Abstract

The province of Aceh was struck by a massive earthquake and tsunami on Sunday, December 26, 2004. The earthquake and tsunami disaster killed 173,741 people and 116,368 people were missing. The earthquake and tsunami in Aceh Province resulted in thousands of houses and public buildings being damaged and caused almost half a million people to be refugees. This study aims to determine the level of preparedness for earthquake disasters on users of public buildings Office of the Governor of Aceh Government. This research uses survey method by distributing questionnaires to users of public buildings and observing the building of the Governor’s office of Aceh Government. The selection of samples in the field is using probability sampling method with purposive sampling technique which is the technique in determining the sample with certain considerations. Secondary data was obtained from literature review and previous research. Data processing uses analysis of validity and reliability and descriptive analysis with index frequency analysis. This study begins with the pre-survey process, where testing is conducted on the questionnaire to determine the level of validity and reliability in each item of statement tested so that the validity value is 0.312 greater than 0.3 and the reliability value is 0.613 greater than 0.6. The results of field observations have not yet fully indicated the components of public buildings that are ready to deal with earthquake. From the results of the frequency analysis the index obtained is as follows; aspect of knowledge and attitude has a score of 62% (good), aspect of policy and guidelines has a score of 66% (good), aspect of emergency response plans has a score of 65% (good), aspect of disaster warning systems has a score of 65% (good) and aspect of mobilization of resources has a score of 62% (good)

Abstract

Along with the construction development which is not symmetrical and both the column and the beam made small then the torsion load highly affect the building structure. The torsion load often occurs in the building components such as beam, column and the joint of column and beam. The loads of floor plates and small beam will create a torsion moment on the certain beam. Earthquake can cause dangerous torsion force in all elements of building constructions. Like the load outside the center of the mass in which the torsion stress can be very high. This research aims to find out the torsion capacity on hybrid high performance concrete beam element in which the hybrid high performance concrete using additive alternative materials, by using 7 test objects variations, the size of the test objects used is 20 x 25 x 120 cm3 and the test done for 28 days of concrete period. From the test output obtained  that the highest torsion moment found out in Test object number 6 (BU6) using pozzolanic fly Ash (10%) + fine aggregate of the sand pozzolan (10%) + coarse aggregate of  palm kernel shell (40%) + Nano material filler of iron ore as 10.4 kNm. The highest torsion angle is also created on BU6 as 0,0246 rad. The concrete performance highly affects the torsion strength, the highest concrete performance is found out from BU6 which is 59,48 MPa.

Abstract

Aceh Province is located in one of the earth's fault lines in Indonesia, which is an area prone to earthquakes and the potential for a tsunami disaster. Therefore, any planning of structures located on the coast must consider the potential for a tsunami to obtain a strong structure to withstand the forces affected by the tsunami. During the 2004 tsunami, many bridges were carried away by the tsunami. Both bridges made of concrete, as well as steel frame bridges, such as the Krueng Raba steel frame bridge, Lhoknga, the Krueng No bridge, the Meunasah Kulam bridge, and several other bridges. This study aims to analyze and calculate the force and load effects of the tsunami on the structure of one of these bridges, namely the Krueng Raba steel frame bridge, Lhoknga. The force and load of the tsunami effect (Ts) will be analyzed by adopting the Guidelines for Design of Structures for Vertical Evacuation from Tsunamis, 2012, namely: (1) hydrostatic force; (2) buoyant forces; (3) hydrodynamic forces; (4) impulsive forces; (5) debris impact forces; (6) debris damming forces; (7) lift force; and (8) additional gravity load from water retained on the bridge floor. From the results of this study, it is shown that each of the tsunami forces acting on the crew-raba Lhoknga bridge at the minimum tsunami height variable, 11 meters, which is the initial height of the tsunami touching the bridge's superstructure are: 94.866 KN hydrodynamic force; 142,299 KN thrust; 133,810 KN debris impact force; 14,244 KN debris dam force, and 34,018 KN lift force. Meanwhile, the maximum tsunami height variable, 25 meters, is 24634.934 KN hydrodynamic force; 36952,400 KN thrust; 720,591 KN collision force; 3698,939 KN debris blocking force; and 986,519 KN lift styles. The results of the analysis using computational methods, by inputting the magnitude of the tsunami forces to the bridge model, it can be seen that the ability of the Krueng Raba, Lhoknga steel frame bridge to withstand the forces and loads caused by the tsunami only up to a height of 14 meters.

