Abstract

This study analyses Saudi Arabia’s soft power strategy through sportswashing as an instrument of public diplomacy aimed at enhancing its global image and strengthening its international economic position within the framework of Vision 2030. A qualitative descriptive approach is employed, using content analysis of academic literature, official government documents, and reports from international organizations to examine how sportswashing functions across multiple strategic registers systematically. The findings reveal that Saudi Arabia’s sportswashing strategy operates across three interconnected dimensions: reputational, economic, and normative. In the reputational dimension, sport is used to reconstruct the country’s global image and redirect international attention from documented human rights violations. In the economic dimension, sportswashing drives diversification through tourism growth, large-scale sports investment, and expansion of the services sector. In the normative dimension, sport constructs a new social identity aligned with global values of modernity and inclusiveness, though reforms remain largely symbolic without substantive institutional change. Overall, sportswashing provides significant strategic benefits; however, long-term sustainability depends critically on the credibility of genuine domestic reforms that can substantiate Saudi Arabia’s moral legitimacy internationally. This study contributes to soft power and public diplomacy scholarship by offering an integrated analytical framework demonstrating how sportswashing operates simultaneously across reputational, economic, and normative dimensions as a tool of authoritarian legitimacy management

Abstract

This study examines Nigeria’s foreign policy choices in the context of energy diplomacy and strategic realignment amid the Iran–United States conflict. The research focuses on how geopolitical tensions, global energy market fluctuations, and historical alliances shape Nigeria’s diplomatic strategies and decision-making processes. Employing the historical research method with secondary sources only, the study critically reviews academic publications, policy documents, official statements, speeches, and credible media reports to trace the evolution of Nigeria’s foreign policy and energy diplomacy over time. Content analysis is used to systematically identify recurring themes and patterns, including energy security, national interest, strategic partnerships, and alignment with global powers. Findings reveal that Nigeria’s foreign policy is both reactive to international developments and proactive in protecting its economic and strategic interests. The study highlights the country’s pragmatic approach to balancing relationships with major powers while safeguarding its energy resources. Based on the findings, the study recommends that Nigeria strengthen multilateral energy diplomacy, enhance strategic foreign policy planning, and invest in continuous research to inform evidence-based decision-making. This research contributes to the understanding of how medium-sized oil-producing nations navigate complex international conflicts, offering insights into the intersection of energy security and foreign policy in a volatile global environment.

Abstract

This study explores the historical and diplomatic ties between Nigeria and Fernando Po (Bioko Island, Equatorial Guinea) since 1960. However, references are made to the periods preceeding the era to established historical links. The analysis touches pre-colonial trading networks, colonial partitioning, and current nautical and economic contacts. The study explores how historical ties and economic imperatives have influenced Nigeria-Equatorial Guinea relations, particularly regarding maritime border disputes and oil exploitation. Using qualitative research methods, the analysis emphasises the long-lasting legacy of colonial borders, the importance of regional organisations such as ECOWAS, and the significance of oil discoveries on bilateral negotiations. The paper reveals that, while shared ethnic and cultural links serve as a foundation for cooperation, opposing economic interests, particularly over offshore oil deposits, have caused recurring conflicts, resulting in diplomatic talks and occasional conflict. It concludes that Nigeria-Fernando Po relations present both challenges and opportunities. This study adds to the discussion of post-colonial state formation, resource diplomacy, and regional integration in West Central Africa by combining historical and contemporary perspectives.

Abstract

This study aims to analyze the implementation of collaborative governance in sport tourism management and its contribution to local economic development in Musi Banyuasin Regency. This research employs a qualitative approach with a case study design using interviews, observations, and documentation. The findings indicate that sport tourism has contributed to local economic activities, including increased business opportunities and local income, although the impacts remain temporary and unevenly distributed. From a governance perspective, collaborative governance has involved government, private sector, and community actors, yet it has not been optimally implemented. Key challenges include weak alignment of goals, dominance of leadership, ineffective communication, and limited resource sharing. This study proposes an enhanced collaborative governance model by incorporating the Interaction and Involvement Actor (IIAT) dimension to strengthen actor interaction and participation. This model is expected to improve the effectiveness and sustainability of sport tourism management.

Abstract

This study aims to analyze institutional dynamics in village empowerment and to formulate an institutional strengthening model based on public value in Banyuasin Regency. A qualitative approach with a case study design was employed to explore interactions among actors, values and norms, and institutional practices in village empowerment. Data were collected through in-depth interviews, observations, and document analysis involving key stakeholders at the village and local government levels. The findings indicate that village empowerment remains dominated by administrative orientation, with limitations in human resource capacity, low community participation, and weak internalization of public values. At the same time, opportunities for institutional strengthening emerge from resource availability, local potential, and multi-actor collaboration. This study proposes an institutional strengthening model that integrates structure, values, actors, and participatory processes to generate public value in the form of improved welfare, service quality, and public trust.

