Abstract

The study investigated Business Education reformation through innovative funding in Nigeria. It is an expository research design using secondary data. Recently, the discussion on the economy has brought the government's attention to the Business Education program in the Nation's educational system to combat unemployment and poverty in society and improve the Nation's economic performance. The system put in place by the Federal Government of Nigeria is to allow all sectors of the economy, including education, the need for the change of vocational training education, and the introduction of new strategies for its funding in the country. In this study, we learn and understand how to reform Business Education with proper funding in Nigeria. The sector faces funding challenges that limit its ability to deliver the desired outcome. Findings revealed that the government was solely responsible for funding business education in the country, and the available funds were inadequate to achieve the desired goals. Suppose the desired reformation of business education is to be completed. In that case, a new funding process for business education must be adopted for all institutions and sections, as well as private and multinational companies. However, it was suggested that for the transformation of business education in the Nation, funding processes that are innovative, such as alum endowment funds, foreign aid, increase in government budgetary allocation, Non-Governmental Organizations contributions, and rule of law on industries and manufacturing companies to contribute to business education growth in Nigeria

Abstract

Dance is a national identity that reflects a culture that must be preserved, but one of the Sundanese dances, namely jaipong, currently requires a strategy in maintaining its existence. This study aims to examine the role of government communication in efforts to preserve the art of Jaipong dance in the city of Bandung. The problem is focused on the effectiveness of government programs in maintaining sustainability and developing Jaipong dance in the midst of globalization. This research uses the theory of government communication in the promotion of culture. The data were collected through in-depth interviews and analyzed qualitatively. This study concludes that government communication through programs such as training, performance facilitation, coaching, and international promotion has made a significant contribution to the preservation of Jaipong dance. However, the study also identified several challenges, such as the lack of optimal quality of certification and the expansion of community participation. The results of this study provide important recommendations for the government, art actors, and the community in a joint effort to preserve the nation's cultural heritage.

Abstract

This article examines how the ASEAN Charter, which came into force in 2008, has transformed the dynamics and effectiveness of ASEAN in addressing regional challenges, strengthening cooperation among member states, and clarifying ASEAN's identity and role in the international arena. However, the implementation of the ASEAN Charter faces implementation challenges and substantive relevance challenges. This has prompted an urgent need to review and revise the ASEAN Charter, which is no longer relevant to the rapidly changing global and regional landscape. This revision will enable ASEAN to adapt to changes, ensure its relevance, effectiveness, and readiness to meet AMS's evolving needs and priorities, and address complex and dynamic challenges in the region. The researcher conducted a desk study approach to collect primary and secondary data from 2008 – 2023. The study method is qualitative descriptive and analyzed using the triangulation method with narrative content analysis. This article concludes that the revision of the ASEAN Charter will pose risks, uncertainties, and a series of unforeseen consequences that could undermine ASEAN's stability and unity. Thus, the recommendation to ensure the relevance of the ASEAN Charter is to conduct a review focused on developing a familiar voice and resolving conflicts effectively.

Abstract

Higher than usual rainfall and an inability to absorb water optimally have caused flooding in Mandailing Natal Regency. Geographical conditions that include mountains, highlands, lowlands, and coasts also contribute to the potential for complex disasters. This study aims to analyze the role of the Regional Disaster Management Agency (BPBD) in flood prevention and identify inhibiting factors. A qualitative descriptive approach was used, with data obtained through interviews, observations, and documentation. The results of the study indicate that BPBD carries out its role through pre-disaster mitigation, including media appeals, training, construction of safety structures, non-structural mitigation based on community empowerment, and the establishment of Disaster Resilient Villages. At the emergency response stage, BPBD deploys a Rapid Reaction Team (TRC) to assess the situation, while post-disaster recovery is carried out through infrastructure reconstruction, victim trauma assistance, establishment of command posts, damage inventory, and evaluation. The main obstacles include budget limitations and cross-sector coordination. The conclusion of this study confirms that optimizing the role of BPBD requires better synergy with the central government and the community to increase the effectiveness of flood prevention and handling in Mandailing Natal.

Abstract

This study analyzes the effectiveness of State Civil Apparatus (ASN) recruitment through the Computer Assisted Test (CAT) system in Deli Serdang Regency, North Sumatra Province. A qualitative descriptive research method was used with an inductive approach to systematically describe the phenomena in the field. The results of the study indicate that the implementation of the CAT system increases time efficiency, transparency, and selection accuracy. This system allows test results to be displayed directly and facilitates electronic data management. However, several challenges remain, including limited technological infrastructure, low technological literacy of participants, and less than optimal coordination between teams. These obstacles affect the smooth implementation of the selection, especially in remote areas. Recommendations for improvement include improving infrastructure, technology training, and strengthening coordination between teams. With these steps, the CAT system has the potential to become a more modern and efficient ASN selection model.

