Abstract

Difficulty obtaining adult birth certificates as there are still residents who are clueless and illiterate in filling out the SPTJM, so the family or officers help to fill it out. Ownership of an adult birth certificate according to Kalimasada data for residents who do not yet have an adult birth certificate has also been advised and assisted in filing. The government is accelerating Adminduk awareness in accordance with Law Number 23 of 2006 concerning population administration that has been running optimally, supported by the mayor's instructions No. 7 of 2022 regarding the deadline if you do not immediately take care of the deed will be subject to sanctions. This is an opportunity to be mobilized in the Adminduk consciousness when management is still free. The purpose of this study is to find out a clear picture of the application for an adult birth certificate through Klampid New Generation (KNG). This study uses descriptive qualitative research methods with data collection techniques in the form of observation, interviews and documentation. Data analysis techniques were carried out through the stages of data collection, data reduction, data presentation and drawing conclusions. The results of this study indicate that the implementation of services carried out in the Embong Kaliasin Village has been going well according to existing theoretical indicators, but it is necessary to improve community services on communication indicators . resources, disposition or attitude of executors, and bureaucratic structures such as socialization regarding posters and door to door.

Abstract

In realizing the One Data Indonesia program in 2021, the government requires State Civil Servants to carry out Independent Data Updating (PDM). However, several Civil Servants (PNS) did not comply by the deadline given by BKN. The research aims to determine the implementation of the Independent Data Updating policy for Tolitoli Regency Civil Servants based on aspects of communication, disposition, and bureaucratic structure. The research took place from January to April 2023. This type of research uses qualitative, with a descriptive approach. Data collection techniques include observation, interviews, and documentation. They consist of SIASN admin, approval, two verifiers, and two civil servants in regional government agencies. Then, secondary data comes from articles, literature, laws/regulations, archives, and photos. The results of the research show that the implementation of the Independent Data Updating policy for Tolitoli Regency Civil Servants (PNS) has not been effective. In communication, Implementers' consistency in communicating policy content and objectives is disrupted due to low resource support. In disposition, the implementer's commitment seems weak because the support from implementing resources, training budget, and program socialization is less than optimal. Meanwhile, in bureaucratic structure, the supervisory function of leadership in each agency is still low. Likewise, policy dissemination is limited by time, energy, costs, and distance so that the fragmentation process is less than optimal.

Abstract

One form of initiation given by the sub-district of Krembangan to empower the poor in their area is by establishing a Work-Intensive House. The aim of this research was to find out the process of community empowerment through the Work-Intensive House program in Krembangan District, Surabaya City. This study uses descriptive qualitative research methods with data collection techniques through observation, interviews, and documentation. The results of the research show that: 1) In creating conditions that enable the community's potential to develop (enabling) it is done by providing motivation and encouragement to raise awareness. However, the encouragement has not been implemented optimally so that there are still many people who do not have an understanding of and interest in empowerment activities through the labor-intensive housing program. (2) Strengthening the potential of the community (empowering) is carried out by providing assistance and meeting the needs for facilities and infrastructure and establishing cooperation with various parties that can directly support and strengthen the potential and power of the community. (3) In providing protection to the community to avoid unequal competition (protecting), the Krembangan District provides market access by collaborating with the Indonesian Young Entrepreneurs Association (HIPMI) for the sale of maggot harvests. In addition, the Krembangan District Government also routinely monitors empowerment activities at the Krembangan Work Solid House.

This study uses qualitative research methods with a descriptive approach. Data collection techniques include observation, interviews, and documentation. The theory according to William N. Dunn (2018), which consists of six criteria: Effectiveness, Efficiency, Adequacy, Equity, Responsiveness, and Eligibility. The research results show that Deli Serdang has successfully reduced the number of stunting cases significantly. However, there is a lack of community participation in supporting specific nutrition intervention activities. The resoources used, such as facilities, are not yet optimized, and the understanding capacity of posyandu cadres (comunity health workers) is still insufficient. Additionally, the use of multiple applications by each government departement participating in stunting prevention has resulted in inefficiencies in the processing and management of stunting data in Deli Serdang.

The study results show that Wasur village is potentially wise, has a variety of potential non-timber forest products, including eucalyptus oil, ant nests, and orchids. This potential has so far been managed directly by the village community facilitated by BTNW but the management has not been carried out optimally because facilities are needed. the community is inadequate and some are not functioning (damaged). This is why some potential non-rich forest products are currently not being managed. In self -monitoring the management of non-timber forest product natural resources in Wasur Village, the BNTW has not been carried out optimally, The supervisors have only focused on aspects of the utilization of natural resources, while monitoring the use of facilities used by the community in managing non-timber forest products BTNW has not Entirwely carried out this, it can be seen that the Balai has made no effort to repair damaged facilities so that they can function again. The results showed that BPJS Kesehatan has an important role in reducing the number of stunting in Indonesia. In addition, BPJS Kesehatan is a Stakeholder actor in the Perpres 72/2021 policy that is tasked with implementing programmes in the second and fourth pillars, namely handling stunting and providing good food. The articles in PR 72/2021 are also synchronised with the role of BPJS Kesehatan in the field. This research recommends that the government should include more Stakeholder actors in helping to resolve public issues. All stakeholders have a significant role in overcoming current public issues, especially by involving them in the implementation of public policy programmes. Abstract

Satlinmas is a civil society organization that has the duty and function to protect and maintain security for the community, but in reality Satlinmas has not carried out its duties and functions properly. The purpose of this study is to analyze the role of community protection units (Satlinmas) in maintaining public security and order in Samkai Village, Merauke Regency. The research method used is a qualitative method with a descriptive approach. Data collection techniques are observation, interviews and documentation. Data analysis techniques are data reduction, data presentation and conclusions. .The results showed that the community protection unit (Satlimnas) in Samakai Village, Merauke Regency has not been optimal in carrying out its role in accordance with community expectations and the demands of laws and regulations both in terms of protection, peace, and also guarantees for the order of community life. This can cause crimes to continue to occur in Samkai Village because Satlinmas who are tasked with providing protection and security for the community have not carried out their role with a sense of responsibility. Another thing is counterproductive where linmas should provide protection for the community, precisely linmas people also participate in committing crimes. There is no moral responsibility of the community to maintain security and order together because without community support, it is difficult to create a safe and orderly situation so that better peace of life can be realized.
