PENDAHULUANKorupsi merupakan satu kata yang selalu memjadi buah bibir dan menjadi isu yang kerap up to date untuk didiskusikan, dengan kata lain bahwa korupsi merupakan fenomena yang cendrung menarik perhatian dan mengundang opini publik. Dapat disimak pada beberapa media baik media massa, elektronik, maupun media social lainnya yang setiap saat bertambah. Pada berbagai media tersebut setiap rubriknya cendrung tidak mengabaikan kasus-kasus tentang korupsi. Seperti pada era reformasi ini yaitu korupsi dalam kaitan dengan E- KTP , dugaan korupsi Asian Games 2018, proyek simulator ujian SIM Korps Lalu Lintas Polri, kasus korupsi Wisma Atlet Hambalang, kasus jual beli perkara Pemilukada ( bila dicantumkan semuanya bisa saja akan mempertebal halaman tulisan ini. Mencermati pernyataan tersebut tampaknya korupsi telah mengakar dan mendarah daging terutama dikalangan birokrasi pemerintahan. Ironisnya Kepala Kejaksaan Negeri Pamekasan (Jawa Timur) ditangkap KPK karena menghentikan proses hukum yang ditangani akibat dari menerima suap Rp 250 juta rupiah”(Jakarta Compas.Com, Rabu 2/8/2017).

ABSTRACTDuring a democratic wave, the organization of governments is altered – sometimes by peaceful reform, sometimes by dramatic overthrow – in ways that are widely held to be more democratic. During such a democratic wave, there is a great deal of discussion of the virtues of democracy, social movements often demand more democracy, and people in positions of authority proclaim their democratic intentions. During antidemocratic waves, governments are transformed in ways that are widely held to be undemocratic, social movements proclaim their intention to do away with democracy, and government figures proudly express their hostility to democracy.1(Markoff 1996b: 1–2)

EFEKTIVITAS DANA BANTUAN HIBAH TERHADAP KUALITAS DEMOKRASI DAN PARTISIPASI POLITIK: Kasus Desa Adat Bualu, Kecamatan Kuta Selatan, Kabupaten Badung Ni Made Suastini

Dana bantuan hibah perlu diukur efektivitasnya apakah dapat meningkatkan kualitas demokrasi dan partisipasi politik. Berdasarkan permasalahan tersebut tujuan penelitian ini adalah untuk mengetahui gambaran efektivitas dana bantuan hibah terhadap kualitas demokrasi dan partisipasi politik dan menganalisis ukuran efektivitas dana bantuan hibah serta bagaimana korelasi antara dana bantuan hibah dengan kualitas demokrasi dan partisipasi politik. Jenis penelitian ini adalah deskriptif kualitatif. Sumber data yang digunakan adalah sumber data primer dan data sekunder. Dalam pemilihan informan, peneliti menggunakan teknik purposive sampling dimana informan terpilih adalah orang-orang yang berkecimpung atau terlibat dalam kegiatan pemberian dan penerimaan dana bantuan hibah dan yang menguasai serta memahami tentang kualitas demokrasi dan partisipasi politik. Teknik pengumpulan data yang digunakan adalah observasi, wawancara, dokumentasi, triangulasi (teknik, sumber, waktu). Hasil penelitian ini menelaah ukuran efektivitas Dana Bantuan Hibah Terhadap Kualitas Demokrasi dan Partisipasi Politik dengan menggunakan teori ukuran efektivitas dari Duncan (Steers, 1985:53) yang terdiri dari pencapaian tujuan, integritas, dan adaptasi. Untuk menganalisa korelasi antara dana bantuan hibah dengan kualitas demokrasi dan partisipasi politik peneliti berpedoman pada definisi operasional dan hasil penelitian yang dihasilkan bahwa dana bantuan hibah sudah efektif dalam meningkatkan kualitas demokrasi dan partisipasi politik. Namun dalam pendistribusian dana hibah, terdapat sejumlah aspek yang perlu dievaluasi dan ditingkatkan.Kata Kunci: Efektivitas, Dana Bantuan Hibah, Kualitas Demokrasi, Partisipasi Politik

