Abstract

ABSTRACT Tangerang Regency has many potential natural resources and human resources that should be added value in increasing the economic potential of the community. However, the people’s life in Tangerang district is still living in poverty. Looking at the facts in the field that there are still many people living in slums, the researchers need to conduct a study on how the role of local government in Tangerang District eradicate poverty in the region. The research design refers to secondary data from 2011-2015. The research was conducted by qualitative method with descriptive inductive writing to obtain data. The scope of writing is about the role of Local Government of Tangerang Regency in Eradicating Poverty as well as factors that inhibit and support the role. The results of this sresearch illustrates that the role of Local Government of Tangerang Regency in alleviating poverty is quite a lot of realized in 25 excellent programs that are implemented consistently cross-sectoral and cross-SKPD which is expected to solve synergic regional problems and integrated but the community is still constrained some access related to clean water facilities, especially in some densely populated areas or slums in coastal areas. Abstract

ABSTRACT This study aims to describe the implementation and administration in the management of the Village Fund fiscal year 2016, along with the a limiting factor in the management and government’s efforts to overcome these obstacles. This research was conducted at the Community Empowerment Body and village authorities who have changed to the Department of Community Empowerment and Village (DPMD) and take six villages as samples in Hulu Sungai Utara, namely Cempaka, Kalintamui, Galagah Hulu, Kandang Halang, Pangkalan Sari and Benua Hanyar. This research uses descriptive qualitative method with inductive approach. Data collection techniques obtained by carrying out observations, interviews and documentation. While the data analysis techniques that are redaction Data reduction, Data display, Conclusion drawing. The results showed that the implementation and Administration of Village Funds in North Hulu Sungai Regency in principle have been done based on Regulation of Regent of Hulu Sungai Utara number 11 year 2016, specially on three sample villages of Cempaka Village, Kalintamui Village and Galagah Hulu Village. Owever, in the other three villages of Kandang Halang Village, Pangkalan Sari Village and Benua Hanyar Village, relatively not all work is done with an orderly administration. While on the implementation factor, communication and bureaucratic structure is relatively appropriate in Cempaka Village, Kalintamui Village and Galagah Hulu Village, but still relatively not suitable at Benua Hanyar Village, Kandang Halang Village and Pangkalan Sari Village. Fund resources are sufficient but in terms of quality and quantity still need to be optimized. While the disposition, the manager is very supportive with the Village Fund but need to be more carefully considered in the appointment of bureaucrats. Abstract

ABSTRACT Sub-District as one of the autonomous regional tools is expected to contribute greatly in providing services to the community. In order to meet the needs of the community to obtain easy, fast and appropriate services at the sub-district level, the government rolled out the Sub-District Integrated Service Administration Program (PATEN) with the issuance of Regulation of the Minister of Home Affairs Number 4 Year 2010 concerning the Guidelines for District Integrated Administration Service. To that end, the writer are interested in conducting research with the title “The Implementation of SubDistrict Integrated Service Administration Policy (Paten) in Jatinangor Sub District Sumedang Region West Java Province”. This research is focused on analyzing the Implementation of Sub-District Integrated Service Administration (PATEN), analyzing the inhibiting factors in the implementation of PATEN, and knowing what efforts to improve the implementation of PATEN in Jatinangor Sub-district, Sumedang Region. The research method that is used in the writing of this thesis is a qualitative research method with descriptive approach which is processed begins by declaring the statement with a unique and limited scope to be analyzed and draw conclusions on the problems that occur. Data collection techniques that used are interviews, documentation, and observation. Edward III’s theory as the implementation theory that is used in this research shows the result that the implementation of PATEN policy in Jatinangor Sub-district has been running well. However, there are still some inhibiting factors such as the far distance of sub-district from the district capital, insufficient facilities and infrastructure, lack of socialization among the younger generation, and there are some unfill position that can support the implementation of PATEN. The efforts undertaken in order to improve the implementation of PATEN policy in Jatinangor Sub-District is to further promote e-Government as part of coordination with the district government, adding some facilities and infrastructure that support implementation of PATEN, providing good model of PATEN socialization that is acceptable to all circles, and involving the Sub-District apparatus in some Training and Technical Guidance activities. Abstract

ABSTRACT This research entitled the implementation of the employees re-registration program electronically in the institute of domestic government Campus West Kalimantan. The purpose of this research is to analyze the process of implementing program of civil servant re-registration program electronically in the institution of domestic government of West Kalimantan Campus. The theory used in this research is the implementation of policy theory of Charles O. Jones. The result of the research shows that the implementation of the program of re-registration of government employees in the local government institution of the western campus of the West Kalimantan has not been done well. The reality is revealed in three aspects of the implementation process of program consisting of the organizational stage, the stage of interpretation and the application stage. Problems that arise at the organizational stage are; the main tasks and function of officers in the structure of organization is still not directed and still overlapping tasks in the field/practice. In the interpretation phase of the content and objectives of the implementation of the civil servant’s re-registration program has been understood by the verification officer, but the consistency in implementing the program implementation of the civil administration reformation program electronically as well as the implementation of monitoring and evaluation by the executing officers is not maximal yet. Although the program implementation process has not been maximal yet the initial impact of this program is very useful for civil servants in IPDN campus west Kalimantan especially in data storage of employees either in the form of physical data/hardcopy, or non physical/softcopy. Abstract

