Abstract

This study aimed to analyze the relationships among actors involved in the collaboration of the Regional Inflation Control Team (TPID) in Cilacap Regency and identify the main actors (key actors) who play a crucial role in its success. Social Network Analysis was used to examine the network among the actors focus on four factors namely; collaboration, communication, learning examples, and interactor relationships within TPID. The results showed that the following actors were considered important in the TPID collaboration for inflation control in Cilacap Regency, namely theRegent of Cilacap, the Secretary of Cilacap Regency, the Head of the Bank Indonesia Representative Office in Purwokerto, the Assistant for Economic and Development, as well as the Head of Trade, Economy, and SMEs Office. These individuals were often sought after and served as learning resources when TPID members encountered problems. Abstract

This research analyzed and described the leadership style of the Natuna Regent during the 2021-2024 period, which is characterized by the archipelagic regions. To achieve this, the Thoha theory comprising four types of leadership styles, namely directive, consultative, participative, and delegation, was employed. Furthermore, a qualitative approach with a descriptive design was employed, with data collected through interviews, observations, and documentation. The collected data were subsequently analyzed through data reduction and by drawing conclusions.The results showed that the Natuna Regent exhibits a collaborative leadership style that encompasses all four styles tailored to the specific needs of the organization. Supporting factors include the Regent's in-depth understanding of governance issues, non-authoritarian approach, welcoming attitude, strong communication skills, and encouragement of innovative ideas from all individuals. However, inhibiting factors include certain Regional Apparatus Organizations (RAO) that have not fully fulfilled their responsibilities, subordinates or RAO displaying unresponsiveness towards directives, and program implementation lacking sufficient support from the regional budget. Efforts to overcome these inhibiting factors in the leadership style of the Natuna Regent include encompassing consolidating relationships with all regional apparatus, establishing a shared mission and vision, fostering innovation among the regional apparatus and RAO heads, promoting collaboration through the Regional Leadership Coordination Forum (Forkopimda), and ensuring seamless task execution without obstacles.

Abstract

Abstract This research aims to analyze the innovation in population administration services during the COVID-19 pandemic and identify the obstacles faced by the Pekanbaru City Population and Civil Registration Service. These challenges include disruption to the server network, limited processing quotas, and a lack of public awareness regarding the innovation of the SIPENDUDUK website. The research adopts a qualitative method involving descriptive analysis, as well as data collection through interviews, observations, and documentation. The results show that innovation in the SIPENDUK Administration Services during the COVID-19 pandemic at the Pekanbaru City Population and Civil Registration Service has been successful. Meanwhile, network disruptions, limited process service quotas, and lack of socialization are obstacles to the SIPENDUDUK website as an innovation in population administration services during the pandemic. Keywords: Innovation; Population Administration Services; COVID-19 Abstrak Penelitian ini bertujuan untuk mengetahui dan menganalisis tentang bagaimana inovasi pelayanan administrasi kependudukan di masa pandemi Covid-19 serta apa saja yang menjadi kendala dalam inovasi pelayanan di Dinas Kependudukan dan Pencatatan Sipil Kota Pekanbaru. Hal ini karena adanya gangguan terhadap jaringan server, keterbatasan kuota proses serta kurangnya sosialisasi terhadap masyarakat tentang inovasi website SIPENDUDUK. Penelitian ini menggunakan Metode Penelitian Kualitatif dengan pendekatan deskriptif. Pengumpulan data menggunakan teknik wawancara, observasi dan dokumentasi. Hasil penelitian menunjukkan bahwa Inovasi Pelayanan Administrasi SIPENDUDUK di Masa Pandemi Covid-19 di Dinas Kependudukan dan Pencatatan Sipil Kota Pekanbaru sudah berjalan dengan baik. Gangguan pada jaringan, keterbatasan kuota layanan proses dan kurangnya sosialisasi menjadi kendala pada website SIPENDUDUK sebagai inovasi pelayanan administrasi kependudukan di masa pandemi. Abstract

