Abstract

Penelitian ini berusaha mengevaluasi komunikasi publik Pemerintah Republik Indonesia terkait pandemi Covid-19 di Indonesia dari perspektif para jurnalis sebagai mitra pemerintah dalam menyampaikan pesan kepada masyarakat. Dengan menggunakan teori sistem dan excellence theory Grunig sebagai kerangka teoretis, penelitian ini mencoba memahami bagaimana pemerintah sebagai organismee hidup berinteraksi dengan lingkungannya dan mengidentifikasi strategi kehumasan yang dipakai dalam berkomunikasi kepada para pemangku kepentingan terkait pandemi. Penelitian ini menggunakan pendekatan kualitatif dengan memakai focus group discussion (FGD) dan big data analysis (BDA) sebagai teknik pengumpulan data. Hasil penelitian menunjukkan adanya perubahan dalam pola komunikasi krisis pemerintah. Hal ini didorong oleh adanya perubahan kepemimpinan di lembaga terkait dan pergeseran pola komunikasi yang awalnya bersifat militeristik menjadi nonmiliteristik. Namun demikian, beberapa masalah masih didapati dalam komunikasi pemerintah tersebut, di antaranya, masih ditemukannya ego sektoral, inkonsistensi pesan yang dikirimkan oleh lembaga-lembaga pemerintah, penggunaan symbol rujukan yang tidak universal, banyaknya aspek seremonial yang tidak perlu, dan kesenjangan antara perumusan dan realisasi ide serta pelibatan para pemangku kepentingan dalam semangat volunterisme.This study seeks to evaluate the public communication of the Government of the Republic of Indonesia regarding the Covid-19 pandemic in Indonesia from the perspective of journalists as government partners in conveying messages to the public. Using Grunig's systems theory and excellence theory as a theoretical framework, this study tries to understand how the government as a living organisme interacts with its environment and identifies the public relations strategy used in communicating with stakeholders regarding the pandemic. This study employed a qualitative approach using focus group discussions (FGD) and big data analysis (BDA) as data collection techniques. The results showed a change in the government's crisis communication pattern. This is driven by a change in leadership in related institutions and a shift in communication patterns from militaristic to non-militaristic. However, several problems are still found in the government's communication, including the finding of sectoral egos, inconsistency of messages sent by government institutions, the use of non-universal reference symbols, many unnecessary ceremonial aspects, and the gap between formulation and realization of ideas and involvement of stakeholders in the spirit of voluntarism.

Abstract

The purpose of this study is: To analyze how the performance analysis of members of the DPRD of Batu Bara Regency in 2014 - 2019 in the Formation of Regional Regulations. The results of research on the performance of DPRD members in Batu Bara Regency in 2014 – 2019 in the Formation of Regional Regulations. The results show that the productivity of DPRD members' performance in carrying out their various functions is not optimal. The quality of service provided by members of the DPRD of Batu Bara Regency has not been optimal and that it runs well in the community where the community assesses the inability of members of the DPRD of Batu Bara Regency to serve their aspirations. The performance of the DPRD members of Batu Bara Regency in accountability has not been running optimally, it can be seen that the community does not yet know what is the function of their performance and have not felt the impact. In terms of responsiveness, the performance of DPRD members in Batu Bara Regency has not been implemented if in the implementation of responsiveness to the community it has not had maximum results such as the weakness in making policies and policies that have not been felt by the people of Batu Bara Regency. Abstract

This study aims to identify and analyze human resource development efforts in improving performance, obstacles and improving the performance of BPD members in Mananti Sosa Jae Village. This study uses a qualitative research method with a descriptive approach, and uses primary data collection techniques (observations, interviews) and secondary data (documentation studies). The results of this study are the development of human resources in improving the performance of members of the BPD Desa Mananti Sosa Jae carried out through planned activities, namely carrying out technical guidance activities. The obstacles to development come from the members of the BPD themselves, this is because each member of the BPD has activities outside of their work as members of the BPD, their free time is very limited in carrying out various development activities. The improvement in the performance of the members of the institution is still very low, the weakness can be seen in their ability and timeliness in completing tasks. The conclusion of this research is that although development efforts have been made, the performance improvement of BPD members is still very weak, this is caused by various obstacles in the implementation of development. human Resources.

Abstract

The purposes of this study are: To find out the victory and electability factor of Royal Simanjuntak from PKB to become a Member of the DPRD of North Tapanuli Regency in the 2019 Election To understand the electability factor of Royal Simanjuntak in the 2019 Election. The type of this research is qualitative research. The strategy carried out by Royal Simanjuntak in his victory in the 2019 Legislative Election is by maximizing 9 elements of political marketing, the 9 elements are segmentation, positioning, policy, person, party, presentation, pull marketing, pass marketing and push marketing. Using political marketing strategies through political communication channels, namely, face-to-face and door-to-door activities. This door to door strategy is very effective and helps the process of attracting prospective voters because apart from being known to prospective voters, Royal can directly discuss and witness the situation of the community more closely. Royal Simanjuntak!'s victory in the 2019 election, apart from a good political marketing strategy, was also influenced by Royal's socio-political modalities. Socio-political modalities in the form of political capital, social capital and economic capital are very effective in winning political contestations. conceptually it is said that the synergy of these three socio-political modalities is very significant in influencing the victory of a candidate. The modalities that were managed and organized effectively by Royal simanjuntak had a significant influence on its victory in the 2019 elections.

