The journal is devoted to the publication of high quality papers on theoretical and practical aspects of Civil Engineering and Planning. Theoretical papers, practice-oriented papers including case studies, state-of-the-art reviews are all welcomed and encouraged for the advance of science and engineering in Civil Engineering and Planning. Abstract

The pedestrian path is one of the important elements in urban areas. This path is for pedestrian mobility. Accessibility of this path is largely determined by track conditions. This pedestrian path must meet the physical criteria in terms of facilities and infrastructures. The existence of pedestrian path in Peunayong area, which is one of the central business, trade and service center and heritage area, is still not equipped with facilities and infrastructures in accordance with the provisions and requirements of the Ministry of Public Works. In addition, the crowded activities in this region cause the change of pedestrian function into other activities i.e. trading place, parking space. The formulation of the problem in this research is how the condition of pedestrian path facilities and infrastructure in Peunayong area is related to the terms of requirements, standards and accessibility for pedestrians including pedestrians with special needs or pedestrians with physical limitations. The results and discussion of this study are based on the results of observations on the condition of pedestrian path facilities and infrastructure in Peunayong area. A comparison to the standards, rules and literature review is carried out.

Abstract

D. I Timbang Deli is 520 Ha of flow area and 5000 meters of secondary channel is located in Deli Serdang Regency, North Sumatra Province. The turn of the irrigation network in overgrown vegetation on the cliffs and bottom of the channel, is expected to reduce the flow rate. The purpose of the study was to see the distribution of velocity, resistance and energy loss in the secondary channel due to vegetation. The method used is conducting surveys in the field by measuring water depth, vegetation volume and flow velocity. Trapezoidal channel with 36 m length, 1.45 lower width, 3.15 m upper width and 33,510 turn angle. The velocity measured in the middle and downstream regions across the channel is divided from points X1 to X5 with Q1 = 0.62m3/ sec and Q2 = 0.83 m3/sec. The results obtained in the speed distribution in Q1 Vmax mean X1 = 0.296 m/s and X5 = 0.199 m/s, the speed decreases due to the turn of 48.82%. On VV3 Vmaks the average is X4 = 0.216 m/sec and (X1 and X2) = 0,000 m/sec, the volocity decreases due to the presence of vegetation between X1, X2 and X5 at Q1 = 100%. In Q2 the average VV0 Vmax condition of the flow X1 = 0.477 m/s and X5 = 0.323 m/s between X1 and X5 the volocity decreases due to turn 28.45%. VV3 Vmax conditions on average X5 = 0.312 m / s and X1 = 0.000 m / s, between X1 and X5 the speed decreases due to the presence of 100% vegetation. In connection with the above results, with this research the local community and local government can carry out cleaning on the channel on a scale basis.

Abstract

Flexible Pavement often experience an early collapse resulting from high temperatures and heavy loads in the field. One way to overcome the damage, by using added materials to modify the asphalt. In this study the added ingredients used were Buton Granular Asphalt (BGA) as an asphalt and aggregate substitution on AC-WC mixture and utilization of ash waste of palm kernel shell (APKS) as filler substitution material. The purpose of this research is to know the comparison of AC-WC mixture’s characteristics with and without BGA and APKS as substitution materials. The first step of this research was to examine the physical properties of bitumen and aggregate, then made the specimens for determination of Optimum Asphalt Content (OAC) either without or with variations of BGA percentage of 4%, 6% and 8%. After OAC using the BGA acquired then OAC were varied to OAC-0,5; OAC and OAC+0,5 for subsequent test specimens with APKS filler and portland cement respectively 50% of total filler’s weight by Marshall method. Based on the result of this research, OAC value obtained in the mixture without BGA and APKS was 5,31%, whileeffective asphalt content value with BGA and APKS substitution obtained at 6,54% atlevel of 8% BGA. The Marshall’scharacteristic values using APKS and BGA tended to be better than those without BGA and APKS. Stability value of asphalt mixture without substitution was 1,602.84 kg while using BGA and APKS was 2,223.93 kg. Value of density, flow and VFA increased with increasing asphalt content in the mixture, while VIM, VMA and MQ value decreased. The durability value of AC-WC mixture with effective BGA was 95.90%, while the durability value without BGA and APKS was 92.76%. Durability value without and with substitution of BGA and APKS hadfulfilled requirement that was greater than 90%.

