Abstract

In the implementation of building construction projects in Aceh Province, faced with problems related to delays. The delay in the project has been a major contribution to the swelling of project costs. This study aims to identify the dominant time risk factors that occur during the implementation of building construction projects, as well as to analyze the relationship and influence between time risk factors to the cost of building construction projects in Aceh Province. This study uses qualitative methods through interviews and quantitative through the distribution of questionnaires. Resource persons and respondents addressed to the project manager of building contractor company with sub-field BG004 starting from qualification M1, M2, and B1. Based on the data of Construction Services Procurement Service (LPJK) Year 2017 the number of contractor companies obtained as many as 215 companies, using Slovin formula then the research sample obtained as many as 68 companies. The sampling technique used is purposive sampling. Data processing methods consist of validity test, and reliability, while data analysis consists of descriptive analysis, simple correlation and multiple linear regression through Statistical Product and Service Solution (SPSS) version 22 software. The results show that the dominant time risk factors that occur during implementation the building construction project in Aceh Province is a financial factor with a mean of 4.592. Equipment, environmental, labor, implementation, management, and political factors have a low correlation with Spearman coefficients of 0.224, 0.261, 0.274, 0.270, 0.366, and 0.228, while material, financial, criminal and project manager factors have a strong relationship low with Spearman coefficient of 0.199, 0.128, 0.042 and 0.148 to the cost of implementing the building construction project in Aceh Province. The effect of time risk factors on the cost of building construction projects in Aceh Province, which has significant effect is the material, equipment, finance, environment, labor, implementation, management, political, and project manager factors with tcount greater than ttable and significance value lower than 0.05.

Abstract

Puddle is one of the damaging effects that can reduce the quality of pavement. The quality of road construction with asphalt pavement is determined by its stability, flexibility, and durability which are the determinants of the quality of pavement. In this research, Buton Rock Asphalt (BRA) was used as an alternative to improve the performance of asphalt mixture that can be impacted by the mentioned determinants. BRA is Asphalt Buton type 5/20 grain Asbuton type which has penetration value 5 mm and bitumen content of 20%. The aim of this research was to measure the best percentage of BRA level from percentage of BRA substitution (25%, 50%, 75%, 100%) as filler and Marshall mix parameter value of Pen 60/70 asphalt with the best BRA Substitution on immersion water with variation of immersion time 30 minutes, 24 hours. Based on Marshall test result with BRA substitution, percentage variation obtained the best stability at 50%, BRA percentage was 1450,78 kg, density 2,45 gr / cm3, VIM equal to 4,17%, VMA equal to 21,76%, VFA equal to 80, 86% and 2.5 mm of flow, and Marshall Quentient of 583.40 kg / mm. This suggested that the use of BRA as a filler substitute material at 50% percentage was the best percentage of BRA substitution with the highest stability value and it met the requirements of other Marshall parameters. The best stability value without substitution with a muddy water bath was 1098.95 kg, with the best BRA substitution of 1476.34 kg. This indicated that the use of BRA as a filler substitute material had an effect on increasing the stability value of AC-WC asphalt mixture to muddy water immersion.

Abstract

Mutiara Sub-district to this day continues to develop. The land that was once a rice field and vacant land have now been converted to become a store building. The increasing population in the area resulted in an increase in the number of transport movements, which will affect road capacity. This study aims to determine the pattern of the rise of movements based on structure and household income reviewed in mandatory and non-mandatory activities in Kecamatan Mutiara. The population in Mutiara sub-district is 20,810 people, through the Slovin formula, the sample is 393 people. The sampling technique used is proportionate stratified random sampling. Calibration of regression parameters used Ordinary Least Square (OLS) method with Statistical Product and Service Solution (SPSS) version 22 software. The result showed that mandatory activity of movement of household structure 2 children influenced by gender factor, age and ownership of the driving license, the rise of household income movements 3 million is influenced by age factor, number of family members already employed, number of motorcycles in the family, number of cars in the family, and ownership of the driving license. In non-mandatory activities, the rise of household income movements of 3 million is influenced by sex factors, and education level, the rise of household income movements 3 million is influenced by occupational factors, number of family members employed, number of family members in school, the number of motorcycles in the family, the number of cars in the family, and the ownership of the driver's license.

