Abstract

The Convention on the Rights of Persons with Disabilities (CRPD) ratified by Indonesia in 2011, presents the perspective of the fulfillment of the rights of persons with disabilities. The process of internalizing disability rights norms at the domestic level does not occur linearly, but through the struggles of  the disability rights activists in their respective regions. Taking place in Bali, this study investigates the motivations and causes of the involvement of disability rights actors in disseminating disability rights norms. By using a transnationalism theory and phenomenological methods, this study finds that the spread of international norms on disability rights in Bali occurred as a social movement that had grown before the ratification of the CRPD. There is an open interaction between local, national and international actors. The self-struggle against discrimination and the interaction of movement actors in Bali with international volunteers who have a cosmopolitan consciousness, gave birth to the movement agency. CRPD provides an opportunity and direction for movement actors to advocate local regulations for the fulfillment of disability rights. In their social environment, they build awareness to the persons with disabilities and their families, as well as showed the wider community that persons with disabilities have the competence to be independent.

Abstract

Space weather refers to the dynamic condition of the sun and space environment and also its impacts on the technology system. Space weather influences human life because human depends on space assets like communication satellite and navigation. If there is a problem related to space weather, humans on Earth will feel it. This paper answers a question on how is international cooperation to overcome the negative impacts of space weather. The aim of this paper is to elaborate and analyze international cooperation to overcome the negative impacts of space weather by using international organization and cooperation theory. This paper used a descriptive method by describing the negative impacts of space weather and the international cooperation that has been conducted to overcome them. International Space Weather Initiative (ISWI), International Space Environment Service (ISES), and Pan-European Consortium for Aviation Space Weather User Services (PECASUS) were discussed in this paper. The analysis shows that ISWI, ISES, and PECASUS emerged due to awareness among countries regarding the negative impacts of space weather. Those international cooperation efforts have their respective duties and functions. However, all three are associative, contribute to human life in the future, and are able to control the behavior of member countries.

Abstract

Public diplomacy has been a long-standing practice that continues to this day. Both developed and developing countries aim to design public diplomacy programs that are well-received by their target audience. Public diplomacy is closely linked to the concept of soft power, which became popular after Joseph Nye coined the term in the 1990s. Countries implement public diplomacy because they believe it can enhance their soft power. In Indonesia, the relationship between public diplomacy and soft power has been widely discussed in academic articles. However, there still needs to be a consensus on whether the two concepts are the same or different. This article aims to clarify their relationship using a literature review of articles written by leading scholars in the field. Based on the review, it can be concluded that public diplomacy and soft power are different but interconnected. Public diplomacy is often implemented to promote or generate soft power.

Abstract

In analyzing confrontation, academic studies in the field of International Relation are highly associated with conventional narrative approaches. Unfortunately, exclusive and excessive use of an approach in the field may hinder the academic development in the field. Earlier studies show that cross-fertilization internal and external approaches can promote scientific progress in the field. This study aims to promote the use of confrontation analysis, an analysis tool that is considered as external to the field of international relations. There are some studies in the field of international relations that utilize confrontation analysis in conflict modelling. Nonetheless, these studies are limited only to the cases of western hemisphere. This study focuses on the implementation of confrontation analysis in the conflict in East Asia region, i.e. Chinese civil war and Korean war. These cases are selected due to the abundant available information on these conflicts and the knowledge on these conflicts has matured. This study shows that confrontation analysis is able to explain the increase of escalation and its downturn during the conflict.

Abstract

Britain's separation from the European Union led to changes that needed to be re-adjusted by both parties. The European Union-United Kingdom Trade and Cooperation Agreement (TCA) is the result of an adjustment between the UK and the European Union, but does not yet involve the financial sector as one of the crucial sectors. In 2021, there was a blockade by French fishermen of the main Jersey port. As Jersey is a part of the Crown’s Dependency, the foreign affairs of Jersey are also the responsibility of the UK government. This blockade then invited military ships from Britain and France to secure a situation that increased the intensity between the two countries, coupled with a French bluff to block the British process from entering as an external party in the European Union financial sector. This paper discusses the factors that prompted France to issue this response through an economic constructivism approach that looks at the social aspects of the international political economy phenomenon. Based on the results of the discussion, the driving factors for France's attitude were protests by fishermen, perceptions of changes in Jersey maritime activity regulations, as well as uncertainty arising from the post-Brexit situation and regulations arising from TCA.

