Abstract

The maritime security dynamics in the Southeast Asian region demand focused attention from ASEAN. Southeast Asia holds significant strategic importance, as evidenced by its waters now serving as Sea Lines of Communication (SLOC) for international shipping. However, this strategic value also exposes the region to various escalating security threats, particularly in the maritime domain, including piracy, Illegal, Unreported and Unregulated (IUU) fishing, Trans National Crime (TNC), and maritime border conflicts. This study sheds light on the dynamics of maritime security issues in the region across various ASEAN meetings and assesses the extent to which ASEAN has prioritized maritime security as a focal point. Through data analysis employing query coding based on Buzzerword in Nvivo, examining formal legal documents, statements, discussions, and news in ASEAN meeting forums, it is evident that ASEAN consistently addresses maritime security issues in the region. This underscores that maritime security is not a widely discussed topic within ASEAN, indicating why minimizing maritime threats in this region proves challenging. The semiotic ideas of Cristian Bueger regarding maritime security further provide insight into additional findings in this research, specifically how ASEAN has historically interpreted the definition of maritime security threats.

Abstract

This paper explores the interests of post-colonial countries in climate negotiations. It does so by analysing what they need and demand as a consequence of injustice and damages caused by colonialism, which have not been extensively discussed in the current literature. Using content analysis as a methodological approach, the author collected and examined country statements delivered at the Conferences of the Parties (COP) of the United Nations Framework Convention on Climate Change (UNFCCC). The analysis reveals that there are three needs and three demands that commonly lie in the interest of formerly colonised countries. Among them, securing financial resources stands high in their priority. However, this does not mean that provision of funding lessens their perception of historical injustice. They still demand for substantive actions from developed countries to correct the past wrongdoings. While some experts suggest transfer of more resources from the Global North to the Global South to ease the climate decision making process, this paper highlights that although such measure might help build trust, it does not necessarily break the deadlock in climate negotiations.

Abstract

Eritrea is one of the countries that has a significant influence in the Horn of Africa. In maintaining its influence and achieving its national interest, Eritrea has enrolled itself in the Tigray War. Participating in the Tigray War would drive themselves to be the regional superior in the Horns of Africa. This research will focus on how Eritrea's political motives in the Tigray War affected the achievement of its interests. This study will use the national interest concept and geopolitical theory to analyze the formulation of the problem that has been described. These theoretical frameworks will be suitable as these theoretical frameworks will be able to explain Eritrea’s national interest in the African Region. This research will also use qualitative methods and literature study data collection techniques. The results of this study suggest that Eritrea has political motives to be able to escape its international isolation status and become a regional superior in the Horn of Africa region. Eritrea also wants to expand its influence in Ethiopian domestic politics and avenge itself on the Tigrayan People's Liberation Front (TPLF) through its involvement in the Tigray war. Eritrea used a hawkish approach offensively in its involvement in the Tigray conflict.

Abstract

Fashion and racism are complex issues with pressure for the industry to be more inclusive of racial differences. The Black Lives Matter movement has drawn attention to the issue of racism in the fashion industry and inspired social efforts to address it. Increased support for this cause has resulted in more entities contributing to eliminating racism in the industry through actions such as black model matter campaigns and the founding of The Kelly Initiative, which advocates for the diversity and inclusivity of the fashion industry. This research aims to examine the impact of social movements in combating racism and promoting equality in the global fashion industry. Qualitative methods are used with several theoretical frameworks, including racism, to show neglect, which results in discrimination, as well as global social movements, which are used to show forms of collective action in the form of protests that seek inclusive change in fashion. The results show that social movements can transform the fashion industry through rapid advances in diversity and inclusion through collective action. The implication is that it allows all parties to contribute to fashion without facing racial discrimination, thereby achieving diversity and inclusion.

Abstract

This paper discusses factors underlying the success of the Exclusive Economic Zone (EEZ) boundary delimitation between Indonesia and the Philippines. This paper uses issue-level approach from the literature on territorial disputes which focus on the interaction between territoriality and visibility factors in shaping the dynamics of territorial disputes. According to this approach, disputes over territory that is not salient in terms of its tangible/intangible value but is visible to domestic audience are more likely to be settled peacefully because the government is likely to face pressure from the domestic audience to settle the dispute and the low salience of the territory increase the possibility for peaceful settlement. This paper found that this also applies in the case of Indonesia and the Philippines. The undelimited EEZ between Indonesia and the Philippines is not salient but the increase visibility of this issue contributes to the immediate completion of boundary delimitation between the two countries peacefully.