Abstract The mining sector is one of the significant contributors to revenue structure of the country but despite evident material benefits, certain problems often occur. One example is found in Tin mining, where aside from creating pits, reclaimed post-mining areas still retain the potential for community cultivation due to residual tin deposits. To address these concerns, efforts have been made to engage various stakeholders through the collaborative management method in the post-mining area. Currently, this method is being implemented in Kampoeng Reklamasi Air Jangkang, Merawang District. Therefore, this study aimed to measure the achievements of collaborative post-mining area management implemented at Kampoeng Reklamasi Air Jangkang. The mixed methods were used with a concurrent design measured through three variables, namely Economic, Social, and Ecological. The results showed that collaborative post-mining area management fell into the "successful" category with a success coefficient of 83.64%. Although positive changes were observed, improvements were needed in several aspects to achieve greater impacts. The impacts were also currently localized to specific program indicators within the region showing the need for more in-depth studies at a broader level and scale to measure the changes generated on a larger scope. Keywords: Management; Collaborative; Post-mining Area Abstrak Sektor pertambangan menjadi salah satu sektor yang berkontribusi besar dalam struktur pendapatan negara. Namun, dibalik keuntungan materiil yang diterima, persoalan-persoalan yang ditimbulkan kerap terjadi. Salah satu contoh terjadi pada pertambangan Timah, selain menyisakan lubang-lubang bekas galian, kawasan pascatambang yang telah dilakukan upaya reklamasi oleh perusahaan masih berpotensi untuk digarap kembali oleh masyarakat karena masih dapat ditemukan sisa-sisa endapan timah. Salah satu upaya yang dilakukan pada kegiatan reklamasi yaitu dengan melibatkan berbagai stakeholders melalui pendekatan Collaborative Management. Saat ini, pengelolaan kawasan pascatambang yang telah dilakukan dengan menggunakan pendekatan Collaborative Management berada di Kampoeng Reklamasi Air Jangkang, Kecamatan Merawang. Penelitian ini bertujuan untuk mengukur capaian pengelolaan kawasan pascatambang secara kolaboratif yang dilaksanakan di Kampoeng Reklamasi Air Jangkang. Metode yang digunakan dalam penelitian ini yaitu Metode Penelitian Campuran (Mixed Methods) dengan model concurrent design yang diukur melalui tiga variabel yaitu Ekonomi, Sosial dan Ekologis. Dari penelitian yang telah dilakukan diperoleh hasil capaian pengelolaan kawasan pascatambang secara kolaboratif yang dilakukan di Kampoeng Reklamasi Air Jangkang masuk ke dalam kategori “berhasil” dengan koefisien keberhasilan sebesar 83,64%. Secara dampak yang dihasilkan telah memberikan perubahan ke arah positif namun masih perlu adanya perbaikan di beberapa sisi agar dapat membawa perubahan yang lebih baik lagi. Selain itu, pada beberapa indikator, dampak masih dirasakan dalam skala program yang berada dalam lingkup kawasan. Perlu dilakukan kajian yang lebih mendalam serta pada level dan skala penelitian yang lebih luas, agar dapat mengukur dampak yang dihasilkan dalam lingkup yang lebih besar. Abstract

Abstract Digital transformation is an emerging technological phenomenon that profoundly influences various aspects of work within an organization. In this context, the willingness of employees to consistently contribute to a digitally transformed workplace becomes crucial in the overall transformation process. Therefore, this study aimed to determine the influence of autonomy expectations, competence, relatedness, and technostress on employees' performance expectations. It involved permanent employees of LPP TVRI who have been working for a minimum of 2 years and the data were collected using a questionnaire. Furthermore, a total of 238 respondents were included in the study and the data was analyzed using Partial Least Square (PLS-SEM). The results showed a positive influence between expectations of autonomy, competence, and relatedness to performance but technostress had no significant effects on the variable. This study provided insights for practitioners in the public sector, specifically in the broadcasting media, regarding how employees’ performance was shaped by autonomy, competence, relatedness, and technostress. Dalam konteks ini, kemauan karyawan untuk secara konsisten berkontribusi pada tempat kerja yang bertransformasi secara digital menjadi sangat penting dalam keseluruhan proses transformasi. Oleh karena itu, penelitian ini bertujuan untuk mengetahui pengaruh otonomi ekspektasi, kompetensi, keterkaitan, dan technostress terhadap ekspektasi kinerja karyawan. Melibatkan pegawai tetap LPP TVRI yang telah bekerja minimal 2 tahun dan data dikumpulkan dengan menggunakan kuesioner. Selanjutnya, sebanyak 238 responden dilibatkan dalam penelitian dan data dianalisis menggunakan Partial Least Square (PLS-SEM). Hasil penelitian menunjukkan adanya pengaruh positif antara ekspektasi otonomi, kompetensi, dan keterkaitan terhadap kinerja tetapi teknostres tidak berpengaruh signifikan terhadap variabel tersebut. Studi ini memberikan wawasan bagi para praktisi di sektor publik, khususnya di media penyiaran, mengenai bagaimana kinerja pegawai dibentuk oleh otonomi, kompetensi, keterkaitan, dan technostress. Abstract

