Abstract

The COVID-19 pandemic has changed human communication patterns by encouraging more intense digital interactions. The push for access to the internet is also getting higher to complement the limitations of the offline space of various social and economic activities, which are transformed into digital space. Even though we have entered the post-pandemic era, internet users continue to increase. Moreover, as one of the most dynamic regions and high internet penetration Southeast Asian nations are prone to online gender-based violence. This research focuses on how far ASEAN as a regional organization addressing online gender-based violence. The gender approach and cyber security are used as a conceptual framework to describe the role and challenges of ASEAN in eradicating OGBV during and after the COVID-19 pandemic. The research results highlighted how far COVID-19 shapes people's interactions and eventually creates insecurities in the cyber arena. Gender approach contextualized gender bias and imbalance of power relations in a patriarchal society as cyber security is highly labeled as masculine. Thus, a collaboration between state, intergovernmental organizations, and domestic stakeholders is necessary in order to eradicate OGBV, promoting gender equality in ASEAN legal framework in order to establish a safer virtual space for Southeast Asian society.Bahasa Indonesia Abstract: Pandemi COVID-19 telah mengubah pola komunikasi manusia dengan terus mendukung interaksi digital yang semakin intens. Tekanan untuk akses terhadap internet juga terus meningkat untuk mendukung keterbatasan interaksi luar jaringan dalam bentuk beragam aktivitas sosial dan ekonomi, yang kemudian dialihkan ke dunia maya. Meskipun kita sudah memasuki era pasca pandemi, pengguna internet terus mengalami peningkatan. Selain itu, sebagai salah satu kawasan yang paling dinamis dan memiliki tingkat penetrasi internet yang tinggi, Asia Tenggara cenderung rawan terhadap kekerasan digital berbasis gender. Penelitian ini berfokus pada sejauh mana ASEAN sebagai organisasi regional menangani kekerasan digital berbasis gender. Pendekatan gender dan keamanan siber digunakan sebagai kerangka konseptual untuk menjelaskan peran dan tantangan ASEAN dlam melawan OGBV selama dan setelah pandemi COVID-19. Hasil penelitian ini menekankan pada sejauh mana COVID-19 membentuk interaksi manusia dan akhirnya membentuk kecemasan di arena siber. Pendekatan gender membentuk kontekstualisasi prasangka gender dan ketimpangan relasi kuasa dalam lingkungan yang patriarki di tengah keamanan siber yang lebih banyak dicap berdasarkan maskulinitas. Sehingga, kolaborasi antara negara, organisasi internasional antarpemerintah, dan pemangku kepentingan domestik dibutuhkan untuk menghapuskan OGBV, hingga mempromosikan kesetaraan gender dalam kerangka hukum ASEAN untuk menetapkan ruang virtual yang lebih aman bagi masyarakat Asia Tenggara.

