Abstract

Kelurahan (village office) is the working area of lurah (village head), serving as a regional apparatus for developing economic facilities and public services. In this context, Gayungan Village has many problems arising from public opinion related to population registration, the need for correspondence, and the management of social assistance. Therefore, this research aimed to measure the level of public service quality as an evaluation material focused on tangibility, reliability, responsibility, assurance, and empathy dimensions. A quantitative analysis was adopted using service quality (servqual) method. The results showed that there was a discrepancy between expectations and reality in all dimensions. Tangibility, reliability, responsibility, assurance, and empathy dimensions obtained a gap value of -0.91, -1.06, -1.16, -1.04, and -0.88, respectively. Meanwhile, the improvement of public service quality should be carried out to appropriately meet the wishes and needs of the public.

Abstract

One of the efforts to realize the goals of bureaucratic reform is the modernization of the government bureaucracy which focuses on the orientation of public services to community satisfaction through optimizing the use of information technology. The purpose of this research is to analyse the readiness of the Regional Government of Malinau Regency in commemorate digital transformation and to identify supporting and inhibiting factors for the readiness of the Regional Government of Malinau Regency in commemorate digital transformation. This study uses a qualitative research design with descriptive methods, by adapting the An Integration Information Rich E-Readiness Assessment Tool readiness analysis model, proposed by Mutula & Brakel 2006. This research uses a triagulation analysis method on observation data, interviews and documentation in the field. The research results of the five dimensions of assessment show 1) Information Readiness with information access indicators categorized as ready and information mechanism indicators categorized as quite ready; 2) Institutional Readiness with Organizational Structure indicators categorized as ready, ICT Policy indicators categorized as quite ready and ICT Budget Readiness categorized as ready; 3) HR readiness with HR composition indicators categorized as quite ready, ICT HR qualification indicators categorized as unprepared, and ICT HR preparation indicators categorized as unprepared. 4) Infrastructure Availability with hardware and software infrastructure indicators categorized as ready and internet connection indicators categorized as quite ready; 5) External Environment Readiness with telecommunications service quality indicators categorized as quite ready.

Abstract

Asymmetric decentralization is a special method given to certain provinces in Indonesia amidst the diversity of cultures, customs and specialties of certain regions. The central government's policy in the form of regional autonomy apparently has an impact on indigenous communities, resulting in frequent conflicts and unclear recognition of customary rights, especially in Tanah Papua. The aim of the research is to determine the importance of recognizing indigenous communities in asymmetric decentralization in Papua and West Papua. The research method used is qualitative, data was obtained by searching the literature and presented with descriptive analysis. The results of this research are that Indonesia does not yet have regulations at the "law" level that recognize the existence and rights of indigenous peoples, especially in Papua and West Papua. One of the government's admissions is that through Asymmetric Decentralization with special autonomy it still causes public dissatisfaction. Therefore, recognition of people's rights through draft laws or "laws" is very important to implement. According to the research, ratifying the Indigenous Peoples Bill is essential for strengthening the legal and policy foundation for indigenous peoples' rights fulfillment.

Abstract

The Banyumas Regency Government provides services to the community and establishes interactive government and public services through a public communication space called "Lapak Aduan." In practice, Lapak Aduan, which utilizes social media platforms, serves as a bridge for the public to interact with the relevant local government agencies, with a maximum response time of 3 hours. However, Lapak Aduan often fails to meet the specified response time for public complaints, and the lack of public engagement has led to low utilization of the complaint platform. This research aims to identify the reasons for the public's lack of interest in the Lapak Aduan application and improve Lapak Aduan's service standards. This study adopts a qualitative research method, utilizing data collection techniques such as observation, interviews, and documentation. The findings indicate that the Lapak Aduan application still has numerous shortcomings in terms of usefulness and ease of use, hindering its ability to facilitate public digital complaint services. Consequently, the public's interest in utilizing Lapak Aduan remains low, necessitating periodic socialization efforts to ensure that the community can fully benefit from its convenience.

Abstract

The research aimed to examine the effect of career development, organizational climate, and work motivation on employee performance at the Sidenreng Rappang Regency Water Resources Management Office. The process was through the application of a quantitative method by collecting data from two important sources. The primary data were collected by distributing questionnaires to 52 respondents while secondary sources included official documents from related agencies. The data collected were analyzed using statistical methods to identify the relationship between the variables. The analysis was initiated through a Validity and Reliability test followed by Multiple Linear Regression, Hypothesis Test, and Partial t-test to evaluate the hypothesis proposed. The results showed that career development, a positive organizational climate, and high work motivation significantly influenced employee performance. This showed that the sustainable and structured combination of the three factors could increase collective employee performance and assist in achieving organizational goals.

