Abstract

A project of base facility is a kind of routine developing in Indonesian Naval. In this developmentt is necessary to develop methods in measuring performance and evaluating project time through a more accurate critical path feature. The research problem statement is how to evaluate the project schedule related to the time and cost of the Indonesian Navy's facility construction project by conducting a case study as a study for project scheduling at a later stage. The research objective is to identify the critical path of the project through network analysis, determine the factors that cause delays and how to overcome them, and calculate the time effectiveness and cost-efficiency of the project based on the calculation of scheduling acceleration. In this study, project performance measurement was carried out using the Earned Value Method (EVM) and network analysis using the Precedence Diagram Method (PDM). The solution to overcome delays with the crashing project method. The results of the discussion identified 15 critical path activities. The factor causing the delay is the delay in activities on the critical path due to the low level of productivity of the workforce group. The crashing method through additional 2 hours/day overtime can solve the problem of delays so that project implementation can be accelerated from the implementation of 256 working days to 226 working days (11.72% effectiveness) with the initial project cost of Rp. 74,316,727,585.00 reduced to Rp. 72,152,162,704.00 (2.91% efficiency). It will be measurable and reasonable in responsibility when it was suitable with the target. Keywords : Network Analysis, Naval Base, and Project Development.

Abstract

The goal for many education institutions is the existence of the Smart Campus concept. Smart Campus is the concept of a smart campus to provide maximum service to the entire academic community by monitoring and managing existing resources effectively and efficiently. Smart Campus can also provide appropriate information to students or campus institutions in every activity, or even in unexpected events. In this research, it is proposed to maximize the academic information system which is integrated with the Telegram messenger application. This Telegram application can be obtained for free, lightweight and multiplatform by having a fairly complete and more developed Bot API. Students get real time notifications and can chat / communicate with the Telegram Bot which is designed to provide all the information on STTAL. The admin can upload lecture material into the Telegram Bot then students can download it from the Telegram Bot. There are 11 commands designed in this study as a prototype. This research was tested by trying all the commands provided. This Bot Telegram application is very helpful for study program staff and lecturers to convey information to students especially using this application is quite easy. Abstract

Data di dunia menunjukkan bahwa pendaratan yang dapat dilaksanakan dengan cara konvensional adalah sekitar 20% pantai di dunia. Sedangkan 70% garis pantai hanya dapat didarati dengan menggunakan hovercraft. Hovercraft class LCAC adalah hovercraft yang memiliki kemampuan untuk mendukung dalam pelakasanaan operasi militer yang mampu mengangkut logistik maupun peralatan tempur lainnya. Sudah banyak di negara lain yang memilki hovecraft jenis ini. Sedangkan di Indonesia sendiri sementara hanya memiliki hovercrat yang digunakan untuk mengangkut personil saja. Berangkat dari hal tersebut maka kami mencoba menganalisa gaya Lift dan Bow Thruster dengan referensi berat total yang di hitung mahasiswa lainnya.Sehingga akan didapatkan besar gaya lift ,pemilihan jenis fan dan tipe mesin diesel yang sesuai serta akan di tampilkan juga gambar rencana umum sederhana sistem Lift dan Bow thruster hovercraft kelas LCAC ini yang memiliki dimensi konstruksi rangka panjang 18,7 meter, lebar 9,2 meter, tinggi 3 meter. Kata kunci: Hovercraft, lift, bow thruster.

