Abstract

This study examines the policies of the Lamongan Regency government in preventing and overcoming the Covid-19 outbreak. Lamongan Regency Regulation No. 35 of 2020 concerning the prevention and control of Corona Virus 2019 in transition to recovery is one of the policies issued by the Lamongan Regency Government. This research aims to implement prevention and recovery policies in overcoming the Covid-19 outbreak in Lamongan Regency. The research method used is descriptive qualitative. The use of a qualitative approach in this research is descriptive analysis, the researcher wants to describe the policy of controlling and preventing Covid-19 in the transition to recovery in Lamongan Regency This research uses data sources from scientific journals, literature books, official websites which then come from descriptive analysis of prevention policies, and recovery in the response to the Covid-19 outbreak in Lamongan Regency. The results of the study explained that the prevention and control of the Corona Diease 2019 Virus in the transition to recovery in Lamongan Regency was the formation of a Covid-19 accelerated handling task force to accelerate the handling of Covid-19, the availability of health facilities and infrastructure for the Covid-19 test, quarantine or isolation areas, as well as massive close contact tracing. Prohibition of traveling without masks, guaranteeing goods vehicle activities and business operations (shops). The involvement of various parties has greatly helped government programs in overcoming Covid-19, such as the village head, community leaders and the interaction of the TNI and Polri which greatly helped create security and order during the prevention and recovery of Covid-19 countermeasures in Lamongan Regency.

Abstract

This article describes the cooperation relationship between Indonesia and the United Arab Emirates in the field of defense. This study uses a defense diplomacy approach. Then to describe the data sources using descriptive analytical research methods. The result of this research is that diplomatic relations between Indonesia and the United Arab Emirates have been ongoing since 1976. In 1978, Indonesia opened an embassy in Abu Dhabi. Then in 1991 the United Arab Emirates opened an embassy in Jakarta. Then the form of cooperation that exists between Indonesia and the United Arab Emirates is that PT Pindad and Caracal will work together to carry out joint production of various weapons, including the AR15-based CAR 816 assault rifle for use by special forces in Indonesia using the barrel component and other components from Pindad. Joint production of the Pindad SM3 5.56 mm machine gun for use by the UAE army and marketed in the Middle East, as well as the use of Pindad-made barrels and other weapons components for weapons made by Caracal. Thus, the two countries can strengthen state security by minimizing the budget for the main weapon system equipment by relying on private products in the context of bilateral cooperation.

Abstract

Corruption, collusion and nepotism (KKN) need to be multidisciplinary, strategic, comprehensive and simultaneous. One of the efforts to prevent corruption is based on involving the formal education department, through courses and learning. The type of research used is descriptive with a qualitative approach. Data was collected using observation and interview techniques. The data analysis technique is using data reduction, data presentation, and conclusion. Efforts to prevent corruption have been carried out in an integrated manner by law enforcement officers and the Government Internal Supervisory Apparatus (APIP). A seminar on corruption in the villages was also held with resource persons from the Police, the Prosecutor's Office and the Inspectorate and the participants were the Chair of the Committee, the Head of the UPT, the Head of the School to the Village Head and other important institutions in the village. Prevention of corruption can be done through: 1) raising public awareness about the destructive impact of corruption, especially for civil servants; 2) anti-corruption education; 3) socialization of criminal acts of corruption through print & electronic media; 4) improvement of civil servant remuneration. This strategy has a good impact in tackling corruption.

Abstract

National oil and gas companies are an important sector in the national development of a country, both in terms of meeting the needs of energy and industrial raw materials in the country so that their management must be carried out optimally. This study was conducted to determine the comparison of the national oil and gas company owned by Brazil, namely Petrobras and owned by China, namely Sinopec in conducting exploration of the oil and gas industry. The research method used in writing this article is descriptive qualitative. This method aims to describe in general the differences between national oil and gas companies owned by Brazil and China and then focus on certain phases to be able to find some specific aspects intensively and in depth. The data collection technique used is library research from various literatures that are relevant to the subject matter of the research object, in the form of books, journals, and articles from the internet. The data analysis technique used is qualitative with a case study approach. Relevant data were collected and then analyzed qualitatively, namely by connecting one phenomenon to another to draw a final conclusion on the conditions of comparable differences between the two national oil and gas companies from these two different countries in exploiting and exploring natural resources and ensuring their availability. Even though both are present as national oil and gas companies, Petrobras and Sinopec have their own strategies and methods in utilizing the oil and gas industry.

