Jurnal Pemberdayaan Masyarakat: Media Pemikiran dan Dakwah Pembangunan (ISSN : (p) 2580-863X | (e) 2597-7768 ) is a peer-reviewed journal published and managed by Islamic Community Development, Faculty of Da'wah and Communication, UIN Sunan Kalijaga Yogyakarta in collaboration with Asosiasi Pembangunan Sosial Indonesia (APSI) and Perkumpulan Pengembangan Masyarakat Islam (P2MI). This scientific journal specifically addresses findings, new methods, and research experiences on Muslim society development. This journal includes, but not limited to, research in social policy of development, community-based tourism, Islamic philanthropy of development, and Islamic community development. The journal has been indexed in DOAJ and accredited by the Indonesian Ministry of Research Technology and ranked Sinta 2 (second grade) by Science and Technology Index.

Abstract

The article explores concerning evaluation program that the government has implemented in people's villages. This study conducted a reformulation policy to increase better family resilience in the rural areas. The study uses a qualitative method and collecting data with interviews, documentation, and observation. The research finds that community development in the village showed a new social sustainability pattern with three main goals: structure, culture, and process. It is a new program considering establishing a reformulation of social policy as an objective program that promotes sustainable development. While the program's implementation faced an obstacle driven by the local elite, it gained collaborative action with the regency government. Thus, the village development's family resilience failed not to internalize to deeply life confidence, but they do not feel they have awareness. Also, they still consider that family resilience is not a part of community development program, so it is not implemented very well. In summary, the planning village development has been the case to the local elite who are still focal figures to be “a small kingship” in the village.

Abstract

Community-Based Tourism (CBT) has become a new trend for local-based development. However, many villages have not developed this potentiality as a new commodity as a tourism-based community. For this reason, this article explains three important elements in the development of community-based tourism in the Sekapuk Village community, Gresik Regency, East Java, namely following the potential, participation, and development of Setigi tourism. This research highlights three critical issues concerning i) how the role of local communities in maximizing village potential, ii) how Community-Based Tourism practices work effectively in increasing community social awareness, and iii) how communities build new tourist destinations. The research method using observation in Setigi tourism, interviews with village leaders, managers of Tourism Awareness Group/Kelompok Sadar Wisata (Pokdarwis), local traders, and visitors. The indication of community has built Setigi tourist destinations by utilizing the potential of nature. Meanwhile, CBT is implemented in environmental conservation, tourism training, accessibility of transformation, and the development of communication systems. Setigi tourism is built based on social participation, which results in nature-based tourism destinations, the development of the Mbok Inggih kitchen, and the home industry. As a successful tourist village development, the village has achieved the icon of the Millionaire Village. Nevertheless, in the end, Setigi tourism still has limitations in optimizing the socio-cultural and socio-religious potential.

Abstract

This study aims to determine public participation in health services at the Pratama Cita Sehat clinic, East Jakarta. This research was conducted by collecting qualitative data through in-depth interview techniques during October-December 2019. The study results indicate that community participation is relatively high. It is evidenced by the community's involvement during the permit process for the establishment of a clinic, building renovations, and cleaning the clinic location. This participation makes the clinic owned by Rumah Zakat, a philanthropic institution that houses it and belongs to the surrounding community. In addition, the clinic's existence is very beneficial, especially for the poor and the poor, who often find it difficult to access health services.

Abstract

The paper investigates how the digital technology’ advancement has affected our communal being and what could be done to address these challenges. In doing the research, I employ qualitative research to gather the data by documentation, observation, and interview technique with willing and selected informants. My study finds that excessive usage and inability to control the technology endanger human beings, make them submissive to the technology’ logic, and divide community. Community resilience can be achieved if every family units in the neighbourhood are strong and stable. The spread of the COVID-19 pandemic enhances the widespread use of digital technology in many things, such as the learning process, economic transactions; it has changed the social structure. Despite bringing new opportunities, digital technology also presents significant challenges on issues such as gender relations in the family, patterns of parent-child relationships, and even on community health and cohesion. Digital technology might influence the shift of habitus. Still, parents and educational institutions also have the opportunities to contend the digital technological-based habitus and become the axis for the formation of a new habitus for people to navigate their lives guided by love, compassion, and respect.

Abstract

This research reveals Islamic philanthropy through a sustainable community development program initiated by Amil Zakat Agency (Lembaga Amil Zakat), Dompet Dhuafa, Riau Province. The research traces the Da’i Cordofa program, which is a social movement for empowerment people in outback Riau, Indonesia. The study is field research that used the qualitative method. It collected data by observation, documentation, and interview process. Resulting show that is implementing the Da’i Cordofa program has influenced local people, where they are adaptable to increase religiosity. Meanwhile, the philanthropy program has been implemented by accompanying, guiding, and empowering local people to create a new habit for prosperity. The funding of philanthropy collects from donator for creating a new community development program that is developed to socially-sustainable local people in Talang Mamak local occasion, Riau.

