Abstract

Human resources (apparatus) are the basis of the bureaucratic reform movement. Human resources are one aspect of achieving the goals of government organizations, namely providing optimal public services. Therefore, it is necessary to implement a merit system to obtain human resources, in this case specifically the best State Civil Apparatus (ASN) who do not consider male or female gender, including in the process of filling pratama high leadership positions (JPT) in scope of the Mataram City Government. This research aims to describe the implementation of the merit system in the Mataram City government from a gender aspect. This research uses a qualitative approach with data collection methods consisting of in-depth interviews and document review. Data analysis uses qualitative data analysis techniques. The validity of the data was tested using triangulation techniques. Research provides an illustration that the Mataram City government has basically implemented a merit system in ASN management. When filling out the JPT, preparation, implementation and evaluation stages have been carried out in accordance with the provisions. Basically, the number of female ASNs in the city of Mataram is more than male. Likewise, the educational level of female ASN is better than that of men. However, if we look at it in terms of rank and class, the number of men is increasing, this will make the opportunity for men to occupy top positions in the bureaucracy greater. The Mataram city government consistently provides opportunities for women at the rate of 10 percent and hopes that in the future this will be further increased.

Abstract

The problem of difficulty in getting a job is very much felt by Gen Y and Z. They consider that one of the factors in the difficulty in getting a job is the existence of employment policies that provide opportunities for companies to set their own work provisions including the age requirements for applicants. The study aims to identify and analyze employment policies for generations Y and Z regarding the maximum working age requirements. This research method uses a type of library research with an agenda setting approach. The results of the study indicate that the identification of employment policies with provisions regarding the maximum working age requirements needs to be a government agenda to be fixed. This identification examines several factors. First, the initiation stage examines the existence of employment problems that were submitted to the Constitutional Court for a judicial review of the Manpower Law, Article 35 paragraph 1. Second, the diffusion stage identifies the need for a way out of the problem to eliminate the maximum working age requirements as has been done by the Philippines. Third, the processing stage responds that readiness to issue new policies requires a policy review that reviews; guarantees of the right to equal opportunity in work, changing the negative stigma of Gen Y and Z, providing multigenerational-based programs, and opening transparent employment opportunities.

Abstract

Transformasi digital merupakan upaya pemerintah menuju penyelenggaraan pelayanan publik yang efektif dan efisien. Untuk mempercepat pelayanan dan beradaptasi dengan perkembangan teknologi, instansi pemerintah dituntut untuk beradaptasi dengan perkembangan tersebut. Penelitian ini bertujuan untuk memahami tantangan terbesar dan upaya adaptif pemerintah Kota Mataram dalam menghadapi transformasi digital dalam rangka pengelolaan kearsipan atau penerapan SRIKANDI sebagai upaya peningkatan kualitas pelayanan publik. Penelitian ini menggunakan metode kualitatif dengan pendekatan deskriptif. Teknik pengumpulan data meliputi observasi langsung, wawancara, dan dokumentasi. Temuan menunjukkan bahwa Kota Mataram menghadapi tantangan dalam transformasi kearsipan digital baik sebelum maupun pada saat penerapan SRIKANDI. Kendala utama yang dihadapi adalah keterampilan sumber daya manusia. Strategi adaptif difokuskan pada peningkatan kualitas sumber daya manusia melalui pelatihan intensif, pendampingan langsung, dan evaluasi berkala. Kolaborasi yang efektif antara arsiparis, pemangku kepentingan, dan tim teknis dianggap sebagai kunci keberhasilan transformasi digital. Oleh karena itu, penelitian ini berkontribusi untuk memahami tantangan dan solusi transformasi kearsipan digital di lingkungan pemerintah daerah

Abstract

Public service is a primary obligation of the government in organizing activities to meet community needs. The Surabaya City Government is collaborating with the Surabaya City Health Office to create service innovations aimed at improving public health services through E-Government initiatives. One such innovation is E-Health, an online registration service designed to simplify the registration process at hospitals and health centers. This research aims to assess the effectiveness of the E-Health program in Surabaya's health services, based on Mehdi Asgarkhani's (2005) theory of technology-based service effectiveness, which includes information security, impact on jobs and workplaces, impacts on individual rights, Potential Impact On Society and social interactions. Using a qualitative case study approach at Kedungdoro and Keputih community health centers, the findings show that E-Health is effective and facilitates community access to health services. However, ongoing evaluation and optimal improvement of human resources are needed for sustainable E-Health services.

