Abstract

This research focuses on critical urgency considering the limited explanation in the literature regarding improving digital governance at the village level, especially in Penglumbaran Village, Bali, in the context of E-Government. This urgency arises primarily from the need to understand the practices implemented by village governments in realizing good governance that is responsive to the needs of all village residents. Meanwhile, the main objective of this research is to investigate and analyze improvements in digital governance in Penglumbaran Village, Bali, focusing on implementing E-Government and its impact on administrative efficiency, transparency, and community participation. Then, the descriptive analytical-qualitative method used in this research is supported by a desk study approach, where secondary data relevant to the research topic is used as the basis for analysis. In addition, through implementing the Online Digital Village Administration, Penglumbaran Bali Village has succeeded in increasing the accessibility of government services and strengthening village governance. It is illustrated in research findings, which positively impact efficiency, transparency, and community participation in government decision-making. Therefore, this research provides significance for understanding the effectiveness of digital governance in the context of E-Government at the village level. Thus, this research opens up the potential to support improvements in digital governance at the village level more broadly, aligning with modern government developments.

Abstract

The government targets 3000 villages to be included in the smart village program in 2024. Smart villages can support the management of existing resources and potential. Nakau village is one of villages implementing the smart village program. The village has characteristics of diverse community and different cultures, so that the implementation model must be different. Therefore, identifying factors that support the smart village program is essential. This research aims to identify the factors that influence the implementation of smart village program in Nakau village. Goggin's theory is a tool for observing the five elements, namely the series of decisions, the content of decisions and the form of decisions, constraints at the regional level, regional decisions and capacity, and feedback. This is a qualitative descriptive study; the analysis unit consists of all stakeholders involved in this program, including the village's officers, the community, digital ambassadors and cadres, the government, and other parties. Informants are drawn by purposive sampling. Data are collected by observation, documentation studies, and interviews. Data are interactively analyzed. The smart village program in Nakau village has been implemented. Several activities are already underway. However, a process is needed for the program to be perfectly implemented. The factors that influence the implementation of the smart village program in Nakau village are related to the problem of time and budget. For the program, it is a relatively new implementation, so that the stakeholders need time to implement the program and the implementation budget disbursement.

Abstract

The obstacles often faced by people in processing the population documents were long queues and limited quotas provided by DISDUKCAPIL of Bogor Regency. This impacted on a less optimal assessment of the service quality. The application of SILOKA became a prime strategy implemented by DISDUKCAPIL of Bogor Regency in providing population administration services. The main goal of implementing SILOKA was to facilitate people in registering population administration by online. This research aimed to examine the influence of the implementation of SILOKA on optimizing the quality of population administration services in DISDUKCAPIL of Bogor Regency. This research used associative quantitative method, involving 100 respondents as samples. Data were collected by questionnaires, interviews, and observations, and analyzed by Spearman rank correlation. Result of this research indicated coefficient correlation 0,848. It meant that there was a positive and significant correlation between the implementation of SILOKA and the quality of population administration services. The population administration services could be improved by implementing SILOKA in online queue collection procedures. The accomplishment was contributed by the capacity of implementing SILOKA in shortening the waiting times in order to fulfill the goal of the program and increase the people satisfaction on the population administration services by DISDUKCAPIL of Bogor Regency.

Abstract

The spread of false informations could damage the integrity of elections, but it could be prevented through the organizational communication. Clear communication, understandable voting schedule, polling station, and essential participation steps could ensure the voters with disabilities to get access to informations without barriers. The research aimed to describe how the communication of the General Election Commission of Bogor Regency could increase the participation of voters with disabilities in the 2024 general election. Effective communication within an organization was essential to convey information successfully. Positive results such as harmonious relationships and smooth coordinations could be achieved by communicating effectively. The research used the face-to-face organizational communication theory including five dimensions, namely quality of information media, ease of access to information, information distribution, information load, and information accuracy. The research used the descriptive quantitative method. Data were collected by the survey and questionaires distributed to 91 respondents. Results of the research indicated the quality of information media having mean score 4.47 categorized as very good, the information access having mean score 4.31 categorized as very good, the information distribution having mean score 4.28 categorized as very good, the information load having mean score 3.93 categorized as good, and the information accuracy having mean score 4.26 categorized as very good. Therefore, the organizational communication generally had mean score 4.25 categorized as very good. The research recommended that the effective communication was continually conducted to increase the participation of voters with disabilities.

