Abstract

The tobacco industry plays a significant role in sustaining the local economy of Kudus Regency while simultaneously contributing to state revenue through excise taxation. This condition raises a policy issue regarding the extent to which fiscal revenue from tobacco excise can improve the economic welfare of cigarette workers. This study analyzes the impact of a cash transfer policy funded by the Tobacco Excise Revenue Sharing Fund, a fiscal mechanism that allocates excise revenue to local governments, on the economic welfare of cigarette workers in Kudus Regency. The research employs a qualitative approach based on primary data collected through in-depth interviews with six cigarette workers from three different companies. The analysis focuses on the distribution mechanism, benefit reception, and changes in workers’ economic conditions following the receipt of cash assistance. William N. Dunn’s policy evaluation framework is used to assess policy effectiveness in terms of outcomes and impacts. The findings indicate that the cash transfer policy contributes to short-term improvements in workers’ economic welfare, particularly in income support and the ability to meet household needs. These effects remain temporary because the policy primarily enhances purchasing power without strengthening workers’ economic capacity. This study recommends that local government design a more transformative cash assistance policy by integrating income support with economic empowerment initiatives for cigarette workers.

Abstract

Financial inclusion is a crucial instrument for creating equitable economic growth, particularly for marginalized communities who face limited access to formal financial services. However, a gap remains between the inclusive objectives of public policy and the reality of its implementation on the ground. This study aims to analyze the gap in the role of public policy in promoting financial inclusion for marginalized communities through a qualitative descriptive approach using a literature study method. Data were collected from various literature sources such as scientific journals, policy reports, government regulations, and financial institution documents. The analysis reveals inconsistencies in policy implementation, limited synergy between policy actors, and suboptimal local needs-based interventions. This study concludes that public policy needs to be directed towards a more participatory and contextual approach to address the structural challenges in expanding financial inclusion for marginalized communities.

Abstract

This study aims to examine the representation of scholarly knowledge in the madrasah Graduate Competency Standards (SKL) policy as stated in the Decree of the Minister of Religion (KMA) Number 347 of 2022. Scholarly knowledge is understood as knowledge that comes from the integration of revelation (naqli) and reason (‘aqli), and is developed through a scientific, reflective, and contextual approach. This study uses a qualitative approach with a document analysis method. The main data source is the official document KMA 347 of 2022 and its attachments, supported by theoretical literature on Islamic epistemology, contemporary learning theory, and religious moderation. Data analysis was carried out using content and thematic analysis techniques to identify the scientific structure contained in the madrasah SKL. The results of the study show that the madrasah SKL contains three main dimensions of scholarly knowledge: (1) the scientific-academic dimension, which includes the ability to think critically in understanding interpretation, hadith, and fiqh; (2) the socio-affective dimension, which emphasizes religious moderation, tolerance, and social ethics as a form of Islamic sociological literacy; and (3) the religious-practice dimension, which integrates a deep understanding of worship and spiritual values. SKL is also designed based on modern learning theories such as Bloom's taxonomy, constructivism, and the scientific approach. The emphasis on contextual interpretation theory, the history of moderate Islamic thought, and the cross-school fiqh approach shows that religious moderation in SKL is not only a moral value, but also an academic domain that can be transformed in learning. This study recommends strengthening the epistemological dimension in the development of future madrasah curricula.

Abstract

Disaster governance in Indonesia continues to face structural challenges, particularly in integrating scientific knowledge into coherent and adaptive public policy. This study argues that current disaster management remains partial, shaped by technocratic dominance and weak multi-level governance integration. Mount Semeru in East Java is examined as a critical case due to its recurrent eruptions, complex institutional arrangements, and the persistent gap between national policy frameworks and local implementation. Using a Systematic Literature Review (SLR) combined with bibliometric analysis, this study maps research trends, thematic structures, and knowledge gaps in volcanic disaster governance. The findings reveal a strong epistemic bias toward geophysical and technical studies, while critical dimensions such as policy integration, institutional capacity, and community participation remain marginal. This imbalance contributes to a science–policy gap, where available knowledge fails to translate into adaptive and context-sensitive governance. By identifying these gaps, the study contributes to shifting the focus from hazard-centered analysis toward governance-oriented perspectives and provides an evidence base for strengthening disaster policy integration and institutional capacity in volcanic risk management, particularly in the context of Mount Semeru.

