Abstract

The Babahrot - Blangkejeren road of a segment is one of the most frequently affected by a landslide due to its location in the range of hills in Aceh Province. The road is the only one facilities to connect between both cities, and it is the only one to access for crop trading as well other plantation. The impact of landslide causes disconnection from Gayo Lues to South West Aceh or vice versa. Therefore, it is necessary to study the slope reinforcement at the bottom of the road construction with retaining wall counterfort type.  This study aims to analyze slope stability by obtaining reasonable Safety Factor (SF). The method used is Fellenius Method and combining modeling using the Geoslope software. The Fellenius calculation employed static seismic load. Meanwhile, the Geoslope Program utilized either with or without static seismic load.  The static analysis was carried out based on Indonesian Seismic Zone map (2004) for 50 years (coefficient 0.229). The scope of the analysis was a calculation of slope stability includes calculating slope stability on STA 13 + 885. The result of slope stability analysis on the existing using gdry and gwet with the Geo Slope software both without and by using static seismic load on STA 13+885 is unsafe. Thus, handling the existing is needed. The counterfort of retaining wall is considered to use for alternative slope stability construction. The result of slope stability analysis using Counterfort has safety factor greater than 1,5, if additional handling is done by changing slope angle lower than 20°.

Abstract

As we know, there is still a lack of the optimal effort for temporary evacuation sites to face the various threats of the earthquake which may caused the tsunami in the city of Banda Aceh. To deal with this serious threat, it is necessary to prepare a place of salvation to face the tsunami. In this case, it is an escape hill. The objective of this research is to determine the bearing capacity of the subgrade to the escape hill planning and the amount of the settlement, due to the load of the embankment height (Hcrit) and the value of the slope safety factor (FK). This research is conducted in Desa Deah Baro with the GCS coordinates (Geographic Coordinate System) 5º33'45.72"N 95º17'51.34"E which was calculated by using the Plaxis 8.2 computing system on the variations of the embankment height which started from the existing which is 2,0 m height, 4,0 m, 6,0 m, 8,0 m, 10 m and 12 m (run-up performance). As the results of analysis, the researcher found that the addition of the load due to the increase in soil embankment height has resulted in an increase in the value of settlement to the soil stability with an average percentage of 2,86% and the safety factor decreasing value (FK) numbers on slopes with an average percentage of 0,10%. At 2,0 m embankment heights, the researcher obtained a settlement value of 0,271 cm with the safety factor value (FK) is 1,684 greater than 1. Furthermore, with the embankment height of 4,0 m, there is a settlement of 1,139 cm dan safety factor (FK) 1,365 greater than 1. At a embankment height of 6.0 m there is a settlement of 3,035 cm and a safety factor (FK) 1,214 greater than 1. At embankment heights of 8,0 m, the settlement is 6,244 cm with a safety factor (FK) 1,135 greater than 1. For embankment heights of 10 m and 12 m, the decrease occurred was 10,991 cm and 17,446 cm with safety factor (FK) = 1,095 and 1,044~1. The occured decline was still within the tolerance limits, so that the subgrade was still able to withstand the embankment. The results of the value of the safety factor (FK) showed that the slope was safe and did not indicate the slope slides.

Abstract

Pedestrian path is one of the important elements in urban areas that support mobility of pedestrian movement. Pedestrian accessibility is largely determined by pedestrian track conditions. Pedestrian paths must meet the physical criteria in terms of facilities and infrastructure. The existence of pedestrian path  in Peunayong area which is one of the central business area, trade and service center and heritage area still not equipped with facilities and infrastructure in accordance with the provisions and requirements of the Ministry of Public Works plus the density of activity that occurred in this region caused a change function of the pedestrian itself. The formulation of the problem in this research is how the condition of pedestrian path facilities and infrastructure in Peunayong area is related to the terms, requirements and reviews of the library and accessibility for pedestrians including pedestrians with special needs or have physical limitations. The discussion is based on the results of observations on the condition of pedestrian path  facilities and infrastructure in Peunayong area, comparing it with standard, rules and literature review. Data of observation result will be analyzed by qualitative descriptive method.

