Abstract

Corruption in Indonesia is widespread in society and continues to increase from year to year. Both in terms of the number of cases and the number that have occurred and state financial losses as well as in terms of more systematic crimes committed. The abuse of authority in the Corruption Eradication Law creates a gray area where official policies can have a criminal law dimension, with abuse of authority which is a form of maladministration and becomes a personal responsibility. abuse of authority requires that the perpetrator must be civil servants / state administrators. Research methods are used in this thesis writing, the type of research in this thesis is Normative research. Normative Law Research is to examine the principles of criminal law through literature study and what is used are materials related to the title of the thesis such as books, laws and regulations that will be reviewed and studied. because it is only the Civil Servant or State Officials who are authorized to abuse their authority in relation to their Position or Position in government. according to the author, in this matter or at least the panel of judges in imposing a criminal sentence on the defendant should have declared that the judge was proven guilty of abuse of power as indicted in the subsidair indictment. Defendant as a Civil Servant Position as Proxy of Budget User and Commitment Making Officer is the use of authority for procurement of goods and services based on authority, procedure, substance. Of the 10 (ten) Court Decisions, the Application of Criminal Imposition against the defendant / perpetrator a civil servant who has a position or position in the procurement of goods and services as a budget User or Budget User Proxy (KPA), the panel of judges imposes a criminal based on legal considerations, namely 6 (six) proven guilty of committing a criminal act of corruption violating Article 3 (elements of abuse of power) of Law Number 31 of 1999 and which is combined with Law Number 20 of 2001 concerning amendments to the Law concerning Eradication of Corruption as in the indictment of the Criminal Code of Prison 1 (one) year to 3 (three) years and a fine of Rp. 50,000,000 (fifty million rupiah). Meanwhile, 4 (four) were found guilty of committing a criminal act of corruption violating article 2 (against the law) of Law Number 31 of 1999 which was combined with Law Number 20 of 2001 concerning amendments to the Law on Eradicating Corruption as indicted in the indictment. Primary Criminal imprisonment of 4 (four) years to 5 (five) years and a fine of IDR 200,000,000 (two hundred million rupiah). So, if it is seen that the imposition of criminal article 3 (three) is relatively lighter so that it does not provide a deterrent effect, it should be heavier, at least 5 (five) years because the perpetrator is an ASN who has a position or position. Article 3 should be revised imprisonment to be a minimum of 5 (five) years.

Abstract

Rapid mixing time is one of the most important factors on coagulation – flocculation process in water treatment. In this study, Moringa Oleifera (MO) seed was used as a natural coagulant to remove Fe and Mn in well water. The effects of rapid mixing time to remove Fe, Mn, and turbidity floc size were investigated. Here, rapid mixing time variations were used around 30 -300 s coagulant doses (equal 33 mg/l) with 100 rpm rapid mixing speed while slow mixing speed of 40 rpm for 10 minutes and settling time for 60 minutes. The result showed that Fe and Mn removal ranging from 26-48 % and 13-31% with optimum rapid mixing time to remove Fe was 180 s; Mn was 150 s; and turbidity was 180 s, respectively. Based on correlation analysis using SPSS software with the Rank Spearman method, the residual concentration of Fe had a very strong correlation with residual Mn (r = 0.967) and a strong correlation with turbidity (r = 0.746) while the residual concentration of Mn has a very strong correlation with turbidity (r = 0.809).

Abstract

Finance non-bank (leasing) is a private company that have services to measure the performance of non-financial behaviour employees, ability employees, and customer satisfaction. This company can be determined with the performance combination in internal and external company over leasing. The internal factors are owned to combined by external factors over owned company. Here, we analyse service of by PT. Mandiri Utama Finance to consumers over credit financing motorcycle or cars property. The consumers of Mandiri Utama Finance joined a dealer to buy the motorcycle or cars. On the other hand, consumers (as a dealer) was nominated for buyers motorcycle or cars. Thus, inside of PT. Mandiri Utama Finance is a surpass competition between company leasing, and purchasing process to order from dealer to PT. Mandiri Utama Finance. The effort to increased quality from services of customer satisfaction, the companies need to measuring the degree of quality per-years. One of them are applied over methods and lean service. The Lean service at this research are applied to asses concept and method lean six sigma over PT. Mandiri Utama Finance with methodology namely DMAIC (Define, Measure, Analyse, Improve and Control)

Abstract

This study aimed to discuss the flow of outpatient care process of Indonesian National Health Insurance (BPJS by customer perception and standards time at Hermina Ciruas Hospital using Lean Hospital approach. In order to achieve the result, we obtain empirical evidence of the outpatient service process and provide proposed improvements from in-depth interview in outpatient BPJS. In addition, we proposed qualitative by using time-motion studies with observation method and in-depth interview in outpatient BPJS. Here the research was carried out in an outpatient installation at Hermina Ciruas Hospital with data analysis using lean hospital approach (Visio software device). The limitations in the process of this study subjectivity in observation collection of inevitable data due to, the calculation of time in each related unit is carried out by the researchers themselves. The results show average patient service process time is 299 minutes with the assessment of activity value added 26 minutes with the assessment of non-value with activities 273 minutes.it’s identifies waste in the outpatient service process. The findings on the processing data of outpatient services BPJS is still waste and amount of non- value added is poor. Therefore, the improvement efforts are needed for service efficiency on BPJS performance. The proposed improvements through the application of future state value stream map with, proposed blueprint of BPJS outpatient services, socialization of outpatient registration using Hermina mobile app (will get the ticket code used for activation at the queue counter), and discipline the presence of doctors. Abstract

The trend of converting direct current (DC) system into alternating current (AC) using inverter becomes common since the system efficiency appropriately improves. Additionally, the mitigation on direct-DC power system requires transformer and inverters inside the appliances due to lower and convert the 230VAC into useable DC voltage. This paper proposes the direct-DC power system generation based on single-phase rooftop photovoltaic (PV) in the residential low voltage (LV) feeder. The proposed simulation designates the power system components included in the modeling of the AC and direct-DC houses, which the included power system components downstream of the PV array. The efficiency of direct-DC power supply, grid interactive inverter and charge controller are simulated. The results show that the peak curve efficiency of direct-DC power supply has DC power input narrow to 400VDC. It is then become 2% higher than 220VAC power input. While the inverter with multiple MPPT efficiency curve has the peak of 96-97% after 30% loads, while when it is partly loads, with the power capacity below 1000W, has peak at range of 86-95%. Then the efficiency curve of charge controller with MPPT for partly load scheme below 30W output power the peak is about 90-94%.
