Abstract

The zoning system is a strategy used by the Minister of Education of the Republic of Indonesia which aims at equal distribution of quality and fair education. The aim to be achieved in this research is to carry out an evaluation analysis of government policies regarding equal distribution of quality of education and access to education, especially at the state high school level through a zoning system. in the city of Surabaya. This research uses a qualitative descriptive research method with data collection techniques through observation, interviews and documents. The data analysis technique in this research uses interactive analysis techniques which include data collection, data reduction, data presentation and drawing conclusions. The research results show that: 1) the effectiveness dimension has not been fully effective because it has not reached the target and there has been no effort to achieve the goal; 2) the efficiency dimension, not yet fully efficient in terms of unequal educational facility resources; 3) the dimension of adequacy, has not yet reached all communities in the city of Surabaya; 4) responsiveness dimension, support in the form of appreciation comes well from various parties, criticism of the uneven distribution of State High Schools; 5) the feasibility dimension, the zoning system at the State High School level from the aspect of justice there are still many people who do not have the same opportunity to compete and feel the benefits of this system, the benefits of this system are very large for the world of education and society so it is worth maintaining.

Abstract

The presence of street children using Aibon glue in the city of Merauke is causing public order disturbances and is worrying. To overcome this social problem, programs are needed that aim to change thought patterns, attitudes, behavior and ways of living in society. The aim of the research was to understand how the Social Service carries out the implementation of handling social problems of Aibon glue users in Merauke City. The research was carried out in Merauke City using a qualitative descriptive method, which aims to describe phenomena related to the implementation of handling social problems. Qualitative research methods are research used to examine the condition of scientific objects using a theoretical basis as material for discussion in the research. Data collection techniques are a step in conducting research. The data collection techniques used include interviews, observation and documentation. The results of the research show that the implementation of handling social problems carried out by the Social Service has not been carried out optimally, it can be seen from the communication indicators that it has not been evenly distributed and has not reached all levels of society optimally, resource indicators are still very limited and inadequate, attitude or disposition indicators are quite good because The Social Service has understood the duties and responsibilities it carries out, the indicators of the bureaucratic structure in the implementation of handling social problems of Aibon glue users in Merauke City still need to be improved, due to the lack of cooperation between various parties or related stakeholders.

Abstract

The leader's behavior can be seen from the leadership style used by the leader in treating his subordinates in order to achieve organizational goals. Situational leadership style is very suitable for use by leaders in areas with cultural diversity such as Papua.This study aims to provide an overview of how the formulation of a situational leadership style in controlling work stress in bureaucratic employees in Papua Province. The research method used in this research is the mix method which is a combination of qualitative methods with mile Huberman analysis and simple quantitative methods. Informants consist of leaders (21 people) and employees or subordinates (130 people) spread over 7 (seven) offices within the Papua Provincial Government. The results of this study found that situational leadership style influenced 27.5% of employees' work stress, while 72.5% of other indicators were found to be able to control work stress.

Abstract

Wargaku application developed by the Surabaya City Government is an electronic-based application that is the result of the SPBE policy. Surabaya City, through the city government, received an award at the Digital Governance Award for the implementation of SPBE. Wargaku application is highly popular among the public, as evidenced by the numerous complaints received. However, there are still negative comments from the community regarding the implementation of the Wargaku application. The purpose of this research is to assess the success of the implementation of the Electronic-Based Government System (SPBE) in the Wargaku application in Surabaya City. This research uses a descriptive qualitative research method, with data collection techniques such as observation, interviews, and documentation. The research findings indicate that: 1) The effectiveness of the Wargaku application has achieved the goals of the SPBE policy. 2) The efficiency of the SPBE policy in the Wargaku application is good. 3) The adequacy of the Wargaku application in achieving the goals of the SPBE policy is good, although some improvements are still needed. 4) Equality still needs to be considered in terms of the conducted socialization efforts. 5) Responsiveness: the public believes that the Wargaku application meets their needs and is satisfactory. 6) Accuracy: the Wargaku application is appropriate for achieving the goals of the SPBE policy.

Abstract

The digitalization of public services is a critical component in the evolution of government administration in the digital era. The purpose of this study is to conduct a comparative study of digital public grievance platforms in three Indonesian cities: Malang, Surakarta, and Bogor. This study employs qualitative method with content analysis via an in-depth examination of official city government websites related to public grievance platforms in the three cities. Information service quality, user engagement and grievance handling are assessed. The findings of this study reveal the pluses and minuses in the three cities' use of digital public complaint platforms. Our findings reveal how Ulas By Surakarta City is the best among these three cities because of its high levels of engagement, with quick response times and a focus on transparency. Meanwhile in Malang City and Bogor Regency, while functioning well, faces challenges in increasing user engagement and transparency levels. These findings shed light on the role of digital citizen grievance platforms in connecting governments and citizens. The findings of this study suggest that adequate resources, digital literacy, effective communication, and a supportive organizational culture are critical for maximizing the positive impact of digitalization in public administration.