Abstract

The disaster phenomenon has encouraged regions to rearrange community life including in Aceh Besar district which is an area affected by earthquake and tsunami. Nowadays the government concern to handling a natural disaster by constructing the Temporary Evacuation Shelter (TES). Therefore, this study aiming at gaining society perception of TES, and determining the main factor and the strategies on the use of TES. The benefits are to provide information and input to the Government and the management of TES. Quantitative and qualitative methods were used in this study. The questionnaire was distributed to the target respondents as much as 233 questionnaires. Furthermore, Focused Group Discussion (FGD) held by invited society figure and stakeholders to obtain the strategies of the use of TES. Results from the analysis questionnaire data indicate that people secured with the existence of TES. The main factor is the availability of TES facilities. The conclusion from FGD is introducing TES early by including disaster curriculum in school, developing local wisdom from good habits that is preparing a family mitigation planning. Moreover, the BPBD Aceh Besar should be aware of the availability of facilities of TES and prepare a disaster mitigation plan on community base considering the children, elderly and disabilities.

Abstract

Pasir Putih Beach located in Lamreh Village is a unique and distinctive tourist attraction which differs from the beaches in other regions. The existence of this beach has not been balanced with the availability of adequate facilities and infrastructure, to provide comfort and activity for tourists. The physical potential found on Pasir Putih Beach is the unique white sand with treesgrowing in the water, calm waves, existing local traditional fishing boat bases, photogenic spots, places which often used as camping sites and barbecues, it is far from the city noise, and close to other tourist objects such as Bukit Suharto Peak, Bukit Lamreh, and Ujung Kelindu. The non-physical potential found in Pasir Putih Beach is the friendly attitude, and the culture of the community. This study aims to identify existing conditions of tourism facilities and infrastructure in Pasir Putih Beach, the level of community participation in tourism development, and to identify strategies for developing tourism facilities and infrastructure. Primary data is obtained through the distribution of questionnaires, observations and interviews. Data analysis used descriptive analysis and SWOT. The results showed that the tourism facilities and infrastructure in Pasir Putih Beach were mostly in accordance with 12 indicators (52.17%). In the development of Pasir Putih Beach tourism, the level of community participation is still low, 72.95% of the community has never participated. The strategy for the development of tourism facilities and infrastructure in Pasir Putih Beach is to increase the quantity and quality of facilities and infrastructure, increase community participation/involvement in facilities and infrastructure maintenance activities, implement legal products in the development of facilities and infrastructure, and form partnerships that can strengthen collaboration in developing the infrastructure.

Abstract

This research is located in Takengon - Uwak City boundary section. The benefit of this research is to figure out the proper type of road construction for investment based on financial feasibility with respect to Vehicle Operational Cost (VOC), Benefit Cost Ratio (BCR), Net Present Value (NPV), and Internal Rate of Return (IRR). The data used in this study was secondary data obtained from related institutions. The research method used in this research was economic indicators with two scenarios, that is; 1. Road improvement with no handling/ existing (Do Nothing), and 2. Road improvement. From the calculation results, it was obtained the price of construction and maintenance for each shoulder of the road construction, that is, the shoulder using Material Class B was IDR 5.493.388.958, the material class B shoulder with Geocel IDR. 4.946.201.289, and road construction using concrete IDR. 6.162.438.275. The saving of VOC produced was IDR. 23,006,00. The results of the economic analysis performed for the three types of construction with the Net Present Value (NVP) method resulted in Road Construction by Shoulder Using Materials Class B and Geocell is the best alternative to make an investment because it produces the largest NPV Value, that is, NPV=IDR 1,808,869,588,00. The highest BCR value is BCR = 1.49, with IRR value = 14.855%

