Abstract

Kepemimpinan merupakan salah satu aspek pengting dalam tata kelola pemerintahan. Peran seorang pemimpin sangat dibutuhkan dalam rangka mengatasi berbagai persoalan-persoalan yang terjadi dalam masyarakat. Penetapan status pandemi covid-19 di tingkat global, regional dan nasional hingga lokal mendatangkan sejumlah persoalan yang dihadapi oleh pemerintah daerah. Kota Semarang merupakan salah satu kota yang menghadapi dampak-dampak yang terjadi akibat penetapan status pandemi Covid-19. Hendrar Prihadi, selaku walikota semarang telah membuat kebijakan dan inovasi dalam rangka merespon permasalahan-permasalahan yang terjadi dalam masyarakat akibat merebaknya virus corona. Hasil penelitian menunjukkan bahwa gaya kepemimpinan inovatif dilakukan oleh hendrar prihadi mampu mengatasi persoalan-persoalan yang dihadapi oleh masyarakat dan pemerintah daerah kota semarang. Berbagai apresiasi dan penghargaan yang diterima oleh pemerintah kota semarang menjadi bukti bahwa gaya kepemimpinan inovatif hendrar prihadi memiliki andil yang baik dalam mengelola tata pemerintahan di kota semarang di masa pandemi Covid – 19.

Abstract

Pembahasan dalam penelitian ini didasari karena saat ini persaingan dalam dunia kerja sangat ketat, dikarenakan lapangan pekejaan sangat terbatas sedangkan jumlah tenaga kerja dari waktu ke waktu semakin bertambah. Politeknik Pariwisata Makassar sangat menyadari hal itu, sehingga mewajibkan setiap mahasiswa/i untuk melakukan program On The Job Training (Praktek Kerja Nyata) di industri pariwisata. Berdasarkan permasalahan tersebut maka penelitian ini bertujuan untuk mengetahui apakah program On The Job Training berpengaruh dalam meningkatan kompetensi berupa skill (Keterampilan), knowledge (Ilmu Pengetahuan) dan attitude (Tingkah Laku) lulusan Politeknik Pariwisata Makassar. Jenis penelitian yang akan digunakan dalam penelitian ini adalah jenis penelitian deskriptif dengan menggunakan metode pendekatan kualitatif. Metode deskriptif kuallitatif ini sangat sesuai digunakan karena peneliti nantinya akan berhadapan dengan kenyataan jamak, metode ini menyajikan secara langsung hakikat hubungan antara peneliti dan informan, metode ini lebih peka dan lebih mendalam untuk menggali berbagai informasi dari informan, dan analisis dalam penelitian kualitatif cenderung dilakukan secara analisa induktif dan makna merupakan hal yang sangat esensial. Hasil penelitian menunjukkan bahwa program On The Job Training yang telah dijalani oleh para alumni manajemen tata boga Poltekpar Makassar telah memberikan pengaruh yang besar terhadap peningkatan skill, knowledge dan attitide mereka yang dapat dilihat dari aspek technical skill, human skill, conceptual skill, theoretical knowledge, practical knowledge, job satisfaction dan job involvement.

Abstract

This study aims to analyze the implementation of the Supervision Function in the Jakarta Smart Card Program which is carried out by the UPT P4OP Education Office in the Jakarta Smart Card program in DKI Jakarta. Researchers used a supervisory approach which consisted of two surveillance techniques: direct supervision and indirect supervision. Direct supervision has three aspects: direct inspection, direct reporting, and direct observation. Meanwhile, indirect supervision has two aspects: oral reports and written reports. This research use desciptive qualitative approach. The results showed that the supervision of the UPT P4OP DKI Jakarta Provincial Education Office in monitoring the implementation of the Jakarta Smart Card program, where direct supervision has three aspects, namely direct inspection, on-site observation and on-site reports in these three aspects the supervision carried out by P4OP has been carried out optimally in accordance with the applicable provisions, while indirect supervision consists of two aspects, namely oral reports and written reports that have been running well, however, in the use of KJP funds it is still used for purposes outside the student's school, so the task of the UPT and the school must maximize supervision in the use of KJP funds used by students or parents of these students as input for the UPT P4OP DKI Provincial Education Office. Jakarta and Education Units in DKI Jakarta or schools related to the implementation of the KJP program in DKI Jakarta Province.

