Abstract

still found in the city of Surabaya where many residents of the city of Surabaya still find it difficult to operate the National Police Traffic Corps Digital Application which is promoted by the Polrestabes. Whether it's residents who are unable to use digital applications, the application often has errors, several regional police officers cannot access the application, long queues and so on. This research aims to describe in depth the effectiveness of the Driving License (SIM) extension service based on the National Police Traffic Corps Digital application at the Surabaya Police Traffic Unit. This research uses a qualitative descriptive method focusing on effectiveness theory as a work orientation, namely (a) resources, funds, facilities and infrastructure; (b) the quantity and quality of goods or services produced; (c) time limit; and (d) the procedures that must be followed, by collecting data through observation, interviews and documentation. Data analysis techniques use interactive models. The results of this research show that the effectiveness of the SIM renewal service carried out at the Surabaya Police Traffic Unit is quite effective, but at several points there needs to be improvements and improvements in terms of services, namely in terms of resources, funds, facilities and infrastructure. Apart from that, there are indicators that are effective, namely the quantity and quality of goods or services that have been produced, and two other indicators that are quite effective, namely the time limit and procedures that must be followed.

Abstract

Innovation is needed in the implementation of digital-based local government to realize good governance. This is in accordance with the regulations issued in the form of Presidential Instruction Number 3 of 2003 concerning National Policy and Strategy for E-Government Development. The East Java Provincial Government launched the Tata Naskah Dinas Elektronik (TNDE) application innovation as an innovation in digital-based official manuscript management supported by PermenPANRB Number 6 of 2011 concerning General Guidelines for Electronic Office Manuscripts within Government Agencies. This is a necessity for the process of managing correspondence and archiving documents at the East Java Provincial Library and Archives Office because previously it used the Letter Application which in its application found obstacles resulting in less than optimal correspondence management. The purpose of the study was to analyze and describe the application of TNDE application innovation in an effort to improve the optimization of correspondence management. The research method uses a descriptive qualitative approach with data sources through interviews, observation, and documentation. The results showed that the use of TNDE application innovation succeeded in improving the optimization of correspondence management at the East Java Provincial Library and Archives Office.

Abstract

Child abuse is a complex problem that is important to address in every region, one of which is Sidoarjo District. In an effort to reduce cases of violence against children, DP3AKB made an innovation in the form of the Diamond Program. This study aims to describe the implementation of the Diamond Program in providing protection for victims of child abuse in Sidoarjo Regency. This research uses descriptive qualitative methods with data collection techniques in the form of observation, interviews and documentation. The analysis technique is carried out through data collection, data condensation, data presentation and conclusion drawing. The results of the study state that there are indicators that are optimal and not optimal, this can be seen from: 1) The Diamond Program is not well communicated to the target group because the socialization process has not been carried out thoroughly and comprehensively 2) Diamond Program resources are still lacking. This is because the number of staff owned is still insufficient and does not have good abilities and skills. 3) On the disposition indicator, the commitment shown by DP3AKB as a program implementor is very good through understanding, attitude and behavior 4) On the bureaucratic structure indicator, the implementation of the Diamond program in Sidoarjo Regency has SOPs that regulate the direct and online complaint mechanisms and the stages of counseling for victims of child abuse.

However, the Regional Government has limitations in providing education and training for the community so it is necessary to establish cooperation. In developing the quality of human resources, the Subang Regional Government collaborates with universities. This is also in line with LLDIKTI region IV as the manager of higher education institutions in the West Java region. The aim of this research is to explain the role of cooperation between the Regional Government and Universities in developing the quality of human resources in Subang. The research method used is descriptive qualitative research. This research focuses on the role of cooperation between the Regional Government and Universities in developing the quality of human resources in Subang. The data sources used are primary and secondary data. Data collection techniques through observation, interviews and documentation. Data analysis techniques include data collection, data reduction, data presentation, and drawing conclusions. The research results show that the Subang Regency Government together with LLDIKTI Region IV have carried out their roles according to existing theory. This is proven through several indicators of the role of cooperation as stabilizers, innovators, modernizers and pioneers through facilitating cooperation in implementing the Tridharma of Higher Education which helps create human resources who are skilled, competitive and able to keep up with technological developments

Abstract

Management of slum areas, especially in urban areas, is a very important element in management, development and public service efforts. The dominant factors that occur in slum areas include: uncontrolled population growth and lack of effective urban planning. The aim of this research is to evaluate the implementation of the KOTAKU program in Pontianak City. This research method uses a descriptive - qualitative approach with data collection techniques in the form of purposive sampling through observation, interviews and documentation. The data analysis techniques used are data collection, data reduction, and data verification. The results of this research show that the evaluation of the implementation of the KOTAKU program in Pontianak City in terms of the 7 indicators that have been analyzed is included in the moderate slum category, and has been good in terms of community participation and relationships between related parties involved in implementing the development of the KOTAKU program. The programs that have been running in Pontianak City are in line with the main objective of the KOTAKU program to increase slum residents' access to basic infrastructure and better public services, especially the improvement and development of various aspects such as buildings, road environments, drinking water supply, environmental drainage, management. wastewater, waste disposal, public open space and fire safety. The KOTAKU program has been implemented well by facilitators who coordinate with sub-district officials, so that hearings with the community regarding maintenance of the KOTAKU area can run well..