ABSTRACTTelevision as a mass media which are as a device that has a major influence against the social life. One of the teens who were popular impressions of the moment is iLook served on Net Tv every Saturday and Sunday at 10.30 pm. iLook is a program that addresses a variety of ephemera related to appearance/style/fashion, from the toe to the tip of the head. The purpose of the concept of this event is to give new insights regarding the manner and style of dress model the present without reducing the limits of decency.This research is to know the fulfillment of the needs of fashion students at impressions iLook at the Net Tv, especially based on the analysis of the theory of uses and gratifications Undiknas students in Undiknas Denpasar. This thesis uses qualitative research methods as many as 10 informants. The results from this research was broadcast media like television no less interesting in some circles that has its own interests, for example Undiknas among the students on television is still one of the obligatory media they enjoy. This is supported by the theory uses and gratifications that researchers carefully at student Undiknas itself. Uses and Gratifications explained that the main problem is not how the media change the attitudes and the behavior of the audience, but how the media meet the needs of the social and private audiences.Keywords: iLook, Uses and Gratification, Fashion, Television

The purpose of this study was to find out how to communicate withchildren with special needs in the golden child foundation.Children with special needs are children with different special characteristicsgenerally without always showing mental, emotional or physical disability Childrenwith special needs remain eligible for treatment and are considered the same asnormal children in general. Children with special needs require the role ofinterpersonal communication of teachers in building confidence of children so as tohave the confidence in interacting with normal people and new environment.This research uses interpretive approach. The research method used isqualitative method with descriptive level. Therefore, to meet the existing data,researchers chose informants in this study are teachers and guardians of students inthe golden children's foundation. Selection of informants by using purposive samplingtechnique. While data collection techniques through interviews and observationThe results of this study indicate that the interpersonal communication ofteachers to students in learning and playing activities are delivered verbally or nonverbally well established where the teacher focuses on giving spirit and praise toprovide motivation and foster self-confidence of children.

Ukuran keberhasilan Negara demokratis salah satunya dilihat dari kesuksesannya menyelenggarakan pemilu dan penegakan hukumnya. Perjalanan penegakan hokum dibidang pemilu mengalami perubahan dalam setiap pemilu baik pemilu legeslatif, pilpres dan pilkada. Untuk pemilu saat ini, dalam menindaklanjuti tindak pidana pemilu, ternyata dan tidak hanya cara kerja yang berbeda, namun terdapat wadah koordinasi yang berbeda dibandingkan tindak pidana umum. Dalam Undang-Undang Nomor 7 Tahun 2017 telah diatur bahwa ada 4 (empat) institusi yang terlibat dalam penanganan perkara tindak pidana pemilu yakni Panitia Pengawas Pemilu (Panwaslu),Kepolisian, Kejaksaan, dan Pengadilan. Untuk mengefektifkan penanganan perkara pelanggaran pemilu yang menyangkut pidana maka Panwaslu, Kepolisian, dan Kejaksaan membentuk Sentra Penegakan Hukum Terpadu (Sentra Gakkumdu).Kata Kunci: Pemilu dan Penegakan Hukum

ABSTRACTAll of the government always try boost the economy sector by accommodate the investment in their country. In Indonesia the cooperation sometimes started by the private parties. However, most of the private sector were based not on the principle of liability or ability in accordance with what is promised by them. The projects run by the Indonesian government should receive special attention, especially electricity projects, where Indonesia is predicted to deficit electricity in 2019. China is one of Indonesia's strategic partners in maximizing the potential of the region through infrastructure development. Especially for power projects with China holding considerable attention for the government of Indonesia, Based on the above statement, this study focused on electricity investment projects with the Chinese and Indonesia side to creating governance for the region and globally. This study needed to know because to understand the prospect of implementation the scheme of Public Private Partnership on both country. The result of this study found that the scheme of Private Public Partnership located in East Kalimantan would give a stabilized in both of the economic and politic steam in the region. However, this scheme is also could take risk in the national compensation benefit in the far future.Keywords: China, Indonesia, Infrastructure, Electricity, Public Private Partnership