Abstract

Regulation of the President of the Republic of Indonesia Number 54 Year 2010 on Procurement of Government Goods/Services, has come to the fourth change, with the issuance of Presidential Regulation No. 4 of 2015. Sabang City Government has implemented this Presidential Regulation in fiscal year 2015 until now. If the procurement of goods/services runs well, it will increase the absorption of the budget. The purpose of this study is to identify the dominant variables applied in the procurement of electronic goods/services (e-procurement), as well as to analyze the relationship and influence of procurement factors of goods/services of government on e-procurement towards budget absorption in Procurement Unit ULP) Sabang City. The number of population in this study was 88 respondents. The results showed that the dominant variable applied in the procurement of goods/services of government by e-procurement is the access factor of information with the mean of 4.702. The quality factor of the system and accountability has a very weak relationship with Pearson coefficient of 0.001 and 0.191, transparency factor, market access and business competition, and procurement efficiency has a weak relationship with Pearson coefficient of 0.322, 0.226 and 0.201, while monitoring and auditing factors, and access to information has a moderate relationship with Pearson coefficient of 0.479 and 0.524 against budget absorption. The influence of government procurement/procurement factors on the budget absorption, which influences is the factor of transparency, accountability, and access factor of information with tcount greater than ttable and significance value lower than 0.05.

Abstract

Today, the Province of Aceh has implemented mass transportation in the form of buses to overcome congestion. The Aceh Government through the Aceh Transportation Agency in collaboration with the Ministry of Transportation provides mass transportation services called Trans Koetaradja. The Trans Koetaradja bus, which operates in the capital of Aceh Province, reaches the city of Banda Aceh and the district of Aceh Besar. Trans Kutaradja service has opened five corridors up to 2018 including Corridor 2A Keudah - Blang Bintang. In its management the Government of Aceh provides subsidies so that for the time being the Aceh Government has freed up mass transportation services, but the provision of these subsidies will not last forever but will be phased out. So that the community will be subject to tariffs in using the Trans Koetaradja Bus This study aims to determine the amount of passenger tariffs in terms of BOK and using the ATP and WTP methods. The results of this study are for Corridor 2A for the results of tariffs based on BOK is  Rp. 6,000, ATP is Rp. 3,800 (students); Rp. 3,900 (students); Rp. 4,000 (general public) and Rp. 6,000 (elderly / disability) while the rate based on WTP is Rp. 3,600 (students); Rp. 3,700 (students); Rp. 3,200 (general public) and Rp. 6,000 (elderly / disability).

Abstract

Cause of occurrence damage and decrease of road pavement strength is low strength and durability in a mixed layer (AC-WC). To overcome this problem, it is necessary to improve the quality of  road pavement in aggregate, filler, and asphalt composition. Filler serves to isolate the cavities between the aggregate particles so as to increase the density of the mixture. In general, the filler of stone ash has been used. However, it is important to find for other alternative materials which utilizing waste materials such as dregs of bagasse. The content of silica (SiO2) in ashes of bagasse is very high, 42.47%, thus it is expected to improve the quality of asphalt mixture. This study aims to determine the effect of using ashes of bagasse over the characteristics of mixed laston layer (AC-WC) with the addition of bagasse ash from 0%, 25%, 50%, 75% and 100%. This study refers to the 2010 Bina Marga Specification Revision 3 Year 2014. The results show that the addition of ash of bagasse has increased stability value. In general, the characteristic values that meet the requirements are found in the composition of 50% filler ash of bagasse asphalt at 5.87%, VIM value of 4.61%, VMA 18.41%, flow 3.17 mm and stability is 1344 , 04 kg.

Abstract

Lembaga Penjaminan Mutu Pendidikan (LPMP) of Aceh Province is a technical service. Education and Culture Ministry in Aceh is not technical service which result in understanding of the importance of building maintenance is still minimum. The problem in this research is to review the existing condition of the buildings in LPMP Unit 1 of Aceh Province, the organizational structure and define the scope of maintenance on The existing Buildings of LPMP Unit 1 of Aceh province. From the results obtained, for work program Standard operational procedure that has been owned by the Agency is still not appropriate this is directly related to unavailable of technical guidelines, it is in accordance with the opinion of respondents, which 70% answered The Unavailable of Standard Operational Procedure. On financing whether funds from the government are high but the allocation of funds for building maintenance is still not sufficient, because it depends on the allocation of funds available from the ministry. It is expect to The LPMP of Aceh Province to pay more attention to the building maintenance and perform routine maintenance.

