ABSTRACT Indonesia has abundant natural resources of oil and gas energy. Domestic fuel supply is not entirely fulfilled by domestic oil refineries, almost 20% -30% of domestic oil demand must be imported from abroad. This has an impact on the Navy. Steps to address this problem through switching to the use of alternative energy fuels for the Indonesian warship class Patrol Craft 36. The selection of appropriate alternatives requires analysis of information and identification of alternative fuel requirements to be selected. The approach in this study uses Life Cycle Cost method to see the life cycle cost of alternative and combined TOPSIS (Technique For Order Preference By Similarity To Ideal Solution) approach to other than cost factor, and Benefit Cost Ratio. The result of data processing of alternative energy sources selected is gas, CNG (Compressed Natural Gas) with the value of Benefit Cost Ratio 53,7051 Life Cycle Cost IDR 14,168,302,864. Eastern Naval Warehousing is the technical implementation elements in charge of receiving, storing, maintaining and distributing supplies to support existing user in the Navy in particular user located in the eastern region. To support the operational activities of the Navy, Eastern Naval Warehousing as service organizations should be supported with the provision of an information system capable of supporting the activities become more optimal provisioning. Speed and accuracy of support provision to user is an indication for the success of a service. Information technology nowadays has grown very rapidly to develop into the current warehousing system. RFID (Radio Frequency Identification) is the process of identifying an object automatically by Radio Frequency. There are two important components of an RFID system is the card (tag) and the reader. Application warehousing information system can be integrated with RFID technology, so that the system can run more optimal for warehousing system. This research aims to design warehousing information system based on RFID in Eastern Naval Warehousing used in processing existing warehousing system to gain optimal in provisioning operations running in Eastern Naval Warehousing to support provisioning activities to meet the requirement of existing user in Navy. Field studies conducted in Eastern Naval Warehousing, aimed to determine the current state of warehousing system that runs to identify existing problems. Furthermore, to process the data, created the design of an information system based on RFID warehousing in software system. This paper get to report out of the goods, report the amount of inventory in real time, the location of goods and EOQ value of goods to determine the optimal inventory level of each item.

Scheduling is an assignment activity that deals with constraints. A number of events can occur in a period of time and location so that objective functions as close as possible can be fulfilled. In the hierarchy of decision making, scheduling is the last step before the start of an operation. Scheduling warship assignments in Kolinlamil are an interesting topic to discuss and find solutions to using mathematical methods. The process of the Kolinlamil warship assignment schedule was carried out to produce an annual shipbuilding schedule. This process not only requires fast follow-up, but also requires systematic and rigorous steps. Where the assignment schedule is a fairly complex combinatorial problem. While making the assignment schedule that is applied at this time is considered less accurate because it calculates the conventional method. The process of warship assignment schedule in this study using the Integer Programming model aims to obtain alternative scheduling operations. The schedule observed was 13 warships in carrying out N operations for 1 year (52 weeks). This research begins with determining the decision variables and limitations that existing constraints. Hard constraints include: maintenance schedule, time and duration of each task, warship class assigned to the task and the number of executing warships per task. While soft constraints are how long the warship performs its tasks in a row. The mathematical formulation of the Integer Programming model created consists of three indicator, one decision variables, two measuring parameters and five constraint functions. Furthermore, determining the best scheduling alternatives is completed using the Microsoft Exel Solver computing program.Keywords: Scheduling, Integer Programming, Solver.

The shipping industry sub-sector, although contributing quite significantly to Indonesia's economic growth, has not yet included leading commodities in industrial development in Indonesia. The problem that must be examined in the effort to develop the shipping industry is the absence of the determination / application of the right strategy to be able to maximize the potential of the existing potential that enables the shipping industry to become a competitive industry. The research is carried out with the following stages: - Searching for sources of information that can provide an overview of the boundaries, subject matter of the study, developments and problems in the shipping sub sector, territorial understanding, understanding of management strategies, to then set the goal formulation as the direction of conducting research. - Conducting an expert survey to review and determine the elements / sub elements related to the development strategy of the shipping industry real sector of the shipping industry. - Designing a structuring system by conducting studies / determination of the key elements of development, with Interpretative Structural Modeling (ISM). Based on the results of expert studies, 4 elements and 12 sub elements were determined that have strong interactions with the development of the shipping industry in Indonesia. The elements are then analyzed by the level of interaction with the ISM-VAXO technique. The first step is to study the contextual relationship in the form of the SSIM-VAXO Matrix. This method has been able to classify all sub-elements into four quadrants based on the value of Drive Power and Dependence and in the hierarchical structure based on Ranking and Level, which then informs the key sub-elements of the development of the shipping industry, namely: sub-elements: Provision of human resources with shipping knowledge and skills adequate (7) and sub-elements Improvement of managerial skills training program (8).Keywords: Shipping industry, development strategy, ISM

