Abstract

This research-based paper aims at assessing the existence of female indigenous preservers in the preservation program of custom and culture by the state, and formulating the alternative model of preserving the custom and culture in Banyumas through strengthening the womens participation. This is necessary because the reality in the society shows that both women and men are equal to have the important role. In this case, the existence of women in Pekuncen, Kalisalak, Cikakak, Pasir Wetan and Gerduren is a representation of the synthesis between history, customs and Islamic values that colors the life of the local people. When the state enters the domain of the society and implements the program of preserving traditional villages, the existence of women is marginalized on account of being not directly involved. In fact, the actors of the traditional ceremonies such as unggah-unggahan, jaro rojab, gubrak lesung, rengkong and lengger, as well as the actors of the traditional cloth-making which is so-called lawon, are partly women.Keywords:  women, preserving the custom, BanyumasPenelitian ini dimaksudkan untuk mengkaji eksistensi kaum perempuan pelaku adat di tengah program pelestarian adat istiadat dan budaya oleh negara, serta merumuskan alternatif model pelestarian adat istiadat dan budaya di Banyumas melalui penguatan partisipasi kaum perempuan. Hal ini diperlukan karena realitas di masyarakat menunjukkan bahwa perempuan dan laki-laki adalah pelaku adat yang sama-sama memegang peranan penting. Dalam hal ini, keberadaan kaum perempuan di Pekuncen, Kalisalak, Cikakak, Pasir Wetan dan Gerduren adalah representasi sintesa antara perjalanan sejarah, adat istiadat dan nilai-nilai Islam yang mewarnai sendi-sendi kehidupan masyarakat setempat. Ketika negara masuk dan melakukan program pelestarian desa adat, eksistensi kaum perempuan justru tergeser karena perempuan tidak dilibatkan secara langsung. Padahal pelaku upacara unggah-unggahan, jaro rojab, gubrak lesung, rengkong, lengger, pembuatan kain tradisional lawon, sebagiannya adalah perempuan.Kata kunci: perempuan, pelestarian adat, Banyumas

Abstract

This paper aims to elaborate on women participation on politic populist development and expansion of support by the strength of women's groups as representatives of civil society. This study uses literature study methods to discover various data related to women's figures and women's group dedication in the context of civil society, sourced from journal and preliminary study results. The results of the study indicate that women participate in the practice of populism associated with men in cultivating the issues of populism and are received by the general public. Even women's contribution to society tends to be closer to welfare issues that are echoed in populist politics. When the populism politics need to expand in the context of the wider society, women are also present and have been there for a long time dedicating their lives on social welfare issues. The implication, it is necessary to see women contributions are as important as men in the practice of populist politics, not only at the level of the political elite but also in the life of the wide society. Women's groups are able to fill spaces that are not filled by the state, i.e. socio-economic spaces, wherever women are.

Abstract

Abstract

This paper discusses about the model of protection children of migrant workers that most appropriate and can be used as a reference for the model of child protection that more comprehensive. The approach used in this study is a qualitative action research approach. The selected research location include two villages that representing the rural and semi-urban areas of two districts which they are the basis of migrant workers, such as Kedondong Village District of Sokaraja (semi-urban) and Dawuhan Kulon Village District of Kedungbanteng (rural). Data were selected by using purposive sampling method. Base on research, Model of child protection of migrant workers can be done by more empowering form of social workers in the district by establishing a new institution, the Board for Child Protection of Migrant Workers (BCPMW) at sub-district and district levels. Membership BCPMW at district level consisting of components Dinsosnakertrans, prospective migrant workers migrant workers, recruitment agency, social worker and observer problems of migrant workers. In carrying out its functions and duties, BCPMW have partnered with Dinsosnakertrans and BapermasPPKB. Keywords: children of migrant workers, child protection model of migrant workers