Abstract

The case studies of environmental tax reforms in Vietnam, China, and Malaysia provide a comprehensive view of the challenges and opportunities faced by developing nations in implementing environmental fiscal policies to foster green growth. Each of these countries has adopted distinct approaches to environmental taxation, tailored to their specific economic, social, and environmental contexts. Vietnam and Malaysia have focused on targeted sectors such as fuel consumption and natural resource extraction, aiming to curb pollution and over-exploitation while generating revenue for sustainable initiatives. In contrast, China has taken a broader and more integrated approach by establishing a nationwide environmental tax system, complemented by the implementation of an Emissions Trading System (ETS), which seeks to reduce industrial emissions through market-based mechanisms. These case studies highlight several critical lessons that can inform future environmental fiscal reforms. One key takeaway is the importance of comprehensive tax coverage that addresses multiple sources of environmental degradation rather than focusing narrowly on a single sector. Additionally, strong enforcement mechanisms are essential to ensure compliance, as lax regulation or weak penalties can undermine the effectiveness of these taxes. Equally important is the strategic allocation of tax revenues, which should be directed towards sustainability projects such as renewable energy development, pollution control, and environmental restoration efforts. This revenue reinvestment can further bolster green growth and ensure long-term environmental benefits.

Abstract

This research study took place in Surabaya, precisely in Bulak Banteng Village. The object of the study is a culinary tourism center Guminto located in North Surabaya. The focus of the problem is to improve the competitiveness of the Guminto culinary tourism center. So that they are able to survive in competing with other culinary tourism centers. The total number of business actors engaged in the culinary field is 25 people with various types of food products, both food and beverages. The data collection model consists of interviews and filling out questionnaires. There are four variables used to improve competitiveness, i.e.: improving product quality, product change and innovation, increasing competitive advantage, and ensuring safe prices. The analysis method used is multiple linear regression analysis which aims to find the estimated equation. From the results of multiple linear regression analysis, it was found that the variables of improving product quality, product changes and innovations, and safe price variables turned out to be significant, meaning they were able to support or support the competitive strength of the Guminto culinary tourism center, but for the competitive advantage variable it turned out to be insignificant, meaning that to increase their competitiveness, the management in this case the Bulak Bantenng Village must focus on increasing the competitive advantage of the Guminto culinary tourism center with an approach to improving the capabilities of its human resources or business actors properly by providing training and assistance in the field of technology that is directly related to the culinary business in the Guminto culinary tourism center

Abstract

The initiation of training activities through the Literacy Class at the Salatiga City Regional Library received appreciation from the National Library of the Republic of Indonesia for having a positive impact on the welfare of Persons with Disabilities. This study aims to analyze the strategy carried out by the Salatiga City Library and Archives Office in empowering Persons with Disabilities through Literacy Classes using the theory of empowerment strategies with the 5P approach according to Edi Suharto, namely enablement, strengthening, protecting, supporting, and maintaining. The type of research used is qualitative descriptive. This research uses data collection techniques carried out by observation, interviews, and documentation. The results of the study show that in the aspect of feasibility, organizing Literacy Classes involving Persons with Disabilities and collaborating with local communities, entrepreneurs, artists, and academics. In the strengthening aspect, simple materials and practices are provided according to the needs of Persons with Disabilities. In the aspect of protection, organizing a literacy exhibition has increased the awareness of the wider community about the potential of Persons with Disabilities. In the aspect of support, assistance is provided one by one and in stages, and is supported by facilities and motivation. In terms of maintenance, monitoring the development of Persons with Disabilities has not been carried out comprehensively, although some of them have received tangible benefits from the Literacy Class, such as business opportunities that support the welfare of life.

