Community empowerment is how to make people have the ability and independence in utilizing the existing potentials. In Banding Agung Village, Pesawaran Lampung, the abundant water resources available can be used for freshwater aquaculture activity as a strategy for empowering the community. The study aims to explore the strategies of community empowerment based on freshwater aquaculture activity, and to find out the factors inhibiting the community empowerment. This is a kind of descriptive qualitative research using case study framework. The data were collected through in-depth interviews, observation, and documentation and analyzed qualitatively employing data reduction, data display, and data verification. The findings indicated that some strategies have been implemented in empowering the community based on the freshwater aquaculture activity, consisting of building the community awareness on the importance of fish farming group (pokdakan), building institutional capacity through education, training and workshop of fish farming management, and putting group members’ knowledge and skill into practice. In the implementation of the strategies, some obstacles were found as the factors inhibiting the community empowerment, namely lack of community participation, lack of knowledge and capital, minimum assistance and counseling, and less involvement of the village government. The study recommends several alternative actions for a better implementation of the community empowerment.

Every litterateur makes existing issues or phenomena as inspiration in making literary works. In case with novelist, they convey criticism expressly or implicitly in their novel. Besides the love story, the Konspirasi Alam Semesta novel by Fiersa Besari, the author also criticizes the social conditions that exist in Indonesia. Social criticism in the novel will be the purpose of this research. Furthermore, this research focuses on analyzing the Konspirasi Alam Semesta novel using a sociological literary approach with social criticism. The research method is qualitative research methods with reading and note-taking techniques. The purpose of the research is to describe the problem of social criticism and the form of its presentation in the novel. The research result has obtained: (1) social criticism about politics such as discrimination against families of ex- political prisoner, government policies towards those who have made the country proud, Papua’s wealth and injustice in the development of remote areas, (2) moral criticism of corruption, (3) social criticism of humanity such as generalizations about a group, individual differences, violence against separatists and stigma about spinster, (4) social criticism about religion / belief about the creator. It can be concluded that the author implicitly conveyed his message and response through the Konspirasi Alam Semesta novel. It describes conditions that deviate from social conditions that must be criticized. This novel revives the people’s insights about social problems that exist in Indonesia. Furthermore, the author’s main topic of social criticism is political and humanitarian in Indonesia.

The aim of this research is to look into the legal perspective on laboratory management by the State University in Indonesia, the former The Educational Personnel Education Institute (LPTK / IKIP). The site that becomes the object of this study is “Universitas Pendidikan Indonesia” (UPI, Bandung) which organizes a Laboratory School in the form of a formal school which includes primary and secondary education. UPI laboratory school strives to provide educational services to students according to their expectations (vision and mission of the laboratory school), becoming a forum for the development of various professional teachers and educational practices. In addition, schools can also become models for creative and innovative learning practices by professional teacher candidates in collaboration with the relevant LPTK (Educational Institutions) and Provincial, Regency / City Education Offices. The results of the study concluded that the authority to manage formal education units - at the levels of PAUD / TK, SD, SMP, and SMA, rests with the regency / city government and the provincial government or the community as the organizing institution, not the authority of higher education. If the UPI Laboratory School is a formal school, then UPI must establish an organizing legal entity.

Profitability is one factor to attribute the company’s financial condition to tax avoidance. Leverage is a ratio to measure a company’s ability to pay all its liabilities both short-term and long-term. In addition to profitability and leverage, sales growth can also affect tax avoidance activities. By measuring the sales growth of a company can predict how much profit it earns so that the company will tend to practice tax avoidance. The purpose of this research is to build a theory that serves to explain a relationship. The relationship used is a causal relationship that influences variables and other variables. The study uses quantitative research methods with a causal descriptive and associative approach to determine the influence between two or more variables. The test results showed that returns on assets, debt to equity ratio, and sales growth affected the cash effective tax rate.f research

The model which was widely known and describes the concept of service quality is the Service Quality (SERVQUAL) model proposed by Parasuraman et al (1985). However, this model has a limitation, because its application merely for service providers in the business sector, not for service providers in the public sector and service providers in the education sector. In education sector, facilitators are always involved in interpersonal interaction with the training participants. Some researchers agree to uncover the relationship between the emotional intelligence of service providers and service quality. Based on the literature review, there are limited studies in the field of education and training of the Civil Service Apparatus, especially regarding the relationship between emotional intelligence and service quality. Thus, this study aims to reveal the effect of facilitators’ emotional intelligence on service quality with respondents from participants of Basic Education and Training (Diklatsar), Leadership Education and Training 3 (Diklatpim 3), and Leadership and Education Training 4 (Diklatpim 4) at HRDA Province. This study uses quantitative methods. The sample size in this study was 462 people who were collected through a survey with a purposive sampling technique. The data analysis technique used is SEM through a two-stage approach. The results showed that the facilitators’ emotional intelligence of HRDA of Central Java, East Java, West Java, Jakarta, Banten, Central Sulawesi, and North Sumatera Provinces, had a significant positive effect on the quality of service with social awareness as the indicator with the highest effect.

