. Namun, studi ini juga mengakui keterbatasan, seperti faktor pengganggu (confounding factors) seperti kondisi ekonomi dan perbedaan budaya, serta menyerukan penelitian lebih lanjut untuk menguji mekanisme ini secara empiris. Secara metodologis, pendekatan metode campuran (mixed-methods), yang menggabungkan analisis kuantitatif dengan studi kasus kualitatif, direkomendasikan untuk memvalidasi kerangka kerja ini di berbagai konteks. Dengan demikian, studi ini bertujuan untuk memberikan wawasan yang dapat ditindaklanjuti bagi pembuat kebijakan dan peneliti dalam upaya meningkatkan pembangunan manusia melalui tata kelola demokratis.

Abstract

This study examines the implementation of green budgeting in Batu City in supporting sustainable development that includes environmental, social, and economic objectives. Many previous studies have explained green budgeting at the national level, focusing on budget policy alignment with sustainable development issues. Meanwhile, the focus of this research study is to review regional budgeting aimed at understanding local government budget policy alignment with green development issues in Batu City. Data were obtained through document analysis, in-depth interviews, and observations, and analyzed using NVivo to identify key themes, issue linkages, and policy priorities. Findings indicate that budgeting policies in Batu City have integrated strategic issues such as sustainable environment, agriculture, tourism, energy, and waste management. However, there is a gap between program/activity priorities and budget allocation, where important sectors such as sustainable plantations receive inadequate budget support. Public participation plays an important role in policy formulation, with primary attention to urban planning, traffic congestion, and environmentally friendly practices in the plantation sector. Waste management through TPS3R (Reduce, Reuse, Recycle) is recognized as a best practice, but budget inconsistencies indicate the need for better integration between policy vision and its realization. This research concludes that regional budgeting in Batu City has addressed several issues directly related to green development, including energy, waste management, tourism, agriculture, and sustainable environment. Nevertheless, there is a gap between planning and budget allocation, so that budget policies do not yet reflect a bias towards important issues related to the green economy. Therefore, public participation becomes the main key to realizing budget policies that support green development. The main recommendation of this research is that the Batu City government needs to seriously consider the consistency of planning and budget allocation so that budget policies align with important issues of green development. In addition, public participation needs to be increased and expanded to ensure that the budgeting process accommodates public issues related to green development. Penelitian ini mengkaji penerapan anggaran hijau di Kota Batu dalam mendukung pembangunan berkelanjutan yang mencakup tujuan lingkungan, sosial, dan ekonomi. Banyak penelitian terdahulu menjelaskan penganggaran hijau pada level nasional yang berfokus pada keberpihakan kebijakan anggaran terhadap isu-isu pembangunan yang berkelanjutan. Sementara fokus kajian penelitian ini, yaitu mereview penganggaran daerah yang bertujuan untuk mengetahui keberpihakan kebijakan anggaran pemerintah daerah terhadap isu-isu pembangunan hijau di Kota Batu. Data diperoleh melalui analisis dokumen, wawancara mendalam, dan observasi, serta dianalisis menggunakan NVivo untuk mengidentifikasi tema utama, keterkaitan isu, dan prioritas kebijakan. Temuan menunjukkan bahwa kebijakan penganggaran di Kota Batu telah mengintegrasikan isu strategis seperti lingkungan berkelanjutan, pertanian, pariwisata, energi, dan pengelolaan sampah. Namun, terdapat kesenjangan antara prioritas program/kegiatan dan alokasi anggaran, di mana sektor penting seperti perkebunan berkelanjutan mendapatkan dukungan anggaran yang kurang memadai. Partisipasi publik berperan penting dalam perumusan kebijakan, dengan perhatian utama pada perencanaan kota, kemacetan lalu lintas, dan praktik ramah lingkungan di sektor perkebunan. Pengelolaan sampah melalui TPS3R (Reduce, Reuse, Recycle) diakui sebagai praktik terbaik, tetapi inkonsistensi penganggaran menunjukkan perlunya integrasi lebih baik antara visi kebijakan dan realisasinya. Penelitian ini menyimpulakn bahwa penganggaran daerah di Kota Batu telah membahas beberapa isu yang berkaitan langsung dengan pembangunan hijau, di antaranya energi, pengolahan sampah, pariwisata, pertanian, dan lingkungan yang berkelanjutan. Kendati demikian, terdapat gap antara perencanaan dan alokasi anggaran sehingga kebijakan anggaran belum mencerminkan keberpihak terhadap isu-isu penting yang berkaitan dengan ekonomi hijau. Karena itu, partisipasi publik menjadi kunci utama untuk mewujudkan kebijakan anggaran pro pembangunan hijau. Rekomendasi utama penelitian ini, yaitu pemerintah Kota Batu perlu memperhatikan secara serius konsistensi perencanaan dan alokasi anggaran sehingga kebijakan anggaran selaras dengan isu-isu penting pembangunan hijau. Disamping itu, partisipasi publik perlu ditingkatkan dan diperlus untuk memastikan proses penganggaran mengakomodir isu-isu publik yang berkaitan dengan pembangunan hijau

Abstract

This article aims to examine crisis management in the villages of Sigi Regency, Indonesia, with a focus on government policy interventions and grassroots mobilization in overcoming the post-COVID-19 crisis. This article uses a qualitative approach with a case study method, where data collection is carried out using interview and observation techniques. This article highlights the crisis management policy scheme in Sigi, which tends to be centralistic with more dominance by central government policies. However, grassroots social movements have emerged as an alternative to mitigating the post-pandemic crisis. We argue that the political participation of communities and voluntary movements has significant social resilience implications. Therefore, policy interventions involving grassroots communities have proven effective in crisis management. This study contributes to seeing citizen mobilization and participation as a form of alternative social resilience and offers insights into the importance of collaboration between government policy and community activism in dealing with crises in rural Indonesia. Artikel ini bertujuan mengkaji manajemen krisis di desa-desa kabupaten Sigi, Indonesia dengan fokus pada intervensi kebijakan pemerintah dan mobilisasi akar rumput dalam mengatasi krisis pasca COVID-19. Artikel ini menggunakan pendekatan kualitatif dengan metode studi kasus, dimana pengumpulan data dilakukan dengan teknik wawancara dan observasi. Artikel ini menyoroti skema kebijakan penanganan krisis di Sigi yang cenderung sentralistik dengan lebih banyak di dominasi oleh kebijakan pemerintah pusat. Namun, gerakan sosial dari akar rumput muncul sebagai alternatif dalam memitigasi krisis pasca pandemi. Kami berpendapat bahwa partisipasi politik komunitas dan gerakan sukarela memiliki implikasi ketahanan sosial yang signifikan. Oleh karena itu intervensi kebijakan yang melibatkan komunitas akar rumput terbukti efektif dalam manajemen krisis. Penelitian ini berkontribusi dalam melihat mobilisasi dan partisipasi warga sebagai bentuk ketahanan sosial alternatif dan menawarkan wawasan terkait pentingnya kolaborasi antara kebijakan pemerintah dan aktivisme komunitas dalam menghadapi krisis di pedesaan Indonesia.
