Abstract

Penelitian ini bertujuan untuk mengkaji Impementasi Surat Direktur Jenderal Imigrasi Nomor IMI.3-UM.01.01-1192 Tahun 2020 Tentang Aplikasi Izin Tinggal Online (IT Online) di masa pandemi Covid-19 pada Kantor Imigrasi Kelas I Khusus Medan. Jenis penelitian ini adalah deskriptif dengan metode kualitatif. Teori Edwards III dijadikan sebagai pedoman analisis dan teori Miles, Huberman dan Saldana sebagai teknik analisis. Hasil penelitian menunjukkan implementasi IT Online di masa pandemi Covid-19 pada Kantor Imigrasi Kelas I Khusus Medan telah dilaksanakan namun masih belum optimal berdasarkan indikator-indikator teori Edwards III sebagai berikut: a) komunikasi perintah kebijakan telah ditransmisikan dengan jelas kepada pelaksana namun intensitasnya kurang konsisten dan sosialisasi ke masyarakat juga belum intensif; b) sejumlah sumber daya untuk implementasi IT online tersedia namun masih kurang maksimal; c) disposisi pelaksana mendukung implementasi IT Online; dan d) struktur birokrasi, IT Online belum memiliki SOP tersendiri dan fragmentasi tergolong minim. Faktor-faktor pendukung implementasi IT Online adalah SDM yang memadai serta fasilitas yang menunjang pelayanan izin tinggal sedangkan faktor penghambatnya ialah kondisi aplikasi belum handal, anggaran kurang maksimal untuk pengembangan lebih lanjut IT Online, sosialisasi kepada masyarakat belum intens, dan dukungan masyarakat masih rendah.

Abstract

This study aims to determine and analyze the effect of Tax Sanctions, Fiscal Services, Knowledge, and Awareness on Taxpayer Compliance in the South Medan Samsat. This type of research is quantitative research. The sample in this study was all Medan City Communities (taxpayers) and taxpayers who owned vehicles registered at the South Medan SAMSAT totaling 105 people. And the data analysis technique uses the SPSS (Statiskal Package for the Social Sciences) technique which is an application program that has the ability for quite high statistical analysis and a data management system in a graphical environment. The results in this study indicate that Tax Sanctions, Fiskus Services and Awareness have a positive and significant influence on Taxpayer Compliance at the South Medan SAMSAT. While on the other hand it is proven that knowledge has a positive but not significant effect on taxpayer compliance at the South Medan Samsat.

Abstract

This article aims to describe the orientation of forming a coalition of parties supporting the MJ Package in the 2018 Pilkada, the rivalry of the coalition party elites when fighting for the position of Deputy Regent of Ende, along with the various political interests behind the rivalry that occurred. In order to approach this problem, references to the theory and concept of the Office-seeking coalition are used. This study uses a qualitative descriptive research method. Research data was collected through interviews, documentation, triangulation and analyzed qualitatively. The results of this study conclude that the orientation of the coalition formed in the MJ Package winning coalition in the 2018 Pilkada is an office-seeking coalition that tends to be pragmatic, considering the electability and popularity of the candidates. Coalitions in the form of office seeking create coalition configurations that are easily fragile, fragmented and conflictual, as evidenced by the differences in attitudes and political interests in determining the candidates for Deputy Regent of Ende for the remainder of the 2019-2023 term. The elite battle behind differences in elite attitudes occurs because political party elites are not a single, apolitical entity but are fragmented into various interest factions both internally and externally.

Abstract

This article aims to describe changes in citizens' movement during the Covid-19 and determine the role of smart cities in influencing these changes. The main ploblem in this research is the emergence of Covid-19 which has had an impact on hindering the movement of citizens' activities. In this case, not all cities in Indonesia that implement smart cities can handling this impact. This research was conducted using a mix-methods. The data was collected through questionnaires and secondary data. This data was then analyzed quantitatively and qualitatively. This research concludes that the emergence of Covid-19 has had its own impact on the activities of Surabaya citizens'. Even though in general the significant impact only occurs on educational activities, the capacity of citizens to implement digital transformation accelerated by the emergence of Covid-19 still needs to be improved. With the implementation of smart cities in the city of Surabaya, it actually plays a role in overcoming the negative path of Covid-19 in the movement of population activities. Even so, the optimal application of smart cities in handling Covid-19 in the Surabaya still depends on its citizens. In this case, citizens must ensure their involvement and activeness in using and developing these innovations. For the Surabaya City government, smart city development still needs to be carried out, especially in the dimensions of smart people, smart mobility, smart environment and smart economy.

Abstract

This article aims to identify and develop the potential of Pematang Serai village as a tourist village through a SWOT analysis. Pematang Serai Village is one of the villages that has the beautiful natural charm of the coastal area of the Langkat river, making the village a potential tourism village which then the BUMDes business unit designed the Getek Online (Geol) natural tourist attraction. In 2021, the Langkat Regency Government inaugurated the Sustainable Tourism Village (Kejutan Dewi) Nature Tourism Geol Pematang Serai Village, promoting and improving traditional markets in the tourist village so that it becomes the village's identity. These problems focus on the not maximal potential of the village which has been developed as a tourism village in increasing the income of its people. To approach this problem, a reference to SWOT analysis theory is used in finding the potential of a tourist village and the constraints faced by the village. Data collected through the interview method (primary data) to village business actors and BUMDes in Pematang Serai Village and secondary data related to village data were analyzed qualitatively. This study concluded that from the SWOT analysis, namely by analyzing the strengths, weaknesses, opportunities and threats of planning and strategies in obtaining income, the village of Pematang Serai can increase the income of its people by developing village potential from strategic variable concepts, market competitiveness, marketing concepts, village promotions.

