Abstract

The research aimed to examine the effect of career development, organizational climate, and work motivation on employee performance at the Sidenreng Rappang Regency Water Resources Management Office. The process was through the application of a quantitative method by collecting data from two important sources. The primary data were collected by distributing questionnaires to 52 respondents while secondary sources included official documents from related agencies. The data collected were analyzed using statistical methods to identify the relationship between the variables. The analysis was initiated through a Validity and Reliability test followed by Multiple Linear Regression, Hypothesis Test, and Partial t-test to evaluate the hypothesis proposed. The results showed that career development, a positive organizational climate, and high work motivation significantly influenced employee performance. This showed that the sustainable and structured combination of the three factors could increase collective employee performance and assist in achieving organizational goals.

Abstract

Abstract Depok City in an effort to create a clean, comfortable, safe and healthy area, it is necessary to form and organize a Healthy City. Depok City area, especially areas that have slum settlements, are polluted by polluted soil, water and the environment. This condition occurred in 73 areas where soil and water samples were taken for laboratory tests.In order to realize the implementation of Healthy Cities, it is necessary to support physical quality, social environment, changes in people's behavior through the active role of the community and the private sector as well as the Regional Government in a directed, coordinated, integrated and sustainable manner. The goal is to know about the implementation of Settlement Infrastructure Policy in Depok City, what are the inhibiting and supporting factors of the implementation, and what is the suitable implementation Model to achieve Proper and Safe Sanitation in Depok City Area. The method used is qualitative with data triangulation. The data were obtained from interviews conducted with beneficiaries of sanitation development, sub-district officials, sub-district officials, and officials assigned to the Depok City Government. The research findings indicate the implementation of Settlement Infrastructure Policy in Depok City exhibit a commendable level of overall adherence and garners a favorable response from the beneficiary community; sanitation development lacks public interest and funding, resulting in poor community facilities and limited awareness about clean sanitation; and the suitable model draws heavily from Grindle’s model. Abstract

In digital era, all activities including services to the community certainly use digital media. In addition, the use of digital media is currently the main backbone of communication and change in the economic, social, cultural, and political fields. Therefore, this study aimed to analyze the application of digital-based government communication in public services in West Java Provincial Government, specifically regional government websites and social media, such as Facebook and Twitter. This was based on the dimensions of Content, Services, and Technical Qualities. A qualitative descriptive method was used, and the data analysis was conducted through documentation, observation, in-depth interviews, and social network analysis. The results showed that public services with information and communication technology have been adequately implemented in all West Java Provincial Government agencies. However, there were still several factors that need to be improved, including the discovery of website channels that could not be accessed even though the website is very important in providing official information and communication. In general, the menus that function as information providers were still one-way and have not provided public access to interactive services. Abstract

Bombana Regency became an autonomous region based on Law Number 29 of 2003 concerning establishment in Southeast Sulawesi Province. The development of a region is highly dependent on the competence and participation of the human resources in utilizing the potential of respective areas. Therefore, the development of human resources is essential to support future development process. However, the Regional Staffing Agency (BKD) of Bombana Regency faced several challenges. The implementation of objective competency tests has not been optimal, and employees performance is hindered by inadequate Manpower Planning (workforce planning in accordance with organizational needs through identification, evaluation and needs planning). The execution of employees education and training (Diklat) has not been carried out effectively. Therefore, this study aimed to investigate the challenges to promotions affecting the performance of civil servants at the BKD of Bombana Regency and explore the efforts to address these issues. Qualitative and quantitative methods were used, in-depth interviews were conducted with key informants, and descriptive statistics were derived from processed questionnaires. Furthermore, data were collected through interviews, observation, and documentation. The results showed that subjectivity was a significant challenge that affected promotions considerations and employees performance at BKD Bombana Regency. The primary effort to address this issue and improve employees performance was the implementation of competency tests.

Abstract

Penelitian ini bertujuan untuk menganalisis dan mendeskripsikan Collaborative Governance Dalam Pencegahan Kekerasan Seksual Anak Sebagai Upaya Mewujudkan Kabupaten Layak Anak Kabupaten Purwakarta. Fokus masalah ada pada upaya kolaborasi multisektor yang belum optimal. Penelitian menggunakan acuan teori Collaborative Governance dari Ansell dan Gash (2007), penelitian ini menerapkan metode kualitatif dengan pendekatan studi kasus kolektif. Informan dipilih dari berbagai dinas dan pemangku kepentingan terkait. Data diperoleh melalui studi pustaka, observasi, wawancara mendalam, dan analisis dokumen kebijakan, yang kemudian dianalisis melalui reduksi data, penyajian, penarikan kesimpulan, serta verifikasi. Kabupaten Purwakarta meraih predikat Kabupaten Layak Anak kategori Madya 2022, namun implementasinya masih terkendala sosialisasi, kolaborasi, dan pengawasan. Kebijakan terkait anak sudah diterapkan, tetapi konsistensi sumber daya dan kapasitas organisasi perlu ditingkatkan. Collaborative Governance efektif untuk koordinasi dan partisipasi, serta dapat diadaptasi daerah lain dengan sinergi, jadwal terstruktur, dan pendekatan “learning by doing.”