Abstract

Peunayong area is a trade and service area, as well as a heritage tourist area located in Kuta Alam Subdistrict, Banda Aceh City. Since it was inaugurated in 2007 until now Peunayong Vegetable and Fruit Market is not working properly. Traders only want to sell on the first floor, and along the corridor of RA road. Kartini, while the second and third floors are not occupied. In addressing the issue, the Banda Aceh City Government seeks to relocate the Peunayong Market to an integrated market in Lampulo, which is currently under construction. This study aims to identify the factors that cause traders not to occupy the market building of Peunayong Vegetables and Fruits, to identify buyers' perceptions of relocation of Peunayong Vegetable and Fruit Market, and to evaluate the physical, non-physical, and Peunayong Vegetables Market. This research uses qualitative method through observation and interview, and quantitative method through questionnaires distribution. Respondents in this research are 70 traders, and 100 buyers. The results showed that the factors that caused the traders did not occupy the Peunayong Vegetable and Fruit Market building were the buyers did not want to rise to the 2nd floor, the lack of good accessibility for traders and buyers, the constraints of goods circulation, and the number of kiosks and stalls not enough to accommodate all traders. The buyer's perception of the market relocation effort of Vegetables and Peunayong Fruits is built a new market building that can accommodate all traders, have complete public facilities, and designs that follow SOP Kemendag. Abstract

Based on data from Disbudpar (2017), the low quality of human resources and the lack of indigenous knowledge on tourism management are the main obstacles for indigenous people in the Lhoknga beach tourism area to be directly involved in the tourism sector. Even though the data shows the behavior of tourists who damage the environment by littering, the behavior of indigenous people who live in the tourist area of Lhoknga beach, not all of them show a caring attitude towards the natural environment. Regarding the issue of infrastructure in the Lhoknga coastal tourism area such as clean water, electricity and tourism transportation in the region is still an obstacle where with the increasing number of tourists each year, improvement of infrastructure is also very important to be done to provide better services to tourists (Disbudpar Aceh Besar, 2017 ). Therefore, research is needed to describe the issues in the Lhoknga beach tourism area in the form of tourism development with a focus on the attitudes and desires of local communities towards tourism development. The purpose of this research is to determine the impact of Lhoknga tourism development on Gampong Mon Ikeun. This research method plan will use qualitative methods to explain its development. The research location was conducted at Gampong Mon IKeun, Lhoknga beach tourism area. It is hoped that later this research will have a positive impact on Gampong Mon Ikeun on the development of the Lhoknga tourism area.

Abstract

Lamgapang Market is one of the traditional markets located in Gampong Lamgapang, Ulee Kareng Sub-district, Banda Aceh City. The traditional market of Lamgapang was built in 2008 by the Rehabilitation and Reconstruction Agency (BRR). After completion in 2009 the Department of Cooperatives UKM and Trade Banda Aceh City has been functioning this market Lamgapang, but only operates for 6 months due to not many visitors/buyers. Therefore traders no longer sell in the market Lamgapang and back to where they started selling Ulee Kareng market. This study aims to identify factors that may affect the non-functioning of traditional markets Lamgapang, and identify the form of market Lamgapang desired by buyers and traders. This research uses qualitative method through observation and interview, and quantitative method through questionnaires distribution. The number of respondents in this study is 163 people. Statistical analysis used in data processing consists of validity and reliability test, while data analysis is used descriptive analysis, using the aid of Statistical Product and Service Solution (SPSS) version 22 software. The results show that the factors that influence the malfunction of Lamgapang market is the location of the market is not strategic, the lack of traders remain, there are still street vendors selling in the old market, accessibility that is difficult to reach, lonely buyers, and lanes of traffic away from the crowd. The market shape of Lamgapang that is highly desirable by buyers and traders is that it lies in a strategic position, frequented by buyers, many street vendors, easily accessible via a transport network system, and many traders remain.

Abstract

The use of private vehicles that increases continuously due to the poor of public transport services is one of the causes of congestion. To solve this problem, the City Government of Banda Aceh provides Trans Koetaradja Bus. The limitations of existing public transport services in the city of Banda Aceh caused the community to attempt facilitate their own movements with private vehicles. So that the development of Trans Kutaraja is faced with the challenge of how Trans Kutaraja is able to attract private vehicle users who are the majority of road user in the city of Banda Aceh. therefore, it is important to know how the user respondses to the service quality of Trans Kutaraja. This study aims to analyze the quality of Trans Koetaradja Bus services and determine the quality of Trans Koetaradja Bus services of attributes that are prioritized based on the perception of the users of Trans Koetaradja Bus by using the Importance Performance Analysis Method consisting of quadrant analysis and gap analysis. From the results of the quadrant analysis the IPA method for Trans Koetaradja users is more focused on the factors that most influence on the quality of bus services. It can be seen from the indicators located in quadrant I (top priority) consisting of indicators such as the availability of trash can at the bus stop, ease of obtaining information related to the route and time of bus arrival, the accuracy of bus travel schedules, time speed spent on bus trips from one point to another and the time period of arrival between one fleet and another.

