Abstract

Sebagai upaya untuk mengukur kinerja yang terintegrasi di suatu instansi di TNI AL yang pada umumnya hanya terpaku pada laporan pertanggungjawaban finansial. Penggunaan metode Integrated Performance Measurement System (IPMS) ditujukan untuk memperbaiki sistem pengukuran kinerja. Metode tersebut dirancang di Kolat Koarmatim untuk dianalisa pencapaian Program Kerja tahun 2015 dan 2016, diperoleh 23 KPI berdasarkan stakeholders requirement Kolat Koarmatim. Untuk mengetahuai keterpengaruhan antar kriteria digunakan DEMATEL,dilanjutkan untuk mengetahui bobot tiap sub kriteria dan masing-masing KPI yang teridentifikasi. Berdasarkan scoring system menggunakan OMAX dan Traffic Light System, Dari hasil pengukuran kinerja tahun 2015 yang telah dilakukan, diperoleh Indeks kinerja total sebesar 7,697 sebagai hasil dari scoring dengan menggunakan metode Objective Matrix (OMAX) dan apabila menggunakan traffic light system berada pada kategori kuning yang berarti target pengukuran kinerja (achievment) tahun 2015 masih belum tercapai walaupun sudah mendekati ambang batas target yang diinginkan, terdapat 11 KPI yang berwarna hijau , 11 KPI yang warna kuning dan 1 KPI warna merah. Hasil pengukuran kinerja tahun 2016 yang telah dilakukan, diperoleh Indeks kinerja total sebesar 8,344 sebagai hasil dari scoring dengan menggunakan metode Objective Matrix (OMAX) dan apabila menggunakan traffic light system berada pada kategori Hijau yang berarti target pengukuran kinerja (achievment) sudah tercapai (memuaskan) dengan sebaran terdapat 16 KPI yang berwarna hijau, 6 KPI yang berwarna kuning dan 1 KPI yang berwarna merah . KPI berindikator merah merupakan KPI yang berada dibawah target yang telh ditetapkan oleh Kolat Koarmatim sehingga menjadi prioritas utama untuk dilakukan perbaikan. 2 KPI yang berada pada indikator merah tersebut meliputi pelaksanaan uji Gloagaspur KRI (U) dan Perencanaan Pengembangan(Renbang).

Abstract

ABSTRACT University of 17 Agustus 1945 or UNTAG Banyuwangi is a private university, where the source of mostly income comes from students or in other words that all forms of activities carried out are geared towards students, therefore efforts to acquire new students from year to year must be increased, one the effort that must be done is that UNTAG Banyuwangi is in addition to implementing the PMB program (admission of new students) with effective and great promotions as well as keeping students who have attended UNTAG Banyuwangi not stop studying midway. Therefore it is necessary to conduct research on the analysis of the quality of education services to the students' responses through Quality Function Deployment (QFD) approach in improving the performance of UNTAG Banyuwangi. The sampling result of the level of importance and satisfaction on the dimensions of infrastructure, learning process, human resources, curriculum and student affairs of all variables have corrected total correlation value greater than 0.1430 (r table value) for each dimension, of the sample questionnaire of 83 students have been valid. For the value of  (alpha) obtained each dimension is also greater than 0.05, so it can be concluded that the data is reliable. The results of the analysis of the strengths and weaknesses of UNTAG are based on their importance and level of satisfaction are then plotted into quadrant maps Variables included in quadrant IV are weaknesses for UNTAG Banyuwangi educational institutions, namely: How to teach Lecturers, Strategies for teaching lecturers are understood by students, The ability of lecturers to use learning tools white board, UHP, LCD, lecturers in teaching in class, how to deliver material, how to answer student questions, quality of lecturers in conducting research, community service, infrastructure (office, classroom, laboratory room, studio , library rooms, experimental gardens, etc. except lecturer room), facilities / equipment used in the learning process such as computers, software and hardware. HOQ analysis in the technical response matrix derived from the way the UNTAG Banyuwangi Institute in answering the request of the Student (Hows). After conducting an interview with the leadership, namely the Rector, the selected technical response was: 1. Providing assistance to the Lecturer to develop the substance of the field of knowledge 2. Sending Lecturers to take part in the learning method training 3. Implementing a cycle of good practice learning processes. 4. Inventory of land, buildings and all the room. 5. Trying to obtain laboratory equipment and information technology. Abstract