Abstract

The synergy of the performance of government apparatus in Mataram City should ideally be coordinated and collaborative government (sub-districts and villages) in organizing public services. So far, the synergy of public services has not been optimal, reflected in the interpretation of 6 parameters that still vary in providing public services. On the other hand, the community's need for public services at the kelurahan and kecamatan levels is at the forefront of obtaining the same service. Therefore, the purpose of this study is to measure these parameters including public services, coordination of governance, budget management, innovations and efforts made, human resource competencies and the existence of other supporting data. The research method used a descriptive quantitative approach with a triangulation analysis model, data collection techniques used interviews, observations and questionnaires for a total of 50 villages and 6 sub-districts in Mataram City. The results showed that the synergy of Sub-district Performance was highest in Sandubaya Sub-district with the highest score of 84.28%, the lowest in Mataram Sub-district 59.55%, while West Cakra Village had the highest score of 89.90% and East Monjok Village had the lowest score of 37.66%. Of the 6 indicators weighted by value, there are 2 parameters achieving the highest value of 100%, namely sub-district budget management and sub-district innovation, while the lowest indicator lies in the aspect of public services at the sub-district level. Performance synergy assessment is one of the efforts of the district / city government in the form of efforts to improve public service delivery.

Abstract

This research aims to find out, describe and analyze waste management strategies using SOAR analysis in Kediri City. The problem in this research is focused on increasing waste generation and various problems related to waste management which are related to the performance of the Kediri City Environment, Cleanliness and Parks Service as a regional work unit with authority in waste management in the Kediri City area. The method used in this research is descriptive qualitative method. The theory used in this research is SOAR analysis from Stavros & Hinrichs (2009) which identified components in the waste management subsystem including five aspects. The results obtained from this research show that the SOAR analysis in the waste management strategy of the Kediri City Environment, Hygiene and Parks Service has been implemented but is not optimal. Especially in the financing aspect. However, in the institutional aspect, regulatory (legal) aspect, community participation aspect, and operational technical aspect, it has been shown that there are the best efforts that can produce positive energy to achieve effective waste management in Kediri City.

Abstract

This study aims to analyze and explain the mechanism of implementation, factors, strategies and optimization of public service quality at the Teluk Ambon Sub-District Office, Ambon City. This research uses phenomenological method and qualitative descriptive approach. Data collection was conducted by interview, questionnaire, and documentation, with data analysis using triangulation and quantitative methods. The results showed that the community generally perceived services at the sub-district office to be running well, with a Community Satisfaction Index (SMI) of 3.15. However, the assessment of the subdistrict office shows that (1) the service mechanism is in accordance with the standard operating procedures (SOP) set by the Ambon City Government, supported by the IKM assessment at priority III. (2) Factors affecting public service delivery, including professionalism, leadership, and discretion, show that the camat and village officials act professionally in carrying out their roles, but still lack technical human resources and certain equipment (3) Strategies to improve the quality of public services are not fully effective due to this centralized authority. Priorities for improvement include delegation of authority and discretion, as indicated by the ISP ratings.

Andalas University is one of the best public universities in West Sumatra, which facilitates awarding the Indonesia Smart College Card (KIP-K) scholarship to its students. In 2022, issues or allegations of procedural irregularities emerged during the KIP-K acceptance selection at Andalas University. This study aimed to analyze the communication strategy through issue management carried out by public relations at Andalas University in overcoming the issue of alleged irregularities in the 2022 KIP-K admission procedure at Andalas University. This study used a qualitative descriptive method, and data collection techniques were carried out through observation and in-depth interviews. The data analysis technique used in this study used the Miles and Huberman interactive data analysis model, divided into three activities: data reduction, data modeling, and conclusion drawing. The study results show that the communication strategy implemented by Andalas University's public relations in addressing issues is by implementing five stages of issue management: problem identification, probelem analysis, issue change strategy planning, issue action program implementation, and outcome evaluation. With the implementation of all stages in issue management as a form of communication strategy by Andalas University, the negative issues that developed at Andalas University could be controlled until, finally, these issues diminished and almost disappeared, which can be proven by not finding any media that informs about the subject.Andalas University is one of the best public universities in West Sumatra, which facilitates awarding the Indonesia Smart College Card (KIP-K) scholarship to its students. Abstract

Efforts to make society empowered are not easy, so it is necessary to formulate an appropriate model for implementing the program. This research aims to identify and analyze the coastal community empowerment program of Kampung Urumb, as well as the internal and external aspects of individuals who influence it. This research uses a qualitative approach where data is obtained through observation and interviews which are then analyzed using: Data Condensation, Data Display, and Conclusion Drawing/Verifications. The results of the research show that the internal factors of individual coastal communities are still weak in terms of education, economics, culture, and community attitudes towards poverty, but are quite good in terms of social life such as kinship and cooperation. Meanwhile, from the external aspect, the assistance program provided has been directed at community empowerment efforts through capital and facility assistance, but not at improving the quality of individuals and institutions. So the resulting recommendation is that the empowerment of coastal communities needs to pay attention to two aspects, namely the internal aspect, especially increasing awareness of community education and skills through training in accordance with the business potential that can be developed, and the external aspect, namely ensuring that the community does not damage the environment by excavating sand so that the environment can be destroyed. can become a source of sustainable economic income through the potential of the region it has. Apart from that, there needs to be synchronization between the assistance provided and existing business potential.