This article investigated Performance of the Inspectorate in Supervision of Government Administration in Buru Selatan Regency. The type of study used was descriptive research. This would provide a factual depiction regarding the application of Inspectorate function of Buru Selatan Regency. This study aimed to analyze the performance of the Inspectorate in Supervision of Government Administration in Buru Selatan Regency. This study suggested that the application of supervision either perceived from the inspection, examination to investigation, in fact it had not been effectively worked due to the fact that inaccuracy in supervising and inaccurate aberration data were discovered for apparatus inspector in the office of Inspectorate. The factors affecting the performance of inspection function for government administration in Buru Selatan regency included the skilled apparatus officers having knowledge in the field of work of which they should tackle and facilities and infrastructure assisting the performance of inspection performed by the Inspectorate Office in Buru Selatan regency. The result suggested that the knowledge in the field of work was still low. It was suggested to implement the inspection planning functions for the purpose of supporting the speed in collecting data and accurate data/information presentation to date will support the reporting of any aberration arising in regional government administration, engage the officers in Human Resources development and the fulfillment of supporting facilitates and infrastructure.

Farmer communities in Pasuruan regency, East Java, still rely on the agriculture sector to generate their income. Tuberose farmers, in particular, find difficulty in dealing with land ownership. They, who are skilful and expert, are lack of capital ownership, especially the land. The majority of tuberose farmers depend on “mertelu” profit-sharing as their daily income alternative. This study aims to analyse “mertelu” profit-sharing as an attempt to increase the tuberose farmers’ incomes in Pasuruan regency, East Java. The research is done by a purposive sampling in Bangil, Rembang sub-districts, Pasuruan regency. This study uses a qualitative descriptive approach with the instrument of microeconomic theory. Data are collected by interviews with land owners and the tuberose farmers. The research finding shows that “mertelu” profit-sharing becomes one of the alternatives to increase the tuberose farmers’ income. Nevertheless, the tuberose farmers in Pasuruan regency, East Java, feel that “mertelu” profit-sharing has not been able to improve their income significantly.

So far, the performance appraisal of an organization is inaccurate because the assessment is only based on employee compliance with their superiors without providing an assessment based on the contribution made by the employee to the organization. This certainly impacts the employee’s weak motivation, so that it can affect organizational performance, which affects the quality of public services. This research tries to present the analysis of employee performance appraisal by emphasizing the determined qualities (competencies) to improve the performance of public service organizations in Indonesia. It can be seen that performance measurement can be used as a reference as a measure of the performance of an organization. The research was conducted using a literature review study. And use a qualitative approach in analyzing the data presented in the study. The study found that their direct superiors generally evaluate employees. Concerning the frequency of promotion in o organization, each leader explains that the organization has a clear pattern in determining the promotion and position. This is the authority of management. However, sometimes organizational leaders allow biased factors such as gender issues, appearance problems, specific ethnicity or race or feelings of hatred towards someone. Affect their judgment. Unless appraisals are based on actual job performance, they will continue to be conducted without the goals often required in fair performance appraisal systems.

Recently, modern philanthropy practices tends to relate with corporations, organizations, and institutions activities. Meanwhile in some Indonesia’s regions, philanthropy is not always present in that context. Madura is one of the regional that traditionally uses philanthropic patterns in its economic activities as social and cultural traits and custom. Therefore, this research attempt to describe the traditional philanthropy in Madurese. This research uses qualitative perspective and employed Interpretive Phenomenological Analysis (IPA) to gain the local perspective experience and meaning construction in traditional philanthropy through cattle sharing program. Parties involve in this research are the breeders or cattle farmers and local investors. The research found that Madurese traditional economic philanthropy activities are carried out in a cattle sharing practice with local wisdom principle. Madurese local philanthropy pattern has the context of reducing breeding risk or loss if the cattle are sicks or death. These activities seem to be quite helpful in strengthening the helping spirit and strengthening the local traits and customs economy. Hence, by conducting the value of tolong bi nolong local people tends to practice philanthropic engagement. The future studies could explore more culturally and institutionally structured management to enhance this good practice sustainability.

Penelitian ini berjudul “Regenerasi Kearifan Lokal Kesenian Lebon sebagai Budaya Leluhur Pangandaran, Jawa Barat”. Bertujuan memperoleh data dan informasi kearifan lokal lebon sebagai budaya leluhur Kabupaten Pangandaran. Metode penelitian menggunakan kualitatif-deskriptif dengan pendekatan kajian etnografi, yaitu metode yang digunakan sebagai untuk mendeskripsikan kebudayaan dan aspek-aspeknya. Teknik pengumpulan data adalah survei ke lapangan melalui wawancara, pengamatan secara langsung, dan pengambilan sumber-sumber tertulis dari masyarakat dan pemerintah setempat. Masalah yang dibahas adalah bagaimana nilai historis yang ada pada kesenian tradisional lebon Pangandaran dan bagimana proses regenerasi kesenian lebon dari generasi tua kepada generasi muda. Hasil yang dicapai dari penelitian ini adalah kesenian lebon Pangandaran memiliki sejarah panjang dalam perkembangannya di wilayah Pangandaran; upaya pelestarian kesenian lebon di antaranya: (a) adanya pembinaan sedini mungkin (usia SD) memperkenalkan seni leluhur ini kepada generasi penerus, (b) adanya peran pemerintah berupa peningkatan fasilitas (adanya pelatihan dan workshop).