The Republic of Indonesia warship (KRI) is one of the elements of the Integrated Fleet Weapon System, which has an important function in carrying out existing tasks in the defense sector. So that KRI readiness is needed optimally to support the operation to be carried out successfully. One way that is used to prepare the KRI is to carry out routine maintenance through the docking process. But in its implementation, there are still accidents experienced by workers. This research was conducted using the Hazard Identification, Risk Assessment and Risk Control (HIRARC) method. HIRARC is a method of hazard identification, risk assessment, and risk control measures. This method is considered more precise and more accurate where the dangers that arise in the docking process are explained from each work activity. This method also provides appropriate control measures for each hazard. Based on the results of this HIRARC analysis, in each work activity docking based on Risk Ranking will be sorted according to the level of Risk Matrix and will be discussed further against high risk and implemented controls. Then the recommendations produced to minimize workplace accidents in the docking process are by elimination, Administration Control and Use of PPE (Personal Protective Equipment). Abstract

To create the human resources of the apparatus that possesses these competencies, it is necessary to improve the quality of professionalism and develop the insight of Civil Servants. One effort to improve the quality of professionalism and the development of insights of Civil Servants is through the Education and Training program. Evaluation of Education and Leadership Training Level IV as one type of employee development is carried out to achieve the Echelon IV Position competency requirements and achievement of performance improvement in accordance with the main tasks and functions as well as authorities in each work unit.is conducted to evaluate: (1) the basis and objectives of Level IV Leadership Education and Training, as well as the feasibility of the organizing agency, (2) clarity of the characteristics of Education and Training participants, the state of the lecturers, curriculum, facilities and infrastructure, (3 ) compliance with the curriculum and program schedule (4) overall assessment of participants, lecturers and organizers. The approach used in this study is a program evaluation approach using the CIPP model (Contex, Input, Process, Product). The results obtained by the evaluation of Contex namely the foundation of the program in accordance with applicable laws, the purpose of this program is suitable to improve the competence of Echelon IV, while the evaluation of Input shows participants meet the criteria, but the lecturer is still very limited and the curriculum has referred to the guidelines, facilities that meet the standards appropriateness. Process component evaluation program compliance with curriculum and schedule meets the criteria, Product component evaluation of the overall results of participants, lecturers and organizers meet the criteria.Keywords:Program Evaluation, CIPP Model, Education and Leadership Training Level IV.

Abstract

Pelaksanaan Operasi Keamanan Laut (opskamla) di TNI AL masih belum dapat diukur performansinya, seberapa efektif dan efisien kemampuan TNI AL dalam melaksanakan opskamla dan mengukur faktor-faktor (variabel) yang mempengaruhi opskamla tersebut serta melaksanakan optimalisasi sarana dan prasarana keamanan laut yang disadari masih belum memadai. Situasi operasional yang serba tidak menentu (uncertainty) mengakibatkan sulit untuk mendapatkan data yang lengkap tentang masalah opskamla dihadapkan dengan keterbatasan alutsista dan banyaknya ancaman/pelanggaran yang terjadi.. Untuk mereduksi berbagai kesalahan yang mungkin timbul, maka dibuatlah suatu model Bayesian network pada perhitungan performansi opskamla dengan pendekatan causal mapping. Causal Mapping digunakan untuk membentuk struktur jaringan pada bayesian network. Bayesian network merupakan sebuah directed acyclic graph yang dapat merepresentasikan aspek kualitatif dan aspek kuantitatif pada sebuah distribusi probabilitas. Penelitian ini bertujuan untuk membuat suatu model sistem yang dapat dijadikan sebagai instrument/alat dalam menentukan performansi variabel yang membangun model opskamla. Model ini dibuat dengan menggunakan expert opinion dan studi literatur sebagai dasar penyusunan variabel dan hubungan saling ketergantungan. Selanjutnya dilaksanakan penentuan prior probability dan conditional probability tables menggunakan kuesioner yang diberikan kepada para expert. Data yang didapat selanjutnya dihitung menggunakan software Genie 2.0 dengan hasil kemampuan TNI AL yang ada saat ini apabila diukur performansinya dalam melaksanakan opskamla di wilayah timur hanya memiliki performansi sebesar 64%. Dari 25 variabel independent yang ada selanjutnya dilaksanakan analisis sensitivitas yang menghasilkan 4 buah variabel dengan kontribusi paling besar yaitu kebijakan pimpinan TNI AL, kualitas tenaga pengajar , kuota BBM dukungan operasi dan peraturan pemerintah.

