Abstract

This study aimed to see differences in learning outcomes of Civics among students of SMAN 1 Pangkalan through the use of Numbered Head Together (NHT) method compared to the use of lecture method in the same subjects. This is a quantitative research using a design approach of quasy experiment. Data were analyzed by using the t test. Based on the experiments and the t-test the result of this study indicated that the mean in the experimental class (NHT class) amounted to 83.80% and the mean of the control class (lecture class) obtained a mean of 76.00%. The t-test results indicated that there are significant differences between the use of NHT and the use of lecture method in the level of 0.05 (5%). In other words NHT method is more effective than the lecture one. Kata Kunci: Hasil belajar, metode NHT, metode ceramah

Abstract

Based on observations while private Vocational School in Bukittinggi, it appears the low level of job satisfaction of teachers. It is visible from most of the teachers who often complain, upset, not happy in their duties as teach subjects that are not in accordance with their expertise. This study aims to reveal 1) Contributions of working climate on job satisfaction of teachers, 2) Contributions of incentives on job satisfaction of teachers, 3) Contributions of working climate and incentives on job satisfaction of teachers. Subjects in this study were all private vocational school teachers having the status as civil servants in Bukittinggi with 279 teachers. The sampling technique in this study was stratified proportional random sampling consisting of 73 teachers. The results showed that: 1) work climate contribute significantly on job satisfaction of teachers of private vocational in Bukittinggi at 46.10%; 2) Incentives contribute significantly on job satisfaction of private vocational teachers in Bukittinggi at 38.80%; and 3) work climate and incentives together contribute significantly to job satisfaction private vocational school teachers in Bukittinggi at 56.90%. Abstract

ABSTRACT Merit pay has been widely used as a method of compensation in the public sector since the early 1980’s.  Malaysia’s merit pay system, known as the New Remuneration System (NRS), was implemented in 1992.  However, a growing body of research indicates numerous problems in the implementation of merit pay systems.  Any merit pay system, an OECD (Organisation for Economic Co-operation and Development) study suggests, needs to be carefully evaluated for its effect on the motivation of public servants.  This study attempts to assess the impact of the NRS on the motivation of Malaysian public servants. The results show that the NRS failed to satisfy key requirements for the effectiveness of merit pay and thus failed to motivate a majority of public servants.  The major problems include lack of confidence in the NRS, inadequate information and understanding of the system, ineffective goal-setting, unsatisfactory performance appraisal, lack of a clear link between performance and reward, and unfair distribution of reward. Abstract

Investment growth in Padang is inseparable from the role of BPMPTSP of Padang City which has the vision to create excellent invesment licensing service to increase the number of investment in Padang.This is certainly supported by the use of appropriate communication strategies.Various communication strategy that have been done by BPMPTSP to invite domestic investors (PMDN) and foreign investors (PMA) to invest in Padang is as follows;1) Issuance of Regional Regulation Incentive No.11 of 2009 which provides convenience to the public in making a license at BPMPTSP;2) licensing service mechanism is clear and in accordance with Standard Operational Procedure; 3) Upgrading the licensing service system by building an internet network that can be accessed by the public.The implementation of this communication strategy is quite successful which can be seen from the increasing number of local investors and foreign investors in Padang.Keywords: Comunication Strategy, BPMPTSP, Public Service, PMDN, PMA

Abstract

Since the second half of the nineteenth century, the Dutch East Indies was marked by a new phase in banking development. The first bank was De Javasche Bank in Batavia, established on January 24, 1828 under the rules no. 28 in 1827. More than three decades (36 years) after the founding of De Javasche Bank in Batavia, the bank  expanding its territory into the outer island of Java, namely to Padang. In this context it is interesting to discuss about the development of De Javasche Bank before and after bank transformed to Bank Indonesia Branch Padang until 1970. This type of research is the study of history. The research method used is heuristic, verification, source criticism, interpretation, and historiography. The results showed that since the establishment of De Javasche Bank on January 28, 1828 in Batavia, the bank has grown and transformed into the Central Bank in the New Order. The bank then serves as an agent of development and circulation bank and classifying banks in Indonesia. Abstract

Hukum Yang Tak Berkeadilan meru-pakan hasil kajian investigasi dari sebuah tim LBH Padang, yang dikemas dalam bentuk buku saku (pocked book). Melalui buku ini para penulis mencoba menguak misteri kematian dua orang anak di bawah umur dalam sel tahanan Polsek Sijunjung pada 28 Desember 2011 silam. Investigasi di mulai dari keganjilan mengenai kematian dua anak malang, mulai dari proses penangkapan sampai otopsi jenazah di RSUP Dr M Djamil, Padang. Kemudian skenario sidang dan sanksi disiplin di internal kepolisian, penyi-dikan, pelimpahan perkara, dan pro-ses pengadilan.

Abstract

Lack of political commitment has been considered as a principal reason for the failure of bureacratic reform, and is part of the past existing power. The failure of repeated reform attempts has indeed its roots in Indonesia’s unusual political system, in which traditional and colonial ruling system have still influenced power in recent practices. Prospects for reform therefore depend either on fundamental political change, or on generating public surveillance to the system as well to those rulers, who fear that reform represents a threat to their interests. What are factors determine a government’s commitment to implement bureauratic reform? How can we identify genuine commitment and generate increased political will where it is lacking? This article from historical point of view traces the bureaucrat’s typologies that had have been used in Indonesia in order to highlight the key elements of main obstacles in bureacratic reform and the means available for implementing good and clean government apparatus whose commitment is weak. It argues that strong political leadership and irrevocable bureaucratic reform policies are key factors in assuring implementation, while pressures from public media can help foster commitment.

Abstract

This study aims to assess the effectiveness of the implementation of the JKN program through BPJS in poor health services in the city of Padang. The mixed approach was used in this study with sequential explanation by distributing questionnaires to the respondents, followed by interviews with officials of BPJS Padang. The findings of this study indicated that the variable of effectiveness of JKN through BPJS have very strong relationships with the health services of the poor in the city of Padang. From the interviews it is known that the implementation of JKN program through BPJS for poor public health services in the city of Padang has not been effective. The effectiveness is not only seen from the quantitative targets but also based on the quality aspects of health services that includes the aspects of responsiveness, courtesy, credibility, and access. Abstract

ABSTRACT This research aims to analyze the effect of salary and motivation on performance of teachers. The population of this research is the private HIGH SCHOOL teachers throughout the District of Rokan Hilir Bagan Sinembah totalling 137 persons. Sample in this study consisted of 135 people determined through proportional random sampling. Engineering data collection used by providing questionnaires. The data collected are then analyzed using statistics in the form of Structural Equation Modeling (SEM) with AMOS. The results showed that: 1) salary effect significantly to the motivation of teachers, (2) the salary effect significantly to teaching skills, (2) motivation influence significantly to teaching skills, (3) teaching skills influence significantly to the performance of teachers, (4) salary effect significantly to the performance of teachers, ((6) motivation influence significantly to the performance of teachers, (7) the salary effect significantly to the performance of teachers through teaching skills (8) motivation effect significantly to teacher performance through teaching skills.Keywords: Salary, motivation, teaching skills, job performance
