Abstract

This article aims to examine the political elite coalition in regional expansion. The problem is focused on the case of the expansion of the Cirebon Province since 2009, when the Presidium for the Establishment of the Cirebon Province (P3C) was declared. Until 2019, P3C has not been able to form a coalition of local political elites to propose the expansion of Cirebon Province. In order to approach this problem, the theoretical reference of the political elite coalition in regional expansion initiated by Ehito Kimura is used. The data collected through interviews and documentation, then analyzed qualitatively. This study concludes that the local political elite coalition did not form for the expansion of Cirebon Province due to differences in issues between local political elite groups who agree with local political elites who reject the issue of the use of economic resources, regional development, political interests, ethnicity and former political history. - Cirebon residency. In addition, the weakness of the local political elite coalition which is only supported by three regions and the corrupt behavior of the elites who approve the proposed expansion of Cirebon Province at both the lower and upper levels, resulted in the absence of the expansion of Cirebon Province during 2009-2019.

Abstract

The purpose of this study is to describe the institutions of Village-Owned Enterprises in South Buton Regency. This research is important to do because there are several problems including the application of rules and management of Village-Owned Enterprises that are not appropriate and lack of internal control. The research design used was qualitative with a descriptive approach. Data were collected using observation techniques, interviews and also through document review. The data were analyzed using an interactive model. The results of this study reveal that the implementation of village-owned enterprises in South Buton Regency is limited with various problems. From the regulatory aspect, it has been based on rules such as village regulations, management decrees and AD/ART, but there are some villages that are constrained by legalization due to internal problems. Meanwhile, from the normative aspect, the evaluation form and the accountability model for the management of Village-Owned Enterprises have not been carried out properly because there are still unaccountable management reports. However, there are several efforts by the Village Community Empowerment Service (DPMD) along with Community Empowerment Experts to help overcome finding solutions. As a result, one of the villages, namely Lampanairi village, succeeded in encouraging the role of its Village-Owned Enterprises and became a driving force for the community's economy and was part of 125 villages that received the title of Brilliant Village in the category of economic business development village in the midst of the Covid 19 pandemic.

Abstract

Based on the results of the analysis of the 2020 East Medan District Government Agency Performance Accountability Report, it shows that employee performance is still low, and there are problems that need to be addressed related to apparatus work discipline. The research method used in this research is descriptive with qualitative analysis. Data collection is obtained from interviews, documentation, and observations. The results showed that the work quality of the employees of the East Medan District Head Office, Medan City was still low in terms of handling documents and procedures were still convoluted and slow and not transparent in terms of costs. The work quantity of the employees of the Medan Timur Sub-district Office in Medan City is quite good. The work discipline of the employees of the East Medan Sub-district Office, Medan City, has not yet been implemented as expected by the community. Employees at the Medan Timur Sub-district Office in Medan City have good initiatives in carrying out their duties. As well as the employee's responsibility for all aspects related to the tasks carried out by the employees of the East Medan District Head Office, Medan City is quite good.

Abstract

The increasing number of internet users and the emergence of this new technology not only affect our lifestyle but also create new marketing strategies for product owners to promote and sell their products. In addition, social media also provides an easier way for product owners to understand their consumers. This study seeks to identify the AISAS communication model on the Instagram account @bodatnation in running a paid promotion business. The method used in this study is a qualitative research method with observation techniques, literature review, and in-depth interviews with the founder and admin of the @bodatnation Instagram account. The results of this study indicate that the Instagram account @bodatnation can adopt the AISAS communication model. The admin of the @bodatnation account has succeeded in finding issues and trends in society and then processing them into interesting and informative content. Point Search – Action – Share is very influential on consumers for purchasing decisions for products that are being promoted or using paid promote services.

Abstract

This study analyzes public policy innovations regarding the prevention and control of Covid-19 as a new policy innovation to contain the spread and growth of Covid-19 cases. This is expected to be able to analyze policy innovations that can accelerate the handling of the Covid-19 problem. This research was conducted in Semarang City based on Nugroho's (2015) theory of quality policy (2015). The research method uses a qualitative approach with literature study analysis techniques using data collection techniques by searching various secondary data sources in the form of government documents, electronic mass media reporting with the keyword search for innovation in the application of Covid-19 response policies. The results of this study found that since the implementation of this new innovation policy, there has been an increase in the cure rate of 77.09% of the total confirmed cases and a decrease in the risk of spreading so that the City of Semarang is in PPKM (Enforcement of Community Activity Restrictions) Level 1 with low risk. One of the contributors to the number of Covid-19 cases is immigrants from outside the city of Semarang who reached 45% of new positive cases. The high mobility of the movement of people outside the city of Semarang entering the city of Semarang and the low level of control and supervision of the movement of the arrival of residents outside the city of Semarang who enter the city of Semarang who carry the virus must be a major concern in controlling the rate of increase in Covid-19 in the city of Semarang.

