Abstract

Waste management in Namo Rambe Sub-district is not optimal, waste is not managed by the government, and piles and scattered garbage can be seen in corners of settlements/housings and illegal waste collection places as well as public facilities. This study aims to identify and analyze waste management which includes 5 (five) mutually supportive aspects consisting of legal and regulatory aspects, institutional aspects, operational technical aspects, financing aspects, and community participation aspects, and to identify and analyze obstacles in waste management in Namo Rambe District, Deli Serdang Regency. The research used was descriptive method, and the data analysis technique used descriptive qualitative. The results showed that waste management in Namo Rambe District was still classified as not good, because of the five aspects of waste management based on the theory of SNI-3242-2008, there were several aspects that were still not implemented properly, namely: legal and regulatory aspects, institutional aspects, technical aspects. operational and community participation aspects. There are obstacles faced by the government in waste management, it is necessary to make regulations regarding the number of waste management costs, add infrastructure, establish cooperation between interrelated institutions from the center to the regions, allocate the required costs and be more active in socializing by appealing to increase awareness public.

Abstract

This study raises the formulation of the problem, namely (1) How to regulate the authority of judges according to laws and regulations, (2) How are the factors that influence the crime of beatings that cause death by children, (3) What are the basic considerations of judges at the Simalungun District Court in decide on a criminal case in case no. 5/Pid-Child/2021/PN. Sim. The research method uses a normative juridical method by analyzing the laws and regulations and conceptually by analyzing descriptive data analysis. The results of this study indicate that the rule of law regarding the authority of judges according to the legislation, namely Law no. 48 of 2009 concerning judicial power and Joint Regulation of the Constitutional Court and the Judicial Commission of the Republic of Indonesia Number 047/KMA/SKB/IV/2009-02/SKB/P.KY/IV/2009 concerning guidelines for enforcing codes of ethics and guidelines for judge behavior, the factors that influence the crime of beatings that cause death by children, and the Basis for Consideration of the Judges of the Simalungun District Court in Deciding the Criminal Case of Beating Perpetrated by Children in the Decision on Criminal Case No. 5 Pid.Sus-Child/2021/PN. Sim.  The judge considering that the juvenile justice system must prioritize the Restorative Justice approach, and must strive for diversion with the aim of achieving peace between victims and children, resolving child cases outside the judicial process, preventing children from being deprived of independence, encouraging the community to participate and instilling a sense of responsibility to children. Suggestions from this thesis are the imposition of criminal sanctions for children, judges should consider prison sentences for children, this is to avoid children from negative influences in the prison environment.

Abstract

The research was conducted at the Indonesian Muslim Student Action Organization (KAMMI) Medan from May to July 2017 on the Influence of Mentoring on Youth Quality at Indonesian Muslim Student Action Organization (KAMMI) Medan using questionnaire and observation method. From the research result obtained that Implementation of mentoring and execution of duty have positive effect to quality of life of youth. The success of a mentoring program depends on the participation and participation of youth in following mentoring. As for the respondents of this research is all KAMMI Medan officials who follow the mentoring activities. In collecting data writer use questionnaire and observation method. The findings of the research show that the activeness of KAMMI cadres mentoring activities in 2017 is good, that is getting 55-59 score as much as 16 people reaching 51,6%, for category enough to get score between 50-54 counted 12 people reach 38,8% percentage, and for the category of less score of 45-49 as many as 3 people reached the percentage of 9.6%. While the success of performing duties Kader KAMMI Medan good category is 42% that is getting a score between 55-59 with 13 respondents, for enough category is 48.8% with a score between 50-54 with the number of 15 respondents, for the less category is 9.6% ie get a score between 45-49 with the number of 3 respondents.

Abstract

This article aims to find solutions for banking services in providing credit to Micro, Small and Medium Enterprises (MSMEs) in Indonesia which are focused on guarantees. The research method used is mixed methods or a combined method of quantitative and qualitative approaches, where both complement each other so that accurate data can be obtained. This article concludes that there are several internal policies from banks in providing credit either guaranteed or unsecured. The government and business actors are trying and jointly looking for a way out so that the country's economic condition remains stable. In the process, it was unexpected that the MSME sector was the only one that could survive even in a state of economic crisis. MSMEs are proven to make a positive contribution to the formation of the Gross Domestic Product (GDP) and also employment. With these facts, the Government through Financial Institutions such as Banking, cooperates in obtaining capital for MSME actors to develop their businesses through credit loans. The solution obtained for MSME actors is that banking institutions will provide credit loans with and or without collateral. For the security aspect for capital lending institutions in terms of unsecured loans, banking institutions will implement an insurance system that works with third parties, where there will be a premium at each stage of payment.

Abstract

The objectives of this study are to analyse the implementation and to identify the factors that influence the implementation of the Minister of Health regulation number 18 of 2020 regarding the management of medical waste in area-based health care facilities at the Public Health Center, Padang Bulan Medan. This study applies Edward III's Theory. This study applied qualitative descriptive approach. The informants in this study were the head of the community health center, management of medical waste, and four employees of community health center. The data collection techniques in this study were observation, interviews, and documentation. The data analysis technique in this research used the theory of Miles, Huberman, and Saldana (2014). The results showed that the Public Health Center in Padang Bulan implemented the Ministry of Health Regulation No. 18 of 2020 as seen from the good communication between the head and the employees of the public health center, the resources owned by the public health center in the form of safety boxes, plastic-coated trash cans, and environmental sanitation workers, waste management in an efficient manner in internal and external, Standard operating procedures owned by the community health centers, and recording and reporting the amount of waste every month. The factors that influence the implementation were the commitment of the head of the community health center and employees.

