Abstract

This study examines the implementation of Bengkulu City Regional Regulation Number 4 of 2021 concerning the Regional Spatial Plan (RTRW) for 2021–2041 in road infrastructure development. The main issue addressed in this study is the unequal distribution of road development, particularly in suburban areas where damaged, pothole-ridden, and unpaved roads are still commonly found. This research employed a descriptive qualitative approach with data collected through observation, in-depth interviews, and documentation. The findings reveal that the implementation of the RTRW regulation has been carried out through planning, budgeting, implementation, and supervision stages by the Bengkulu City Public Works and Spatial Planning Agency (PUPR). However, the realization of road development during 2021–2024 has not been stable and is highly influenced by limited regional budgets and dependence on Special Allocation Funds from the central government. Communication, resources, implementer disposition, and bureaucratic structure also affect the effectiveness of policy implementation. The study concludes that the implementation of the RTRW regulation in road infrastructure development remains partial due to the gap between spatial planning objectives and actual field conditions. Therefore, stronger planning integration, fiscal capacity, intersectoral coordination, and community participation are needed.

Abstract

The rapid development of digital media has encouraged content creators to utilize regional languages as communication strategies to strengthen audience engagement while reinforcing cultural identity. Although previous studies have examined the use of local languages on social media, research specifically explaining how the Ngapak language functions as a digital communication strategy for building audience engagement through the perspective of symbolic interactionism remains limited. This study aims to analyze the Ngapak language-based digital communication strategy employed by the TikTok accounts @RofiqKompak and @Mamichula in fostering audience engagement. A qualitative approach was employed using Herbert Blumer's Symbolic Interactionism framework, emphasizing the concepts of meaning, language, and thought. Data were collected through content observation, documentation, and analysis of audience interactions in the comment sections. The findings reveal that the Ngapak language functions not only as a communication tool but also as a symbol of cultural identity that creates meaning, emotional closeness, and social relationships between creators and audiences. The @RofiqKompak account utilizes Ngapak as a personal branding strategy by combining local identity with experiences of working in South Korea, whereas @Mamichula employs Ngapak to reinforce communication authenticity despite visual characteristics that initially lead audiences to perceive the creator as a foreigner. The findings further demonstrate that the use of the Ngapak language encourages audience participation through comments, likes, and shares while strengthening creator identity and fostering digital community formation on TikTok. This study contributes to the development of digital communication literature by highlighting the strategic role of local cultural identity within symbolic interactionism and offers practical implications for content creators in designing authentic, contextual, and engagement-oriented digital communication strategies.

Abstract

Previous studies on police public relations have primarily focused on law enforcement, conventional public communication, and traffic safety campaigns, while limited attention has been given to how police institutions strategically employ social media as a digital public relations tool to promote traffic safety awareness. This study addresses this gap by analyzing the public relations strategy of the Medan Police in reducing traffic accidents through social media content. A descriptive qualitative approach was employed using in-depth interviews, observations, and documentation. The study involved public relations personnel of the Medan Police and six members of the Medan community representing students and public workers as research informants. Data were analyzed through data reduction, data display, and conclusion drawing with source triangulation to ensure credibility. The findings reveal that the Medan Police implements a segmented digital public relations strategy by tailoring educational content to the characteristics of different audiences, with Instagram targeting younger users and Facebook targeting adults. The communication strategy combines educational flyers, visual content, and short videos to enhance message accessibility and public engagement while strengthening awareness of traffic safety. The novelty of this study lies in demonstrating how audience segmentation and platform-specific content strategies are integrated into police digital public relations practices for traffic safety education. This study contributes to the development of digital public communication literature by providing empirical evidence on strategic social media utilization within public sector organizations to support community-oriented traffic safety campaigns.