Abstract

In digital era, all activities including services to the community certainly use digital media. In addition, the use of digital media is currently the main backbone of communication and change in the economic, social, cultural, and political fields. Therefore, this study aimed to analyze the application of digital-based government communication in public services in West Java Provincial Government, specifically regional government websites and social media, such as Facebook and Twitter. This was based on the dimensions of Content, Services, and Technical Qualities. A qualitative descriptive method was used, and the data analysis was conducted through documentation, observation, in-depth interviews, and social network analysis. The results showed that public services with information and communication technology have been adequately implemented in all West Java Provincial Government agencies. However, there were still several factors that need to be improved, including the discovery of website channels that could not be accessed even though the website is very important in providing official information and communication. In general, the menus that function as information providers were still one-way and have not provided public access to interactive services. Abstract

Bombana Regency became an autonomous region based on Law Number 29 of 2003 concerning establishment in Southeast Sulawesi Province. The development of a region is highly dependent on the competence and participation of the human resources in utilizing the potential of respective areas. Therefore, the development of human resources is essential to support future development process. However, the Regional Staffing Agency (BKD) of Bombana Regency faced several challenges. The implementation of objective competency tests has not been optimal, and employees performance is hindered by inadequate Manpower Planning (workforce planning in accordance with organizational needs through identification, evaluation and needs planning). The execution of employees education and training (Diklat) has not been carried out effectively. Therefore, this study aimed to investigate the challenges to promotions affecting the performance of civil servants at the BKD of Bombana Regency and explore the efforts to address these issues. Qualitative and quantitative methods were used, in-depth interviews were conducted with key informants, and descriptive statistics were derived from processed questionnaires. Furthermore, data were collected through interviews, observation, and documentation. The results showed that subjectivity was a significant challenge that affected promotions considerations and employees performance at BKD Bombana Regency. The primary effort to address this issue and improve employees performance was the implementation of competency tests.

Abstract

The local wisdom of the Sekura tradition is an important cultural identity of the West Lampung community, but faces quite significant challenges in the context of modernization. These challenges include decreasing interest of the younger generation, the entry of popular culture causing a shift in values, and the pressure of commercialization, which poses a risk of reducing the original meaning of the Sekura tradition. Therefore, this study aims to analyze the strategy implemented by the West Lampung Regency Government to preserve the local wisdom of Sekura. A descriptive qualitative method was used to analyze the strategy implemented by the West Lampung Regency Government, in line with Wheelen & Hunger strategy theory. The results showed that the preservation of the Sekura tradition in West Lampung Regency occurred through regional policies, including development of cultural studios, integration of educational curricula, organization of festivals, strengthening of traditional institutions, and empowerment of creative economy. However, implementation still faces challenges, including regional inequality in support, limited cultural human resources, a lack of standardized teaching materials, and documentation that lacks professional coordination. This underscores the need to strengthen cross-party coordination, equalize facilities, and implement a sustainable mentoring strategy to preserve tradition for future generations. Abstract

This research aims to discuss policy capacity within the scope of social, analytical and political capacity as an instrument of social development in the Covid-19 pandemic era. in Indonesia. These three aspects are important to study in depth because they have implications related to aspects of community empowerment. The research method used is a qualitative approach through a survey search of relevant academic literature from various sources, namely electronic media, journals, books, and government documents. The results show that social, analytical and political capacity can be operationalized through aspects of community empowerment which include processes, communities and organizations, active participation, and access to resources as instruments of social development in the Covid-19 pandemic era. All three are complementary and have very important implications, especially in supporting community empowerment policy efforts in the Covid-19 pandemic era through patterns and relationships that are able to provide strengthening to the community to be empowered and independent.

Abstract

This study aims to investigate the impact of non-evidence-based policies on flood management in Aceh Singkil, where yearly flood had increased despite recommendations from the Ministry of Public Works and Public Housing. The main recommendation, building flood control embankments, was dropped by new local leaders, who instead chose river dredging despite its lack of scientific support. To achieve this objective, a qualitative case study method was used. Data were gathered through in-depth interviews with stakeholders, including government officials, experts, and affected residents, as well as through analysis of government reports and academic sources. The data were subsequently analyzed using triangulation methods to ensure validity and reliability. Furthermore, the political dynamics and impacts of these policy changes were explored, emphasizing how ignoring evidence-based solutions could lead to more severe floods and greater socioeconomic losses. The results showed that the river dredging policy in Aceh Singkil, shaped more by political interests than technical studies, proved ineffective in reducing flood. Instead, it offered only a temporary fix, increased socioeconomic losses, and disregarded the principles of evidence-based disaster mitigation and long-term sustainability.
