Abstract

This study aims to analyze the competitiveness of rubber commodities through comparative and competitive advantages and analyze the impact of government policies on rubber commodities in Pasaman Regency. This study employed a survey method. The data analysis used in this study is quantitative using the Policy Analysis Matrix (PAM) measurement tool. The results of the study show that rubber commodities in Pasaman Regency have competitiveness based on competitive advantage and comparative advantage as seen from the PCR value of 0,65 and DRCR 0,32 which is smaller than one. The impact of the rubber output policy causes the private price of rubber to be lower compared to the social price. The impact of the production input policy causes the private price of tradable inputs to be higher than the social price. The impact of the input-output policy has caused a decrease in producer surplus, which means that there is no economic incentive to increase rubber production. Therefore, it is recommended to the Pasaman Regency government to provide counseling to farmers to increase productivity and quality of rubber by paying attention to cultivation techniques and the use of inputs so that they can obtain more competitive prices.

Abstract

This study examines the dynamics of electoral politics in West Sumatra from the 1998 Reform Era to the 2024 General Election, focusing on the interrelationship between party system configuration, voter behavior, and regional development trajectories. Employing a qualitative approach with extensive literature review, secondary data from the General Elections Commission (KPU), and academic as well as media sources, this research provides a longitudinal analysis of legislative seat allocation trends, party dominance, and strategic maneuvers by key political actors, notably the Prosperous Justice Party (PKS) as the dominant executive power. Findings reveal that West Sumatra’s political landscape is deeply shaped by Minangkabau culture, Islamic traditions, and a robust diaspora network. Since the 2014 election, the rise of nationalist parties such as Gerindra, Golkar, and NasDem has demonstrated a gradual shift in voter orientation from ideological affiliation to rational and programmatic considerations. Legislative fragmentation has enhanced accountability mechanisms but has simultaneously slowed policy consensus-building processes, particularly in infrastructure and economic development planning. These dynamics highlight that democracy in West Sumatra is a product of the interplay between religious values, local cultural norms, and national political modernization. This study contributes to the literature on local democracy in Indonesia by offering a framework that emphasizes the linkages between electoral competition and governance performance. It also recommends multi-stakeholder consensus-based governance strategies to strengthen regional development effectiveness. West Sumatra can serve as a model of “value-based politics,” integrating culture, religion, and modernization as social capital for advancing democracy and sustainable development.

Abstract

Online registration services, which are designed to enhance accessibility and efficiency, remain underutilized in one Type C hospital in Padang. This study aims to analyze the factors influencing patient behavior in using the online registration system based on the Unified Theory of Acceptance and Use of Technology (UTAUT). A quantitative cross-sectional design was employed involving 98 respondents selected through simple random sampling. The variables examined included performance expectancy, effort expectancy, social influence, facilitating conditions, demographic factors, and prior experience. Data were analyzed using chi-square tests and multiple logistic regression. The findings show that 55.1% of respondents had not optimally used the online registration system. Several factors were significantly associated with usage behavior, including age, gender, performance expectancy, effort expectancy, social influence, facilitating conditions, and experience (all p < 0.01). Multivariate analysis indicated that effort expectancy was the most dominant factor influencing patient behavior (OR ≈ 28). These results highlight that perceived ease of use is the key determinant of patients’ adoption of digital services. It is concluded that enhancing patients’ digital literacy, simplifying the application interface, and strengthening supporting facilities are critical strategies to improve the utilization of onlineregistration systems in hospitals.

Abstract

Micro, Small, and Medium Enterprises (MSMEs) play a strategic role in local economic development due to their contribution to employment creation and income distribution, particularly in coastal areas. However, the development of MSMEs remains constrained by limited business capital, variations in entrepreneurs’ education levels, and suboptimal utilization of technology. This study aims to analyze the effect of education level, business capital, and technology utilization on the income of MSMEs in Katapiang Nagari, Batang Anai District, Padang Pariaman Regency. This research employed a quantitative approach using multiple linear regression analysis. The sample was selected through purposive sampling involving 50 micro-scale culinary MSME owners operating in the coastal area of Katapiang Beach. Data were collected through questionnaires and analyzed using SPSS version 22. The results show that business capital has a positive and significant effect on MSME income, while education level and technology utilization do not have a significant effect. The coefficient of determination (R²) of 0.45 indicates that 45% of income variation can be explained by the three independent variables. These findings suggest that MSME income improvement in Katapiang Nagari is more strongly influenced by capital adequacy. Therefore, it is recommended that local governments prioritize strengthening access to MSME financing schemes and integrated financial management assistance, accompanied by gradual and practical digital capacity development aligned with the characteristics of coastal culinary enterprises.

Abstract

This study aims to identify the leading sectors in West Sumatra in 2023 and to analyze the economic impact of investment in these sectors using an Input-Output (I-O) approach. Fiscal constraints that limit the government’s capacity to allocate development budgets highlight the importance of identifying leading sectors through IO analysis, ensuring that every investment directed can generate the maximum multiplier effect for the regional economy. The study employs the 2016 West Sumatra IO Table, updated to 2023 using the RAS method. Sectors are identified based on linkage indicators, showing that transportation and warehousing, as well as information and communication, have strong intersectoral linkages. Investment shocks are applied using realized domestic and foreign direct investment (FDI) data in 2023. The results show that investment in these sectors increased output by IDR 643.35 billion and generated 1,234 jobs. Despite their strategic importance, regional budget allocations for these sectors remain low. The study concludes that enhancing investment effectiveness requires more targeted policy support, including increased budget allocation and improved synergy between local and central governments. Strengthening these sectors can help accelerate inclusive and sustainable economic growth in West Sumatra.