Abstract

The habitable home construction activity is the North Aceh Regency Government program dedicated to the Dhuafa people. The implementation of the project is submitted to the contractor as responsible for completing the construction of a habitable home. Each planned project must have an implementation plan, when the start and end of the project, on-site technical and resource provision is essential to avoid the risk of obstacles in the implementation of the project. Problems that arise in the field are very risky and should be avoided so that the project being done can run smoothly. The purpose of this research is to identify the factors of inhibition in the implementation of habitable home project for the Dhuafa as well as to analyze a good strategy in minimizing the inhibition. The research method used is mix methode between qualitative and quantitative method. The number of executors of Dhuafa house construction in 2016 is 64 companies. The number of respondents obtained from the slovin formula of 39 companies. The results of the research explain that the factors causing the occurrence of obstacles during the execution of work is the labor factor with the value of frequency index (FI) of 0,84; design and planning factors with an FI value of 0,81; factor of equipment with value of FI 0,77; factors beyond the contractor's ability with a FI value of 0,75; material factor with value of FI 0,55; field condition factor with FI value of 0,46; and implementation factor and working relationship with FI value of 0,40. The ways that can be done to avoid the occurrence of barriers in terms of labor is to improve the quality of labor, increase the workforce who are competent in their fields, and work in accordance with the procedure. In terms of design and planning is to do a design review of the project.

Abstract

The employee transportation service is an application of traffic management using vanpooling. Vanpooling is an activity of using a vehicle together or sharing a car on the way so that more than one person is in the van in one travel route. Vanpooling is able to reduce the use of private vehicles to the center of the activity with a fleet of special transport employees. The potential for employee specific transport is enormous and 83% agree with the implementation of the traffic management. The employee specific operating freight operational systems are determinations with residential area corridors and passing major road routes at the address of each employee. In the operation of a transport both personal, general and special, not apart from the vehicles operating costs (VOC). Therefore, an analysis of the need for the development of special transportation of employees in the Dinas Perumahan Rakyat Kawasan Permukiman dan Dinas Pekerjaan Umum Penataan Ruang Province of Aceh. The method used in this study is descriptive - quantitative, by distributing questionnaires to obtain quantitative data in determining VOC. The results of the VOC of private and special vehicles are summarized in a descriptive conclusion. The result of the research shows that employee characteristics of the data are processed to determine vehicle operating cost of private vehicles as well as the special transport vehicles of employees. The overall VOC of private vehicles is Rp. 2.486.377.640, while the value VOC of employee specific transport vehicles is Rp. 685.043.840.

Abstract

Based on the results of the Environmental Health Risk Assessment Study, zone 5 of the drainage in Banda Aceh City which includes Syiah Kuala, Ulee Kareng, and Kuta Alam Sub-district, some villages fall into the category of moderate-risk and high risk of inundation. Bandar Baru, Lambaro Skep, Ie Masen Kayee Adang, and Lambhuk are moderate risk villages of inundation. This study aims to evaluate the performance of the drainage system to see how the conditions and functions of the drainage facilities and infrastructure that have been built and the participation of the society. The methodology used in this study is quantitatively supported by descriptive-evaluative. Performance reviews conducted include physical and non-physical aspects. Physical aspects include physical data on infrastructure, the function of drainage system infrastructure, and operating and maintenance conditions for drainage. Non-physical aspects include regulations/institutions, development management, and efforts by the Regional Government to encourage society/private participation. The results of the calculation of drainage performance obtained a value of 81.40 which means the performance is in good condition. Physical aspects value 55.0 and non-physical aspects value 26.4. From the physical aspect of the condition of drainage infrastructure such as drainage canals, pump houses, retention ponds are already in good condition, but some sluice gates are still in a damaged condition that has not been repaired. From the non-physical aspects, some of the shortcomings that must be corrected are the absence of regional regulations for drainage, human resources in agencies that handle drainage are still not optimal, and community participation in managing drainage is still minimal.