Abstract

Banda Aceh City, the capital of Aceh province, is particularly vulnerable to the tsunami. One of the most vulnerable sub-district in Banda Aceh is the Kuta Raja sub-district, which has a high tsunami threat level. Realizing the harmful effects that could be caused by the earthquake disaster. Therefore, disaster mitigation needs to be considered in order to reduce casualties and to minimize the risk of disaster that will occur in the future. One of the most important things in the evacuation planning is that mode and time of evacuation choices by the residents. Residents may be considered the safest mode and the correct time to evacuate. In this case, fastest mode and nearest escape building would be influenced factor for residents in selecting mode and time to evacuate. Therefore, in this study, we consider two mode choices, that is motorized and non-motorized transports. This study aims at analyzing the mode and time to evacuate choice made by the residents. The stated preference of questionnaire survey method is used to obtained necessary data set from the respondents. The discrete choice model namely binomial logit model is then governed to explore the behavioral response by respondents in selecting mode and time to evacuate. The result from the analysis reveals that the average time to evacuate less than 30 minutes was selected for the respondent who considers evacuating to the evacuation building within the radius of 15 km from their home. The probability to select a time to evacuate less than 30 minutes and evacuate distance within the radius of 15 km is about 71%. The remaining probability is around 29% to select a time to evacuate more than 30 minutes with evacuate distance more than the radius of 15 km. As for mode choice model depicts that the motorized transport is shown dominated up to 89% while for the non-motorized accounting up to 11%. The households characteristics that influencing the mode and time to evacuate selection are income, employment status, age and number of the child within a household.

Abstract

Seunagan River Basin Area has a very important role as a water needs for the people in Nagan Raya Regency and the half of West Aceh Regency. The condition of Krueng Seunagan River Basin Area is getting more and more critical which is marked by a lot of dangerous activities inside and outside the River Basin Area such as mining, land conversion and so on. This study aim are for knowing how much a yearly sediment production that happened in Krueng Seunagan River Basin Area and the Sediment Delivery Ratio (SDR) and also to recommend the effort of land  conservation. From the sediment rate analysis in Sub River Basin Areas, it obtained variation sediment rate that spread over 4 Sub River Basin Areas. From the yearly sediment production analysis result can be confirmed that the largest sediment production happened in Seunagan Hulu Sub River Basin Area, which the sediment production is 143.879,08 ton/year and then followed by Seunagan Hilir Sub River Basin Area 135.644,02 ton/year, and then Cut Sub River Basin Area 116.016,74 ton/year and the smallest sediment production happened in Isep Sub River Basin Area which the sediment production is 107.985,52 ton/year. The Sediment Delivery Ratio (SDR) result for each sub river basin area is Seunagan Hulu 9,6%, Isep 12,2 %, Cut 11,8% and Seunagan Hilir 10,0 %

Abstract

Krueng Jreue irrigation area is one of the oldest irrigation in Aceh Besar district, located in the District of Indrapuri, was inaugurated in 1972 by President Soeharto. Rice area irrigated by this irrigation is 4277.6 ha. Jreue Krueng irrigated areas have rice-rice cropping intensity of plants ranging from 158% to 156%. The intensity of these plants are still below the expected crop intensity, is equal to 200%. To increase the intensity of these plants, it is necessary to study the increased intensity of Krueng Jreue tanamana irrigation area by selecting the appropriate alternative cropping patterns according to the water balance. This study aims to determine the amount of discharge mainstay available on the weir, know the size of the crop water requirement for each alternative, determine optimal crop area that can be irrigated by water that is available, and conduct studies on water balance based cropping planned. Expected to describe the water balance of alternative cropping patterns were obtained. The method used in this research including data collection and data analysis to determine the mainstay discharge, water irrigation, cropping pattern and cropping intensity. The study results obtained by the intensity of the plants can reach 200% by the water supply system using the technical rotation irrigation area is divided into two groups. The first type, cropping season from October period to 2. The second class of the cropping season from November to 2.

Abstract

Irrigation Network Krueng Tuan North Aceh Regency was built in 1994 with 11,150-meter primary channel that is planned can irrigate paddy fields potential 2,226 ha. The Krueng Tuan irrigation area has enormous potential as a food granary, but the irrigation discharge to irrigate rice fields was reduced due to a decline in the functioning of facilities in the Krueng Tuan irrigation network considering the age of buildings that were already age-consuming. This condition can result in an increase in water losses that affect the efficiency of irrigation in the channel. The method used to analyze the efficiency of irrigation channels using the inflow-outflow method. The data were recorded about cross-section dimensions of the channel and measuring flow velocity using the current meter. The results of the efficiency analysis show that there are four primary channel sections was under the theoretical efficiency values, namely the measurement section BT-02 - BT-03 at 88.729%, where water losses are caused by the influence of the physical conditions of the channel on the wall and the bottom and wild leads from the channel using the pump house. Other sections are BT-06 - BT-07 at 80.378%, BT-07 - BT-08 at 73.975%, and BT-08 - BT-09 at 67.094%. Water losses on all channels are caused by the physical condition of the channel that has been damaged in the channel wall and leakage due to the rat hole so that water seeped out of the channels.
