Abstract

Since the onset of the COVID-19 pandemic, there has been substantial scholarly interest in the roles of women in leadership positions. This multiple-case study explores the experiences of female political leaders during the pandemic, focusing on their roles, challenges, and resilience. The study encompasses ten women political leaders actively involved in pandemic-related activities in Dumingag, Zamboanga del Sur, Philippines. The findings indicate that these women embodied exceptional compassion and courage in their efforts to curb the virus's spread within their communities. The research underscores that the attributes traditionally associated with femininity, such as empathy and nurturing, were beneficial during the pandemic. Rather than posing a challenge, femininity complemented their leadership roles, with the main obstacles being the risk of contracting COVID-19 and public skepticism regarding the pandemic's seriousness. The study highlights that these female leaders adeptly managed the pandemic's challenges through effective cooperation and collaboration with stakeholders, underpinned by a commitment to altruism. This research contributes to the field by demonstrating that the qualities associated with female leadership can enhance crisis management. It informs the international debate on gender and leadership, suggesting that women's distinctive attributes may be particularly advantageous in navigating global health emergencies. By emphasizing these contributions, the study advocates for a broader recognition of the value of female leadership in crisis situations and encourages further examination of gender dynamics in leadership roles globally.

Abstract

This study investigates the constitutional legitimacy of the measures enacted by Tthe Iraqi government to prevent the COVID-19 spreading, which restricted the rights and freedoms enshrined in the Iraqi Constitution 2005. even though the epidemic is a health emergency, the House of Representatives has not declared an emergency state, as the Cabinet resorted to taking preventive measurement to curb the crisis spreading, that restricted constitutional freedoms and rights even though the Iraqi constitution explicitly states that the rights and freedoms cannot be restricted except by law or based on it,  however, this restriction was governed by administrative orders issued by a committee establish by council of ministers under  Diwani Order 55 of 2020, headed by the minister of health,  which  amended then to become headed by the prime minister, for that purpose we have followed the analytical approach to assess the decisions taken by this committee through interpreting constitutional and legal texts and examining many of their restrictive resolutions imposed for demonstrating its legitimacy or illegitimacy and through this analysis we concluded that the majority of its decision on rights and freedoms under the pretext to preventspread  of Covid-19 unconstitution even though the epidemi was serious it cannot be justified  for violating democratic values.

Abstract

This paper intends to examine influence of the Council of Europe (CoE) in two major political parties of Turkiye through their election manifests during the first quarter of the 21st century. The ruling AK Parti and main opposition party, CHP, election manifests are reviewed via MAXQDA data analysis panel. As one of the founding member states of the Council Turkiye has got close ties with the organisation and this has impositions on the national politics. This being the case, the problem of how this area is put on the agenda and evaluated in terms of Turkish political life becomes important. The effects of the CoE on Turkish political parties are classified under eight headings. These headings are examined with the help of graphics as 8 subcategories: “law”, “fundamental rights and freedoms”, “foreign policy”, “public administration”, “fight against corruption”, “democracy”, “labour and social security” and “family and social policies”. Among these, “law” and “fundamental rights and freedoms” categories stand out as the most emphasized issues in the context of the CoE for both parties. Finally reveals that CHP and AK Parti priorities or emphases diverge on certain issues related to CoE. Thus, family and social policies for the CHP, and foreign policy and the fight against corruption for the AK Parti have defined the more prominent categories. Having examined the effects of the Council the paper draws a clear line of relations as far as the eight categories are concerned.

Abstract

Efficient and modern archive management is very important in this digital era, especially at the local government level. In this context, this study explores the urgency of archive management using the Integrated Dynamic Archival Information System (SRIKANDI) approach in the Pekanbaru City Government. The research method used is qualitative, with data sources from interviews, documentation, and observation and analysis using the NVivo 12 Plus software. The study's results identified challenges to SRIKANDI implementation, including inadequate technological infrastructure, the need for skilled human resources in information technology, attention to data security, changes in organizational culture, and ongoing technical support. Based on these findings, policy recommendations have been made, including investments in technology infrastructure, human resource training and development, strict data protection, and changes in organizational culture. This research has positive implications for archive management, increasing efficiency and accountability in Pekanbaru. This research provides insights for other city governments wishing to undertake similar digital transformations in electronic-based archives management

Abstract

This study displays Twitter's relevance in collecting sentiments and evaluating social networks, notably in election processes. This study examines 10,000 tweets on the 2022 Philippine presidential election, gathered during the key week of May 9–13, 2022, to show Twitter's influence in molding the public conversation. The study found the most popular hashtags, including #halalan2022 and #eleksyon2022, highlighting their importance in the digital discussion around the election. A thorough social network study established eight key communities, demonstrating a strong connection among Filipino netizens during election-related debates. Among these, noteworthy people such as @RexelBartolome and @daywreckoning, as well as the news site @ABSCBNEWS, emerged as essential nodes, demonstrating their influence in information dissemination. Sentiment analysis of the tweets revealed a mostly neutral public mood toward the election, with frequent phrases such as "martial law" and "never again" indicating the discourse's underlying themes. This study examines Twitter as a valuable instrument for political analysis and advocates for a more sophisticated method of picking tweets that truly reflect community attitudes. Future studies should look beyond pre-election times to provide a complete picture of online debate, using Twitter's API for easy data gathering and analysis. This study closes a fundamental gap in understanding social media dynamics in the Philippines, providing insights for academic and practical applications in political communication.