Abstract

This study aimed to evaluate the Ministry of Finance role in providing mentoring to Local Governments for the implementation of regional financial management. Financial advisor role is a strategic step to foster synergy and collaboration with Local Governments in the field of national financial management. A qualitative approach and an exploratory design were used followed by SWOT (Strengths, Weaknesses, Opportunities, Threats) analysis. The analysis was used to provide recommendations for the Ministry of Finance and Local Governments to implement regional financial management strategies. Data collection methods varied for all subjects. Internal data from the Ministry of Finance were obtained through interviews and document studies, while external data were collected through the completion of questionnaires by 461 Local Governments and document studies. The results showed that Local Governments require coordination and mentoring from the Ministry of Finance regarding regional financial management. The Ministry of Home Affairs has the authority to guide Local Governments in terms of institutional structure. Moreover, the Ministry of Finance can voluntarily offer mentoring by demonstrating the positive aspects of work and illustrating the benefits of financial advisor role, as explained in the rational choice theory.

Abstract

The term "vote-buying" is a phenomenon that is deeply ingrained in contemporary society, resonating even with individuals who may not be well-versed in politics. The prevalence of this phenomenon typically emphasizes the extent to which the practice has become pervasive, especially during election periods. Often viewed as a convenient and strategic means of securing votes, vote-buying serves as a shortcut for individuals or parties seeking to gain power. Therefore, this research aims to examine the phenomenon of vote-buying and selling in Indonesia from a political economy perspective while also exploring the rational choices made by voters in different circumstances, specifically during regional and national elections. In order to achieve the objectives, a literature review methodology was adopted and data was sourced from articles published in reputable national and international journals. The results showed that vote-buying in Indonesia was significantly influenced by economic disparities and limited educational attainment. In this context, voters tend to prioritize immediate financial benefits to address respective basic needs. For political candidates, this practice served as a calculated strategy to gain support by exploiting the urgent economic challenges faced by the electorate. From a rational choice perspective, it was observed that voters often made decisions rooted in short-term economic considerations, rendering vote-buying a seemingly pragmatic choice in the context of both general and regional elections

Abstract

Public trust is a key indicator of trustworthy government and a fundamental characteristic of a well-constructed governance system. The development of the concept begins with the fundamental government led by village head. Therefore, this research aimed to determine the level of confidence possessed by Klurak community regarding village head as well as to assess the impact of performance and the implementation of trustworthy government on public trust. The information was gathered through the use of stratified random sampling and examined using quantitative method and multiple linear regression analysis. The results showed that the level of public trust of Klurak Village placed in village head was 81.9%. This level of trust was impacted by village head performance and trustworthy governance, while other variables influenced 18.1% of the concept. Trustworthy government and village head performance had positive and negative influences on public trust, respectively.

Abstract

The Local Chief Executive and Vice elections in Indonesia are conducted together, which leads to potential conflicts in the relationship between both parties. Therefore, this research aimed to examine the causes and mechanisms for resolving conflicts between Local Chief Executive and Vice. This is empirical juridical research with the primary, secondary, and tertiary data analyzed through the utilization of a statutory and conceptual approach. The results showed that the conflict between the Local Chief Executive and the Vice was caused by the absence of chemistry and a clear division of duties. The two alternative mechanisms that can be used to prevent the conflict are mate selection during the nomination period, and the application of an agreement mechanism in accordance with the laws and political agreements. Vertical settlement mechanism, which enables the Local House of Representative (DPRD) was adopted to resolve persistent conflict in accordance with the controlling function. This mechanism is a new concept that can be used as a guideline for resolving Local Chief Executive conflicts in Indonesia.

Abstract

The Cieunteung Retention Pond was constructed in 2015 and completed in 2018 by the central government through BBWS Citarum. Despite this, flooding in Dayeuhkolot and its surrounding areas in Bandung Regency has continued to occur sporadically between 2020 and 2021. This study aims to analyze and describe the government's responsibility, particularly BBWS Citarum, based on J. Spiro's theory of Responsibility. In this theory, Spiro outlines three aspects that influence responsibility, with this research focusing on discussing the issues within the aspect of responsibility as cause. The research uses a qualitative method with data presented descriptively. The findings indicate that BBWS Citarum has successfully met the construction targets but has yet to address new problems that have arisen post-construction due to several factors