Abstract

Repair and Maintenance facility Jakarta is supporting facility component of Indonesian Naval Fleet which has duties to maintain and repair the ships that location is very strategics in Naval Base I. This is as KRI berth and technical condition preparation before doing the operation. The purpose of this research is to determine alternative strategy and roadmap for developing Fasharkan Jakarta with using TOWS analysis (Treaths Opportunities Weaknesses Strength) and ISM (Interpretative Structural Modeling). According to result of TOWS matrix analysis, SO strategy is consisting of eight strategic, four strategic for ST, nine strategic for WO, and four strategic for WT. Based on Weighting by using EFAS and IFAS matrix, WO strategy is as the choosen strategy, as the result WO strategy is become the first alternative. According to the elements clarification results for WO strategy, it gets five levels hierarchy. In this hyrarcy structure can be known that WO8 and WO9 sub strategies are in the level five position, then WO7 sub strategy in the level four strategy. Besides, in the level III is consist of WO5, in the level II is sub strategy WO1, WO3, WO6 and in the level I there are WO2 and WO4 sub strategies. Abstract

Indonesia is one of the largest archipelago countries in the world. Therefore, it is necessary to safeguard the vital object especially within the border area of the (NKRI). The unmanned tank rides are one of the rides that can be used as combat rides on the battlefield in maintaining security and sovereignty (NKRI). Utilization of unmanned tank rides on the durability and defence functions of the nation can minimize casualties. In realizing the control system and monitoring of unmanned tank rides using the design build Monitoring system Autopilot Prototype Tank on the Ground Station using Google Maps. In this design defines the needs of the system on the ground station. The need for electronic maps to display the location of the prototype tanks on the system interface, using one of the Gmap.net program libraries or libraries that can be integrated with the C# programming language. The need for data transactions through UART, using the library or series of communication program libraries for this need. The need for prototype tank location indicator and waypoint location in the form of marker on map, using one of Gmap Marker function from library or program library Gmap.net. The need to describe a straight line between waypoint points, using the polyline function of the Gmap.net library or program library. The need to describe the area on the waypoint, using the circle function of the Gmap.net library or program library. Autopilot control of the prototype tanks that have been performed can be done well using Visual Studio 2012 programming. Monitoring system on the interface of the system that is made shows the system can run well, with the results of the system can display prototype travel to every waypoint made. Abstract

By the development of the time, diesel fuel is made from petroleum which is decreasing in number. Besides that, the emissions produced from burning diesel fuel can also cause air pollution. One of the methods used to minimize the use of diesel fuel and air pollution is by using emulsion fuel. therefore, a precautionary measure is required in preparing a reserve fuel source for Indonesian war ships. And one of the options is with emission diesel fuel. From the results of laboratory trials there was an increase in density, viscosity, flash point, cetane and TAN numbers and a decrease in residue, Lower Heating Value and calorific value. The performance test results show an increase in SFOC and thermal efficiency, but the power, torque and BMEP have decreased. So, it can be concluded that the emulsion HSD has decreased performance but can reduce emissions from the combustion process. So, it is hoped that emission diesel fuel can be used as an alternative as well as a solution to the limitations of diesel fuel in the future, so that it can support tni al operations in the future. Abstract

This thesis describes the application of the Fuzzy Analytical Hierarchy Process (Fuzzy AHP) approach and Benefit Cost Ratio (BCR) analysis in submarine selection. Submarines as Main Defenses System which are highly strategic in their procurement are directed at realizing a deterrence strategy and a strategy of balancing with state actors that have the potential to threaten the sovereignty of the Indonesian state. Apart from threats, the procurement of submarines also considers Indonesia's geographic constellation and the government's wishes, such as the interest of the minister of defense during working visits to countries that offer their submarines. The first step in procurement is to make an analysis in terms of selecting submarine alternatives, both analysis of information and identification of various important and interrelated requirements regarding data from submarine alternatives that will be selected later. Uncertainty from the government is a fuzzy'nes decision, so this condition can be resolved with the Fuzzy AHP approach and strengthened by BCR analysis, so that the results can provide a higher contribution. The results obtained from the Fuzzy AHP method are the priority order of selecting alternative submarines, namely Y-Class (0.398), W-Class (0.220), X-Class (0.191) and Z-Class (0.191). Where the results of the importance of the main criteria are sequential starting from the Strategic Requirement (Strareq) criteria of 0.409, Operation Requirement (Opsreq) of 0.318 and Technical Requirement (Techreq) of 0.273. Meanwhile, based on the BCR analysis, the Y-Class submarine was also selected with a BCR value of 1.512232936. Keywords: Fuzzy AHP method, BCR Analysis, Submarine Selection.

