Abstract

In particular, when it comes to providing fundamental services to the populace, minimum service standards are well-positioned to address significant challenges in the implementation of regional or local administration. With actions chosen by the government, Minimum Service Standards (Generally known as SPM) implementation must ensure that the general public has access to essential services from regional or local governments. The goal of this research is to describe how SPM was used to raise the standard of public services in Coppo Tompong Village. The methodology in this study is qualitative. data gathering through observation, discussion, and documentation. Analyses of descriptive and qualitative data were employed. The study's findings indicate that while things have been going well, there is still room for improvement in terms of facilities and infrastructure due to poor management and budgetary allocations for unplanned natural catastrophes, including Covid-19. In accordance with the author's findings, more infrastructure and facilities need to be acquired in order to assist enhancing the quality of service in the Mandalle sub-district village of Coppo Tompong.

Abstract

This study aims to analyze the acceleration of one data Indonesia through collaborative governance. Data quality is a necessity for every country. Unfortunately, data accuracy between regions down to the central level faces various problems. Indonesia already has the One Data Indonesia program but the development and progress of the program being managed requires adaptive and flexible collaboration. Qualitative research uses data collection techniques of observation, interviews, and documentation. The study’s results found (1) Challenges in solving substantive problems by identifying the problem of differences in data from government institutions. The problem is that each institution defines the problem from its point of view. So that the problem will be increasingly difficult to define because of the different perspectives of the parties collaborating on an issue (2) Challenges in the collaboration process, the issue of open data, data validity, and single data are faced with many problems, one of which there are 24,400 thousand applications that stand alone so that integration becomes difficult. There is a sectoral ego where the institution or agency is unwilling to share its data. (3) The challenge of multi-relational accountability in implementing the acceleration of SDI at the provincial, city, and district levels. Many regions still have not carried out the mandate of the Presidential Regulation on SDI due to various reasons.

Abstract

Data leakage is one of the high potentials for criminal acts in cyberspace. The Indonesian government passed the Personal Data Protection Act (UU PDP) to ensure the security of every citizen's personal data. This study aims to compare the policies of the Personal Data Protection Act with the European Union General Data Protection Regulations (EU-GDPR). This study uses a qualitative descriptive analysis method with data from previous studies and official releases from the Indonesian government and the European Union. The results of this study illustrate that the PDP Law and the EU-GDPR have the same arrangements regarding the rights of personal data subjects. In the data processing aspect, the principle of processing personal data in the PDP Law is not mandatory. In contrast, in the EU-GDPR, the principle of processing personal data is mandatory. In the aspect of controlling and processing personal data, both rights and responsibilities are almost the same, both for the PDP Law and the EU-GDPR. In the aspect of imposing sanctions, EU-GDPR is more apparent in the mechanism of imposing sanctions in the form of fines. While in the PDP Law, sanctions consist of administrative sanctions, criminal sanctions, and criminal fines, the mechanism of imposing sanctions is not yet clear.

Abstract

Merdeka Belajar Kampus Merdeka (MBKM) program becomes one of the studies about policy which being held by the government to be applied to higher education. The key to a successful implementation of the MBKM policy in university is by changing the mindset into a curriculum based on adaptive and flexible learning achievement.The research method is a qualitativeresearch to determine the key informants, researchers use purposive and snowball techniques, and data collection techniques include in-depth interviews, observation, and documentation. The results indicated that the MBKM program regulation in the study program still experience some complications, such as in converting subjects and also the curriculum into a MBKM curriculum, coordinating the time difference at the beginning of the lectures with the form of learning activities, the hardship in partnering for cooperation and carrying out activities outside the study program, amount of programs and activities that must be done in a short time and simultaneously and also The MBKM implementing partners who limit the number of students acceptation at the location of the internship program and developing villages. In terms of strategic preparation, there are still insufficient resources, human resources that support the system, field supervisors and the low motivation of students to take part in the MBKM program

Abstract

This research reveals how the quality of human resources exists in the public service office in the City of Bandar Lampung. The element of the problem found in the depths by seeing how the change of the service pattern that exists in society is mainly in the use of digital services (E-government) for that Capacity of Officers, Employee Placement, Authority, Responsibility as well as Motivation of Officials in performing service based on the main tasks and functions of the District Officer in the City of Bandar Lampung need to be reviewed to get a good quality of human resources. The type of research used is the Qualitative Method using a case study approach. The results of the study found that there is an influence of the capacity of employees on the technological tendency to support the digital government services (Electronic Government) in the area so that good governance is realized, the placement of employees in accordance with their expertise, the authority of responsibility of each employee as well as the motivation is still a factor in achieving the quality of human resources in providing services in the district of the city of Bandar Lampung.

