Jurnal Pembangunan Nagari is focusing on disseminating cutting-edge research that explores the interrelationship development regional area in Indonesia, particularly in West Sumatera. Abstract

Waste management in Padang City is currently facing a critical phase with the Air Dingin Landfill predicted to reach full capacity in 2026 and having a worrying Environmental Risk Index (IRL). This problem is exacerbated by a large fiscal shortfall, where the regional budget allocation is far less than the ideal requirement of IDR 133 billion per year. This study aims to evaluate the effectiveness of waste policies and formulate a communal-based integrated management strategy as a sustainable solution. The research method uses a qualitative approach through literature studies, a review of Regional Regulation Number 21 of 2012 and flagship government programs such as “Padang Bagoro” and “Padang Mamilah”, as well as secondary data analysis of waste management data (SIPSN). The results of the analysis indicate a functional gap between seasonal social participation and low sorting behavior at source, as well as weak law enforcement due to limited supervisory personnel. This study recommends policy restructuring through a communal-scale management approach (RT-RW) that maximizes communal management and integration with the sub-district Waste Management Institution (LPS) and industrial sector to reduce the logistical burden and extend the technical life of the landfill.

Abstract

This study examines the effect of road infrastructure on regional economic development in West Sumatra Province, with a focus on the mechanism through which this effect is mediated by regional finance. Empirical data were collected from 19 regencies and municipalities observed over the period from 2019 to 2023. A mediation model was applied in the analysis. The analysis utilized Partial Least Squares Structural Equation Modeling (PLS-SEM) using SmartPLS 4.0 software. The results indicate that road infrastructure does not have a direct effect on economic development in West Sumatra Province. In this relationship, regional finance acts as a full mediator in transmitting the indirect effect of road infrastructure on economic development, with a coefficient of 0.396. These findings indicate that, to make road infrastructure a catalyst for equitable economic development across regions, strong regional fiscal capacity should be a primary focus of government policy, considering the potential for more effective absorption of regional investments into the economic potential of each regency/municipality in West Sumatra Province. The findings also recommend integrating road infrastructure development with appropriate fiscal strategies to achieve sustainable regional economic development.

Abstract

Development in the land of Papua, particularly in terms of housing provision, often still places Indigenous Papuans (OAP) in a marginalized position. In Sorong City, many OAP live in slum settlements, one of which is located in Klawalu sub-district. The slum settlements are not fully equipped with basic infrastructure. However, they continue to live and survive in these conditions. The purpose of this study is to explore how OAP survive in the slum settlements of Klawalu sub-district despite in adequate infrastructure. This research was conducted using a qualitative approach, with phenomenology analytical method. The results show that there are several strategies by OAP to survive, including self-help efforts in providing infrastructure particularly in creating access to houses located in swamp area, adapting to the environment, seeking alternatives and strategies to meet needs such as lighting, electricity networks, clean water, and sanitation, the advantages of their stilt house structure, local wisdom, sharing energy resources, and receiving assistance from the government. Local wisdom that needs to be maintained is a very strong attitude of closeness and kinship, an attitude of solidarity of local leaders, an active and open mind towards the planning programs that the government wants to carry out. To improve the quality of life of OAP, it is necessary to develop and improve basic infrastructure.

Abstract

Patient safety implementation is an important indicator of hospital service quality. Organizational and individual factors contribute to the successful implementation of patient safety in nursing services. To analyze factors associated with patient safety implementation among inpatient nurses at Prof. HB. Saanin Psychiatric Hospital, Padang. An analytical observational study with a cross-sectional design was conducted from November 2023 to August 2024. A total of 98 nurses were selected using accidental sampling. Data were collected using a valid and reliable questionnaire and analyzed using univariate and bivariate analyses with the Chi-square test at a 95% confidence level. Good patient safety implementation was reported by 59.2% of nurses. Organizational factors (PR=4.00; 95%CI:1.95–8.21; p<0.001), supervisory factors (PR=1.91; 95%CI:1.12–3.27; p=0.019), preconditions for unsafe acts (PR=2.16; 95%CI:1.29–3.62; p=0.004), and unsafe acts (PR=2.16; 95%CI:1.27–3.67; p=0.005) were significantly associated with patient safety implementation. Organizational factors showed the strongest association, with nurses perceiving poor organizational support having a fourfold higher prevalence of poor patient safety implementation compared with those perceiving good organizational support. Organizational, supervisory, workplace, and individual factors are significantly associated with patient safety implementation. Strengthening patient safety culture, effective supervision, and improvement of work systems should be prioritized to enhance hospital service quality.

Abstract

Small Rice Mills (PPK) are an important link in the national rice supply chain, but most PPKs in West Sumatra province have technological limitations with an average yield of only 40% - 45%, far below the SNI yield. This study aims to analyze the impact of PPK revitalization on farmers' income and farmer institutions in West Sumatra. The research method used a survey within a case study with a qualitative and quantitative (before-after) approach on the Tanjung Mutiara Farmer Group in Tanah Datar Regency and the Karakek Indah Farmer Group in Pesisir Selatan Regency with a total of 69 respondents. The results show that PPK revitalization significantly increased rice yields from 40%–45% to 61%–70%, reduced losses by 20%–25%, and improved rice quality from grade 2–3 to grade 1 (Premium). Farmers' income increased by 65% to 69.5% with a significant t-test result (p-value = 0.000). In addition, the participation of farmer group members increased from 24% to 50% to 80% to 100%, and business integration was formed within farmer institutions. It was concluded that the revitalization of PPK had a significant impact on increasing farmer income and farmer institutions.