Abstract

This article departs from the Padang city government’s failure to receive the Anugerah Parahita Ekapraya (APE) in 2023. This indicates ineffective implementation of gender mainstreaming (GM) policies in Padang City. The weakness of GM institutions in Padang City is one of the main aspects that makes the substance of PUG weak and less strategic. This is inseparable from the institutionalization process of GM as a mechanism for integrating a gender perspective throughout the policy, planning and budgeting cycles which is still being implemented in formal and technical orientations. The research approach used is qualitative case study, and data collection tehcniques using semi-structured interviews and library studies. From the findings obtained, it appears that institutionalization of GM proceeded partially with an orientation toward technical and administrative interactions. The GM institutionalization pro-cess emphasized formal compliance patterns without any substantive transformation. In terms of inputs, budgets and human resources were technically sufficient. However, due to weak political priorities and divisional capacity resulting from internal institutional fragmentation, resources could not be optimized. Consequently, the process side formed more ad-ministrative interactions with formal outputs and ultimately symbolic outcomes.

Abstract

Addolescent mental health problems are increasing, while early detection in primary health care remains limited. The Nanggalo Public Health Center in Padang is one of the public health centers that implements an adolescent mental health screening program conducted in schools using various tools, includig the PENDEKAR application innovation. This study aims to analyze the effectiveness of the adolescent mental health screening program implementation at the Nanggalo Public Health Center. A descriptive qualitative approach was used, with data collected through interviews, observation, and documentation. Informant consisted of mental health program managers and school representatives. Program effectiveness was analyzed using Duncan’s theory, including goal attainment, integration, and adaptation. The results show that the screening program has connducted early dtection activities but has not achieved optimal effectiveness. Goal attainment is limited to identification without consistent follow-up services. Integration between the health center and schools exists but is not evenly implemente or formally structured. Program adaptation through screening tools and implementation adjustments reains contrained by limited mental health personnel and resources. It is concludes taht the effectiveness of the adolescent mental health screening program at the Nanggalo Public Health Center is not yet effective according to Dncan’s criteria and requires strengthening of follow-up systems,cross-sector collaborationand institutional support

Abstract

This research employed qualitative methods with a descriptive approach. Data were collected through interviews, observation, and documentation. Informants were selected using purposive sampling, while data validity was verified through source triangulation. The theoretical framework used is Ansell and Gash's collaborative governance, which encompasses four main variables: initial conditions, institutional design, facilitative leadership, and collaborative processes. The results indicate that social forestry management in Halaban reflects the principles of collaborative governance, although implementation has not been fully optimal. Initial conditions characterized by information imbalance and a history of conflict influence governance dynamics. Facilitative leadership from the nagari government and the Warsi Community Empowerment Community (KKI) plays a significant role in encouraging multi-stakeholder involvement. The institutional design through the establishment of the LPHN (National Forestry Development Agency) has been formally established, but administrative capacity and organizational independence still need to be strengthened. The collaboration process takes place through face-to-face dialogue and outreach, but this has not been done routinely, resulting in a lack of shared understanding. Nevertheless, various interim results, such as the establishment of the KUPS (National Forestry Unit), the drafting of Articles of Association (AD/ART), and the strengthening of area boundaries, indicate positive developments in social forestry governance. Overall, social forestry governance in Halaban has moved toward collaborative management, but still requires strengthening institutional capacity and consistent collaboration processes to achieve effective and sustainable management.

Abstract

This study is motivated by the limitations of the school performance assessment system in Indonesia, which remains largely administrative and compliance-oriented toward the National Education Standards (SNP). Such an approach fails to adequately reflect schools’ adaptive and innovative capacities in responding to policy dynamics and the rapid development of educational technology. The purpose of this research is to analyze the application of dynamic capability principles in school performance assessment, to develop a dynamic capability–based assessment model suited to the Indonesian educational context, and to evaluate its effectiveness in enhancing schools’ adaptive and innovative abilities. The research employs a Systematic Literature Review (SLR) combined with bibliometric analysis using the VOSviewer software to map the interrelations between the concepts of dynamic capabilities and school performance. Data were collected from scholarly publications published between 2010 and 2025 through the Google Scholar database and processed using Publish or Perish. The findings reveal three major clusters demonstrating a strong relationship among dynamic capabilities, innovation, and school performance. The developed assessment model emphasizes three core dimensions of dynamic capabilities sensing, seizing, and reconfiguring which are proven to be relevant for assessing schools’ adaptive and innovative capacities. In conclusion, integrating the concept of dynamic capabilities into the school performance assessment system can enhance the effectiveness of educational quality evaluation, making it more sustainability-oriented and supportive of organizational transformation.
