Abstract

Bureaucratic innovation is the government's commitment to improving public services in building a good pactice in government institutions. This study aims to analyze the transformation of bureaucracy through public service innovations for disabilities in Malang City. The research method in this study uses a qualitative descriptive approach with primary and secondary data sources. The data collection used the method of observation, interviews, and documentation. While the data analysis technique in this study uses the method developed by Creswell, specifically processing and interpreting data, reading the entire data, coding, describing categories and themes, and checking the accuracy of research results for drawing conclusions. The concept in this study uses Bureaucratic Transformation and New Public Service, which is to  that the bureaucracy has the responsibility and obligation to provide services to the community without discrimination to community as well as an innovative government thdigitalization era. The results in this study are, (1) New Directions for System and Human Resources Transformation in public services; An important premise in the transformation of the bureaucracy and public services is a sense of belonging. In realizing public services for people with disabilities in Malang City, Public Health Agency and Janti Public Health Center have improved the quality of public services and built a government practice of innovation. Janti Public Health Center is a companion organization that has provided breakthrough steps to facilitate services for disabled groups. (2) The exclusivity and innovation of public services; The paradigm shift towards the governance process has no significant effect on the provision of good public services.

Abstract

number of homeless and beggars in Jember District tend to increase from year to year. In addition to the lack of social service in the implementation of homeless and begging programs, the increasing number of homeless and beggars is also caused by the increasing number of poverty in Jember regency. Until 2015 the number of homeless and beggars in Jember Regency reached 801 people.In the effort to handle the problem of homeless and beggars, the Jember District Social Service has implemented various programs including: (1) Social education in homeless place and beggars are located; (2) Family empowerment, basic needs fulfillment, health and education services, employment and family income; (3) Establish postal service posts and beggars to provide consultation, data collection, networking, referrals for homeless and beggars to be followed up by the rehabilitation process; (4) Conducting Raids in places where homeless and beggars are often located. The raids were conducted after social counseling was initiated to recruit homeless and beggars who were temporarily housed in a shelter barracks before being sent to social rehabilitation centers; (5) Optimizing UPTD functions Liposos and NGOs dealing with homeless and beggars; (6) Cooperation with the business world in order to employ the homeless and beggars.Keywords: Handling Program, Homeless and Beggar

Abstract

This study aims to describe the social changes that occur in farm families affected by housing development policies in urban areas. This study focuses on changing the work patterns of women farming families who previously depended on their income in employment in the agricultural sector, both those who own paddy land as the main livelihood of the family , and those who do not own paddy land (become farm laborers).This research method uses qualitative descriptive research with in-depth interviews. The results of this study are, there is a decline in social change in the family of the owner's farmers even more so in female farm workers. The decline in social change was reflected in the work patterns of women, who used to be the owner of the paddy land turned into a vegetable trader or a trader in a small grocery store that was built in his house. And in a number of cases, the informant claimed to have turned to work as a domestic helper in a residential household. Meanwhile , female farm workers , generally become washing laborers, traveling merchants and family residents housing residents.

Abstract

Kajian tentang pengelolaan program keaksaraan fungsional di Kabupaten Jember di Pusat Kegiatan Belajar Masyarakat (PKBM) Nurul Huda Desa Mumbulsari Kecamatan Mumbulsari Jember memiliki tujuan untuk  mendepenelitiankan pengelolaan program keaksaraan fungsional dan bagaimana kontribusi para pihak dalam pengelolaan PKBM Nurul Huda. Adapun metode kajian yang digunakan dalam kajian ini adalah metode kualitatif. Di mana dalam metode ini kajian dalam pengumpulan data menggunakan data primer berupa observasi (pengamatan) dan interview (wawancara). Sedangkan untuk data sekunder penulis menggunakan dokumentasi dan studi pustaka. Berdasarkan hasil pembahasan yang sudah dilakukan oleh penulis ditemukan fakta, bahwa: 1). PKBM Nurul Huda Desa Mumbulsari Kecamatan Mumbulsari Kabupaten Jember dalam program keaksaraan fungsional sudah baik, dengan melalui mekanisme, antara lain: a). Perencanaan program keaksaraan fungsional, dan b). Pelaksanaan program keaksaraan fungsional (Pengorganisasian, pengarahan/pembinaan, pengkoordinasian, pengkomunikasian, dan evaluasi program). 2). Keterlibatan Dinas Pendidikan dalam program  keaksaraan fungsional di PKBM Nurul Huda masih belum optimal. Dinas Pendidikan hanya melakukan pengawalan program saja, tanpa melakukan pembinaan kelembagaan PKBM secara optimal dan profesional. Kata kunci: Pengelolaan, Kebijakan dan Keaksaraan Fungsional.