Abstract

Australia and Indonesia have a turbulent relationship. One of Australia's foreign policies towards Indonesia is assistance in efforts to strengthen Indonesia's food security through the Australia-Indonesia Partnership for Promoting Rural Incomes through Support for Markets in Agriculture (AIP-PRISMA) program. This is indeed unique, considering that Australia usually supports food security globally or specifically to countries on the continent of Oceania and underdeveloped countries. This research is conducted to examine the factors that influenced Australia in implementing the program and the impact the program gives as an effort to strengthen Indonesia's food security. This research uses a qualitative approach; explanatory, case study, and descriptive methods; and narrative and illustrative analytical techniques. The data used is collected through literature studies and online searches. The research employs Constructivism theory, with the concept of identity and action, the logic of appropriateness, national interest, and foreign policy. This research focuses on the elaboration of Australia's identity and its foreign policy orientation towards a country it considers important, such as Indonesia. The results of the research show that the implementation of the AIP-PRISMA program is driven by Australian identity and national interests. The AIP-PRISMA program itself has succeeded in strengthening Indonesia's food security, especially in Eastern Indonesia. Subsequently, the implementation of the program in turn helped Australia achieve its national interests.Bahasa Indonesia Abstract: Australia dan Indonesia memiliki hubungan yang dipenuhi dengan gejolak. Salah satu kebijakan luar negeri Australia terhadap Indonesia adalah bantuan dalam upaya penguatan ketahanan pangan Indonesia melalui program Australia-Indonesia Partnership for Promoting Rural Incomes through Support for Markets in Agriculture (AIP-PRISMA). Hal ini tergolong unik, mengingat Australia biasanya mendukung ketahanan pangan secara global atau secara khusus ke negara di Benua Oceania dan negara-negara terbelakang. Penelitian ini dilakukan untuk menelaah faktor-faktor yang memengaruhi Australia dalam menjalankan program tersebut dan dampak penerapan program terhadap upaya penguatan ketahanan pangan Indonesia. Penelitian ini menggunakan pendekatan kualitatif; metode eksplanasi, studi kasus, dan deskriptif; serta teknik analisis naratif dan ilustratif. Data yang digunakan dikumpulkan melalui studi kepustakaan dan penelusuran daring. Kemudian, teori yang digunakan dalam penelitian ini adalah teori Konstruktivisme dengan konsep identitas dan aksi, logic of appropriateness, kepentingan nasional, dan kebijakan luar negeri. Penelitian ini berfokus pada penjabaran terhadap identitas Australia serta orientasi kebijakan luar negerinya terhadap negara yang dianggapnya penting seperti Indonesia. Hasil penelitian menunjukkan bahwa penerapan program AIP-PRISMA didorong oleh faktor identitas dan kepentingan nasional Australia. Program AIP-PRISMA sendiri berhasil memperkuat ketahanan pangan Indonesia, khususnya di Indonesia Timur. Penerapan program tersebut pada akhirnya membantu Australia dalam mencapai kepentingan nasionalnya.

Abstract

To equalize the distribution of the COVID-19 vaccine, South Africa, and India as representatives of the Global South submitted the proposal to the World Trade Organization. This paper through the lens of neoclassical realism aims to discuss the factors that influenced the change in German stance, which initially did not agree with IP waivers, face about to support the existence of the IP waiver policy. Neoclassical realism along with concepts such as national interests, international behavior, non-traditional security, and balance of power is used in the analysis. This research used a qualitative approach, and a descriptive method is applied, the data collection technique that the authors use is secondary data sources, and the data analysis technique that the authors use is narrative analysis. Pressure from the green parties, and NGOs and the spreading of this infectious disease have forced Germany to finally support the Intellectual Property (IP) waiver and to be implemented immediately. In addition, other external factors namely international organizations, non-governmental organizations, encouragement from other countries, and cooperation between countries play a role in the reversal of the decision. From the results of the discussion that the author has described, national interests contribute to the formation of Germany's foreign policy.Bahasa Indonesia Abstract: Untuk menyeimbangkan distribusi vaksin COVID-19, Afrika Selatan dan India sebagai perwakilan Selatan-Selatan mengumpulkan proposal kepada World Trade Organization. Artikel ini bertujuan untuk membahas faktor yang memengaruhi perubahan sikap dari Jerman, yang awalnya tidak setuju dengan kebijakan IP Waiver menjadi mendukung keberadaan kebijakan IP Waiver, dengan menggunakan kacamata Realisme Neo-Klasikal. Perspektif Realisme Neo-Klasikal ditambah serangkaian konsep seperti kepentingan nasional, perilaku internasional, keamanan non-tradisional, dan kesetaraan kekuasaan digunakan dalam analisis ini. Penelitian ini menggunakan pendekatan kualitatif dan metode deskriptif. Selain itu, penelitian ini menggunakan sumber data sekunder sebagai teknik pengumpulan data dan analisis naratif sebagai teknik analisis data. Tekanan dari partai hijau dan NGOs serta penyebaran penyakit menular yang berbahaya ini memaksa Jerman untuk akhirnya mendukung kebijakan IP Waiver dan dapat diimplementasikan segera. Hal ini juga ditambah dengan faktor eksternal lainnya seperti organisasi internasional, organisasi non-pemerintah, dukungan dari negara lainnya, dan kerja sama antarnegara yang turut memengaruhi perubahan keputusan tersebut. Hasil dari penelitian ini menjelaskan bahwa kepentingan nasional berkontribusi terhadap kebijakan luar negeri Jerman.