Abstract

The background of this research is the lack of complaints on the application of the National Public Service Complaint Management System - People's Online Aspirations and Complaints Service (SP4N-Lapor) and the slow handling of complaints submitted by the public. This study aims to determine the implementation of the SP4N-Lapor program in Pontianak City. This type of research is qualitative. The results of the study indicate that the implementation of the SP4N-Lapor program has been specifically measured using the Policy Implementation Theory. Based on the standard variables and policy objectives, the implementation of the program is in accordance with the aims. In addition, the variable resources of facilities and infrastructure are sufficient, but human resources are still not optimal. Variable characteristics of implementing agents have been right on target, variable attitudes or tendencies (disposition) of the implementers have carried out their duties well, variables of communication between organizations and activities of implementing communication have been carried out and established and variables of the economic, social and political environment have been running smoothly. To conclide, the overall implementation has been going well and found the inhibiting factor, namely the limited human resources that hinder the implementation of SP4N-LAPOR.

Abstract

Joyoboyo intermodal terminal needs to get optimal management after undergoing revitalization due to the decrease in the number of city transportation. The purpose of this study was to determine the role of the Department of Transportation in optimizing the management function of the Lyn city transportation route at the Joyoboyo Intermodal Terminal, Surabaya. This study uses a qualitative descriptive method with a focus based on the public sector role theory from Jones, namely: the regulatory role, enabling role, and direct provision of goods and services. The results of the study stated that the role of the Transportation Department in Surabaya was quite optimal in optimizing the management function of the Lyn city transportation route, characterized by: 1) regulatory role, through the preparation of control programs, renewal of the retribution payment system, division of route lanes, and rejuvenation of the transportation fleet in accordance with regulations. determined so that the role is carried out optimally. 2) enabling role, through the implementation of the control program, renewal of the retribution payment system, division of route lanes, and rejuvenation of the designated transportation fleet, the obstacles faced were caused by the decline in passengers, so that the implementation of the role was quite optimal. 3) direct provision of goods and services, through evaluation meetings and listening to driver complaints as a form of supervision and control role is carried out quite optimally, because the transportation fleet rejuvenation program is still lacking in coordination with city transportation drivers

Abstract

Among the 38 villages in Sukabumi Regency that have implemented the Disaster Resilient Village program, Citepus Village was chosen by BPBD Sukabumi Regency to implement this program because it has a high disaster risk. However, if we look at the level of capacity, Citepus Village is classified as a village with a low level of capacity, this shows that the community and village officials in disaster management are still relatively low or poor. The aim of this research is to find out how the Disaster Resilient Village program is implemented in Citepus Village, Palabuhan Ratu District, Sukabumi Regency. The method used in this research is quantitative with a descriptive approach. The population in this study were Citepus residents, with a sample size of 100 respondents. In this research, researchers used data collection techniques, namely observation, questionnaires/surveys, and literature study. Data analysis and hypothesis testing used in this research are validity testing, reliability testing, hypothesis testing, t test. The findings in this research are the Disaster Resilient Village Program in Citepus Village, Effectiveness, Disaster Resilient Village Program. Effectiveness, defined as the degree of goal achievement, is crucial in gauging organizational progress. In conclusion, community knowledge and awareness are pivotal in mitigating disaster risks and losses. The findings emphasize the efficacy of community-driven disaster resilience initiatives and advocate for proactive, preventive measures in disaster management.

Abstract

Increasing e-transparency encourages village governments to provide information to the community through village websites. This research aims to provide an overview of e-transparency in providing information services through the village website. This research uses descriptive research with a case study approach. The research focuses on Kiknadze's theory, namely providing information through online media, offering online information to the public, and using e-platforms. Data collection was obtained through observation, interviews, and documentation. The research results show that Prambatan village website has quite complete features. However, providing information on the website is only limited to the activities carried out, while information such as village finances is not yet transparent enough, because the website manager has limitations in providing information that is considered private. However, in this case, the Village government has offered the community to participate in providing suggestions and input for the Village, but some residents still do not know about the existence of the website and are less active in providing suggestions and input. The village government has not fully implemented the Prambatan village website as an e-platform in decision-making. The Prambatan Village still uses the direct deliberation method.

Abstract

The implementation of the Indonesian National Army - Ground Forces (TNI - AD) Territorial Development Policy is based on the policy implementation process approach, which has several dimensions, namely size and objectives, resources, characteristics of implementing agencies, communication, disposition, social, economic, and political environment. The importance of this research lies in better understanding the effectiveness of the Indonesian Army's territorial development policies in preventing social conflict, which can help in designing more effective strategies to maintain social stability in the region. By identifying successes and weaknesses in implementing the TNI AD's territorial development policy, it is hoped that it can provide critical insight for policymakers in increasing social stability in the region. This research aims to analyze the implementation and impact of the TNI AD's territorial development policy in preventing social conflict. This research uses a post-positivism paradigm with qualitative methods. The data collection techniques used are in-depth interviews and document studies. The result is the Implementation of the Army Territorial Development Policy for the prevention of social conflict in Kodim 0618 / Bandung City, and the researcher concluded that the implementation of the policy has not been carried out optimally because it has experienced several obstacles. Lack of clear information about territorial development to the TNI and the community, information that is not clear enough can complicate understanding of territorial development. The low human resource factor can cause obstacles in the implementation.