Abstract

This study aims to find out and analyze the background, the modus operandi of the Corruption Cases, Land and Building Tax Collection Costs in South Labuhanbatu Regency and to recommend the political concept of criminal law against the abuse of authority by public officials related to corruption cases in Indonesia. The research method that the author uses is normative juridical with a statutory, bibliographical and legal case approach based on secondary data. The data obtained were analyzed by qualitative analysis. The results of the study, the factors causing the occurrence of criminal acts of corruption are due to the abuse of power inherent in him as a regional head, factors of encouragement/persuasion or invitations/suggestions from parties or groups within the Regent's power to act corruptly, as well as factors of gaps or weaknesses law. Related to the administration of PBB collection for the Plantation Sector and the weak rules that emphasize "state losses" in corruption cases. So this, through legal regulations made by the Regent of Labusel as legitimacy for his corrupt actions to harm state finances. The modus operandi of the corruption case was carried out together with the modus operandi of making the Regent's Regulation Number 84 C of 2011 the legal basis for citing PBB of the plantation sector. Criminal Law Politics Against the Abuse of the Authority of Public Officials Related to Corruption Cases in Indonesia can be carried out by penal law enforcement and law enforcement through non-penal means.

Abstract

This study aims to determine differences in self-concept and resilience in terms of majors in students of SMK Negeri 1 Merdeka. The department is part of the Vocational High School, namely the focus of the field of study chosen and studied by students. The disciplines in a department at SMK in this study are Building Engineering and Light Vehicle Engineering. The hypothesis put forward is that there are differences in self-concept and resilience in terms of majors in SMK. In this study, the samples used were 116 students majoring in Building Engineering and 148 students majoring in Light Vehicle Engineering, totaly 264 students. This research uses self-concept scale and resilience scale. The data analysis method is 1 way ANOVA. Based on the data analysis carried out, the results obtained from differences in self-concept in terms of the Department of Building Engineering and Light Vehicle Engineering with a different F value = 513.430; the difference in resilience in terms of the Building Engineering and Light Vehicle Engineering majors obtained a different F value = 615.864 with Sig (p) = 0.000 <0.050, then the proposed hypothesis is declared accepted.

Abstract

Regarding the Role of the Medan City Non-Governmental Consumer Protection Agency in Providing Legal Protection to Consumers, namely analyzing forms of legal protection, the role of the Medan City LPKSM in providing legal protection to consumers and the mechanism for establishing LPKSM as a Consumer Protection Agency in Medan City. This research was conducted at the UPT office. Medan Consumer Protection, LPKN DPP office, YPPKN DPP office, North Sumatra LPK-RI DPD office. This research uses a type of legal research and a normative-juridical research method. Because this type of research is a normative-juridical research method, the data obtained comes from library research and field research. Forms of legal protection for consumers through 2 channels, namely through channels outside the court and through the courts. Prior to filing a lawsuit in court, LPKSM must have a legal standing and/or mechanism at the time of formation, namely making a notarial deed of establishment of a legal entity engaged in consumer protection, obtaining a permit from the Ministry of Law and Human Rights, and making TDLPK at the local related agency. The role of LPKSM is to provide information to consumers, assist consumers in fighting for their rights, protect consumer rights, receive consumer complaints, conduct advocacy, provide assistance, supervise and collaborate with relevant agencies regarding consumer protection.

Abstract

To analyze how the implementation of the Minister of Home Affairs Regulation Number 70 of 2019 concerning Regional Government Information Systems at the Regional Financial Management Agency in Southeast Aceh Regency, and the factors that hinder the implementation of the Minister of Home Affairs Regulation Number 70 of 2019 concerning Regional Government Information Systems at the Management Agency Regional Finance in Southeast Aceh District.Research data were collected through observation and interviews with key informants, key informants, and additional informants. Further analyzed by qualitative analysis. Based on the results of interviews and observations made by researchers, it was found that there were forms of implementation that were still not in accordance with the Regulation of the Minister of Home Affairs Number 70 of 2019 concerning Regional Government Information Systems. As well as communication indicators that have not run optimally in the context of transmission, clarity, and consistency.

Abstract

This study examines the social relations between Indigenous and ethnic Chinese in the city of Medan ahead of the 2024 election, this research departs from the reality that in the long span of political upheaval that led to social upheaval in Indonesia, Chinese people are often used as an outlet for anger by the masses. Medan is one of the cities that has a record of incidents where Chinese people were the targets of violence. In every political upheaval there is always the role of extra-campus student organization activists. The purpose of this research is to find out how the perceptions of members of the extra-campus student organization at the University of Medan Area towards ethnic Chinese in Medan city ahead of the elections in 2024. This study uses a qualitative approach with a qualitative descriptive method. The results of the study found, Chinese people who live in the city of Medan ahead of the 2024 general election still tend to be the same as before, and efforts need to be made to encourage assimilation by all ethnicities who live together in the city of Medan.
