Abstract

Abstract- The current state of the government’s Supply Chain Management (SCM) is fraught with malpractices which include lack of good governance, fair, equitable, transparent, competitive and cost-effective procurement process. The management challenges for the Central Jakarta DJP Regional Office are not only performance targets that have not been achieved over the past three years but are coupled with an increase in revenue targets each year that can affect employee motivation at work. With the decline in performance and supply chain management issues identified through the pre-research survey, the authors intend to research the supply chain management system in the Central Jakarta Regional Tax Office using the model approach four levers of control. The application of boundary systems in the form of business conduct boundaries and strategic boundaries is quite reliable. The implementation of the interactive control system is realized by the creation of a discussion room by top management and the establishment of good internal communication between employees in the Central Jakarta DJP Regional Office. Application of diagnostic control system in the form of a planning system with planning that refers to the 2015-2019 Directorate General of Tax Strategic Plan, implementation of budgeting in the form of performance-based budgeting.  Generally, SCM performance in the various surveyed government, although it became evident that the departments experience obstacles during the implementation of SCM processes and procedures. Furthermore, procurement planning is inadequate and needs improvement when the departments procure goods, services or works. Procurement execution was also found wanting, especially with regards to procurement governance.

Abstract

The proliferation of new information technologies, intense business competition, transactions acceleration, rapid product obsolescence, shorter product life cycle and changing customer needs and requirements, have pushed firms to reorganize, to revise their businesses strategies and to refocus on their core businesses. In response to these challenges, many firms start to outsource more of their business functions including the logistics ones. Logistics outsourcing has become a common practice by many firms, whether they are local or multinational, small or large. And it has attracted attention of both researchers and practitioners. The aim of this paper is to provide a general overview of logistics outsourcing through presenting the state of the art research in this field, exhibiting the different related concepts and based on that, suggesting future research directions.

Abstract

In Malaysia the Environmental Impact Assessment (EIA) was introduced in 1988, as a measure of sustainability in developmental projects. The aim of this study was to examine the compliance with the guidelines and ecological adequacy of the information input in the preparation of the EIA report. The ecological input is an important part of the EIA. In this study, the choice was made for two EIA reports in Melaka which was sent to the DOE for approval. The method used was according to the revised package of measurement for 12 ecological input criteria in the EIA report. The results of this study found many omissions in the provision of ecological inputs and disobedience. Among the twelve criteria for assessment of the ecological inputs available in the description of the existing environment, consultants were not sensitive enough to identify the sample geology, flora and fauna and aquatic habitat. The review of the EIA report showed there were reports describing the effects of individual and yet try not to quantify these effects. For further description of mitigation measures to the physical aspect, no emphasis was made on the effectiveness of the proposed measures. In addition, mitigation measures were implemented. The residual impact was discussed briefly in both reports. The results of the survey in the vicinity of the project site also found a lot of environmental impact of specific ecosystems and flora and fauna of the river ecosystem. The dust pollution also affected the surrounding community. Overall, both the EIA report for the project was found to be less effective including information regarding ecological input and compliance aspects. A comprehensive and commitment of all parties is crucial to ensure continuity in the development process that can be achieved through improvements in the preparation of the EIA report mainly for information and compliance with ecological guidelines.

Abstract

Abstract- The article discusses a number of key theoretical principles of classical Marxism, such as supply chain management, whichare important for understanding the essence of this teaching. Some essential methodological guidelines of the materialist theory of Marxism are analyzed. The most important components of anthropology are considered. An attempt is made to criticize the materialist understanding of historical development. The authors are convinced that Marxism, trying to cover the entire history in a holistic manner, is not explaining particular events through universal categories. For a holistic explanation of this universality, it is necessary to subject the entire historical process to a detailed manifestation of phenomenal reality by large-scale deconstruction. In this movement, the entire given reality of the material world must be disassembled into structural components and only then, from the emerging knowledge of all total integrity, can different aspects of similarities and differences be constructed, any objective specificity from which stable regular relationships and relationships are found. However, the historical process unfolding itself is manifested by its most important fundamental quality, which consists in the fact that specific people, nations, nations have a unique spiritual manifestation. In the space of the latter there are no strict conditions for total universality. From this, the description of the objectivity arising in the sphere of consciousness cannot be verified by known methods of the natural sciences. The authors conclude that any accurate knowledge of the spiritual sphere of human life is difficult to achieve, if at all, because consciousness is not an elementary particle, phenomenologically it is primarily a complex ontological reality, determined not by anyoneâ??s consciousness or by being, but by the sum of various factors.