Abstract

The Cubo Trienggadeng Irrigation Schme in Pidie Jaya District fulfills irrigation water depending on the Cubo Trienggadeng Dam which has a fluctuating discharge. The Cubo Trienggadeng Irrigation Scheme divides three technical rotation zones to avoid water user conflicts. In the growing season, rendeng planting season can irrigate the entire rice field area of the Cubo Trienggadeng Irrigation Scheme, while during the gadu planting season (May to August) it can only irrigate an area of 428,25 Ha of rice fields in zone I of a total functional area of 1.090 Ha. To fill irrigation water there are reservoirs in the zone II area which can provide water deposits as reserves with Hutan Pantang small dam. The source of the small dam is from rainwater harvesting, because there is no inflow that enters the reservoir. The primary data in this study is by observing small dam, irrigation area and irrigation network and measuring the dimensions of the carrier channel while secondary data obtained from previous studies and other related institutions, namely technical data on small dam, rainfall, irrigation network schemes. The optimization technique model is used to solve the problems , this study uses non-linear programs with Microsoft Excel solver. In reservoir optimizing for service area, it is expected to be able to solve the problem. The service area of Hutan Pantang small dam covers 84,25 Ha, which requires the largest discharge rate of 0,19 m3 / sec with a water surface height of 1,77 m and a volume of reservoir 278,161.66 m3 capable of operating 100% to meet reliability. The results achieved are optimal small dam operation, where the reliability of small dam affects the volume of the reservoir

Abstract

The retaining wall is a retaining construction so that the soil does not slide. This construction is used for a cliff that is somewhat steep or erect, if without a retaining wall, the cliff will slide. Southwest Aceh Regency, especially in Babahrot-Blangkejeren road, Singgah Mata Mountains of Babahrot Subdistrict often experience landslide disaster. The cantilever type retaining wall is considered to be better against the structure and is suitable for use in mountain areas. However, a construction project generally requires substantial cost, therefore the selection of appropriate construction can provide efficiency to prevent loss and yields that are less than optimal. Based on that, it is necessary to analyze the cost estimation of retaining wall construction on mountain cliff, in this case using cantilever method. Functionally, the estimated cost is also intended for the calculation of the volume of work, the preparation of budget plans and scheduling in the implementation process of a construction project activity. This research was conducted to calculate dimension and cost estimation of cantilever type retaining wall construction with representation of segment that exist in surrounding mountain cliff of Babahrot-Blangkejeren road STA 13 + 850 - 13 + 895 Singgah Mata mountains at Babahrot Subdistrict, Southwest Aceh Regency. By obtaining wall dimension data from previous measurements and planning, this study analyzes and estimates the volume, cost, efficiency of the cantilever type retaining wall construction. From result of research indicate with planning, minimum safety factor required sf greater than 1,5, hence budget cost for cantilever type wall worth Rp. 1.109.438.000, -.

Abstract

Community dependence on private transportation modes is a major factor in congestion in Banda Aceh. For this reason, the Aceh government implemented the operation policy of Trans Koetaradja to reduce the impact of congestion. Community perception is one of the important aspects in policy making, because by involving the community, decision makers will be able to capture the views, needs and expectations of the community. The purpose of this study is to examine public perceptions of the Trans Koetaradja policy as a case study at 2 (two) corridors, City Center - Mata Ie and City Center - Ajun - Lhoknga. The data collection method used was Stated Preference (SP) with a total of 220 respondents by stratified random sampling. The SP questionnaire contains information about socio-economic, travel behavior, and respondents' perceptions. The result of perception showed that all psychological questions had a good value above 2.5 (average) which was 2.81 (70.20%) from the reference of the 1-4 Likert scale with the indicator with the highest level of acceptance of 3.32 that was a private vehicle needed in everyday life. Data processing and analysis used the Multiple Indicators Multiple Causes (MIMIC) model which was one of the branches of Structural Equation Modeling (SEM), the regression parameters calibrated using Lisrel 9.3 software to produce a measurement model that was the perception of "personal mode dependence (t-value, 5.13)", whereas in the structural model produced five multiple regression equations with the most significant factor affecting each latent variable was "education".