Bali merupakan penyumbang devisa terbesar di Indonesia. Besarnya pendapatan pulau dewata di sektor pariwisata tentu tidak terlepas dari peran komunikasi pemasaran dalam memperkenalkan destinasi-destinasi pariwisata baru yang ada di Bali. Strategi komunikasi pemasaran dilakukan dengan menggunakan bauran yang terdiri dari periklanan, pemasaran langsung, hubungan masyarakat, penjualan personal dan promosi penjualan. Penelitian ini akan berfokus pada bauran komunikasi pemasaran yang diimplementasikan dalam memperkenalkan destinasi wisata Hidden Canyon Beji Guwang. Hidden Canyon Beji Guwang merupakan objek wisata susur alam yang berlokasi di desa Guwang, Sukawati, Gianyar. Penelitian ini menggunakan metode penelitian deskriptif kualitatif karena berusaha menampilkan dan menjelaskan fenomena yang ditemukan di lapangan. Adapun teknik pengumpulan data yang digunakan dalam penelitian ini adalah teknik observasi yakni melakukan pengamatan langsung pada objek penelitian. Teknik pengumpulan data juga menggunakan teknik wawancara dan dokumentasi. Wawancara dilakukan dengan mewawancarai beberapa informan yang terdiri dari kepala desa adat Guwang, manajer dan pengelola Hidden Canyon, wisatawan mancanegara maupun wisatawan domestik, serta beberapa tokoh masyarakat. Hasil dari penelitian ini adalah bahwa Hidden Canyon menerapkan bauran komunikasi pemasaran sebagai upaya untuk meningkatkan brand awareness yang terdiri dari periklanan, penjualan personal, pemasaran langsung, hubungan masyarakat dan publisitas serta promosi penjualan. Hidden Canyon menerapkan periklanan dengan cara beriklan di televisi untuk menjangkau wisatawan domestik, iklan juga dimuat dalam media cetak lokal. Sementara itu pemasaran langsung dilakukan dengan cara menjalin kerjasama dengan tour travel di Bali. Penjualan personal sendiri diterapkan oleh seluruh pengelola Hidden Canyon yang mana seluruh pengelola serta guide Hidden Canyon dibekali dengan kemampuan untuk melakukan personal selling. Seluruh pengelola juga berperan sebagai Public Relations yang bertugas untuk menjaga hubungan antara pihak internal dan masyarakat eksternal. Sementara itu dalam promosi penjualan Hidden Canyon menawarkan paket-paket harga yang menarik untuk wisatawan.Kata Kunci: Strategi, Komunikasi Pemasaran

ABSTRACTPublic Information Openness is one of the commitments of bureaucratic reform, which is one of the point is to change the paradigm of bureaucratic closed toward open, and gave the waiter to the wider community. Public information openness is also a form of bureaucratic accountability to the program, achievements and performance targets to stakeholders, and obligations as a public institution. While the information is a service of rights owned by the community. ABSTRACTVillage Consultative Body function in accommodating and aspirations of rural communities Selalejo, District Mauponggo, Nagekeo District. Issues examined in this research is how the function of the Village Consultative Body Selalejo in accommodating the aspirations of rural communities and districts Selalejo Mauponggo, Ngada. The aim of this study was to determine the function of the village consultative body (BPD) Selalejo, District Mauponggo, Nagekeo District in accommodating and aspirations of society. This research was conducted in the village of Selalejo, District Mauponggo, Nagekeo District. Data collection technique used observation, documentation and interview. The data were then analyzed using descriptive qualitative data analysis techniques, where researchers convey information obtained by processed, interpreted and examined in detail from observations and interviews. The results showed that the Village Consultative Body Function in accommodating and aspirations of rural communities Selalejo, District Mauponggo, Nagekeo District, was in accordance with the mandate of the law no. 6 of 2014 villages of the local government. These results were obtained from the information that is obtained when the researchers conducted observations in the village Selalejo and also some interviews done to society Selalejo, Chairman of the BPD, BPD members selalejo.Keywords: Village Consultative Body Function
