Abstract

This research explores issues related to mainstreaming the 2015 Regional Budget (APBD) of Riau Province amounted IDR 10.7 trillion. Based on the data obtained from the Riau Finance and Asset Management Board (BPKAD), Riau could only spend APBD 37.58% of APBD until October 2015. Meanwhile, the Ministry of Home Affairs of the Republic of Indonesia calculated Riau spent only 59.6% throughout 2015 and it wast the lowest regional spending in Indonesia. This poor expenditure rate demonstrates a problem in the implementation of Riau’s APBD which was inneficient and not yet relevant. An assessment by government expenditure theory reveals that these problems indicate a gap in APBD allocation that affect on the non-performance regional development as targeted in mid-term regional development plan (RPJMD). This APBD seems to perform only a budget plan, not an implemented budget policy yet.

Abstract

Marital rape has become a hot topic of conversation in Indonesia in recent times, along with the ratification of the RUU-PKS. Some people consider it a crime; others consider it unreasonable, so they think that the RUU-PKS is unnecessary in Indonesia. Then, is it true that marital rape is a crime? Why do so many still think of it as making it up if it is true? This topic is essential because marital rape is a form of violence that seems to be legalized in society. Whereas, National Commission on Violence Against Women reported that the cases of marital rape are always more than 100 cases every year. By using the literature research method that refers to the descriptive-qualitative research model and using Kate Millett's sexual-political theory. That marital rape is a crime that falls into sexual violence because it has an element of coercion in sexual intercourse. In addition, people who disagree with the criminalization of marital rape are caused by the existence of a patriarchal mindset in the culture of Indonesian society. Inherited customs and misconceptions of religion influence this mindset taught long ago. This research aims to explain why the RUU-PKS could be a tool to educate the public about marital rape so that it can gradually eliminate marital rape and patriarchy in Indonesia.

Abstract

This paper aims to elaborate on women participation on politic populist development and expansion of support by the strength of women's groups as representatives of civil society. This study uses literature study methods to discover various data related to women's figures and women's group dedication in the context of civil society, sourced from journal and preliminary study results. The results of the study indicate that women participate in the practice of populism associated with men in cultivating the issues of populism and are received by the general public. Even women's contribution to society tends to be closer to welfare issues that are echoed in populist politics. When the populism politics need to expand in the context of the wider society, women are also present and have been there for a long time dedicating their lives on social welfare issues. The implication, it is necessary to see women contributions are as important as men in the practice of populist politics, not only at the level of the political elite but also in the life of the wide society. Women's groups are able to fill spaces that are not filled by the state, i.e. socio-economic spaces, wherever women are.

Abstract

Circulating debates concerning the intense influence of direct local election towards money politics remains ongoing among Indonesian scholars. This article demonstrates several aspects indicating the relationship between direct local election (Pilkada) and money politics. In more specific rhetoric, current practices in money politics tend to occur before and during the election day, engaging political actors, voters, and soaring capital. As the novelty of this article, the findings reveal that the likelihood of money politics would most occur within the environment where the existing regulation encourages corruption. Hence, people have less concern to support a fair election, inevitably due to the weak law enforcement, exacerbated by disengagement of political parties.

This research analyzes Agus-Sylvi’s losing not only from politic sides, but also from pragmatics’ politeness. Pragmatic politeness in this research is according to Brown and Levinson’s theory (1987) which is based on the speakers and hearers’ faces. In collecting the data, the reseacher chooses considerably free method and note taking technique. Pragmatic based approach and contextual method are used to analyze the data. From all the data, the researcher had found 83 forms of politeness strategies which showed the form of politeness strategy used by Agus-Sylvi. Those politeness strategies are positive, negative, bald-off record, and across politeness strategies. The use of the most positive politeness strategy, offer and promise, revealed the way of Agus-Sylvi got lost in 2017 governor election of DKI Jakarta. It means that it is not good to use positive politeness too much because the hearers will judge the speakers as a person who loves to boast. The lack of negative politeness and bald-off politeness also revealed that Agus-Sylvi did not respect other participants of Jakarta’s2017 governor election. The non-dominant across politeness strategy proved that Agus-Sylvi could not compete in confessing their meaning pragmatically.