Abstract

This paper examines Indonesia's participation dynamics since ratifying the ASEAN Agreement on Transboundary Haze Pollution (AATHP) and its contributions to environmental diplomacy. It delineates two main areas: bureaucratic/technical diplomacy and political leadership diplomacy. At the bureaucratic level, Indonesia has engaged significantly in international forums, notably by elevating the haze pollution issue in the ASEAN Ministerial Meetings on Environment and collaborating with Singapore on technological solutions. However, at the political leadership level, Indonesia's focus on international performance, as evidenced by the new Capital city Nusantara project, has hindered the effective implementation of AATHP principles domestically. Recommendations for AATHP and Indonesia's future contributions include expanding the role of Non-Governmental Interests (NGIs) to enhance treaty legitimacy, balancing scientific and political enforcement, and promoting media involvement for public awareness and scrutiny. By adopting these recommendations, Indonesia and ASEAN nations can effectively mitigate transboundary haze pollution in Southeast Asia.

Abstract

Providing sustainable energy has become a global priority in the face of increasingly alarming climate change. Renewable energy is a key solution to minimize environmental impact, reduce greenhouse gas emissions, and decrease reliance on fossil fuels that accelerate climate change. Indonesia, with its significant potential for renewable energy, has adopted strategies and policies supporting the development of renewable energy, emphasizing the role of environmental diplomacy in achieving these goals. Indonesia's position in regional and global geopolitics also influences the applied renewable energy policies. This study employs qualitative research methods and secondary data collection to gather information from literature sources, government reports, scientific journals, and news articles. This method allows researchers to analyze historical data, policies, and practices related to renewable energy in Indonesia, providing a comprehensive overview of Indonesia's diplomatic strategies for adopting and promoting renewable energy. The research will be analyzed from a neoliberal institutionalism perspective, emphasizing the importance of international institutions in achieving goals. Indonesia seeks international partnerships to develop and invest in renewable energy projects. This reflects a neoliberal institutionalist approach to energy sector development, with an emphasis on cooperation among states, technology transfer, and access to global financial resources. Through the neoliberal institutionalism framework, Indonesia's environmental diplomacy strategy in renewable energy development reflects the government's efforts to achieve balanced economic, environmental, and foreign policy goals. This research aims to delve into Indonesia's environmental diplomacy contributions to successfully implementing and promoting its renewable energy policies, anchored on neoliberal principles in addressing climate change.

Abstract

McDonald’s was embroiled in controversy following the decision of its branch in Israel to donate the company’s food products to the Israel Defense Forces (IDF), which has been accused of committing genocide on the people of Palestine. The company was boycotted by many worldwide, including the people of Indonesia which had always voiced their strong support for Palestine. The situation highlights a possible threat to McDonald’s as the independence of its individual national branches could result in clashing actions and negative public reception. Moreover, McDonald’s must be wary of the malleable governmental statuses and relationships in the countries it operates in, such as Indonesia, in which it originally opened during an extremely authoritarian regime before the country’s shift into a democratic system. However, the tides have been changing once again as recent political events have put Indonesia’s democracy under the threat of regression. With this newfound situation, McDonald’s must be able to find the proper solutions to address its emerging political and security risks.

Abstract

Human rights and environmental issues have come to be one of the most sought-after topics of discussion and endless debates amongst world leaders and citizens of the Earth. Both topics encompass the concepts of freedom, life and survival for all humans who roam the Earth in an equal manner. As of late, the debate regarding human rights and environmental issues is being overshadowed by conflicts between nations, political and economic rivalry, and a progressive inclination away from a united international society. Although it is understandable as to why world governments would prefer to prioritize such topics of concern, human rights violations outside of such topics along with environmental issues like climate change must not be set aside only to be picked up again some other time of convenience. Therefore, we must investigate ways for us to properly understand the scale of severity and utter importance these topics must remain amidst other conflicts. This paper seeks to do just that, by providing material and explanations regarding the topics and reaching the conclusion. The methodology used to research and collect data includes various credible journals and websites as secondary sources while obtaining its primary sources via interviews with credible experts on the topics that will be discussed.