Abstract

This study aims to determine: Physical conditions, visitor perceptions, the contribution of the Sujono Beach tourist attraction to community income and local revenue (PAD). This research was conducted in Lalang Village with a population as well as samples from a number of 35 families (Heads of Families), 1 government agency namely the Department of Youth, Sports and Tourism of Batu Bara Regency (Dispora), and 10 visitors (tourists). In this way, the total sample obtained is 46 samples by means of Total Sampling. Data collection techniques used in this study were observation, interviews, questionnaires, and documentation with qualitative descriptive analysis. The results of the research show that: (1) The physical condition consists of several types of pine trees; ketapang tree; Palm tree; Mango tree. (2) Tourist perceptions of tourist objects from all the facilities provided are classified as unfavorable/unsatisfied, in terms of accessibility conditions, physical conditions, cleanliness conditions and conditions in use at the Sujono Beach tourist attraction. (3) The contribution of the Sujono Beach tourist attraction to community income is 78.65%. This can be related to the 2019 Batu Bara Regency UMK (Rp. 3,191,570), so (78.65%) the community's needs have not met their daily needs and are below the UMK. (4) The contribution generated by Regional Original Revenue (PAD) can be seen from 2015 contributing 6.06% and is increasingly decreasing.

Abstract

The implementation of competency certification requirements has not been fully implemented, both for agencies as service users and for business actors as construction service providers, because there are still many employees or workers who do not have competency certificates who are placed as planners and supervisors, or even as technical persons in charge. The formulation of the research problem is how the implementation and the obstacles in implementing the policy of certification of road and bridge engineering expertise based on Law no. 2 of 2017 concerning Construction Services at the Office of Highways and Construction Development of North Sumatra Province. The results of the study show that the Department of Highways and Construction (BMBK) of North Sumatra Province has tried to implement an employee certification policy, but in its implementation it has not been able to fully achieve the expected goals. The obstacle faced in the implementation or implementation is that the BMBK Service does not cooperate with professional certification bodies so that it cannot facilitate employees. It is recommended that the BMBK Office of North Sumatra Province needs to cooperate with professional certification bodies in order to facilitate employees in obtaining the required skill certificates. The employees should show a high commitment to produce the SKTJJ policy because it is very important to improve the quality of development in North Sumatra.

Abstract

This study aims to look at the correlation between family harmony and peer conformity with students' self-adjustment. The hypothesis put forward: there is a positive correlation between family harmony and peer conformity with student self-adjustment at MTs YAPI Sei Karang Galang. This means that the higher the family harmony and peer conformity, the better the student's self-adjustment. The population in this study were all students of MTs YAPI-BKAI Sei Karang Galang, totaling 345 students and the research sample was students of class VII MTs, totaling 160 students. The data collection method uses a quantitative method with a Likert scale, namely the family harmony scale, peer conformity scale and self-adjustment scale. The results of the analysis using multiple linear regression analysis method, it is known that there is a significant positive correlation between family harmony and peer conformity with students' self-adjustment seen from the value of the determinant coefficient (Rxy) = 0.631 with p = 0.000 <0.050. The contribution made by the variables of family harmony and peer conformity to student self-adjustment is R2 = 0.398. This means that the correlation between family harmony and peer conformity contributes to student self-adjustment by 39.8%. The remaining 60.2% is the influence of other factors. The class VII students of MTs YAPI Sei Karang Galang turned out to have moderate family harmony, peer conformity was in the medium category, while in terms of self-adjustment it was classified in the low category.

Abstract

The purpose of this study was to determine the role of mediators in resolving parental conflicts which result in children becoming victims of discrimination and neglect as a result of divorce. This type of research is normative juridical through the approach of statutory regulations, as well as legal principles. The nature of this research is analytical descriptive, namely describing the problems that occur next, discussed and analyzed. Sources of data obtained from secondary data through government publications / websites and data collection tools are carried out through documents or data from the Office of Women's Empowerment and Child Protection of North Sumatra Province, the data analysis used is qualitative analysis. The role of the mediator is to prioritize the rights interests of the child over the interests of the parents. In the mediation process, the role of the mediator is as a formality for the parties to be able to proceed to the legal process in order to convict one of the parties. In addition, the mediator cannot force the parties to carry out or enforce the court's decision due to the parties' perception that the authority to execute court decisions including child custody lies in the court, and not in the Office of Women's Empowerment and Child Protection of North Sumatra Province. The mediator's efforts provide education to the parties that mediation is a tool in law enforcement in the police.

Abstract

This study aims to determine the service quality of electronic fund disbursement of Payment Orders at the Sidikalang State Treasury Service Office and the factors that influence it. This study used descriptive qualitative method. Using interview data collection techniques, observation, documentation and data triangulation. The results of this study indicate that the quality of the electronic fund disbursement service with a Payment Order at the Sidikalang State Treasury Service Office has implemented the dimensions of Tangibility, Reliability, Responsiveness, Assurance and Empathy. There are indicators that have not gone according to the wishes of the work unit, including the inconvenience of the service area including the infrastructure for service support facilities that are outside the service room. Meanwhile, the factors that affect the quality of disbursement of funds with electronic payment orders are the competence of service officers who are not yet uniform, and service facilities and infrastructure supporting service facilities that are less comfortable. It is necessary to uniform the competence of service personnel by participating in education and training, technical guidance, quality control groups or e-learning, increasing the comfort of service facilities and infrastructure and proposing to application developers to carry out application maintenance outside working hours so that application users are not disturbed in carrying out the disbursement process fund.