Abstract

Surabaya City Government initiated the Puspaga program as an effort to protect children from violence. However, the number of recipients of Puspaga counseling services is not proportional to the number of violence in Surabaya. There are still many people who need but are not reached by Puspaga services. The Lontar Village Puspaga seeks to bring access to services closer to the community, one of which is through outreach services. The purpose of this study is to find out a clearer picture of the outreach services carried out by the Lontar Village Puspaga Facilitator. This research uses descriptive qualitative methodology, with interviews, documentation, and observation as the main methods of data collection. Data analysis techniques through the process of data reduction, data display, and conclusion drawing. The results showed that the implementation of the Lontar Village Puspaga outreach service was running optimally according to the theoretical parameters that had been set. The community makes a case complaint which is then followed up by the Puspaga Facilitator through outreach services to identify needs for providing assistance to clients. The implementation of Puspaga outreach services still needs to be improved, especially on communication and resource indicators, such as intensifying socialization carried out by all elements that are obliged to implement this program through posters, social media, or door to door, as well as providing infrastructure facilities such as computers and printers in each rw hall with good conditions to facilitate Puspaga Facilitators in providing optimal services to the community.

Abstract

South Papua Province is one of the youngest provinces and also a province that borders another country, namely Papua New Guinea. The formation of the South Papua province in the context of development so that each region is able to cultivate the potential that exists in that region. Potential development starts with the development of human resources, starting from small communities, namely village communities. This research aims to analyze the government's strategy in developing human resources, especially in villages located in border areas, namely Sota District and Ninati District. The research uses qualitative research methods with literature studies and border village development data. The analytical methods used generally include qualitative descriptive analysis using analysis from Miles and Huberman in the form of interactive analysis. The results of this research indicate that the government's strategy for developing human resources in the education sector is to improve the quality of education and increase educational assistance quotas in various ministries specifically for Papuan students as well as building school building infrastructure and the availability of teaching staff. Training and Development for the community and state apparatus by providing training and guidance to improve skills and knowledge. Economy and Health, the government provides business capital to improve welfare and provides health equipment and health personnel to improve the quality of public health

Abstract

The low level of community participation in Manukan Kulon Subdistrict in the PUSPAGA parenting class program reflects the gap between the aim of supporting children's development and the reality on the ground. This condition is caused by daily demands such as work and household matters. This research aims to describe the forms and factors of community participation in attending PUSPAGA parenting classes in Manukan Kulon Village, Surabaya City. This research uses descriptive qualitative research methods and collects data through observation and interviews. The data in this research was analyzed using an interactive approach which includes data collection, data simplification, data presentation, and drawing verification/conclusions. The results of the research show that the community in Manukan Kulon Subdistrict has participated in taking parenting classes by involving the participation of ideas through meetings of local officials regarding decision making for the PUSPAGA program, energy participation by contributing in preparing facilities and infrastructure, and social participation by motivating the community to take parenting classes. , and participation in property through borrowing infrastructure and donating food. Internal factors, such as gender, namely the majority of mothers have flexible time, age, namely adults and the elderly tend to participate more, high level of education influences participation. Meanwhile, busy work is an obstacle to participation. External factors, such as leadership and communication, namely local tools, motivate people to take parenting classes both in person and online.

Abstract

Problems regarding the lack of collaboration, innovation, and ego between fields that can hinder the productivity of ASN performance. The East Java Provincial Government seeks to carry out bureaucratic reforms, one of which is to create an accountable government and is oriented towards changing effective daily work behavior by creating deep-rooted work culture values and ensuring that ASN complies with these values. This study aims to analyze the extent to which the implementation of ASN BerAKHLAK core values in the Bureau of Organization of the Regional Secretariat of East Java Province has been implemented. This research uses a qualitative and descriptive approach. The data analysis techniques used were data collection, data condensation, data presentation, and conclusion drawing. Data collected through interviews, observation, documentation, literature study and official documents of related agencies. The results of the research are based on the seven values of BerAKHLAK work culture, namely Service-Oriented, Accountable, Competent, Harmonious, Loyal, Adaptive, and Collaborative. The results showed that the implementation of the seven work culture values at the Bureau of Organization of the Regional Secretariat of East Java Province was carried out well as expected and was able to increase the productivity of ASN employee performance. Proven by providing services according to edicts, complying with the ideology of Pancasila, Sharing Knowledge, collaborative ASN Learning, innovations that support the implementation of tasks, namely the BerAKHLAK application, SI MAS BAIK, SuKMA e-Jatim. In addition, creating a GEMESPUL work environment, BU TATIK, paperless and the development of a corruption-free integrity zone

Abstract

Community-based tourism policy is an approach that seeks to maximize the utilization of natural and cultural resources in an area while minimizing environmental damage. This approach aims to involve local communities as key participants in the development of tourism destinations. The research method used for this research is a literature study. The community-based tourism policy strategy serves as a solution to optimize tourism potential and empower local communities in tourism planning, management, and development. The formulation of this policy includes community capacity building, local tourism product development, community involvement in promotion and marketing, collaboration with stakeholders, and safeguarding natural and cultural resources. By implementing this strategy, it aims to build and improve community welfare, preserve natural and cultural heritage, and encourage equitable, inclusive and sustainable tourism development. The government is expected to formulate regulations and allocate adequate budgets, facilitate the formation of local tourism institutions, and increase cooperation with other stakeholders. On the other hand, for Tourism Business Actors, to always be active in building partnerships with the community, providing opportunities for community involvement, applying sustainable tourism principles, and participating in community-based tourism promotion. In addition, the community is expected to be able to increase awareness and participation, preserve local wisdom, form tourism organizations, develop skills and creativity, and play an active role in community-based tourism promotion