Abstract

The oral history of the birth of dolalak dance differs from other traditional dance legends in Java, such as ronggeng, lengger or tayub. The birth of the traditional dances is related to female figures. The dolalak dance was invented by native soldiers (male) during the Dutch colonial period. This paper aims to examine  dolalak as an arena of power and the contribution of women to dolalak in the context of historical reflection. This research is a qualitative study that uses data collection techniques by interviewing, observing, and is supported by documentation studies as well as related previous research. The results of this study show that dolalak becomes the arena of power in its invention. There is a major power in interpreting the invention of dolalak, namely by soldiers (men). As for its development, the dolalak becomes an arena for power struggles that surrounds it. The dolalak is performing art. The dolalak also a medium for spreading Islam, and then the power by the state over it. The power struggles of dance operate and be practiced, from one meaning to another, until the power of state enters. It strengthens the theorization of power. It will continue as a practice of power. In this context, the contribution of women as figures preserving the dance is vulnerable to the invisible. Dolalak dance is mostly performed by female dancers and this has become an icon for people in Purworejo Regency, Central Java. Therefore, it is time for women as traditional dance preservers to be narrated and fill in public knowledge.

Abstract

Tulisan ini tidak ditujukan untuk memberi jalan keluar bagi perdebatan mengenai hubungan antara negara atau kekuasaan dan Islam, namun hanya memetakan subtansi pemikiran-pemikiran mengenai hal tersebut sebagai kajian yang seolah tak berujung. Seperti diketahui, Islam memiliki konsep politik mengenai negara Islam. Setidaknya terdapat tiga aliran dalam memahami hal tersebut; Pertama, Islam merupakan satu agama yang sempurna dan mengatur semua aspek kehidupan manusia, termasuk  kehidupanbernegara. ; Kedua, Islam merupakan agama dalam pengertian Barat yang tidak ada hubungannya dengan urusan kenegaraan; Ketiga, Islam bagi aliran ini mempunyai tata nilai etika bagi kehidupan bernegara, tetapi tidak mempunyai sistem ketatanegaraan. Keyakinan Islam adalah tunggal adanya, tapi di dalamnya, Islam adalah agama atau ajaran yang multitafsir, dan ini sangat membuka kemungkinan lahirnya begitu banyak  penafsiran mengenainya.

Abstract

This study describe the dynamics of a power in Banjarnegara and to study Islam and its cultural heritage. Banjarnegara is located far from negarigung; hence, it does not become the focus study of experts. Nevertheless, Banjarnegara’s history and its culture are precious. This study is a library research based on many sources talked about Banjarnegara. The result shows that the power ruling in Banjarnegara is hereditary, but then, it has to fight against the colonial politics and higher power caused this hereditary is useless. The dynamics of a power in Banjarnegara also takes a part in developing Islam as the Walisanga ancestry are prominent figures in the area. Along with the power of Mataram, the palace gave the status of a perdikan in Kademangan Gumelem, as storage of palace’s heirlooms and burial of Islamic leaders in Banjarnegara. At this moment, Gumelem is the center of nyadran gede held by local government, a good way to fuse previous legacies and present authorities. Gumelem also bequeaths traditional batik as one of palace legacies.

Abstract

Direct local election (Pilkada Langsung) that initially aimed as medium to motivate woman representation on political domain,however still didn’t reach its goal. Until December 2006, from 296 district, only 61 (20,6 percent) that participated by woman candidate.Several studies explain that there isn’t significant impact of sex with political vote (Austin Ranney, 1999). Woman’s obstacle to participate ascandidate in local direct election generally correlated with social, ideological, and psychological problems, also strong patriarchal culture. Inaddition, UU No. 32 year 2004 still obliged every candidate to apply through political party. Woman often excluded early on party’s internalmechanism because women have minor strategic role. Furthermore, women also being hindered by fund, resources, and network problems.

Abstract

The Strugle Promote women requires cooperation of women groups with the state, throughthe device or the National Machineries, namely the state bureaucracy from top to bottom level. But there is ambivalence in this cooperation. On the one hand, gender mainstreaming mechanisms supported by National Machineries proved able to build a stable alliance with civil society group of women, especially in countries that have stable political economy. However, in developing countrie, the situation is likely to varry even pessimistic. Cooperation with the state has made a restriction to the changes, as well as to the choice of fighting for women's issues. As quoted Shirin M. Rai, the women's movement needs to work "in and against" state. In the context of Indonesia, gender politics imposed by the New Order in accordance with WID approach, and implemented by the state bureaucracy as a National Machineries. Meanwhile, authorities in the reform era has gradually been eroded such a case, by imposing a fixed GAD approach requires a critical role of the state bureaucracy.