Abstract

Technology and information are currently growing rapidly so that computers are no longer used as a computing tool, but have turned into a machine that has the same ability as the human brain, especially searching on a very large fingerprint database. Supervision through a security system that is designed is very helpful for the performance of the Indonesian Navy code personnel who serve in the communication unit, especially the code room. The Code Room is one of the important rooms specifically used as a place for coding activities for the Indonesian Navy. In addition, the code room also functions as a news center for both confidential and open news. This security system using fingerprint (Fingerprint) and Qrcode (Quick Response Code) is designed to be able to control the door with serial communication from android to microcontroller (wemoss) and personal computer (PC) so that it will move the selenoid (door lock) to open the door on condition fingerprint and qrcode are recognized by the system. The level of success of this security system depends on the user's fingerprint identification and the validity of the data stored in the database. The test results of the security system developed in this final project show a success rate of 98%. This tool is expected to be used as a Security System for the Password Room at the Satkom Lantamal V Surabaya. Keywords: Fingerprint and Quick Response Code

Abstract

Uncertain global dynamics is one of the main factors influencing the successful achievement of goals and interests in the field of national defense. This reflects how important it is for stakeholders in the defense sector, to understand the dynamics of the strategic environment which presents a series of opportunities, obstacles to threats to the existence of the Republic of Indonesia, which in the end will obtain strategic steps to overcome them. The Indonesian Navy is strongly influenced by several components, such as the strength structure, the level of readiness, the level of sophistication or technological sophistication and the operational durability of its Alutsista. The synergy of the four components of strength is very much determined by the country's ability to build and maintain the ability of the defense equipment. Currently, Arsenal does not have a regional warehouse and there is only one central warehouse in Surabaya. The wide working area of ​​Koarmada II, of course, requires a large number of KRI elements. Arsenal really need regional warehouses in order to be able to increase KRI's operational support in the Koarmada II working area. This is necessary considering that the operation at sea requires a very high presence of KRI. So that if there is a need for ammunition supplies, the process of supplying them can be carried out quickly. This research uses the Fuzzy Multi Criteria Decision Making (FMCDM) method. Overall, the results obtained from this study, it can be concluded that the best location from the alternative location is in the Koarmada II area, namely Lantamal Manado with the highest value of 0. Abstract

One of the Main Duties of the Indonesian Navy (TNI AL) is to enforce the law and maintain security in the marine area of ​​national jurisdiction in accordance with the provisions of national law and international law which are then manifested in Marine Security Operations (Opskamla) The Indonesian Navy Base is one of the Opskamla components. which functions to project the strength of the Indonesian Navy to the area of ​​operation and provide ongoing administrative and logistical support to ensure the operational continuity of the elements of the Navy, carry out capacity building and conduct limited maritime security operations in the context of enforcing sovereignty and law at sea and carrying out coordination, regulation base defense. In the alternative selection of the Indonesian Navy Base in the Koarmada II work area, this study uses a combination of AHP and Topsis methods, the hierarchical structure modeling in the AHP method is influenced by the criteria and sub criteria, while for Topsis it is used as a ranking of the best alternative TNI AL bases as the initial position for Operation activities Marine Security The results obtained from the alternative weighting of the Indonesian Navy bases in sequence are the Banjarmasin Navy Base with a weight value of 0.959 more priority to be selected as a base for handling criminal offenses at sea, then the Nunukan Navy Base weight value 0.643 Palu weight value 0.589, Kendari weight value 0.333 Sangata has a weight value of 0.301, Kota Baru has a weight value of 0.265 and finally Toli-Toli has a weight value of 0.237.
