The purpose of this study was to determine the optimization of the role of the mediator through mediation and the obstacles carried out at the Manpower Office of North Sumatra Province in resolving industrial relations disputes through a dispute resolution theory approach. This research is normative juridical research through the approach of statutory regulations and legal principles, the nature of the research is descriptive-analytical, namely describing problems that occur next are discussed and analyzed, data sources obtained from secondary data through government publications/websites, data collection tools are carried out through documents or, and the data analysis used is qualitative analysis. This study concludes that the role of the mediator in resolving industrial relations disputes is not optimal due to the mediator's lack of knowledge in the field of employment, failure to convey SOPs in mediation, resulting in unavoidable commotions and the mediation process is terminated. Mediators often blame one of the parties in the mediation process and tend to side with the workers, in the end the employer often decides to settle the dispute through the courts. The attitude of the mediator seems authoritarian and judges the parties, resulting in the suboptimal role of the mediator in providing solutions to dispute resolution. The obstacle to optimizing the role of the mediator is the process of asking for information which does not simultaneously raise the suspicions of the parties towards the mediator. Efforts to increase the expertise of mediators to ensure the role of mediators through the submission of SOPs.

The population in this study amounted to 62 and a sample of 40 students were divided into 2 groups, namely 20 data from each group. The analytical method used to analyze the data obtained in this study uses the Mann Whitney U analysis method. In the At-Taisir method, the learning interest scale is in the low category with an empirical mean of 23.40 and a hypothetical mean of 45 with sd 9. The learning motivation scale is in the very category. low with an empirical mean of 57.25 and a hypothetical mean of 97.5 with an sd of 19.5. Whereas in the Dermawan method, the interest scale category is very high, the empirical mean is 68.30 and the hypothetical mean is 45 with sd 9. The motivation scale in the category is very high, the empirical mean is 141.90 and the hypothetical mean is 97.5 with sd 19.5. The results of this study indicate that the significance value of Mann Whitney U is 0.000, which means that the difference between learning motivation in students using the At-Taisir method and the Dermawan method is accepted. With women's growing desire to wear the hijab and the growth of Islam over the world, hijab fashion has emerged during the twentieth century, and there are now more hijab fashion magazines than ever before. In addition to the media's function and the advancement of technology, one may easily purchase clothing from online stores. This study has two goals, first: the discourse cohesiveness of the hijab fashion advertisements in Fustany magazine, as well as the grammatical and semantic relationships within the texts, as one of the designers' persuasive strategies for attracting clients. The researcher adopts the analytical framework proposed by Halliday and Hasan in 1976. The second part of this study looks at certain fashion bloggers' pragmatic speech actions. Based on data analysis, the study has demonstrated that repetition and other linguistic devices are frequently employed by advertisers to draw customers' attention to their offerings and improve brand recognition. As a technique for promoting advertisements, commissives are often utilized, along with other sorts of assertives and directives.