ABSTRACT Leadership is an important part of the management process and is needed in all types of organizations. Leaders plan and organize existing resources by influencing and directing others to achieve optimal subordinate performance. Leadership success is influenced by the leadership style applied and the satisfaction of subordinates. Being a good leader in the generation of millennials today and in the future is a critical challenge. Along with the times, many leaders emerged due to demands and environmental conditions at that time. In the era of millennial generation, effective governance will be realized if leaders can fulfill qualifications as credible leaders, have the ability, intellectual, and vision that is far ahead. But a good leader must also have integrity, honesty, and loyalty to the interests of the people. Millennial leadership needs to support the independence and entrepreneurial spirit of the millennial generation. Building a nation must have the main foundation of independence and entrepreneurship. Abstract

ABSTRACT This study analyzes and obtain a description of Policy Implementation delegation of some authority of government of the Regent to the District Head in District Tanjungsari of Sumedang Regency. Design used in this study using descriptive research design with a qualitative approach. Data analysis techniques employed in descriptive research through data selection, data reduction, data presentation, drawing conclusions and verification. The results of this study can be revealed that the implementation of the policy of delegation of some powers to the District Head in District Regents Tanjungsari accordance with decree No. 55 of 2009 which bestows 22 (twenty two) areas of authority, are still not followed up with a technical guide its implementation, making it difficult for field implementation fully implemented and still can not run optimally. The obstacles faced by the integrated services that have not been implemented, in the sense of the service process in the district Tanjungsari not through one door and go through the procedure on each part in accordance with their main duty, so that the bureaucracy getting longer, there are still overlapping authority with Technical service or other agencies, so that the implementation of the service becomes not optimal, uniform pattern of delegation of authority to all the districts to make the pattern of service be the same and there is no specification tailored to the needs of local communities, Lack of Human Resources (HR). So that the delegation of authority is on target and in accordance with the needs, competencies and skills Increasing Human Resources (personnel) in the district Tanjungsari who will carry out the delegation of authority, the provision of funding support for the implementation of the delegation of authority from the Regents to the District Head in District Tanjungsari of Sumedang Regency in a way inventory and forecast demand infrastructure and facilities and where possible existing infrastructure be utilized in the process of implementation of the delegation of authority. Abstract

ABSTRACT Rapid development of information technology and increased authority of village by the law No. 06 of 2014 on Village, need the existence of transformational leadership. Village head is expected to have ability to respond the changes, and influence the changes to support village development. The purpose of research are identify the ability of village head to respond the change, and identify behavior of transformational and transactional of village head to govern the village government in Kuburaya Regency. Samples of the research are two villages with different characteristics and resources. The two villages are Telukempening and Sungairaya Dalam. The result shows that limitation and lack of resources in Telukempening encourage the village head to be transformational leader, meanwhile village head of Sungairaya Dalam shows the behavior of transactional leadership. Abstract

ABSTRACT This study discusses the effectiveness, supporting and inhibiting factors and formulate strategies to overcome obstacles in the implementation of the the Physically Empowerment Program Social Problems through the Joint Business Group in the Village Tanjunggading Bandarlampung City. The design used in this research using descriptive method with qualitative-inductive approach. Data analysis techniques used in descriptive research through data selection, data reduction and verification of data and using SWOT analysis in order to formulate strategies to overcome obstacles. The results of this study can be explained that the effectiveness of implementation of the People Empowerment Program Social Problems through the Joint Business Group (KUBE) in Tanjunggading Village generally been effective as seen from the achievement on Program Objectives, Increasing Income, and Ability to Solve Social Problems Increased Functionality of Members, but there are programs that can not be achieved in accordance with the objectives of the Sustainability Program, especially in the capital increase business. Supporting factors in the implementation of this program are active members in managing their business, Motivation members to implement and manage the business is high enough, the support from the community and coaching. While the inhibiting factors are: management and assistance that have not been effective, Human Resources (members) are still low, the absence of additional capital in order to develop joint business groups, marketing the products that have not reached the market and Unfair Business Competition. Appropriate strategies used to overcome barriers that permit service quality improvement (1) Human Resource Development (Member) KUBE and established a partnership with Micro Finance Institutions, (2) Change renewal Management KUBE and Utilizing advances in information technology, (3) Revitalization KUBE Organization, (4) Making Adjustments and evaluation of programs and activities are a priority and the provision of venture capital in order to increase business KUBE. Abstract

ABSTRACT This paper would like to describe the synergy between the Army and the Government in the handling of natural disasters, by taking case study on the cooperation of Kodim 1611/Badung with Local Government of Badung Regency, both in the pre-disaster stage, during the disaster and after the disaster as for the research methods and approaches used is qualitative descriptive. Theories and concepts that are considered relevant to this research are related to disaster management and synergies. Based on the results of the research, it can be understood that the synergies held by Kodim 1611/Badung with Badung District Government are quite effective, although there are still obstacles in the handling of natural disasters, in the form of budget constraints, infrastructure, quality of personnel, sectoral ego between agencies, both parties, and low awareness of the community in the handling of natural disasters. Therefore, what should be done by both agencies is strengthening coordination, communication and collaboration on budget, means, personnel embodied in the MoU Keywords: synergy, army, government, natural disaster.

Abstract

ABSTRACT The topic of this research is purposed to identify the conflict handling and to analyze the influence that has done by BKD Kab. Sanggau. The method used in this research is quantitative by involving 34 samples and also the multiple linear regression analysis is used here as the analysis technic. The variable measurement is done by using Likert scale and applied variously based on the question. The result in this kind of technic analysis showed that there is a parsially significant effect of the conflict handling that fulfilled and interacted against the performance. On the other side, conflict handling by dominating, compromising, and avoiding partially is not significantly affect the performance. If seen simultaneously, the conflict handling also isn’t affect it. However, as can be seen in signification score of the conflict handling is by fulfilling and giving the massive influence to the performance. Keywords: conflict, conflict handling, performance