Abstract

This study aims to determine the quality of population administration services at the Merauke District Office, which includes services for making Family Cards (KK), birth certificates, marriage certificates, death certificates, certificates of moving in and out of residents. The method in this research uses a qualitative approach. This study uses data analysis techniques consisting of data reduction, data presentation and conclusion drawing. The results showed that the quality of population administration services at the Merauke District Office was seen from the indicators of the quality of public services; (1) physical evidence is sufficient in providing services to the community, it can be seen from the new service waiting room, comfortable and spacious and equipped with air conditioning, but there is still a lack of filling cabinets and suggestion boxes. (2) the aspect of reliability, employees in responding to any service complaints have not been in accordance with the expectations and desires of the community, as can be seen from the complaints from the public about the population administration service process. (3) the responsiveness aspect of employees has shown a responsive attitude in helping the community when experiencing difficulties in the process of making family cards (KK), birth certificates, marriage certificates, death certificates and residence certificates. (4) the aspect of guarantee, the accuracy of the guarantee on time of service is still not in accordance with the expectations of the community, it can be seen that there are still complaints from the community related to the timeliness of the service process. (5) the aspect of empathy, the Merauke District office has shown efforts to improve service quality, namely by giving a good impression in the service process. The factors that hinder the service process at the Merauke District Office include the lack of human resources or employees, public awareness in completing administrative requirements, and the need for the addition of several facilities such as filing cabinets for documents and suggestion boxes.

Abstract

The meaning and substance of a democratic system is government from, by, and for the people. In a (relatively) rather broad sense, democracy is often interpreted as a government with all the activities that are managed, carried out by making the people as the subjects and fulcrums of determining the running of politics and governance. Because democracy is a system that is based on the people's sovereignty, nihilism towards elite sovereigns, or party sovereigns, or state sovereigns, or military sovereigns must be removed. This paper discusses the theories and paradigms of democratic models, including; (1) classical democratic models; (2) procedural democracy; (3) pluralist democracy; (4) autonomy democracy; (5) consensus or consosiational democracy; (6) deliberative democracy; and finally (7) social democracy.

Abstract

Creativity really needs to be owned by leaders, where creativity is the ability of leaders to stimulate the thoughts or ideas of their subordinates (intellectual stimulation). Transformational leaders or intelligent leaders have ideas or analyzes that are able to enlighten their partners, in terms of leadership being able to improve the performance of their subordinates to achieve a desired organizational goal, resulting in maximum employee performance. Likewise for employees at the Taluditi Sub-district Office, Pohuwato Regency, basically potential human resources must be utilized, so that they can work optimally in the context of managing organizational goals. But in reality it can be observed, most employees have not carried out their duties and functions as public servants, are still hesitant in completing work, the tendency to find easy work, the slowness of assignments, due to the attention of the leadership (sub-district) to their subordinates. Then the camat function has not yet been implemented in terms of planning, regulation, and constructive supervision of all sub-district programs and government programs. The purpose of this study was to determine the creativity of moving employees in government and development tasks at the Taludit District Office, Pohuwato Regency. The method used in this study is qualitative as a research procedure that produces a description of the data in the form of written or spoken words from people from the observed behavior. Based on the results of the study, it can be seen that the creativity of the Taluditi Camat, Pohuwato Regency which can be realized through various ideas to mobilize employees in government and development, then these ideas are quickly responded to by the apparatus, and supported by Flexibility to determine their motivation. So that the employee can elaborate all the ideas and ideas of the Camat in realizing the goals of the Taluditi District government, Pohuwato Regency which is Healthy, Intelligent, Advanced, Prosperous and devoted to God Almighty, harmonious and religious society and realizing an advanced and competitive Region, environmentally sound, improve the quality of life of the community and good development.

Abstract

Soekarno's decision to simplify political parties during the Guided Democracy period resulted in a number of parties having to be dissolved or willing to dissolve themselves, including the Islamic-inspired political party, Masyumi. Prawoto Mangkusasmito, chairman of the Masyumi Islamic Party Center who opposed Soekarno's idea of guided democracy in the end chose to be loyal to Soekarno's decision, even though he tended to be considered semi-authoritarian. This study aims to explain Prawoto Mangkusasmito's political attitude towards the dissolution of the party which also had an impact on Masyumi. The method used in this research is descriptive method of historical analysis from a political approach perspective. Interpretation is generated through analysis of historical sources, related regulations, and literature studies. As a result, regarding political attitudes, even though he had fought for Masyumi, Prawoto remained loyal to the Presidential Decree No. 200 of 1960 concerning the Dismissal of the Masjumi Political Party; including parts / branches / branches throughout the territory of the Republic of Indonesia. His support for the dignity of the republic was clear, consistent and calculating. His political stance is motivated by the idea that people who fight for Islam and aim to uphold Islamic law should not be violated by Muslims in power. His thinking is optimistic that one day the policy of disbanding the party will change to a policy of reviving the party with efforts to uphold law and aspects of justice.

Each system has advantages and disadvantages of government, characteristics, and individual differences. But it also has a system of government which makes it a perfect indicator, while Indonesia adheres to a presidential system and a multiparty system as well. The problem is when these two systems can not run well because the two systems should not constitute a suitable system.

Abstract

Political dynasties have occurred in regional head elections, one of which is in East Java. The form of kinship in regional head elections in East Java, namely from children, wives, nieces and younger siblings. This research uses literature study. The results of the study indicate that the superiority of dynastic politics are make it easier for candidates to get the most vote and the disadvantages of closing the participation space for candidates who do not have kinship with the political elite.