Abstract

Slope in the drainage channel system is a primary factor that determines the quantity of water to be gravity discharged. By having bigger slope, the flow velocity becomes larger and the capacity of water discharged becomes more so that there will be no surface runoff. Lhokseumawe is a city located in the coastal area with its height is only 0.95 m above sea level. It is difficult to build the appropriate slope of the channel. For this reason, innovation is needed by modifying the slope of the channel in stages and tiered at each distance of 50 m, by which for channels along the 1,350 m will have 27 stages. The discharge capacity required to flow the rainfall is based on a 2-year return period of 5.10 m3/ sec. Slopes under normal conditions are 0.0013 to get a flow velocity of 1.27 m/sec. Using a section area of 1.32 m2 channel it can get discharge capacity of 1.67 m3/ sec. Furthermore, the slope of the channel was modified to 0.005 at each distance of 50 m and this obtained a flow velocity of 2.46 m/sec so that it was able to drain a discharge capacity of 3.24 m3/ sec. By modifying this channel slope can increase the discharge by 1.57 m3/sec or 93.7% compared to the slope without modified. It has not been able to multiply the overall discharge but at least can reduce the discharge 93.7%.

Abstract

Fishery of Primorsky Krai is one of the largest in the system of fishing industry of the Far East and Russia in general that is caused by resource base, an advantageous geopolitical position, favorable climatic conditions in supply chain policy. Increase in efficiency of fishing industry is one of the most important economic problems of Russia and the priority purpose of Primorsky Krai. Recently there was a set of techniques, developments and offers on assessment and increase in efficiency of activity of economic subjects. However, most of them are based on calculation of the indicators reflecting results of activity of the enterprises which function not in a fish complex. Considering structural features of branch systems, the special relevance is acquired by a research of efficiency of economic entities at the mesolevel. In the article author's methodical approach of assessment of efficiency of functioning of fishing industry at the mesolevel is presented. This approach allows not only to estimate in a complex all components of efficiency, but also to consider branch specifics of fishing industry.

Abstract

In traditional economic order quantity modeling technique, as per the storage in a warehouse, the rate of demand is considered to be fixed, whereas in real world practice rate of demand may be dependent on time, price and stock. This paper studies problems based on allocation of order quantity under quantity discounts by revising mathematical models already studied in this area. For example, in a multi warehouse system like a super departmental store, the rate of demand is mostly subjective on the basis of stock demand. In industry, the maintenance of large stock of goods in warehouses has a higher probability of consumers as compared to an industry with small quantity of stock. Such procedures implied in single warehouses systems may be logical for level of stock that is dependent on demand. Hence, a good and large stock level mostly results in a higher profits and larger sales. The objective is to optimize profit under the effect of price variations in the form of quantity discounts based on an alternative cost functions, with the help of JIT inventory technique and analyzing a mathematical model based on it.

Abstract

Nowadays, small and medium-sized enterprises (SMEs) play an important role in contributing to the country's economic growth. Overall, the contribution of SMEs to the Gross Domestic Product (GDP) are increased year by year. However, there are few studies showed that SMEs business performance are still inconsistent and need improvement. Therefore, the Malaysian government through the budget of 2016, has been working to ensure business sustainability, and also support the development and long-term growth of the SMEs. This study aims to investigate the relationship between innovation and business performance among SMEs in Malaysia. A sample of 155 SMEs data has successfully collected through a survey. The collected data was analysed by using the Multiple Regression Analysis. The findings revealed that innovation had a significant positive effect on the SMEs firm business performance.  The findings has strengthen the theory of resource-based view (RBV) by filling in the scarcity of research on innovation as well as contributed to the significance of this study.