Abstract

Penjadwalan adalah suatu aktivitas penugasan yang berhubungan dengan sejumlah kendala, sejumlah kejadian yang dapat terjadi pada suatu periode waktu dan tempat atau lokasi sehingga fungsi objektif sedekat mungkin dapat terpenuhi. Dalam hierarki pengambilan keputusan, penjadwalan merupakan langkah terakhir sebelum dimulainya suatu operasi. Penjadwalan penugasan KRI di Kolinlamil menjadi topik yang menarik untuk dibahas dan dicari penyelesaiannya dengan metode matematis. Proses penjadwalan penugasan KRI di Kolinlamil dilakukan untuk menghasilkan jop/jog tahunan. Proses ini tidak hanya memerlukan tindak lanjut yang cepat, akan tetapi juga memerlukan langkah-langkah yang sistematis. Penjadwalan penugasan yang diterapkan Kolinlamil saat ini dilakukan oleh personel dengan tidak menggunakan perhitungan matematis. Proses penjadwalan penugasan kapal dalam penelitian ini dilakukan dengan menggunakan pendekatan metode Binary Integer Programming (BIP) dengan tujuan untuk meminimalkan penalty apabila melanggar soft constrain. Penjadwalan yang diamati adalah 14 kapal melaksanakan 26 operasi selama 52 minggu (1 tahun). Penelitian ini dimulai dengan penentuan variabel keputusan penjadwalan serta batasan yang dihadapai. Batasan itu yaitu hard constrain: kapal mulai operasi untuk tiap jenis operasi, kelas kapal yang dibolehkan melaksanakan operasi, durasi tiap operasi, jumlah kapal tiap operasi, jam putar maksimum yang di ijinkan, serta soft constrain: lama kapal operasi secara berturut-turut. Formulasi matematis dari model BIP yang dibuat terdiri dari tiga parameter ukur, empat variabel keputusan, satu fungsi tujuan dan tujuh fungsi kendala. Kemudian dilakukan pengembangan model BIP yang selanjutnya diselesaikan komputasi menggunakan LINGO 11.0. Hasil yang didapatkan bahwa model BIP yang diterapkan pada penjadwalan penugasan KRI Kolinlamil bisa mendapatkan hasil yang optimal. BIP adalah suatu metode yang tepat untuk digunakan sebagai metode dalam penjadwalan penugasan KRI di Kolnlamil.