Abstract

This study aims to analyze communication patterns between fathers and children in shaping children’s self-confidence in Tegal City. This research employed a qualitative approach with a descriptive design. The informants were selected using purposive sampling and consisted of eight father–child pairs. Data were collected through in-depth interviews, observation, and documentation, then analyzed through data reduction, data presentation, and conclusion drawing. The findings show that interpersonal communication between fathers and children plays an important role in developing children’s self-confidence. Open and empathetic communication makes children feel safe, heard, and valued. Fathers’ support and positive attitudes encourage children to try new experiences, participate in social activities, and develop positive self-perception. Meanwhile, equality in communication creates warm and pressure-free relationships, allowing children to express their opinions more confidently. Conversely, the lack of father involvement may create emotional distance and communication barriers that lead to functional fatherlessness. This study confirms that children’s self-confidence is shaped not only by internal factors but also by the quality of father-child communication that is emotionally present, consistent, and meaningful.

Abstract

This study analyzes the representation of propaganda and war ideology in the anime Spy x Family episodes 39–40. The research focuses on Loid Forger’s childhood, which reveals how war narratives, hostility toward the enemy, and militaristic values are constructed through media, family, social environment, and children’s play. This study employs a qualitative descriptive approach using Roland Barthes’ semiotic analysis, which includes denotation, connotation, and myth. Jacques Ellul’s propaganda theory is also used to classify the forms of propaganda represented in the selected scenes. The findings show that war propaganda is represented through integration, vertical, horizontal, sociological, and political propaganda. Sociological propaganda appears as the most dominant form because war ideology operates subtly through daily habits, social language, peer pressure, and children’s games. These findings indicate that Spy x Family functions not only as entertainment, but also as a medium of social criticism against the normalization of war, the dehumanization of enemies, and the formation of military identity from an early age. This study emphasizes the importance of critical media literacy in interpreting ideological messages embedded in popular culture

Abstract

This study examines the relationship between the use of generative Artificial Intelligence (AI) and Generation Z's creative thinking skills in digital activities in Pemalang Regency, Indonesia. Although research on generative AI has expanded rapidly, most previous studies have focused on formal educational settings, leaving its role in Generation Z's everyday digital activities relatively underexplored. This study employed a quantitative correlational design involving 100 Generation Z respondents selected through purposive sampling. Data were collected using a validated and reliable Likert-scale questionnaire and analyzed using descriptive statistics, normality and linearity tests, and Spearman's rank correlation with IBM SPSS Statistics 25. The findings indicate that generative AI usage is at a high level (mean = 73.65), while creative thinking skills are categorized as good (mean = 64.01). The correlation analysis reveals a positive and statistically significant relationship between generative AI usage and creative thinking skills (ρ = 0.475; p < 0.05). These findings suggest that generative AI can function as a creative enabler, supporting idea generation and creative development in digital activities when used critically, responsibly, and proportionally. This study contributes empirical evidence to the growing literature on generative AI and creativity by examining Generation Z's everyday digital practices within a local Indonesian context.

Abstract

The development of digital technology in the Society 5.0 era is driving the government to transform public services toward a more effective, efficient, transparent, and adaptive state administration system. One innovation with significant potential is the application of Artificial Intelligence (AI) in public service delivery. This study aims to analyze the implementation of AI-based public service innovations in improving the effectiveness of state administration in Medan City and to identify factors that support and hinder its implementation. The research focuses on the use of AI in administrative services, public complaint management, data processing, and digital technology-based decision-making. This study used a qualitative approach with descriptive methods. Data were collected through in-depth interviews, observations, and documentation studies. The research informants included the Head of the Medan City Communication and Informatics Office, the Head of the Statistics and Public Information Division, SP4N-LAPOR administrators, users of digital public services, and academics in the fields of public administration and digital transformation. Data analysis was conducted using the Miles and Huberman interactive model, encompassing the stages of data reduction, data presentation, and conclusion drawing. Data validity was tested using source and method triangulation techniques. The research results show that the application of AI contributes positively to increasing the effectiveness of public administration by accelerating service processes, improving data processing accuracy, bureaucratic efficiency, and increasing transparency and accountability in public services. The use of chatbots, automated public complaint classification, and AI-based data analysis can improve service quality and public satisfaction. However, AI implementation still faces various obstacles, including limited digital infrastructure, low human resource competency, disparities in technology access, and challenges related to data security and the ethical use of AI. This study concludes that AI-based public service innovation is an effective strategy to support the modernization of public administration in Medan City in the Society 5.0 era. Successful implementation requires comprehensive regulatory support, strengthened digital infrastructure, enhanced staff competency, personal data protection, and synergy among stakeholders to ensure sustainable public service transformation and a focus on improving the quality of public service.