Abstract

The visions and missions of each presidential and vice-presidential candidate pair in the 2024 elections have the potential to create changes in regulations, policies, and governance of the mining industry in Indonesia. These changes pose political and security risks for foreign mining industries, one of which is PT Freeport Indonesia with McMoRan investments. This study aims to explore the impact of political change on the operational stability of PT Freeport Indonesia, identify the role of government policy in addressing economic inequality, and propose more inclusive and sustainable policy alternatives. To spell out the phenomenon, the researcher used qualitative research methods with comparative analysis techniques through documentation studies. The results show there are potential political and security risks to Freeport McMoRan's operational stability in the context of cohesiveness of government, strength of within-system opposition, rule of law, and corruption. The tightening of regulations under the leadership of Anies Baswedan and Muhaimin Iskandar are projected to disrupt or change the operational conditions of PT Freeport Indonesia. Meanwhile, the leadership of Prabowo Subianto and Gibran Rakabuming Raka are not considered to have a significant impact on Freeport-McMoran. Meanwhile, the emphasis on governance regulations under the leadership of Ganjar Pranowo and Mahfud MD will inflict uncertainty for the mining industry and investment in Papua. The upcoming leadership regulations promise positive changes for development and the environment in Indonesia, but too drastic policy changes could negatively impact the mining companies and the long-term investments.Bahasa Indonesia Abstract: Visi dan misi masing-masing pasangan calon presiden dan wakil presiden pada Pemilu 2024 berpotensi melahirkan perubahan regulasi, kebijakan, dan tata kelola industri tambang di Indonesia. Perubahan tersebut menimbulkan risiko politik dan keamanan bagi industri pertambangan asing, salah satunya adalah PT Freeport Indonesia dengan investasi McMoRan. Penelitian ini bertujuan untuk mengeksplorasi dampak perubahan politik terhadap kestabilan operasional PT Freeport Indonesia, mengidentifikasi peran kebijakan pemerintah dalam mengatasi ketimpangan ekonomi, serta mengusulkan alternatif kebijakan yang lebih inklusif dan berkelanjutan. Untuk menguraikan fenomena tersebut, peneliti menggunakan metode penelitian kualitatif dengan teknis analisis komparatif melalui studi dokumentasi. Hasil penelitian menunjukkan adanya potensi risiko politik dan keamanan pada kestabilan operasional Freeport McMoRan dalam konteks cohesiveness of government, strength of within-system opposition, rule of law, dan corruption. Pengetatan regulasi pada kepemimpinan Anies Baswedan dan Muhaimin Iskandar diproyeksikan akan mengganggu atau mengubah kondisi operasional PT Freeport Indonesia. Sementara itu, kepemimpinan Prabowo Subianto dan Gibran Rakabuming Raka dinilai tidak menimbulkan dampak yang signifikan bagi Freeport - McMoran. Adapun, penekanan regulasi tata kelola pada kepemimpinan Ganjar Pranowo dan Mahfud MD akan menimbulkan ketidakpastian bagi industri tambang dan investasi di Papua. Regulasi kepemimpinan mendatang menjanjikan perubahan positif bagi pembangunan dan lingkungan di Indonesia, tetapi perubahan kebijakan yang terlalu drastis dapat berdampak negatif bagi perusahaan tambang dan investasi jangka panjang.