Abstract

Turkey has long regarded Kurds as a homogenous entity that could threaten its territorial integrity and national security. There is ‎animosity by the Turkish government towards the Kurds. ‎This article attempts to analyze why there has been a paradigm shift and enhancement in Turkey-KRG relations, especially during AKP tenure, while analyzing the extent to which the ‎effectiveness of the Turkey-KRG relationship can help Turkey resolve its Kurdish ‎issue in peaceful ways. This research uses offensive realism as an analytical tool while deploying qualitative methods through ‎explanatory and descriptive approaches in answering the problems raised. The ‎study shows that the paradigm shift and the enhancement in Turkey-KRG relations can occur because Turkey seeks to pursue its goal, ‎being a regional hegemon. In this way, Turkey can guarantee its survival, increase ‎welfare, and preserve its political doctrine. However, the enhancement of Turkey-‎KRG relations shows less significant effectiveness in overcoming the Kurdish ‎issue. Abstract

The transition and development of forms of threats to the security of an international state at this time cannot always be resolved by armed forces and not only like war, this form of threat is known as non-traditional threat terms that threaten human security. The global Covid-19 pandemic not only poses a threat to aspects of national security but also has a major impact on human security. This study uses the Copenhagen perspective as the main theory in research and is supported by the concept of non-traditional security and the concept of securitization. This research method is a qualitative approach. The result shows that the global Covid-19 pandemic has provided various forms of threats to sectors on non-traditional security issues in Indonesia. The non-traditional security sectors that have received threats due to the global Covid-19 pandemic are several sectors such as Indonesian public health security, economic security, sociocultural security, etc.

Abstract

Securitization in the South China Sea (SCS) invites uncertainty in the current legal and diplomatic direction. The purpose of this study is to explain that the control of economic resources by involving the military has ignored the international order. The approach method is used in phenomenological research. Primary data from various sources, researcher discussions with various experts to get a comprehensive understanding. The results show that China, based on historical rights, has failed to defend the nine-dash line (NDL) before the arbitral tribunal, but China has succeeded in shifting the issue of who has the right to control uninhabited islands in the South China Sea region into a security issue. China has occupied and developed no man's coral island. The conclusion of the researcher is that a country's strategy is not enough to look at international law, but activities that may threaten to consider building new powers. The LCS securitization conflict has led to the emergence of Asimterics Diplomacy, a strategy. The reality of Chinese activity is booming. At least it has produced; polarizing the Association of Southeast Asian Nations (ASEAN), testing the effectiveness of international law, harnessing maritime potential, and expanding national defense lines..

Abstract

Transboundary Water Management Institutions (TWMI) are traditionally seen as comprehensive solutions for addressing the distribution of transnational river water resources, among other alternative strategies. TWMI plays a crucial role in redirecting the potential for conflict in transnational rivers towards more constructive and cooperative outcomes. However, the establishment of TWMI is fraught with challenges, particularly due to the 'limited' nature of available water resources and geopolitical tensions among riparian states. This article argues that the obstacles to forming TWMI under certain conditions extend beyond geopolitical factors and resource limitations. In former colonial territories, the complexities hindering the creation of TWMI are further compounded by the enduring legacy of colonialism and the post-independence needs of these riparian nations. Using the Nile River as a case study and employing Comparative Political Theory (CPT) as a research method, this paper illustrates how colonial legacies in riparian states not only exacerbate but also perpetuate the challenges in establishing Transboundary Water Management Institutions. This article highlights the underexplored impact of colonial legacies on the discourse of multilateral institutional building and international relations among postcolonialism countries, which continue to shape the process of forming international organizations responsible for managing shared natural resources across countries.

Abstract

This study aims to describe the use of Tenun Gringsing as a medium of Indonesian cultural diplomacy in Japan and to describe the representation of friendship between Indonesia and Japan through the use of Tenun Gringsing. Tenun Gringsing originating from Tenganan Village, Pegringsingan, Karangasem Regency, Bali is a woven fabric with double tie technique which is currently classified as rare and there are only three types of similar fabrics in the world, two of which come from Indonesia and Japan. Tenun Gringsing has received significant attention from general public and fashion designer who integrate apply Gringsing motifs in their designs as well as at international cultural exchange events. Tenun Gringsing involvement in cultural activities, one of which is carried out in Japan, the existence of Tenun Gringsing further strengthens its position as an effective instrument of cultural diplomacy in strengthening friendly relations between Indonesia and Japan. The result of the study shows that Tenun Gringsing not only functions as a traditional art product, but also as a symbolic of Indonesian cultural identity introduces through various cultural diplomacy activities, such as cultural festivals and workshops in Japan.