Abstract

The development of information technology requires libraries to adapt to remain relevant as a center for community learning. One of the efforts made is through a social inclusion-based library transformation policy that places libraries not only as information providers, but also as spaces for community empowerment. This study aims to analyze the implementation of library transformation policies based on social inclusion at the West Bangka Regency Library and Archives Office and identify the factors that affect it. The research uses a qualitative approach with a descriptive method through observation, in-depth interviews, and documentation, and is analyzed using the perspective of George Edward III's policy implementation which includes communication, resources, disposition, and bureaucratic structure. The results of the study show that the implementation of the policy has gone quite well, characterized by the replication of the program to the village level and the increasing role of the library as a community learning space. However, the effectiveness of implementation still faces obstacles in the form of limited human resources, lack of optimal policy communication, weak cross-sector coordination, and the absence of adequate regional regulations and monitoring systems. Therefore, strengthening governance, institutional capacity, and derivative policy support is needed to ensure the sustainability of library transformation based on social inclusion.

Abstract

Disasters have widespread impacts on society, thereby requiring an active role for government in delivering public services in the disaster management sector. This study aims to analyze the implementation of capacity building as an alternative strategy to improve the quality of disaster management services in Jombang Regency. This research employs a qualitative, descriptive design. Data sources consist of primary and secondary data, collected through interviews, observations, and documentation. The informants include officials and personnel from the Regional Disaster Management Agency (BPBD) and Fire and Rescue Services (Damkar) of Jombang Regency. Data analysis uses the interactive model of Miles, Huberman, and Saldaña, which includes data reduction, data display, and conclusion drawing. The findings indicate that efforts to improve disaster management services have been implemented through various programs, including disaster education and personnel training. However, the implementation of capacity building, which includes human resource development, organizational strengthening, and institutional reform, has not been fully optimized. The main challenges include limited budget, inadequate infrastructure, and the institutional integration of BPBD and Damkar, which affects organizational effectiveness. This study highlights that capacity building functions not only as a means of enhancing individual capacity but also as a strategy for institutional reform in disaster governance. Therefore, stronger policy support and commitment from local government are needed to optimize capacity-building implementation and achieve more responsive, effective, and community-oriented disaster management services.

Abstract

This study aims to analyze the social dynamics of residents in the new housing complex of Gria Mahakam City, Samarinda. The focus of this study is on how social interaction, social participation, social capital, and social barriers are formed within a modern housing environment. To address this issue, the study draws upon Blumer’s theory of symbolic interactionism, Putnam’s theory of social capital, and Giddens’ theory of modernity. Data were collected through in-depth interviews, participant observation, and documentation from 30 informants selected through purposive sampling, and were then analyzed qualitatively through data reduction, presentation, and drawing of conclusions. This study concludes that the social dynamics of residents are in a transitional phase toward more stable social cohesion, where social interaction remains limited, participation is fluctuating, and social capital is beginning to develop but is not yet evenly distributed. Social barriers are influenced by individual and structural factors, while contextually, these dynamics are linked to Samarinda’s position as a developing city and a buffer zone for the Nusantara Capital City, meaning that community formation occurs gradually and is influenced by residents’ characteristics as well as regional development.

Abstract

This study aims to critically review the exclusivity of the 'minimum work experience' criterion in labor recruitment, which is commonly regarded as a reasonable and objective primary requirement. The analysis is conducted through the philosophical perspectives of deconstruction, as elaborated by Jacques Derrida, and the Rawlsian theory of justice. The method employed is a qualitative case study using structured interviews with six informants (two individuals with work experience, two fresh graduates who face obstacles due to lack of experience, and two fresh graduates without work experience who do not encounter such obstacles), as well as library research based on several relevant studies. Data validity was emphasized through source triangulation, iterative reading, peer debriefing, and member checking. Data analysis was conducted in two stages: deconstructive analysis, followed by elaborative analysis based on the Rawlsian principle of fair equality of opportunity. The results indicate that: (1) the mainstreaming of minimum work experience as a recruitment criterion reflects a form of logocentrism privileging a single dominant meaning—namely, work experience—as the center, which can create exclusion against certain groups of job-seekers by marginalizing other meanings or alternative possibilities of competence, such as learning ability, adaptability, work ethic, and others; (2) such logocentric practice also contradicts the Rawlsian principle of fair equality of opportunity, which emphasizes equal access and opportunity regardless of individuals' initial conditions, as it may create structural barriers for fresh graduates in accessing equal employment opportunities. The study concludes by recommending diversifying recruitment criteria and reorienting toward more inclusive practices, such as trial internships, probation, or management trainee programs.