Abstract

In recent years, Indonesia has been striving to vertically integrate its nickel industry. The primary reasons for this are technological advancements, the global momentum towards sustainability, and abundant nickel mineral resources. With 52% of the world's nickel reserves, Indonesia has undertaken the downstream policy of its nickel industry. Various policies have been created and implemented, including laws, government regulations, and ministerial regulations, to guide the downstream process. However, the European Union's lawsuit against Indonesia at the WTO has posed a significant challenge to this process. After being found guilty, Indonesia has appealed the EU's lawsuit. This research aims to identify the current state of the downstream process and the underlying interests behind Indonesia's ongoing appeal. Using qualitative research methods and focusing on explaining the downstream of the national nickel industry, this study seeks to uncover and elucidate the main agenda behind the urgency of Indonesia's nickel industry downstream amid the WTO dispute and global momentum in electronic vehicle era. Bahasa Indonesia Abstract: Dalam beberapa tahun terakhir, Indonesia telah berupaya keras untuk mengintegrasikan industri nikel mereka secara vertikal. Alasan utama dibalik hal ini adalah kemajuan teknologi yang semakin pesat, momentum global yang semakin mengarah ke berkelanjutan, dan sumber daya mineral nikel yang berlimpah. Dengan memiliki 52% dari cadangan nikel dunia, Indonesia telah menjalankan hilirisasi dalam industri nikel mereka. Berbagai kebijakan telah dibentuk dan diimplementasikan untuk menuntun proses hilirisasi, termasuk aturan hukum, aturan pemerintah, dan regulasi tingkat menteri. Namun, tuntutan hukum Uni Eropa melawan Indonesia di WTO telah memberikan ancaman signifikan terhadap proses ini. Setelah divonis bersalah, Indonesia telah mengajukan banding terhadap tuntutan hukum Uni Eropa tersebut. Penelitian ini bertujuan untuk mengidentifikasi situasi terkini dari proses hilirisasi dan kepentingan tersembunyi di balik banding Indonesia yang sedang berjalan. Dengan menggunakan metode penelitian kualitatif dan berfokus pada menjelaskan hilirisasi dari industri nikel nasional, penelitian ini mencoba mengungkapkan dan menjelaskan agenda utama di balik urgensi hilirisasi industri nikel Indonesia yang berkaitan dengan sengketa WTO dan momentum global di era kendaraan listrik.

Abstract

The climate change crisis triggered by the greenhouse gases emission because of the usage of coal have pushed for the establishment of UNFCCC dan the COP26 meeting, where Indonesia is actively participating. This research aims to analyze the implications of the COP26 results towards the environmental policy in Indonesia, along with the opportunities and challenges faced by the mining sector in implementing those policies. Using the neoliberal theory, qualitative approach, and case study method through secondary data analysis, this research produces two main findings. First, the COP26 results are integrated into Indonesia’s environmental policy through the roadmap towards net zero emission, constructed with the International Energy Agency (IEA). This roadmap includes the early retirement plan of coal power plants, the development of renewable energy, the super grid technology, CCS/CCUS, and the conversion of electronic vehicle. Second, even though there are some significant opportunities to achieve that commitment, Indonesia also faces huge challenges, including the coal dependency, regulation that is not optimal yet, and concerns towards improper fundings.Bahasa Indonesia Abstract: Krisis perubahan iklim yang dipicu oleh emisi gas rumah kaca akibat penggunaan batu bara telah mendorong terbentuknya UNFCCC dan pertemuan COP26, di mana Indonesia turut berperan aktif. Penelitian ini bertujuan untuk menganalisis implikasi hasil COP26 terhadap kebijakan lingkungan di Indonesia, serta tantangan dan peluang yang dihadapi sektor pertambangan dalam mengimplementasikan kebijakan tersebut. Menggunakan teori neoliberalisme, pendekatan kualitatif, dan metode studi kasus melalui analisis data sekunder, penelitian ini menghasilkan dua temuan utama. Pertama, hasil COP26 diintegrasikan ke dalam kebijakan lingkungan Indonesia melalui peta jalan menuju net zero emission, yang disusun bersama International Energy Agency (IEA). Peta jalan ini mencakup rencana pensiun dini PLTU batu bara, pengembangan energi terbarukan, teknologi super grid, CCS/CCUS, dan konversi kendaraan listrik. Kedua, meskipun ada peluang signifikan untuk merealisasikan komitmen tersebut, Indonesia juga menghadapi tantangan besar, termasuk ketergantungan pada batu bara, regulasi yang belum optimal, dan kekhawatiran terkait pendanaan yang belum memadai.