Senjata Penangkis Serangan Udara (PSU) milik KRI di jajaran TNI AL saat ini sebagian besar sudah ketinggalan teknologi salah satunya adalah PSU 20 mm Meriam Rheinmetall pada KRI Landing Platform Dock (LPD) kelas KRI Makassar, sehingga tidak bisa menjamin pelaksanaan tugas pokok. Oleh karena itu diperlukan suatu langkah strategis dalam upaya mencapai kesiapan kapal kelas KRI (Kapal Perang Republik Indonesia) Makassar ini secara optimal.Langkah-langkah yang dapat dilakukan antara lain modernisasi dan pembelian sistem senjata baru yang mengacu pada kekuatan pokok minimum (Minimum Essential Force / MEF) TNI AL. Berdasarkan rencana pembelian senjata ini untuk mengganti sistem senjata yang sudah tua, maka yang dipilih adalah Senjata penangkis serangan udara dengan klasifikasi daya hancur dan perkenaan yang akurat.Penentuan Prioritas pemilihan senjata dipengaruhi oleh banyak faktor, baik yang bersifat kualitatif maupun kuantitatif. Salah satu teknik pengambilan keputusan adalah dengan pendekatan metode Fuzzy Multi Criteria Decision Making (MCDM) yang dianggap sangat tepat untuk permasalahan bobot kriteria yang bersifat fuzzy (kabur). Metode fuzzy MCDM sebagai model yang diterapkan guna memperoleh nilai prioritas dalam perancangan sistem pendukung keputusan untuk menentukan alternatif senjata penangkis serangan udara untuk LPD kelas KRI Makassar. Selain itu metode fuzzy MCDM akan mengatasi masalah multikriteria pada proses penentuan penentuan senjata ini serta mengatasi kemungkinan adanya data-data yang bersifat ketidakpastian.Berdasarkan pengolahan data, didapat senjata terpilih yaitu NG-18 6-Barreled 30MM Naval Gun, karena senjata ini mempunyai beberapa keunggulan antara lain daya hancur yang sangat tinggi, hubungan diplomatis dengan negara pembuat berlangsung baik sehingga tidak dikhawatirkan untuk mengembargo senjata ini suatu saat nanti, dibandingkan senjata lainnya dengan kemampuan taktis dan teknis senjata yang baik.

ABSTRACT Determination of the landing beach becomes a must for the Marine Forces of the Indonesian Navy as an element of the landing forces in order to carry out the task of amphibious operations in particular to determine the ideal landing beach location for the successful implementation of the task. Requirements on the determination of ideal landing beaches should be in accordance with predetermined parameters and serve as an important component in determining the weighting value of landing beach selection criteria. This study aims to determine the location of landing beaches by using the Preference Ranking Method Method of Organization for Enrichment Evaluation (PROMETHEE) combined into the Borda method. The research stages started from determining the value of criterion preferences to the landing beach alternative options analyzed by PROMETHEE method then processed again in Borda method. The PROMETHEE method is used to analyze individual decisions of decision makers, while the Borda method is used to manage group decisions from the PROMETHEE method of ranking. The use of both methods is a solution to generate more objective group decisions so as to obtain a ranking result against the selection of logical amphibious landing beaches and have an objective value in accordance with accurate data and greatly assist decision-makers to solve multi-criteria problems. From the results of this study can be seen that the location of the selected beach is the most feasible to serve as the location of landing beaches in amphibious operations is Beach 3 with a weighted value of 0.389. The development of Naval Base requires very strategic planning and calculation to obtain the sustainability of the base. This is intended so that in the future the existence of these bases can continue and exist, which is not disturbed by changes and System Dynamics from various aspects that develop and change over time. Sustainability of Naval Base is determined by many factors that are interrelated with one another as a very complex system arrangement so that a comprehensive analysis of various related aspects of the researcher is compiled into Three main aspects namely Defense Security Political Aspects, Economic Aspects and physical aspects of naval base. In this paper, the researcher will compile a model with System Dynamics approach to the sustainability of the Naval Base that is the object. Then also use Fuzzy Weighting from the elements of subjectivity which will be projected to become elements of objectivity, which also involves data / variables that are qualitative and quantitative. This has never been discussed in previous site selection studies. The complexity of the variables and the dependency relationships between variables in the system, and the decision makers' subjectivity can be identified and smoothed with the Fuzzy Weighting to get the weighting value so that the integration between the System Dynamics model with the Fuzzy Weighting method gets the analysis results of the Naval Base sustainability system based on three main aspects namely Defense Security Political Aspects, Economic Aspects and Physical Aspects of Naval Base. The results of the assessment of Fuzzy Weighting put the Defense Security Political Aspects in the first place with the value of the weight of the influence of interest 3.60, followed by the second position of the Physical Aspects of Naval Base with the value of the weight of the influence of the interest 3.40 and in the third position the Economic Aspects with a value of 3.0. Then the results are integrated into the System Dynamic calculation that produces sustainability values from three main aspects including Defense Security Political Aspects with strategic value of base area 36.42, then from Economic Aspects with land availability value 3.94, and Physical Aspects of Naval Base with physical capability values base 21.07. This requires an organization to be able to compete by always paying attention to the user's condition. Development strategy is one way to find out competitiveness in each of its power lines. To deal with user competition, especially in the face of global users, an organization must be able to establish a method as the basic foundation for the formulation of development strategies by increasing the value of competitiveness for its output or services. This strategy needs to be involved using the SWOT method as the main method to increase output, internal and external factors become the initial steps to carry out strategies to optimize business to achieve success. The use of an effective SWOT analysis can play an important role in determining the development strategy, in order to know the strengths, weaknesses, opportunities and threats faced by the company in maintaining the survival and continuity of the organization. The problem that the answer in this research is looking for is whether the SWOT analysis is the right strategy to increase output in the organization and how the development strategy applied by the organization in overcoming global friendships. In connection with these problems the following hypothesis is proposed: It is suspected that using a SWOT analysis can increase output so that the organization experiences a profit (surplus). This study uses primary data by providing questionnaires and secondary data to obtain archives or documents. In line with the problem and the research hypothesis, this study was conducted using the IFAS analysis method to analyze internal factors, EFAS analysis for external factors, then, included in the quantitative model, namely the SWOT matrix. The results of the analysis show that, using IFAS and EFAS analysis and using SWOT analysis shows the position of the organization in cell 2, the strategy chosen to support the achievement of the objectives of the organization is ST strategy.Keywords: SWOT, Strategy, Product Marketing, Business.