Abstract

Village financial governance, which is often identified with corruption and abuse in terms of its management, must be accompanied by a supervisory system by the government and the community to minimize potential irregularities. This research aims to provide an analytical description of the implementation of Permendagri Number 73 of 2020 concerning the Supervision of Village Financial Management by Government Internal Supervisor Apparatus. The method used is qualitative research. The data collection techniques include interviews, observation, documentation, and literature study. The Associate Expert Auditor of the Gowa Regency Inspectorate became the main informant in this research. Data analysis is carried out through data reduction, presentation, and verification. By referring to Edward III's Policy Implementation theory, the results show that the communication, disposition, and bureaucratic structure variables have been running quite well. However, the resource variable still needs to be constrained by the quantity of human resources who carry out the policy and the lack of supervision budget. The factors inhibiting the supervision of village financial management for APIP Gowa Regency are generally influenced by two factors, namely delays in completing supervisory recommendations and changes in village treasurers.

Abstract

Community participation in development is essential to ensure program sustainability and relevance. Active community involvement leads to policies that reflect their needs, increasing effectiveness. This research aimed to explore the factors that influence community participation in Musrenbang in Bayat Village by using the perspective of Resource Mobilization Theory. This study identifies the available material, human, and non-material resources and their use in Musrenbang. Using a qualitative approach, data was collected through observation, in-depth interviews, and documentation studies with key informants: the village head, village officials, and community leaders. The findings demonstrated that mobilizing material resources supplied by the village government, such as budget, meeting facilities, planning information, and transportation, might inspire changes in community enthusiasm to actively participate in Musrenbang. Furthermore, human resources such as facilitators and community leaders play a significant role in organizing community engagement. This research discovered that efficient resource mobilization strategies help bridge the gap between planning and implementation of village development. The provision of financial compensation and recognition of community status also increases the motivation to actively participate in Musrenbang. This study offers new insights into the dynamics of community participation in Musrenbang in Bayat Village and underscores the importance of appropriate resource utilization in the village development process.

Abstract

Tourism has great potential to improve the economy, create jobs, and support the development of various regions. However, improper tourism management can cause problems such as environmental degradation, excessive tourism and unequal economic benefits. Therefore, it is essential that collaborative-based tourism management can be effective in developing sustainable tourism. This research aims to identify collaborative-based tourism governance research in tourism development. The output of this research is to provide recommendations for a collaborative-based tourism governance model to impact tourism development in the Tenjolaya sub-district, Bogor Regency. The research method used was descriptive qualitative with 28 informants from the sub-district government and the Tenjolaya tourism awareness group. After the data was collected using data collection techniques through observation, interviews, field notes, analytical memos, and document elicitation, the researcher continued the analysis of the data obtained and then confirmed it using data validity techniques. The research results show that tourism governance in Tenjolaya has implemented collaborative governance even though it is still local, so every indicator still needs to be optimally fulfilled using the good tourism governance model and the public-private partnership model. Thus, tourism governance in Tenjolaya must focus on good tourism collaboration so that tourism goals in Tenjolaya can be achieved based on fulfilling indicators that support good tourism governance, good tourism development and good tourism sustainability.

