Abstract

This study analyzes the implementation of the Metadesa System within the Smart Village Program in Lampung Province, which aims to improve the quality of rural life through the utilization of information and communication technology (ICT). The Metadesa System functions to integrate data across administrative levels village, sub-district, district, and province while supporting public services that are more transparent, accountable, and efficient. Focusing on three main pillars, namely Smart Government, Smart Economy, and Smart People, this study evaluates the effectiveness and challenges of implementation using an evaluative approach, covering aspects of communication, resources, implementers' attitudes, and bureaucratic structure. The findings indicate that the implementation of the Metadesa System has contributed to improved public service efficiency and community empowerment, despite facing challenges such as limited internet infrastructure and low digital literacy in certain areas. The urgency of this study lies in the need to accelerate rural digital transformation to reduce development disparities and strengthen data-driven governance. It is recommended that the development of human resource capacity, along with sustained policy and technological infrastructure support, be prioritized to enable the replication of successful implementation in other regions.

Abstract

Plastic waste management is one of the main environmental challenges in Indonesia, especially in the city of Surabaya. This qualitative study aims to review and analyze the implementation of government policies in creating and implementing plastic waste management to support SDG 12 (Responsible Production and Consumption). This study raises the issue of the limited effectiveness of policies in reducing plastic waste and increasing community participation. Secondary data was collected from various sources, such as Surabaya City government policy documents, scientific journals, and relevant publications. This study contributes to strengthening the understanding of the importance of a collaborative approach in the implementation of waste management policies. However, challenges such as low public awareness and weak supervision still exist. This study highlights the importance of cross-sector collaboration in strengthening plastic waste management policies. The researchers recommend that the government should increase awareness campaigns on waste sorting and recycling. Additionally, stricter oversight is needed to limit the use of single-use plastic waste as part of the strategy to achieve SDG 12 at the city level.

Abstract

Leadership style has a significant impact on the development of Indonesia bureaucratic structure. In 2024, under the administration of Prabowo Subianto and Gibran Rakabuming, the number of ministers and deputy ministers increased significantly compared to previous administrations. This phenomenon is in line with Parkinson Bureaucracy theory, stating that a bureaucratic structure extends beyond practical necessity, resulting in inefficiency and possibly ineffectiveness, contrary to the principles of good governance. Bureaucratic growth often leads to unnecessary expenditures and budgetary waste due to overlapping responsibilities, preventing effective governance and service delivery. Therefore, this study aims to analyze the development of Parkinson Bureaucracy in the cabinet of Indonesia and analyze the effects on efficiency, reform in governance, and public service delivery. A systematic literature review method was used to analyze previous studies, policy analyses, and relevant data with a focus on determining the extent to which administrative structure are consistent with governance principles. The results showed that the enlarged cabinet structure contributed to increased inefficiencies and, concomitantly, greater coordination challenges and higher administrative overhead costs, limiting funds for public welfare investments. These structural inefficiencies underscore the urgent need for rightsizing and reforms aimed at optimizing roles, minimizing redundancies, and fostering accountability as well as transparency. Simplifying bureaucratic structure is important to improve responsiveness, decision-making processes, and efficiency outcomes in governance. Therefore, under the ideals of good governance, Indonesia must place priorities on reforms that increase the efficiency of public service orientation and structural complexity. This study emphasizes the urgent need for actions towards Parkinson bureaucracy.

Abstract

This study conducts a systematic literature review of recent developments in policy and program evaluation from 2015 to 2023, examining methods, approaches, challenges, and future research directions. Following PRISMA guidelines, a search of the Scopus and Science Direct databases yielded 58 relevant articles. Key findings indicate a shift towards mixed-methods approaches, agent-based simulation, and stated preference techniques, although studies predominantly originate from developed countries and focus on social, environmental, and health issues. Bibliometric analysis shows that 62.9% of the articles appeared in Scopus Q1 journals. Evaluation effectiveness is significantly influenced by internal factors (e.g., program design, data quality) and external factors (e.g., political context, financial support). While evaluations impact decision-making and policy improvement, challenges remain in utilizing and generalizing results. Crucially, this review identifies gaps, including methodological limitations, a scarcity of studies on vulnerable groups, and a lack of standardized indicators. This study contributes to the advancement of policy evaluation methodologies by, for example, highlighting the need for strategic integration of qualitative and quantitative data within mixed-methods designs, going beyond mere combination to achieve nuanced understanding. It also emphasizes the critical importance of adapting systems thinking approaches, using for example, process tracing and agent-based modelling to specific developing country contexts, providing a pathway for more relevant and impactful evaluations. This research underscores the need for participatory, adaptive, and evidence-focused evaluation approaches that explicitly consider causal mechanisms, and recommends a concerted effort to develop comprehensive mixed-methods research, prioritize studies in developing countries, and build capacity for implementing these advanced methodologies.