This study develops an optimization model 4 echelon distribution logistics sea operations that consist of multi main naval bases, multi forward naval bases, multi distributors, multi stricking force ships and multi helicopters to the method of delivery, by replenishment at sea on the rendezvous points. This model considers the selection of the modes of transportation logistics ship types are used, multi commodity share shipments at each echelons to answer the lost capacity transport modes, the cost of transportation, loading and unloading costs, defective commodity costs and the cost of losing the material generated at each frequency of deliveries to reduce the total cost of distribution. The total cost of the distribution consists of the cost in the forward naval base, logistics ship as distributor and stricking force ships. The model developed included in the category of mixed fleet transshipment and solved by the solution method based hybrid nonlinear inertia weight particle swarm optimization with multiple capacitated vehicle transshipment to generate optimal distribution costs simultaneously for all the decision variables. Conclusion derived from the results of the numerical example states that the total cost of distribution is smaller when using combination of modes of transport logistics ships larger capacity namely KRI ARN-903 and KRI ARN-903 with total efficiency of the distribution costs amounted to 46.07 % in one planning horizon.

Dalam rangka mencapai tujuan nasional bukanlah perkara yang mudah. Ancaman, hambatan, gangguan, dan tantangan akan senantiasa mengiringi. Sehingga diperlukan suatu kemampuan untuk menghadapi faktor penghalang tersebut. Hal inilah yang dikenal dengan ketahanan nasional. Di era globalisasi seperti saat ini teknologi informasi (TI) merupakan salah satu faktor yang mempengaruhi ketahanan nasional. Penggunaan teknologi informasi seperti pisau dibelah dua, satu sisi berdampak positif dan satu sisi berdampak negatif. Dampak positif TI akan meningkatakan ketahanan nasional, sebaliknya dampak negatif akan menurunkan ketahanan nasional. Pada penelitian ini akan dibahas dampak TI terhadap ketahanan nasional dengan Kabupaten Bangkalan sebagai lokasi penelitian. Dalam penilaian ketahanan, variabel pokok yang digunakan adalah Indeks Pembangunan Manusia (IPM), partisipasi politik masyarakat (PPM), toleransi dan kerukunan masyarakat (TKM), dan keamanan. Metode yang digunakan dalam penelitian ini adalah Decision Making Trial Evaluation and Laboratory (DEMATEL) untuk mendapatkan hubungan keterkaitan antar variabel, dalam bentuk grup dispatcher dan grup receiver, dan pendekatan sistem dinamik untuk menganalisa dampak TI terhadap ketahanan nasional di wilayah Kabupaten Bangkalan dengan menerapkan dua skenario kebijakan antara lain; skenario menurunkan prosentase pengakses pornografi (skenario 1) dan skenario peningkatan prosentase pengguna sosial media (skenario 2). Hasil simulasi menunjukkan bahwa skenario 2 memiliki dampak yang paling baik terhadap variabel output dari sistem pada penelitian ini. Nilai ketahanan wilayah Kabupaten Bangkalan bernilai 0,77 pada periode akhir simulasi. Sedangkan skenario 1 mengakibatkan nilai ketahanan wilayah Kabupaten Bangkalan 0,76.