Abstract

This research examines the role of women in political oligarchy and their potential to change power dynamics. Political oligarchy concentrates power in the hands of a few, often overlooking women's roles within this structure. Feminist intersectionality reveals that social class significantly influences women's involvement in oligarchy, with greater barriers for women from lower economic classes. Women's participation in politics, both as leaders and members of political parties, is crucial for representing their unique needs in policy-making. However, women in decision-making roles often face cultural and normative dilemmas, needing to overcome negative stereotypes. The feminist movement plays a vital role in addressing gender inequality by changing cultural norms and raising awareness of gender bias. Although the Constitution of Indonesia and international conventions affirm gender equality, implementation requires specific policies. This research employs a qualitative descriptive method, collecting data from literature, official documents, and news sources. Findings indicate that women's roles in political oligarchy are often tied to kinship relations, political clans, and dynasties. Despite affirmative action policies promoting 30% female representation in legislative candidate lists, this representation often serves to validate the interests of certain groups. Nonetheless, women's involvement in politics is a positive step toward gender equality. Addressing gender inequality and increasing women's participation in decision-making requires robust efforts to support women's rights and dismantle social and political barriers. Further policy implementation to support women's political representation is essential for a more inclusive and gender-equal society.

Abstract

This research is motivated by the high stunting rate in Tasikmalaya Regency in 2022. To reduce the stunting rate, the Tasikmalaya District Government collaborates with pentahelix elements. Therefore, it is important to identify the collaboration process to see the truth of the collaboration. The purpose of the research is to describe the collaboration process to reduce stunting in Tasikmalaya Regency through the dimensions of face-to-face dialogue, trust building, commitment to the process, shared understanding, and intermediate outcomes. This study uses a qualitative method of descriptive presentation. Data collection techniques through observation, interviews, and documentation. The technique of determining informants is done by purposive technique with a total of 9 informants. The theory used is the theory of collaborative governance according to Ansell and Gash by using five dimensions of the collaboration process as an analysis knife, namely face-to-face dialogue, trust building, commitment to process, shared understanding, and intermediate outcome. The results of the study prove that there is ineffectiveness in the collaboration process such as, communication between the elements involved is not optimal, trust and commitment between the elements involved have not been built equally, there is no shared understanding of the issue of reducing stunting rates, and the stunting rate in Tasikmalaya Regency has not decreased significantly. Based on the five dimensions of the collaborative governance process according to Ansell and Gash, it can be concluded that the things emphasized in the collaboration process have not been fulfilled, this is due to the inconsistency of policies regarding the involvement of collaborative elements, which affects the dimensions of collaborative governance according to Ansell and Gash. In addition, the programs issued by the Tasikmalaya Regency Regional Government in an effort to reduce the stunting rate are not sustainable so that they have not been able to reduce the stunting rate significantly.

Abstract

This research uses a literature review (SLR) study to investigate the application of the Neo-Weberian State (NWS) model in global bureaucratic reform, with an emphasis on economic, social and health issues. This research aims to provide a comprehensive understanding of the implementation of NWS, critically evaluate its success and provide recommendations for developing government governance and community services. This research applies a five-stage approach by Transfield to review the literature on the implementation of the Neo-Weberian State (NWS) over the past few decades. This review combines results from qualitative and quantitative research that has been published between 2021-2024 in various European countries. The results show that the Neo Weberian State (NWS) can increase efficiency in public services and overcome global challenges, despite facing internal obstacles, limited resources, complex regulations, and shortcomings in accountability and transparency. This research emphasizes the importance of adaptation according to context, capacity building, simpler deregulation, and strict supervision to ensure the effectiveness of the Neo Weberian State (NWS). The participation of government, civil society and the private sector is considered very important in creating new and creative public service solutions. This research outlines how the Neo-Weberian State (NWS) model faces broad challenges in carrying out bureaucratic reform. The NWS improves the quality of public services, addresses internal constraints, and emphasizes contextual adaptation, capacity building, modest deregulation, and strict supervision, which are critical to governance and public services. Although it provides a solution for solving problems in the current era of revolution, additional research is still needed to fully understand its impact and design more effective implementation models.