Abstract

This study aims to determine how the Health Service Innovation Study of the Civil System of Doyan Jalan Koja General Hospital, North Jakarta. In this study using a qualitative research method or approach with descriptive research type. Researchers use method triangulation techniques so that the resulting data is more accurate and precise. Triangulation method, which is checking the use of the interview method is the same as the observation method, or whether the observation results match the information provided when the researcher conducts the interview. The results showed that the Health Service Innovation Study of Civil System Doyan Jalan General Hospital Koja, North Jakarta. This innovation has succeeded in cutting registration times, from 6 minutes to 20 seconds, and registration waiting time from 60 minutes to 5 minutes. This Doyan Jalan Civil Innovation uses information technology, for the flow of outpatient service processes in order to reduce patient queues. Then with the presence of this innovation, it has succeeded in cutting down several queuing counters which can now be done through an independent list booth machine where only one queue counter can be completed in the outpatient service list process. With this, it can be said that the innovation made by the Koja Regional General Hospital was successful and its effectiveness could be felt in the registration process for outpatient services in cutting down several counters so that it became more effective and faster in the process.

Abstract

Assesment of public service rendered by the government depending on his employee performances. Performances employees in public service can be seen through some performance indicators. Indicators used to rate employees performance Sungai Tabuk sub district included, responsiveness, responsibility, and accountability. All three indicators will be used for as a basic judging the performances employees in providing public services. To answer research questions, the researcher uses a qualitative descriptive methode. Research has shown that employees performances in public services is good enough. There are a few point that make a good record in this research; 1) Staff responsibility discriminatory in rendering services; 2) Employee response to community service has been adjusted with the urgency situation; 3) Accountability of employee performance in giving service, have conformed to the applicable values and norms of society. Its intended value and norms is berelaan, bubuhan, gawi manuntung, dalas belangsar dada, and bisa-bisa maandak awak. In an effort to improve performance to achieve good public service, there are certain obstacle in particular that deal with the lack of public knowledge of the conditions to be prepared, and the undisciplined of an employee when it comes to working hours.

Abstract

Political identity refers to the political mechanisms of organizing identity, both as a political identity as well as a social identity and also as a resource and political means. The view of scholars is a study that can be used as a basis for society to make political choices. Indonesian-Malay Scholar Association Langkat is a scholar as part of the ethnic Malay with the population of the highest number two ethnic identity in the district of Langkat but the winner of the regional head election of 2018 is derived from the Karo ethnic the third largest population in the area. The design of the research uses a qualitative approach based on the phenomenology and Constructivism paradigm in developing science. Research is done on a natural object that develops as is, researchers do not manipulate and researchers are also not affected by the dynamics of the object. The result shows the strength of the alignments of the Malay ethnic group in Langkat Regency in the election of Langkat Regency which makes it one of the victory factor of the Bupati election and vice regent of Langkat Regency in 2018 but not the main factor of victory.

Abstract

This article examines the women’s participation through  non-government organizations, namely Fatayat and Muslimat Nahdlatul Ulama (NU) in handling the impact of the Coronovirus Disease 2019 (Covid-19) amidst strong patriarchal culture. The development of patriarchal culture and practices often raises political exclusion from the activities and central roles of women. This was confirmed during the pandemic, the activities and roles of women were intentionally excluded so that they were not widely exposed in the community. Until September 2020 the Covid-19 outbreak tends not to show a positive decline, at this time it is seen that the death rate continues to increase. This becomes very crucial and problematic in the midst of the massive spread of the plague, which requires creative efforts from stakeholders, especially national and regional leadership, which should work together and collaborate with women in dealing with the war with the epidemic. Therefore, the aim of this research is to formulate a puzzle that splits into a unified whole for the phenomenon of activism in the women's organizations movement during the pandemic. Thus, this study focuses on the discussion to dissect the activism and active participation of these women's organizations which are not widely published by various platforms of online and conventional news media. The research method used a qualitative approach with phenomenological methods. The data collection techniques used were interviews and literature studies. This method is useful for dissecting the phenomenon that occurs by observing carefully and examining the social activities of the two Islamic women's organizations in dealing with the impact of the pandemic. The results of this study found that the participation of the two Islamic women's organizations during the pandemic played an important and massive role, but unfortunately it appears to be deliberately excluded so that it is not widely exposed in the community.