Abstract

Post-disaster earthquake and tsunami December 26, 2004 Aceh region suffered a devastation in the field of infrastructure is quite wide, especially housing that amounted to ± 123,000 units. The construction of relief housing for disaster victims by relocating one of them is located in the village of Panteriek Lueng Bata district of Banda Aceh under the name of Cinta Kasih Housing built by Tzu Chi volunteers (Yayasan Budha Tzu Chi Indonesia) of 716 houses. This study aims to determine the level of satisfaction of the people who use Rumah Cinta Kasih Panteriek assistance and analyze the dominant factors of satisfaction level from the location, building design, product quality, facilities and infrastructure. Determination of this research sample using slovin formula obtained 83 house units as a sample of 486 housing units that have not changed shape. Methods used mix methods between qualitative and quantitative where in the primary data collection using cluster sampling technique, then the data is analyzed by index frequency. This research begins with a pre-survey process where tested the questionnaire to determine the level of validity and reliability on each item question tested to 10 respondents. Pre-survey results show that the validity value of 0,31 – 0,70greater than 0.3 while the reliability value 0,86 greater than 0,6 with the sense that the questionnaire is feasible used in this study. The results showed that as many as 16% of respondents answered very satisfied and 28% answered satisfied; 21% answered quite satisfied; 15% answered not satisfied; and 20% of respondents answered very dissatisfied with the Cinta Kasih Panteriek. The dominant factor causing dissatisfaction of the householder is clean water (PDAM or drilled well) with value FI = 0,28; (FI = 0,36), land area (FI = 0,38), and house size (FI = 0,38). While the most dominant factor of the satisfaction of home users is access to the highway with the value of FI = 0,80. From the results of this study it can be concluded that the main cause of dissatisfaction of people in Cinta Kasih Panteriek caused by inadequate network of water supply as basic human needs in carrying out its activities.

Abstract

The rapid area development phenomenon which is not undirected and uncontrolled as well as the rapid population growth becomes the problems related to the spatial utilization. The area requires the proper management both building and environment such as in Simpang Tujuh Ulee Kareng (STUK) Area located in Banda Aceh as economic activity center area both service and trade of Ulee Kareng Community.STUK development due to strategic location, high accessibility and activity actors improvement can impact the traffic problem and unwell informal sector activity affecting the decrease of environment quality from bio-physical and socio-economic aspects if not balanced by the area capacity improvement. This research aims to find out the difference of STUK environment quality between bio-physical and socio-economic aspects according to community and compile the model of STUK Area Development in improving urban environment quality. The advantage of the research is providing the information and input to Banda Aceh Government. The methods used are qualitative and quantitative. The questionnaires were distributed to 100 respondents in obtaining the primary data as well as FGD inviting both community and government elements.The research results that both bio-physical and socio-economic aspects highly affect environment quality decrease in which the traffic affecting 70.41% and legal aspect affecting 57.51%. The results meet ANAVA analysis resulting that the highest average difference of these two aspects is 0.52. FGD implementation results that the community highly supports the management of STUK Area using the proper area development model. The model applied is renewal method using land consolidation system.

Abstract

Implementation of development of community-based sanitation infrastructure management is a new thing for the people of Aceh, especially the community in the location of community sanitation facilities will be built. Currently more than 90 percent of Acehnese people use individual waste water systems or toilets that have not been properly managed and have not equipped septic tanks so that the sludge is discharged directly into the water body. This condition leads to the spread of disease (epidemic). Septic tanks are rarely aspirated so that it becomes a successor of wastewater that then seep in the soil and contaminate it. This is the reason for the entry of Community sanitation program into a solution in the provision of infrastructure and waste water facilities using Lavatory Plus. The Community sanitation program aims to improve the quality of the environment by increasing access to community-based sanitation facilities. This study aims to identify the results of community-based Lavatory Plus development in terms of management, institutional and financing. Knowing the level of satisfaction and public interest towards community-based Lavatory Plus development. This research will be conducted in 4 (four) regencies / cities with the lowest coverage of sanitation in Aceh Province, Kab. Pidie Jaya, Kab. Aceh Tamiang, Kab. Aceh Barat Daya and Kota Subulussalam by using quantitative methods supported by qualitative analysis. Qualitative analysis was conducted to look at management, institutional and financing aspects. Data collection were taken through observation and interview on the Work Unit of Environmental Sanitation System Development of Aceh Province and District Public Works Office. Data analysis was done by using SWOT analysis and its analysis tool USG (Urgency, Seriousness, and Growth) and performed data processing through Biplot Method with Mini Tab software. SWOT analysis results show the success rate of Community sanitation program management is in quadrant I. The results of analysis of the level of satisfaction and public interest by using Biplot Method assisted software Mini Tab. The level of community satisfaction is 3.63 and the level of public interest is 4.4 ie the average community feels important to the management of the Community sanitation program.