Abstract Personnel Management, also known as Human Resource Management (HRM) is an essential factor in an organization as it significantly influences developmental success and the attainment of organizational objectives. A key indicator of effective HRM is the high value of employee professionalism, which can be measured through qualifications, competencies, performance, and discipline. Management of civil servant (ASN) in the Cirebon Regency Government, overseen by Civil Service and Human Resources Development Agency (BKPSDM), faces several challenges in its implementation. Currently, a predominant issue is the absence of a standardized and measurable competence assessment. This deficiency resulted in the failure to meet the 2021 professionalism target for ASN in the Cirebon Regency Government, achieving only 39 out of the targeted professionalism index of 62 (where 39 is considered poor). This situation is undoubtedly related to the absence of structured talent management and a clear progression framework, as mandated by Law No. 5 of 2014 regarding ASN. The law states that promotions should be based on an objective comparison of qualifications, competencies, leadership, creativity, teamwork, job performance assessments, and input from ASN performance appraisal team in government institutions, free from discrimination based on ethnicity, race, religion, group, or gender. Moreover, government Regulation No. 11 of 2017 stipulates that ASN should possess managerial, socio-cultural, and technical competencies in accordance with established job competency standards. To effectively address these issues, a qualitative descriptive method was adopted. Moreover, data obtained through interviews, observations, and policies were analyzed using the SWOT analysis theory. Keywords: Civil Servant Apparatus Professionalism Index; Personnel Management; Strategies Abstrak Manajemen Kepegawaian atau yang disebut juga Manajemen Sumber Daya Manusia (MSDM) merupakan faktor strategis dalam suatu organisasi, karena merupakan penentu keberhasilan pembangunan dan pencapaian tujuan organisasi, salah satu produk keberhasilan dari pengelolaan MSDM yang baik yaitu tingginya nilai indeks profesionalitas pegawai, hal ini dapat dinilai dari capaian nilai kualifikasi, kompetensi, kinerja, dan disiplin. Penyelenggaraan manajemen ASN di Pemeritah Kabupaten Cirebon yang merupakan tugas pokok Badan Kepegawaian dan Pengembangan Sumber Daya Manusia (BKPSDM), dalam pelaksanaannya masih terdapat beberapa permasalahan dan permasalahan-permasalahan yang ada saat ini jika dianalisis maka yang paling dominan adalah belum adanya penilaian kompetensi yang terukur, kondisi ini membuat target profesionalitas ASN di Pemerintah Kabupaten Cirebon di tahun 2021 tidak tercapai hingga 50%, yaitu dari target ketercapaian nilai indeks profesionalitas 62 (baik) hanya dapat tercapai 39 (buruk) hal ini tentunya tidak terlepas dari manajemen talenta dan manajemen pola karir yang belum dilaksanakan secara terstruktur seperti amanat dalam UU No. 5 Tahun 2014 tenang ASN yang menyebutkan bahwa promosi didasarkan pada perbandingan yang objektif antara kualifikasi, kompetensi, serta persyaratan lain yang diperlukan oleh jabatan, kepemimpinan, kreativitas, kerja sama, penilaian prestasi kerja, serta pertimbangan yang diberikan oleh tim penilai kinerja PNS pada suatu instansi pemerintahan tanpa membeda-bedakan suku, ras, agama, golongan, maupun gender. Dalam Peraturan Pemerintah nomor 11 tahun 2017 menyebutkan bahwa kompetensi yang wajib dimiliki oleh Pegawai Negeri Sipil adalah kompetensi manajerial, kompetensi sosio kultural dan kompetensi teknis sesuai dengan standar kompetensi jabatan yang telah ditetapkan, sehingga perlu dilaksanakan upaya pemecahan masalahnya. Dalam penelitian ini metode penelitian yang digunakan adalah pendekatan kualitatif deskriptif dengan teknik pengumpulan data melalui wawancara dan observasi serta nalisis kebijakan menggunakan teori analisis SWOT. Abstract

Kelurahan (village office) is the working area of lurah (village head), serving as a regional apparatus for developing economic facilities and public services. In this context, Gayungan Village has many problems arising from public opinion related to population registration, the need for correspondence, and the management of social assistance. Therefore, this research aimed to measure the level of public service quality as an evaluation material focused on tangibility, reliability, responsibility, assurance, and empathy dimensions. A quantitative analysis was adopted using service quality (servqual) method. The results showed that there was a discrepancy between expectations and reality in all dimensions. Tangibility, reliability, responsibility, assurance, and empathy dimensions obtained a gap value of -0.91, -1.06, -1.16, -1.04, and -0.88, respectively. Meanwhile, the improvement of public service quality should be carried out to appropriately meet the wishes and needs of the public.