Abstract

This article aims to provide an analysis of the accessibility of the community to the clean water supply policy in Pringsewu Regency which is managed by the Regional Drinking Water Company. The problem is focused on the limited public access to clean water sourced from the Way Sekampung Regional Drinking Water Company, Pringsewu Regency which is only able to reach Gadingrejo and Pringsewu Districts. To approach this problem, a reference to the concept of accessibility is used (Hakim, 2010). The data were collected through interviews, documentation, and observation and analyzed qualitatively. This study concludes that the community's access to clean water which is managed by the Way Sekampung Water Supply Company in Pringsewu Regency tends not to reach all sub-districts in Pringsewu Regency. PDAM Way Sekampung is only able to access two sub-districts, namely Pringsewu District and Gadingrejo District, out of the total sub-districts in Pringsewu Regency, which amount to 9 (nine) sub-districts. The lack of equal access is due to several factors, including; The volume of water consumed by the community tends to be large, while the Way Sekampung Regional Water Company has limited raw water sources, different access to clean water, the time it takes to get clean water, the quality and price of clean water is not optimal, as well as local government policies in providing clean water that has not been maximized.

Abstract

This study aims to analyze how the implementation of the Gayo Lues Regent’s Regulation Number 14 of 2014 concerning urban and rural land and building taxes in Gayo Lues District and to find out the obstacles in the implementation of the Gayo Lues Regent’s regulation number 14 of 2014 concerning urban and rural land and building taxes in Gyao Lues district. The research method used in this research is descriptive with qualitative analysis. Data collection was obtained from interviews, observations and documentation. The Research results were tasted using George Edward III’s theory, wich consisted of (1). Communication, (2). Resources, (3). Bereaucratic Structure and (4). Dispotition. The results of this study indicate that the implementation og Gayo Lues Regent’s Regulation Number 14 of 2014 concerning Urban and Urban Land and Building Taxes in Gayo Lues District has been implemented but has not given optimal result, because it faces several obstacles, including the lack of diect socializatation of land and building taxes to the community, limited human resources in terms of quantity and competence possessed. limited facilities to support activities, lack of budget to support the implementation of activities.

Abstract

Focus of this research is to describe how the member of Persija FC’s supporter constructing their identities before and after they become the member of The Jakmania. Case study method is used with multi case-single level analysis design. It is found that, in each of three informants’ self, the changing of identities are really happened. One of the changing identities about for example is their social status after they have joined with The Jakmania. In the beginning, before they join with The Jakmania, people did not pay attention to them. It was because their low socio-economic status. Now, after joined The Jakmania, they have their own ingroup that strengthen their individual identity.

Abstract

The purpose of the study was to analyze the implementation, obstacles and efforts to implement the Regent's Regulation Number 50 of 2017 concerning Civil Servant Discipline at the Regional Secretariat of Batu Bara Regency. The method used in this research is a qualitative method, which is a research method used to conduct research naturally using various available methods. The results showed that from an organizational perspective the implementation of work discipline was not optimal, where there was a lack of understanding of human resources, namely a head of service and other SKPD in the implementation of the organizational structure and lack of ability to carry out good performance in accordance with the organizational structure. In terms of interpretation of the implementation of work discipline, a head of service should be able to socialize technical instructions and implementation instructions on work discipline ranging from electronic attendance, morning apples and work hours, but the reality is that a head of service does not have seriousness in creating good communication with ASN so that technical instructions and instructions for implementing work discipline have not run optimally within the Regional Secretariat of Batu Bara Regency. In terms of implementation, the Regional Head gives sanctions to officials who have problems in their inability to improve work discipline so that the head of the service is not given a job or is not given another position at the Regional Secretariat of Batu Bara Regency due to disharmony between the head of the service who has problems with the Regional Head.

Abstract

The purpose of this study was to analyze the implementation and obstacles in the budget performance system at the General Section of the Regional Secretariat of Batu Bara Regency. The research method used is a qualitative method. The reason for using this qualitative method is because the problem is not clear, holistic, complex, dynamic, and full of meaning so that data on certain social situations is not possible. Implementation of the Budget Performance System in the General Section of the Regional Secretariat of Batu Bara Regency in terms of communication, has been able to communicate with the parties involved. In terms of Human Resources, it is still not optimal in carrying out the budget performance system. In terms of disposition, SKPD has been able to give a good attitude towards all offices. In terms of the Bureaucratic Structure, it still shows that it is less than optimal in budgeting. The obstacle is that the knowledge of SKPD is still not optimal in carrying out budget preparation, so that mature human resources are needed to really understand budget preparation for the smooth running of a good government. The SKPD's lack of understanding of the applicable laws and regulations and the lack of commitment to implement them have made the implementation of the budget performance system not run well.