Abstract

Transportation services in the city of Banda Aceh are currently supported by a public transport system, one of which is Transkoetaradja bus and labi-labi. At the beginning of its service, Transketaradja bus public transportation received a fairly good response from the community. To find out how Transkoetaradja buses can improve their service capabilities, then a study is needed that can convey information. The purpose of this study was to analyze the level of Transkoetaradja bus and labi-labi service. The method used is a quadrant analysis method by distributing questionnaires to 381 Transkoetaradja bus and labi-labi passengers. Based on the conclusions obtained, the performance of public transport in the city of Banda Aceh is currently in the medium category, because in some assessment parameters there are those that need to be improved again, and if seen from the quality of each parameter being examined, Transkoetaradja buses are better than labi-labi. The results show that not all factors are in quadrant A, which states that not all attributes are factors that influence the performance of Transkoetaradja buses and labi-labi. Of the 10 factors, only 6 factors are found in quadrants A and B for Transkoetaradja buses while the turtles have 7 factors. These factors include: rush hour, outside rush hour, travel speed, headway, travel time, service time, frequency, number of vehicles, waiting time and the start and end of the trip.

Abstract

Aceh province, especially in North Aceh Regency, there are still many poor people who do not have a house as a means of decent residence to be occupied. Therefore, In 2016 the Government of North Aceh allocates about 120 units of houses dedicated to the Help Home. The house which is sourced from APBA fund is a development activity of simple healthy house of III area which has been completed and some have been given to the people who are entitled to receive. This study aims to determine the condition of existing houses and the level of home receipts satisfaction that is destined for the Help Home in North Aceh district in 2016. The methodology used mix methods between qualitative and quantitative while the number of samples used as many as 55 respondents from the population of 120 units. The existing condition of the house that became the object of research is a house type 36 with 2 bedroom units with an area of 3,80 x 2,50 m; family room 4,85 x 2,50 m; bathroom 1,40 x 1,75 m; and a front porch with a size of 2,50 x 1,50 m. The level of satisfaction is analyzed based on frequency index analysis. The result shows that the cause of dissatisfaction of the society to the relief house are: house size with the value of frequency index (FI) 0,32; the amount and space of the house with the value of FI 0,33; clean water network (PDAM or drilling well) with value of FI 0,34; access to health facilities (puskesmas / RS) with an FI value of 0,34; the state of the door / window (when opened and closed again) with a value of FI 0,35; access reach security post (security / polsek / polres) with value FI 0,36; access to public transport with an FI value of 0,37; and quality and condition of bathroom and septitank with value 0,38. From the results of the study it can be concluded that the beneficiary community of Help Home is less satisfied with the assistance.

Abstract

Construction of the bridge generally and especially the bridge girders made of steel, wood and concrete materials. The ferrocement technology is not as popular yet as reinforced concrete. In fact, this technology is more economical and can be applied to various things. Now ferrocement technology has been applied in various types and structures in various parts of the country. The use of lightweight concrete in earthquake prone areas is a good alternative, this is because the lightweight concrete can reduce the risk that will be caused by the earthquake. The purpose of this study was to determine the strength of the cross section of the ferrofoam concrete channel beam profile with the addition of pozzolan to the variation of the number of bolt connectors on the profile wing. Then the profile with variation of number of bolts ie: 2 bolts (2 specimens) and 4 bolts (2 specimens) 1 each (test specimen) using a join plate on the side of the body and 1 (specimen) not wearing a joint plate on the body. While the test object that uses 6 bolts (1 specimen) is treated without using the body connector plate. Concrete is planned to have compressive strength (f'c) 35 MPa and steel used is D8 threaded iron. The results of the study were 450.6 larger capacity 103% compared to the 450.2A profile. Unlike the case with the 450.4A profile after receiving the maximum load the load slowly drops until the test is stopped, capacity 450.4A is 89% greater than the 450.2A profile.

Abstract

The bridge assessment and checking is an effort to gain well performance and vouch for the decline condition of the bridge to ensure the bridges could be restored back under its stability based on its performance. The aim of this study is to check the bridge damaged by inspecting the condition value and damage code in the field by using BMS and Bridge Condition Rating (BCR) in order to obtain the accuracy in bridge maintenance. This research was conducted on 4 Bridges on the road Kr. Raya-BTS. Banda Aceh and Lambaro-BTS. Pidie, those are Kr. Angan bridge (STA. 013 + 400), Kr. Inong bridge (STA. 040 + 600), Kr. Geunapet A bridge (STA. 063 + 700), and Kr. Geunapet B bridge (STA. 063 + 700). Based on the BMS method, the writer found that Kr. Angan bridge was in 0 condition value,  the condition value for Kr. Inong bridge was  2,  the condition value for Kr. Geunapet A bridge was 0 and Kr. Geunapet B bridge was 0. Based on the results by using the BCR method, it can be seen that the condition value was 5,36 for Kr. Angan bridge, 5,52 for Kr. Inong bridge, 5,28 for the Kr. Geunapet A and 5,28 for Kr. Geunapet B. In the method of BMS the assessment of the condition of the bridge from good to bad starts from a small to large values namely from 0 to 5, while in the method of crack the assessment of conditions starting from bad to good is 7 to 1. Furthermore, referring to the  BMS and BCR comparison, it could be concluded that both BMS and BCR needed the same proposed treatment in the form of regular and periodic maintenance. While in the BCR method there was no assessment to handle floor drainage systems, backrests, and safety building.