Abstract

This study aims to explore the role of the community in protecting land. Land in the Tengger community has been the spotlight since an increase in tourist visits to the Bromo area, which has raised many questions and curiosity about the land preservation model. In collecting data and analysis, the researcher used a qualitative descriptive approach. It was further carried out in-depth interviews with several key informants to answer the research question. The research results show that the productive soil conditions make the Tengger community closely prevent the land from living sustainably. Land conditions supported by the community in understanding traditional values as a legacy from their ancestors discouraged people from selling because this is a prohibition unviolated. The Ngadisari’s Village Government has made an effort to protect the land in response to the challenges of buying and selling land by issuing customary regulations with recognition. The traditional rules regarding the prohibition of the land of sale become legal rules and have legal force.

Abstract

This article examines the implementation of the inclusive education policy to provide educational services for children with disabilities. Using a conceptual framework concerning disability and social inclusion, and isomorphic mimicry and capability, this article aims to explain Wonosobo District Government's capability in implementing inclusive education policy. This article is based on a qualitative study, using a case study approach with descriptive analysis. We argue that Wonosobo District Government's capability to implement inclusive education policy is in a weak or limited position (weak capability). This is a depiction of isomorphic mimicry, where the inclusive education policy in Wonosobo District seems to be functional. As its implication, children with disabilities are vulnerable to being excluded from obtaining inclusive education services.

Abstract

This study aims to describe three discussion topics about the importance of the coffee commodity for the Gayo community, the impact of COVID-19 on Gayo coffee farmers, and to analyse the policies implemented by the government in minimizing the losses of farmers affected by COVID-19 in the framework of maqāṣid sharia. This type of research is qualitative, with data methods through in-depth literature reviews of primary and secondary sources of previous scientific research, government agency reports and online media. The results showed that Gayo coffee has made a major contribution to food security, but since Covid-19 it has implications for coffee price fluctuations which have an impact on decreasing people’s income. Therefore, the government issued a Warehouse Receipt System policy, with the aim that Gayo coffee farmers could use warehouse receipts to obtain financing facilities from banks in financing food security and coffee production needs. The policy taken by the government in minimizing the risk of loss for Gayo coffee farmers is a manifestation of the value of the maqāṣid sharia values in maintaining self-preservation (ḥifẓ nafs) and preserving property (ḥifẓ Mal) so that they can continue to survive in order to maintain welfare even during the pandemic. This effort can also be used to strengthen the Gayo coffee production chain because in addition to obtaining financing to meet production needs, it can also be used to meet food during a crisis.

Abstract

This article try to describe the role of Tuan guru Hasanain Djuani in environmental conservation project. As leader of  Pesantren Nurul Haramain, he does not merely focus on transfering religious knowledge theoritically in Pesantren, but he also engages with sosio-ecological issues practically. Since 2003, he begun his foresty project in environmental conservation and economic empowerment by involving his santries and local societies at desa Lembuak, Narmada, West Lombok. This research  uses a qualitative approach. Data collection originates from objects in the field, interviews with actors (tuan guru, santri, and  local  community), then is linked to solving a problem, both from a theoretical and practical point of view. This research found several things; first,  conservation project had succesfully reforested 36 hectare land. Second, Hasanain’s  environmental conservation projet motivated by religious values. Third, Tuan guru Hasanain use social media (facebook) as a tool to campaign his ecoda’wah agendas to the soceity.Tulisan ini mengeksplorasi proyek konservasi lingkungan tuan Guru Hasanain. Sebagai pemimpin pesantren ia tidak hanya fokus pada transfer ilmu keislaman secara teoritis di pesantre. pemberdayaan masyarakat berbasis pondok pesantren. Namun dia terlibat dalam isu krisis lingkungan. Sejak 2003, di telah memulai program penghijaun dan pemberdayaan bersama santri dan masyarakat sekitar di desa Lembuak, Naramada Lombok Barat. Penelitian ini menggunakan metode kualitatif dengan pendekatan studi kasus. Pengumpulan data menggunakan wawancara mendalam dan observasi secara langsung dan tidak lansung (kepada Tuan guru, Santri dan masyarakat). Kajian ini diawali dengan argumentasi bahwa tuan guru telah mengalami evolusi peran, yakni tidak hanya dikenal sebagai tokoh agama tradisional, akan tetapi juga merupakan aktivis sosial  dalam proyek konservasi lingkungan. Penelitian ini menemukan beberapa hal: pertama, proyek konservasi yang dipimpin Hasanain sukses menghijaukan 36 hektare lahan tandus. Kedua, konservasi lingkungan yang dilakukan Hasanain didorong dan motivasi olehnilai-nilai agama. Ketiga, tuan gru Hasanain memanfaatkan media sosial facebook sebagai instrumen ec-da’wah, dan tentu saja langkah itu cukup berpengaruh bagi pembentukan kesadaran masyarakat.

Abstract

Community empowerment activities are carried out in Alor Regency - East Nusa Tenggara through the application of fish-based food processing technology in 2018 & 2019, aimed at improving the community’s economy in the coastal area of Alor Island and building the concept of sustainable empowerment. The intervention stage is approached by the Community Capacity Building method. Community empowerment carried out through the transfer of knowledge and technology with continuous assistance has implications for improving coastal communities’ skills and the use of technology to increase added value to get better income. In order for community empowerment to be sustainable, LIPI and the local government of Alor Regency have developed a community empowerment concept that local governments can implement to develop their areas and communities in a better and more competitive direction. By collaborating between R & D institutions, local governments, and business actors (triple helix) and the market, it is hoped that the economy of the people in the coastal area of Alor Island will run well and can be a lever in the development of areas based on the use of technology in the community.