Abstract

This study explores the level of public participation in e-government in Indonesia, focusing on the Electronic Participation Index (EPI). This research uses qualitative methods and qualitative content analysis. The main data was obtained from the UN E-Government Knowledgebase, especially the E-Participation Index for 2016 to 2022 and Indonesia's E-Participation Index ranking data from 2004 to 2022. The results of this study show that the improvement of e-government infrastructure and services has not been fully successful in increasing public participation. The challenges faced include inadequate regulations, lack of data integration, gaps in ICT infrastructure, and inequality in internet access, especially in rural areas. The culture of bureaucracy, corruption, collusion, and nepotism also hinder public trust in the e-government system. Some government initiatives, such as the Peduli Lindungi application, have shown positive results but have not been fully optimal. To overcome these challenges, it is necessary to improve regulations, integrate data, reduce the digital divide, and increase government transparency and accountability. What is new about this study lies in its comprehensive analysis of the E-Participation Index in the Indonesian context, which provides a unique perspective on the correlation between e-government infrastructure and public participation levels. In addition, the study offers actionable insights and recommendations for policymakers to improve e-government services by addressing specific regional and cultural barriers.

Abstract

This research aims to find out the implementation of a mental revolution that encourages  the acceleration of innovation and digitalization of public services through the implementation of e-government to build a clean, effective, democratic and trusted government.  The research design uses descriptive qualitative research by analyzing policy documents. This article examines the evolution of public service innovation policies in Indonesia related to the mental revolution initiative. The documents reviewed are laws, government regulations, ministerial regulations, and policy documents related to public service innovation and transformation, as well as e-government from January 2014 to May 2024. The results showed that since the launch of the National Movement for Mental Revolution, through the Indonesia Serves program, there has been an acceleration of the process of developing public service digitization innovations. This initiative encourages the acceleration of changes in the quality of public services by accelerating changes in the mindset, attitudes, and behavior of state civil apparatus to produce service innovations that improve the quality of public services. The acceleration of innovation development through e-government and public service digitalization can be realized with budget support, human resource readiness, sustainable policy commitment, and strong leadership in supporting the sustainability of holistic public service innovation.

Abstract

West Sumatera possesses a lot of natural wealth in terms of tourism aspects. However, it has not been used optimally, highlighting the need for a comprehensive analysis of public policies in the tourism district to achieve a tourist-friendly green tourism that could be use in the next 10 to 20 years. This research’s purpose is to discover the policies in West Sumatra’s district using a qualitative approach and to be supported from utilizing purposive sampling techniques by doing in-depth interviews and analyzing the results in the format of an interactive model. The outcome proves that the current West Sumatra’s policies did not provide a particular regulation in terms of implementation green tourism. Therefore, it is crucial to adopt a comprehensive cross-sectoral policy approach that actively engages stakeholders and other relevant actors in the development of a green tourism destination in Padang City. This approach is expected to significantly enhance the green tourism potential in Padang City across various related sectors, leading to improved community welfare. Furthermore, the involvement of tourism-conscious communities and various tourism actors is also expected to contribute to establishing Padang City as a prominent green tourist destination in West Sumatra. This study will offer valuable insights for the West Sumatra regional government and contribute to boosting both local and global tourist visits.

Abstract

This study analyzes the relationship dynamics between local government bureaucratic elites and political elites in Nabire Regency, Papua Province, using a quantitative approach with observation and questionnaires. The research reveals that the Regional Development Planning Agency (Bappeda) contributes significantly (83.1%) to the development planning process, indicating a strong technocratic influence. However, Bappeda faces challenges including unprofessional human resource management, limited budget and infrastructure, poor administrative organization, and inadequate planning and implementation of community-focused development programs. Local elites also exert a significant positive influence (78.7%) on the development planning process. Their role is characterized by the politicization of special autonomy, representation politics concerning poverty and resource management, Papuanization politics focusing on local empowerment, and the coastal-highlands dichotomy affecting development distribution. The study highlights the complex interplay between bureaucratic efficiency and local political dynamics in shaping regional development. It underscores the need for improved resource management, better administrative practices, and more inclusive planning processes. The findings also emphasize the importance of addressing political issues such as special autonomy, representation, and regional divisions to ensure equitable and effective development in Nabire Regency.

Abstract

This article examines the collaborative governance strategy implemented by the Batu Bara Regency Government in restoring Sejarah Beach. Beaches are critical assets that represent the identity of a region, provide economic benefits, and support the surrounding environmental ecosystem. Unfortunately, many beaches experience environmental degradation and other socio-economic problems. Pantai Sejarah in Batu Bara Regency is no exception, which faces issues such as prostitution, environmental degradation, and local poverty. Using a qualitative methodology, this research explores the collaborative approach used in the revitalization of Pantai Sejarah. In-depth interviews were conducted with various key stakeholders, including representatives from local government agencies (Environmental Agency, Forestry Agency, and Regional Development Agency), PT Inalum's HR management, and local community members. The findings of this study show that the implementation of the collaborative governance approach by the local government has transformed Sejarah Beach into an integrated tourist attraction. In addition, this collaborative initiative also created economic opportunities, including small businesses, new jobs, and revenue for the government. The collaborative effort also addresses social issues such as prostitution through coordinated action between law enforcement, government, and the local community. Furthermore, the collaborative governance approach provides a comprehensive solution to coastal area management by addressing social challenges alongside environmental conservation and economic development.