Abstract

One of the efforts to realize the goals of bureaucratic reform is the modernization of the government bureaucracy which focuses on the orientation of public services to community satisfaction through optimizing the use of information technology. The purpose of this research is to analyse the readiness of the Regional Government of Malinau Regency in commemorate digital transformation and to identify supporting and inhibiting factors for the readiness of the Regional Government of Malinau Regency in commemorate digital transformation. This study uses a qualitative research design with descriptive methods, by adapting the An Integration Information Rich E-Readiness Assessment Tool readiness analysis model, proposed by Mutula & Brakel 2006. This research uses a triagulation analysis method on observation data, interviews and documentation in the field. The research results of the five dimensions of assessment show 1) Information Readiness with information access indicators categorized as ready and information mechanism indicators categorized as quite ready; 2) Institutional Readiness with Organizational Structure indicators categorized as ready, ICT Policy indicators categorized as quite ready and ICT Budget Readiness categorized as ready; 3) HR readiness with HR composition indicators categorized as quite ready, ICT HR qualification indicators categorized as unprepared, and ICT HR preparation indicators categorized as unprepared. 4) Infrastructure Availability with hardware and software infrastructure indicators categorized as ready and internet connection indicators categorized as quite ready; 5) External Environment Readiness with telecommunications service quality indicators categorized as quite ready.

Abstract

Asymmetric decentralization is a special method given to certain provinces in Indonesia amidst the diversity of cultures, customs and specialties of certain regions. The central government's policy in the form of regional autonomy apparently has an impact on indigenous communities, resulting in frequent conflicts and unclear recognition of customary rights, especially in Tanah Papua. The aim of the research is to determine the importance of recognizing indigenous communities in asymmetric decentralization in Papua and West Papua. The research method used is qualitative, data was obtained by searching the literature and presented with descriptive analysis. The results of this research are that Indonesia does not yet have regulations at the "law" level that recognize the existence and rights of indigenous peoples, especially in Papua and West Papua. One of the government's admissions is that through Asymmetric Decentralization with special autonomy it still causes public dissatisfaction. Therefore, recognition of people's rights through draft laws or "laws" is very important to implement. According to the research, ratifying the Indigenous Peoples Bill is essential for strengthening the legal and policy foundation for indigenous peoples' rights fulfillment.

Abstract

Abstract State-owned companies operating in the construction sector are known to incur substantial and accumulating debt. This is attributed to the use of the capital structure through debt loans or external funding, often from foreign parties with multi-year payment terms. Therefore, this study aimed to identify and comprehensively analyze the reciprocal relationship between profitability and the capital structure, examining its impact on firm value. The array is specifically focused on State-Owned Companies in the Construction Sector over the period from 2016 to 2020. A quantitative approach was adopted in the selected methodology, with financial data extracted from 40 reports. The data analysis used various methods, including the Granger Causality, t-test, and Determination Test. The results showed a significant impact of profitability on the capital structure, and vice versa while showing a substantial influence on firm value. Additionally, the capital structure significantly impacted firm value in State-Owned Companies in the Construction Sector from 2016 to 2020. Keywords: Profitability, Capital Structure, Firm Value. Abstrak Perusahaan BUMN sektor kontruksi terindikasi adanya utang yang besar dan menumpuk. Hal ini disebabkan perusahaan karya menggunakan struktur modalnya dari pinjaman hutang atau pendanaan dari pihak luar atau asing dengan Multi year payment. Penelitian ini bertujuan untuk mengetahui dan menganalisis hubungan timbal balik antara profitabilitas dan struktur modal serta dampaknya terhadap nilai perusahaan (Studi pada perusahaan BUMN Sektor Kontruksi Tahun 2016-2020). Metode yang digunakan adalah kuantitatif dengan menggunakan 40 data laporan keuangan dan Teknik Analisis data yang digunakan adalah Uji Kausalitas Granger, Uji t dan Uji Determinasi.