Abstract

Public information disclosure is one of the principles of a state that guarantees the right of its people to access public information. Public information disclosure in Indonesia is contained in Law Number 14 of 2008. East Java Province is one of the provinces that implement public information disclosure. In providing public information, East Java Province has received several awards in the informative category. This paper aims to analyze and describe the public information disclosure strategy through the Information and Documentation Management Officer (PPID) of East Java Province using SOAR analysis. This research method uses qualitative with case study type. Data collection techniques were obtained through observation, interviews, and documentation. This paper uses primary data and secondary data. The results of this study indicate a public information disclosure strategy in East Java Province through PPID using SOAR analysis, namely, the strengths possessed by PPID East Java Province by coordinating and providing assistance to PPID implementing public agencies. Opportunities are utilized both internal opportunities derived from facilities and infrastructure and external opportunities by utilizing technological advances to develop websites as a forum for providing public information. Aspirations that are owned as the strength of PPID East Java Province, namely criticism and suggestions from leaders or other stakeholders regarding public information disclosure. The results of efforts through strategies carried out by the Public Information Management Officer in implementing public information disclosure services in East Java Province include the results of assistance, mentoring, and socialization efforts carried out by PPID.

Abstract

This study aims to analyze the effectiveness of competency-based training programs for local workforce candidates in Gresik Regency, a study at the Gresik Manpower Office and Gresik Vocational House. The effectiveness is seen based on four aspects according to Budiani (2007), namely target accuracy, program socialization, program objectives, and program monitoring. This research uses a qualitative approach with data collection techniques through observation, semi-structured interviews, and documentation involving informants who have an understanding and connection with the training program. Data analysis was conducted using the Miles and Huberman Interactive Model (Miles et al., 2014) through data collection, data condensation, data presentation, and conclusion drawing. The results showed that this competency-based training program has been quite effective for local workforce candidates in Gresik Regency. This can be seen from the analysis of several aspects of effectiveness, namely the target accuracy aspect is considered very appropriate because it has targeted the native Gresik community and job seekers, the program socialization aspect is considered quite effective because it has succeeded in utilizing social media and digital platforms that are easily accessible, the program objectives aspect is considered effective in improving the skills of local workers and reducing unemployment because the training design is based on industry needs, as well as good program monitoring from officers in overseeing the course of training and also post-training through WhatsApp groups, Google Forms, and evaluation meetings. However, strategies and evaluations are still needed to improve this training program in the future so that it is more optimal and has an increasing impact.

Abstract

This study aims to examine the implementation of billboard policy administration in Mojokerto City using a qualitative case study method, analyzed through Edward III's theory. As a part of the strategically located Gerbangkertosusila region, Mojokerto holds considerable economic potential, particularly in the advertising sector. Despite the existence of regulatory frameworks Regional Regulation No. 2 of 2020 and Mayor Regulation No. 9 of 2020 the implementation remains suboptimal, indicated by frequent violations such as unlicensed billboards, which lead to revenue leakage and reduced urban aesthetics. Data were collected through purposive sampling interviews, field observations, and documentation. The study reveals that (1) communication functions relatively well but is hindered by differing interpretations among agencies, limited public understanding, and ineffective strategies; (2) resources are adequate but face obstacles such as manual tools and limited supervisory staff; (3) disposition of implementers is generally effective due to professional commitment, though compliance and supervision still need improvement; and (4) the bureaucratic structure is supported by digital systems and clear regulations, yet faces issues like low taxpayer compliance and overlapping rules. Overall, the implementation of billboard policy in Mojokerto City is not yet optimal and requires significant improvements to increase its effectiveness