Abstract

Indonesia strives to achieve its goals of becoming a developed country by 2045 as stated in the Indonesia’s Dream 2015-2085, the most influential country in the Asia Pacific region, and to become a barometer of world economic growth. One of the strategies implemented by the Indonesian government to achieve those dreams is to open new economic cooperation in new non-traditional markets or countries that were not previously Indonesia's main trading partners. This research uses a national interest approach through descriptive research and a qualitative approach with data sources of literature studies from books, journals, and research reports that support the search for the analysis result. This study explains how the opening of new cooperation is carried out to achieve Indonesia's national interests, both economic interests to become a developed country by 2045 and political interests to affirm Indonesia's position within the framework of South-South cooperation. This research found that opening new economic cooperation can help Indonesia achieve its goal of becoming a developed country by 2045 and position Indonesia's political position as an important actor in promoting South-South cooperation.

Abstract

This paper discussed asymmetric warfare between Hezbollah as a non-state actor against Israel in the Second Hezbollah-Israeli War in 2006. This paper focused on Hezbollah's strategy as the weaker side to fight against Israel as the state with the strongest military forces in the Middle East. The battle between Hezbollah and Israel can be categorized as post-modern warfare because it has hybrid and irregular elements of warfare. That is, the war mixes the use of conventional and non-conventional methods of warfare. This paper uses the concept of hybrid warfare and Taylor’s strategy theory to explain the Hezbollah strategy against Israel. The main objective of this paper is to analyze and explain the strategies employed by Hezbollah, a non-state actor, in the Second Hezbollah-Israeli War in 2006, utilizing the concepts of asymmetric and hybrid warfare. The paper focuses on Hezbollah's use of post-modern strategies, such as guerrilla tactics, unconventional warfare methods, information warfare, and psychological tactics, to counter the Israeli Defense Force (IDF) and achieve its goals in the asymmetric conflict. This paper finds that Hezbollah uses elements of post-modern strategy by conducting guerrilla and hide-and-seek tactics, mixing the use of conventional and modern warfare equipment, the use information and media, engaging in acts of terror, and applying psychological warfare to achieve the ultimate goal the main objective) in the fight against Israel Defense Force (IDF).

Abstract

Sustainable Development Goals (SDGs) are a set of international agreements on efforts that must be made to create a just, prosperous, and safe world for humans and the planet Earth. Efforts to achieve SDG number 2, namely "zero hunger", need to be done by implementing sustainable agriculture. This article explains the implementation of sustainable agriculture in West Sumatra Province, which has prepared a "Regional Action Plan for Sustainable Development Goals." In the RAD, it is stated that the Provincial Government will build a sustainable food production system. This research was conducted using a qualitative method. Data collection was carried out through interviews with farmer groups and various government agencies, accompanied by a review of related documents. The researcher used a policy framework consisting of four factors proposed by Eyhorn et al. (2019) to realize sustainable agriculture. The results of this study indicate that the first factor, namely the transformation towards sustainable agriculture, is underway in West Sumatra Province. The second factor, namely cooperation with the market to absorb sustainable agricultural products, has been attempted; the other two factors, namely incentives and sanctions related to sustainable agriculture, still need to be implemented.

Abstract

The cooperation of the actors in harmonizing their views on the drug phenomenon is needed. Over the last decade, the dynamics that define the regional security environment in Southeast Asia have changed dramatically. In this study, a descriptive qualitative methodological approach was adopted to explore an in-depth understanding of cross-border crime in the illegal drug trade in Southeast Asia. The conclusions of this analysis will help enrich our understanding of cross-border illegal drug transactions in the region, as well as provide a basis for formulating better policy recommendations to effectively address this challenge. ASEAN needs to strengthen its commitment of cooperation and continuously make efforts were tireless in the fight against drugs.

Abstract

Indonesia’s status as a middle power has become a commonsense in contemporary International Relations (IR) literature. Existing scholarships on this topic rely on a behavioral approach, emphasizing foreign policy characteristics in defining Indonesia’s status. Other scholars employ a material approach, measuring Indonesia’s economic as well as military capabilities. Previous studies have tended to overlook social and psychological elements of Indonesia’s international standing. This paper argues that Indonesia’s status cannot be determined by partial perspectives. Rather, it requires a comprehensive analysis by incorporating material, behavioral, social, and psychological elements to determine Indonesia’s status at the global level. Based on a comprehensive analysis of Indonesia’s foreign policy during Joko Widodo administration (2014-2024), this paper contends that Indonesia can be classified as an intermittent major power, that is, a country that not only aspires to be a major power but also asccending the hierarchy of international politics. In other words, Indonesia is a major power in the making. This idea supports the claim that Indonesia has a great power mentality stemming from its glorious past. This explains why Indonesia’s foreign policy frequently exhibits great power aspirations.