Abstract

Agrarian conflicts arising from urban spatial planning have generally been examined from legal and land tenure perspectives, while limited attention has been given to how public administration processes shape unequal access to land and influence conflict resolution. This study addresses this gap by integrating Nancy Peluso’s Theory of Access and Dwight Waldo’s Public Administration Theory to analyze the administrative process of urban spatial planning, the interactions among institutional actors, and the mechanisms of agrarian conflict resolution in the Tegal Railway Station area. A qualitative case study approach was employed through in-depth interviews with representatives of PT Kereta Api Indonesia (Persero), the Tegal City Government, the National Land Agency (BPN), and Panggung Village, supported by court decisions and policy documents. The findings indicate that the conflict originated from overlapping claims between PT KAI’s historical grondkaart rights and the community’s long-term occupation since the 1950s. The administrative process was characterized by fragmented inter-agency coordination, limited participation of affected communities, and weak institutional integration, resulting in the prioritization of state asset protection over substantive conflict resolution. Although financial compensation was provided following the demolition of 22 buildings in March 2020, the legal status of the disputed land remained unresolved. The study contributes to the literature by demonstrating that agrarian conflicts in urban spatial planning should be understood not merely as legal disputes over land ownership but also as governance challenges involving unequal access to resources, institutional coordination, and democratic public administration. Strengthening participatory planning, legal certainty, and integrated inter-agency governance is therefore essential for achieving socially just and sustainable urban development.

Abstract

This descriptive qualitative study evaluates the Islamic digital content strategy of Toko Tayyiba’s Instagram account in Surakarta and its impact on brand awareness. Data were collected in August 2025 through semi‑structured interviews with six informants (three active followers and three internal actors: supervisor, social media specialist, and content creator), complemented by post observations and account documentation. The analysis followed Miles’ cycle of data reduction, display, and conclusion drawing, validated through source, method, and time triangulation. Findings indicate that the consistency of Islamic identity through hijab‑wearing models and subtle Mekkah elements, combined with the application of visual hooks in the first seconds of content and entertainment‑based local comedy, successfully increased organic reach, engagement, familiarity, and strengthened Brand recognition, Brand Recall, and even Top Of Mind positioning among audiences. However, the effectiveness of this strategy remains partial due to weaknesses in product education and catalog content, including limited research depth, insufficient product details (origin, benefits, usage guidance, price transparency), and inconsistent feed aesthetics, which hinder the transition from awareness and engagement to purchase intention and sales conversion.

Abstract

Shifting attitudes toward marriage have become increasingly evident among Generation Z in Indonesia as TikTok has emerged as a prominent platform where narratives surrounding remaining unmarried, singlehood, and childfree lifestyles are widely circulated and negotiated. While previous studies have primarily examined the relationship between social media exposure and changing attitudes toward marriage, limited attention has been given to how digital social construction processes shape these perceptions. This study aims to analyze the representation of unmarried narratives on TikTok, examine how these narratives are socially constructed through digital interactions, and identify the factors influencing Generation Z's perceptions of remaining unmarried. Employing a descriptive qualitative approach, the study collected data through in-depth interviews with six Generation Z participants aged 20–27, observations of five TikTok accounts, and document analysis. The findings reveal five dominant narrative framings on TikTok-risk, responsibility, self-worth, statistical legitimacy, and anti-timeline-which interact with users through the processes of externalization, objectification, and internalization as conceptualized by Berger and Luckmann. Most participants reported shifts in their perceptions after repeated exposure to these narratives, although the extent of change varied according to their personal values, family backgrounds, and life experiences. Rather than claiming a deterministic influence of TikTok, this study demonstrates that digital platforms function as spaces where social meanings about marriage are continuously negotiated and reconstructed. The study contributes to the literature on digital social construction by illustrating how algorithmically mediated interactions participate in reshaping contemporary marriage values among Generation Z in Indonesia while highlighting the importance of critical digital literacy and intergenerational communication in responding to evolving digital narratives.