Abstract

ABSTRAKTujuan penelitian adalah untuk menjelaskan pelayanan kesehatan yang diberikan oleh RSD dr. Soebandi kepada peserta BPJS Kesehatan berkaitan dengan pemanfaatan fasilitas kesehatan.Adanya fenomena peserta BPJS Kesehatan tidak dapat memanfaatkan fasilitas pelayanan kesehatan.Permasalahannya adalah bagaimana pelayanan kesehatan RSD dr. Soebandi kepada peserta BPJS Kesehatan dalam memanfaatkan fasilitas pelayanan kesehatan.Metode penelitian yang digunakan adalah penelitian kualitatif, dengan teknik purposive, kemudian data dianalisis dan diuji keabsahannya.Hasil penelitian menunjukkan pelayanan kesehatan RSD dr. Soebandi kepada peserta BPJS Kesehatan dalam memanfaatkan fasilitas pelayanan kesehatan sesuai dengan kelas kepesertaannya.Namun peserta BPJS Kesehatan tidak dapat memanfaatkan fasilitas pelayanan kesehatan karena peserta BPJS Kesehatan menjadi peserta pada saat sudah masuk rumah sakit, sehingga kepesertaannya masih belum berlakuatau masih dalam masa tunggu atau waiting periode.Kata Kunci: Pelayanan kesehatan, Jaminan kesehatan, Kepesertaan BPJS Kesehatan.ABSTRACTThe purpose of the study was to explain the health services provided by RSD dr. Soebandi to BPJS Health participants related to the utilization of health facilities. The existence of BPJS Health participant phenomenon can not utilize health service facility. The problem is how RSD health service dr. Soebandi to BPJS Health participants in utilizing health service facilities. The research method used is qualitative research, with purposive technique, then the data is analyzed and tested its validity. The results showed that RSD health service dr. Soebandi to BPJS Health participants in utilizing health service facilities in accordance with the membership class. However, BPJS Health participants can not utilize health service facilities because BPJS Health participants become participants when they are hospitalized, so the membership is still not valid or still in waiting period or waiting period.Keywords: Health services, Health insurance, BPJS Health Membership.

Abstract

Penelitian ini dilakukan untuk mengetahui bagaimanakah persepsi Penyandang Difabel A (Tuna Netra) terhadap pentingnya Pelatihan Pemilih Pemula di Kabupaten Banyuwangi. Dari hasil penelitian diperoleh kesimpulan bahwa para penyandang Difabel A (Tuna Netra) sangat membutuhkan diadakan pelatihan Pemilih Pemula di Kabupaten Banyuwangi. Diharapkan nantinya akan diadakan Pelatihan Pemilih Pemula yang diperuntukkan khusus bagi penyandang Difabel A (Tuna Netra) usia pemilih yang masih belum pernah mengikuti pemilhan umum mereka dapat memahami proses pemilihan eksekutif dan legislatif, dan kedepannya turut berpartisipasi dalam menggunakan hak pilih dan dipilih,  serta mengenal para calon eksekutif dan legislatif yang akan mereka pilih beserta visi misi dan program kerjanya.Kata Kunci: Persepsi, Pelatihan Pemilih Pemula

Abstract

This study aims to provide an overview of the supervision carried out by the Investment Agency and One Stop Services of Jember Regency on the licensing of karaoke business organizers in the city of Jember. In addition, this study also aims to provide an overview of the inhibiting factors in the implementation of supervision of the licensing of karaoke business operators in the City of Jember. The results showed that there were still many violations in the supervision of karaoke businesses in Jember City, such as violations of business licenses, and even many karaoke businesses that did not have a license and had not extended their business licenses. The results of this study also indicate the lack of awareness of karaoke owners about the applicable policies and in the process of making karaoke licenses. Relevant agencies responsible for supervising karaoke businesses are also less strict in making decisions or imposing sanctions on karaoke businesses that violate the rules. The main obstacle faced in supervising karaoke permits is the low awareness of the surrounding community to want to carry out supervision of the karaoke business and the lack of conditionality between related agencies in conducting supervision and providing information from one agency to another related to the karaoke business.

Abstract

Electronic Integrated Licensing Services or Online Single Submission, hereinafter abbreviated as OSS, are Business Licenses issued by OSS Institutions for and on behalf of ministers, heads of institutions, governors, or regents/mayors to business actors through integrated electronic systems. Jember Regency as one of the Regencies that have implemented OSS,began to implement it in 2018. This service is a government effort to simplify business licensing and create an integrated licensing service model that is fast, inexpensive and certain. In this study the researchers used the Edward III Theory of communication, bureaucratic structure, disposition and resources. The results of this study show that Jember’sInvestment and Integrated One-Stop Service is not yet optimal in carrying out its duties, because in the bureaucratic structure no SOP for this policy resulting in overlapping responsibilities because the organizers are responsible for serving Single Online services Submission (OSS) also serves services manually. In addition, even though the Jember regency government has conducted licensing related online, there are still many people and business people from those who are processing the permits to the One Stop Integrated Investment and Service Office of Jember Regency.

Abstract

Kajian ini bertujuan untuk mengetahui bagaimana kontribusi Sekolah Menengah Kejuruan (SMK) dalam peningkatan kualitas Sumber Daya Manusia (SDM) dan keberpihakan pemerintah. Metode yang digunakan dalam Kajian ini adalah deskriptif. Tipe kajian  yang digunakan dalam kajian ini adalah tipe kajian deskriptif. Berdasarkan hasil kajian disimpulkan bahwa:  1). Tingginya antusiasme siswa untuk bersekolah di SMK, juga tidak dibarengi dengan kesiapan sebagian besar SMK di Kabupaten Situbondon untuk menyiapkan sarana dan prasarana serta tenaga pendidik yang handal dan kompeten, sehingga hal tersebut pada akhirnya berdampak kurang optimalnya tujuan peningkatan sumber daya peserta didik. 2). Keberpihakan pemerintah dalam pengelolaan dan pengembangan SMK masih belum optimal, hal tersebut terlihat dari tidak adanya kebijakan makro berupa Peraturan Daerah (Perda) dalam pengelolaan dan pengembangan SMK. Sedangkan kebijakan secara mikro yang dilakukan oleh dinas terkait, masih belum optimal dan profesional dalam implementasinya, hal tersebut terlihat dari belum mampunya dinas pendidikan melakukan inovasi dalam pembinaan terhadap SMK.Kata Kunci: Sekolah, Pemerintah dan Sumber Daya Manusia.