Abstract

This study examined the role of public administration in combating corruption in Nigeria, emphasizing the contributions of anti-corruption agencies. Adopting a historical study approach, the study traced the development and influence of key agencies, including the Economic and Financial Crimes Commission (EFCC) and the Independent Corrupt Practices and Other Related Offences Commission (ICPC). The Institutional Theory was used to analyze the relationship between administrative frameworks and anti-corruption efforts. The study provides unique insights into the effectiveness of anti-corruption agencies, highlighting their achievements and the constraints they face, including limited resources and political challenges. The findings indicated that although these agencies have achieved significant progress, they face challenges such as political interference, insufficient institutional capacity, and poor coordination, which limit their effectiveness. The study concluded that public administration is essential in this fight, but more extensive reforms are necessary to enhance the strength and independence of these agencies. The study recommended the creation of an independent body to oversee the performance of anti-corruption agencies and ensure improved accountability in their operations. The study's practical contribution is found in its policy suggestions for enhancing anti-corruption frameworks. In contrast, its theoretical contribution adds depth to the discussion on institutional integrity and governance in societies prone to corruption.

Abstract

This study explored the impact of digital media in transforming communication within Nigeria's socio-political context. By examining the historical progression of communication technologies, it emphasizes how digital media has redefined the way information is shared and received, closed geographical gaps, and empowered marginalized communities. Using a historical research approach, this study examines archival records, government policies, and academic literature to analyze the adoption and integration of digital technologies in Nigeria's media environment. Placing Nigeria's experience within a wider historical and global framework, the study highlights the pivotal role of digital media in advancing democratic processes and redefining the country's socio-political narrative. Nonetheless, challenges such as misinformation, digital illiteracy, and inadequate infrastructure persist. The study concluded that digital media has transformed Nigeria's communication landscape, offering both opportunities for development and areas of concern. The study recommended among others that the government should establish and enforce effective policies to curb the spread of misinformation and disinformation on digital platforms while safeguarding freedom of expression. Efforts should involve partnerships with technology companies to monitor content, support fact-checking initiatives, and run public awareness campaigns to help citizens recognize and avoid false information.

Abstract

This study investigates the dynamics of auditor-client communication to establish a balance between technical and non-technical language, communication skills, and satisfaction levels. The research adopts a quantitative analysis in combination to explore how these factors impact communication effectiveness. The study's respondents are 60 auditors, including expert auditors from the BPKP Indonesian Financial and Development Supervisory Agency and P2UPD auditors from the Ministry of Home Affairs, who were chosen for their relevant expertise. The study used a structured questionnaire to examine the frequency and context of technical and non-technical language usage, communication skills, and satisfaction levels. Data were analyzed using multiple linear regression, a statistical method to assess how independent variables influence communication outcomes. Technical language, such as "materiality thresholds" and "variance analysis," helps clarify complex concepts but can obstruct client comprehension when used excessively. Non-technical language, such as general terms like "acceptable margin of error," improves clients' comprehension and engagement in communication, particularly for clients who are not technically savvy. Auditors' communication skills, especially listening, speaking, and interpersonal interaction, were the strongest predictors of effective communication. Communication satisfaction also played a crucial role in building trust and smoothing interactions. This study concluded that balancing technical and non-technical language, honing communication skills, and prioritizing satisfaction are essential for enhancing audit outcomes. However, this research focuses on public-sector auditors in Indonesia, which may limit generalizability to other sectors. Recommendations include training auditors in adaptive communication strategies and implementing feedback mechanisms to sharpen their approach. These results contribute to the literature by combining linguistic and audit practice perspectives to provide actionable insights into better communication strategies, improving audit processes, and informing policy improvements.

Abstract

This article examines the influence of entertainment and interaction through the perception of candidate image on the intention to choose students in West Java in the 2024 Regional Elections, with Ronal Surapradja as the research subject. This research focuses on evaluating social media's effectiveness as an effective campaign strategy in shaping voting intentions, especially in building a candidate's image. This study uses the theory of uses and gratifications with a quantitative approach. Data was collected through a questionnaire, distributed to West Java students, and then analyzed using the PLS-SEM method. The study's results showed that entertainment did not significantly affect the intention to choose Ronal Surapradja, while interaction had a significant negative influence. In addition, the perception of Ronal Surapradja's image was proven to mediate the impact of entertainment on the intention to choose. Still, it did not mediate the effect of interaction on the intention to choose. These findings show the importance of the right communication strategy in building a candidate's image on social media. Thus, it is essential to know the sound management of candidate image and the implementation of effective digital communication strategies to increase connectivity with voters, especially Generation Z, who are active on social media.

Abstract

The Digital Population Identity Application is an application that aims to help the public carry out population document services. However, the application in Semarang City is still not optimal. Poor response from the public regarding the application and user targets that have not been achieved. This study aims to analyze innovation and driving and inhibiting factors of the Digital Population Identity application at the Semarang City Population and Civil Registry Office. The type of qualitative descriptive research. This study uses Rogers' innovation attribute theory and Rogers' driving and inhibiting factors. The results of the innovation of the Digital Population Identity Application in Semarang City have been maximized even though some things are not optimal. In terms of complexity, it has not been maximized because the public experiences technical obstacles experienced by the community; the ease of use of the application is less than optimal because the public feels that the socialization carried out by the government is not massive enough. The driving factor is the effort to change from the agent, and the inhibiting factors are the characteristics of innovation, Communication channels, and social systems. The suggestions that can be given are that Dispendukcapil provides evaluation aspirations for residents if they experience difficulties, utilizes existing human resources effectively by inviting sub-districts, urban villages, and RT/RWs, and increases content regarding IKD, conducting routine evaluations on community aspirations forums, and taking firm action against perpetrators of hoax spreaders.