Abstract

The aim of this study was to determine how electronic government is implemented to improve the quality of services in KPP Pratama Meulaboh, West Aceh Regency. The process of delivering services to the public is made simpler by implementing electronic government, which provides the community with the resources and information required. This study uses methods of qualitative research with a descriptive approach. It is quite good based on the results of the research carried out by the implementation of the electronic government in KPP Pratama Meulaboh. This can be seen from the existence of good communication within the scope of the KPP Pratama and to stakeholders (stakeholders), the overall adequate resources, the good behavior of policy makers and the bureaucratic structures that support the implementation of the electronic government.

Abstract

Check and balances antara eksekutif dan legislatif sangat diperlukan dalam penyelenggaraan pemerintahan, hal tersebut harusnya dilaksanakan oleh Pemerintah Daerah DIY dan DPRD DIY dalam pengelolaan dana keistimewaan. Terdapat enam indikator teoritis terkait dengan fungsi check and balances, dimana pelaksanaan fungsi tersebut dapat menciptakan pemerintahan yang seimbang. Metode penelitian yang digunakan dalam kajian ini adalah dengan metode kajian pustaka untuk memetakan permasalahan-permasalahan yang terjadi terkait dengan dana keistimewaan berdasarkan data sekunder. Hasil kajian ini adalah bahwa check and balances antara Pemerintah Daerah DIY dengan DPRD DIY dalam pengelonaan dana keistimewaan tidak dapat berjalan sebagaimana mestinya, hal tersebut dikarenakan adanya dominasi peran pemerintah  pusat. Pelaksanaan keistimewaan dengan penguatan  konsep otonomi daerah seharusnya dilakukan dan menjadi komitmen antara Pemerintah Daerah DIY dengan DPRD DIY.

Abstract

There is a steady increase in the number of children with special needs and disadvantage groups due poverty, conflicts, disasters, disease and accidents. While service delivery to these group has be characterized by humanitarian approach, the Nigeria government is ascending towards the compliance approach which necessitates legislations, in 2019 the bill protecting the rights of people with disabilities was passed into law. However, the most appropriate approval recommended is the citizenship approach which implies that the people with disabilities are regarded as equal citizens with full rights and responsibilities, economically, politically and morally. Clearly spelt out in the National Policy on Education (NPC) 2014, Education is the right of every individual in Nigerian to Education and the development of individuals into a sound and effective citizen and the provision of equal opportunities for all citizens. The NPC further states in section 7 the provision for special Education. These laudable policy is achieve to certain extent due to barriers such as attitudinal, physical and environmental, systematic, economic and employment facing majority of children with special needs or disadvantage children in accessing both public and private services. Some recommendations for the way forward include, changing disability image and reduce negative attitude toward people with disabilities. Documentation of all categories of people with disabilities in the state for purpose of planning and funding for special Education. Planning for increase enrolment of children with special needs in both public primary, secondary and higher institutions in the state. Restructuring of the regular curriculum, placement of pupils and personnel’s. Restructuring of curriculum, placement of pupils and personnel’s in both regular and special primary / secondary schools in Nigeria. Improving physical and environmental barriers. Provision of legislation to protect the rights of people with disabilities. Increase number of people with disabilities in the work force and fixed at- least 2% of the total budget for special education. As stakeholder we have moral obligations to extend equity in service delivery to children and adults with special needs.