Abstract

ABSTRACT The quality of Transportation system is one of island economic level determinant. Railway transportation evidently more efficient than road transportation. Trans-Sumatra railway construction can be a solution for transportation problem in Sumatra Island. This analysis integrated railway and port to improve economic development in 8 provinces on Sumatra using Spanning Tree and Dijkstra algorithm. It need 1965 kilometers of railway to connect all the 8 provinces. It also generates 1518 kilometers as the distance of Malahayati Port to Panjang Port connection. This integrated system can be a breakthrough solution for Sumatra transportation problem in economic development and the Malacca Strait traffic problem. Abstract

KRI or Indonesian Navy warships has very significant role in maintain the maritime security and uphold the law on Indonesian waters. In order to deploy their KRI, TNI AL needs to measure their KRI Maritime Security (KAMLA) capability. This paper aim is to provide a formula that express KAMLA capability of a KRI out of 3 criterions (sensors, weaponry & Platforms) and 9 sub criterions. Fuzzy Weighting method has been used to derived 4 expert preference into formula of criterion weight. The result is KC = 0,45 S + 0,23 W + 0,32 P. Abstract

In the system of guiding material for the Navy the spare parts are supporting material because of their nature as a provision that supports the maintenance of the main material so that it is always maintained and maintained its quality. The Eastern Region Procurement Center Depot or Dopusbektim is the Technical Implementation Unit (UPT) of Head quarter of Indonesian Navy Service, which has the duty and responsibility to receive, store, maintain and distribute provisions to the user unit or user unit including of Indonesian Warship In especially those located in the Koarmatim region or currently is Second Fleet of Indonesian Navy (Koarmada II). In supporting its duties and functions as a storage and distribution facility, Dopusbektim has a structured and implemented supply pattern supported by an automated system that uses special applications so that the distribution process can be carried out better in supporting technical operations readiness of Indonesian Warship. However, in carrying out the Dopusbektim debriefing, it was felt that it was not optimal although it was supported by infrastructure because there were still obstacles and obstacles. This results in Dopusbektim's duties and functions, one of which is providing services in order to support technical operations readiness of Indonesian Warship has not been maximized. Abstract

Operasi pengamanan perbatasan wilayah laut RI-Malaysia/Ambalat adalah operasi yang dilaksanakan oleh TNI AL sepanjang tahun dalam rangka menegakkan hukum dan menjaga kedaulatan NKRI di perbatasan wilayah laut RI-Malaysia/Ambalat sesuai dengan ketentuan hukum nasional dan hukum internasional yang berlaku. Pada kenyataannya masih sering terjadi gangguan keamanan dan pelanggaran batas wilayah terutama yang berasal dari pihak negara Malaysia. Oleh sebab itu maka seluruh KRI dan Pesud Patmar yang terlibat dalam operasi pengamanan perbatasan wilayah laut RI-Malaysia/Ambalat dituntut kesiapannya untuk dapat hadir setiap saat dalam rangka menegakkan hukum di laut sekaligus menampilkan dampak strategi penangkalan.Akan tetapi masih ada beberapa masalah yang timbul karena ternyata KRI yang terlibat di dalam operasi pengamanan perbatasan wilayah laut RI-Malaysia/Ambalat tidak selalu dapat hadir tepat pada waktunya dalam menangani setiap kejadian pelanggaran yang ada. Hal ini mengakibatkan keterlambatan penanganan ataupun banyaknya pelaku pelanggaran yang berhasil lolos dari penindakan KRI. Dari permasalahan yang ada maka melalui pendekatan metode simulasi akan dihitung waktu respon KRI terhadap setiap kejadian pelanggaran di perbatasan wilayah laut RI-Malaysia/Ambalat.Penelitian ini bertujuan untuk membuat sebuah model simulasi ke dalam suatu sistem komputer guna meningkatkan waktu respon KRI terhadap setiap kejadian pelanggaran di perbatasan wilayah laut RI-Malaysia/Ambalat. Dalam rangka meningkatkan waktu respon KRI tersebut maka dibuatlah beberapa skenario perubahan untuk membandingkan hasilnya dengan kondisi eksisting. Dari hasil percobaan simulasi yang dilakukan ternyata didapatkan hasil skenario memiliki rata-rata waktu respon yang lebih baik (lebih cepat) daripada kondisi eksisting yang ada. Hal ini dapat digunakan untuk membantu proses pengambilan keputusan yang akan dilakukan oleh para Pimpinan TNI AL.