Abstract

The implementation of Smart Governance in villages across Bangli Regency serves as a foundation for the realization of Bangli Smart City. One of the pilot villages for this initiative is Desa Wisata Catur (Catur Tourism Village). However, its implementation still faces several challenges, such as suboptimal intersectoral collaboration and limited human resources in the village. This study aims to examine how smart governance is implemented in Catur Tourism Village, Kintamani District, Bangli Regency. The research adopts a qualitative descriptive method with an inductive approach, as outlined by Sugiyono. Data were collected through interviews, observations, and documentation, and analyzed using data reduction, information presentation, and conclusion drawing techniques. The findings indicate that in the public and social services dimension, public services in Catur Village have been successfully developed through multi-stakeholder collaboration, particularly by promoting Subak Abian as a tourism asset based on traditional values and social inclusiveness. in the participation in decision-making dimension, community participation is institutionalized through customary forums and formal institutions, resulting in inclusive, transparent, and accountable village policies. In the provision of facilities and infrastructure dimension, the development of tourism and agricultural infrastructure has supported community productivity while preserving local cultural values. Lastly, in the online services dimension, digital services remain limited to a basic informational website due to constraints in human resources and funding. This study concludes that the implementation of smart governance in Catur Tourism Village has been progressing well, with local cultural values playing a central role in its realization. Nevertheless, the village still faces limitations in optimizing online services to fully leverage digitalization in rural governance.

Abstract

Human resources are critical factor that drives the competitiveness of public sector organizations to achieve better performance. This study aims to  map the evolution of research on human capital in  the context of human resources in the public sector by using bibliometric analysis. Data were retrieved from Scopus database covering the period 1966 to 2025 with a research sample of 2.034 journal publications according to the selected keywords.  The search strategy combined two sets of keywords: “human capital” OR “human capital development” OR “workforce management” and “public sector” OR “public administration” OR “government” OR “civil service” OR “public organization”, applied to titles, abstracts, and keywords (TITLE-ABS-KEY). The final dataset, consisting of journal articles in English and indexed in relevant subject areas such as social sciences was analyzed using VOSviewer software. The analysis identified research trends, author productivity, institutional and country contributions, keyword co-occurrence clusters, and future research directions. This study contributes by providing a systematic mapping of human capital research in the public sector, highlighting both the progress achieved and the gaps that remain for further exploration. The authors conclude that it is important to increase public organizations awareness of the role of human resources and human capital investment with the development and management of human resources, and that there is a need for the development of research themes to broaden insights and update the literature in the future.

Abstract

Government innovation has become a crucial strategy in responding to the pressures of globalization, rapid digitalization, and rising public expectations for more efficient, transparent, and accountable public services. This study aims to examine how government innovation influences institutional restructuring in Bandung City and its consequences for local governance. Using descriptive qualitative methods, data were collected through document analysis, observation, and in-depth interviews with 16 key informants, including government officials, civil servants, members of the Regional Representative Council (DPRD), and community representatives. Findings indicate that various digital innovations, such as the Sadayana, HAYU, Gampil, and SiBISA applications, as well as the development of the Public Service Mall (MPP), not only improve the quality of public services but also trigger structural and cultural shifts within the bureaucracy. Institutional changes are evident in the establishment of the Regional Development Planning, Research, and Innovation Agency as an innovation center, the repositioning of the Regional Apparatus Organization with the Communication and Information Agency as its digital backbone, and the strengthening of human resource capacity through digital literacy programs. Innovation also strengthens the principles of good governance, particularly transparency and public participation, through mechanisms such as e-budgeting, e-planning, and digital complaint channels. A distinctive contribution of this research lies in highlighting the reciprocal relationship between innovation and institutional restructuring, each serving as a prerequisite and enabler for successful governance transformation. This dynamic points to a paradigm shift from the efficiency-focused New Public Management (NPM) model to digital governance, which prioritizes data integration, cross-sector collaboration, and inclusivity.

Abstract

This study aimed to examine the level of digital poverty among coffee farmers in two regions with different geographical and socioeconomic characteristics, namely Pupuan as well as Wanagiri. The analysis focused on three main indicators such as access to digital devices, digital skills, and productive use of technology. The results were categorized into varying degrees of digital poverty to give an understanding of the situation of each region. The findings showed that coffee farmers in Pupuan generally fell into the low digital poverty category across all three indicators. The farmers had sufficient devices, operating skills, and a strong motivation to use digital technology for economic activities such as marketing coffee via social media, monitoring market prices, and taking part in online training, respectively. This productive use of technology had contributed to increased income and competitiveness. Farmers in Wanagiri tended to be in the middle range of digital poverty, specifically concerning skills and productive use. As access to devices was relatively good, technology use was mostly limited to basic communication or entertainment. Low motivation, limited knowledge, and a lack of modified training were the main barriers to maximizing the economic benefits of digital technology. These findings signified that reducing the digital divide required interventions by providing devices, infrastructure, and focusing on improving skills, motivation, and localized institutional support. Incorporated efforts were expected to promote inclusive digital transformation for farmers in rural areas.