Abstract

Digitalization is an important need, during the pandemic there is an increase in consumer demand for e-commerce, digital literacy, and delivery requests. This is felt in the Micro, Small and Medium Enterprises of food and beverages through the increasing demand for take away, delivery, and e-commerce sales. The understanding of Micro, Small and Medium Enterprises actors on technology, limited online marketing, production processes, and online market access are still considered not optimal enough. On the other hand, consumers feel insecure in conducting digital transactions. The production sector must foster awareness and build a framework of thinking on business strategies in e-commerce, namely producing competitive products, targeted promotions and creativity in product delivery, while management must provide knowledge of e-commerce law. , regarding trademark protection, electronic payments, obligations and responsibilities of e-commerce actors. The conclusion that the authors get is that the evaluation of the strategy of the Micro, Small and Medium Enterprises of the Indonesian Indigenous Entrepreneurs Association in e-commerce is that there is no proper e-commerce business strategy for Micro, Small, and Medium Enterprises which results in problems or obstacles in supporting business digitization. Abstract

This article aims to look at the important role of anti-discriminatory ethics and the role of human resource managers as the main pillars of anti-discriminatory ethics enforcement. Discrimination is one type of ethical problem that arises in the field of employment. The task of eliminating discriminatory actions is generally the responsibility of the state, however, in practice many discriminatory cases that occur are not reached by the state so that in the end it requires an active role from entities outside the state structure to be at the forefront of resolving discriminatory problems. The method used in this study is a qualitative method with a qualitative descriptive approach through literature study. The data obtained and collected from the analysis of documents in the form of books, articles and government regulations. This study concludes that human resource managers are considered the closest and most suitable entity in the realm of ethical management because human resource managers are entities that are very close and face to face with humans in an organization. When talking about ethics, it will be very closely related to the relationship between humans and the relationship between humans and organizations.

Abstract

This article aims to determine the factors that cause money politics in the general election in Ponorogo Regency, in addition to knowing how law enforcement is carried out by law enforcement officials against money politics in general elections and the appropriate regulations to overcome money politics. Problems with the factors that cause money in Ponorogo Regency, in addition to law enforcement carried out in general elections and appropriate regulations to overcome this. To approach these problems, empirical juridical research is used with a conceptual approach and the provisions of the law. Data collection was done by interview and observation and literature study. Data were collected and analyzed descriptively qualitatively by reducing data, displaying data and verifying data. This study concludes that the factors that cause money in the implementation of general elections in Ponorogo Regency are: the existence of tradition, community economic factors, lack of knowledge from the community and law enforcement that has not been optimal. Money politics law enforcement is regulated by Law Number 1 of 2015 concerning Supervision of Government Nets, replacing Law Number 1 of 2014 concerning the Election of Governors and Regents. Abstract

The formulation of the problem in this study is How is the service quality of the Office of Investment and One Stop Integrated Services in Batu Bara Regency in managing permits to the community?. And What are the obstacles for the Batu Bara Regency Investment and One Stop Service Office in obtaining permits to the public? The method used in this study is a qualitative research, with data collection instruments are interviews, documentation, and observation. While the data analysis used descriptive analysis. The results showed that the quality of public services at the Investment and One Stop Service Office of Batu Bara Regency refers to the theory of Parasuraman, Zeithaml, and Berry (Parasuraman, 1988), namely: public services that are in poor or unsatisfactory. In terms of reliability, the Office of Investment and One Stop Integrated Services of Batu Bara Regency is not yet classified as good. In providing service, the time is quite long. The technical team is not in place because the technical team also holds other positions. However, the physical evidence (tangibles), reliability (reability), responsiveness (responsiveness), assurance (assurance) and empathy can be said to be good. The service barrier at the Investment and One Stop Service Office of Batu Bara Regency is technological failure. Not all permits can be accessed by the public. Like building permits. In practice, it has not been implemented optimally. And limited resources. This is because the technical team is not in place, and concurrently with other positions, and is in their respective offices.

Abstract

One of the causes of land problems is the absence of complete and accurate data on registered land ownership. This happens because the digitization process has not yet been completed, whether the certificates, land books or letters of measurement and maps. So, the purpose of this study is to analyze the quality of land data to identify and resolve land disputes. The method used is a qualitative descriptive method, with the results showing that one of the Independent Land Data Quality Improvement activities (PKDPM) produces a dispute map containing the names of the parties with problems and the location of the land indicated as problematic. Based on the dispute map, it can identify 58 (fifty-eight) land disputes which are classified into 4 (four) namely overlapping, boundary disputes, inheritance disputes and land ownership disputes. However, out of 58 disputes, only 5 cases could be resolved through mediation at the West Manggarai Land Office. So, it can be concluded that PKDPM activities are only able to identify disputes, but are not able to resolve existing disputes.

Abstract

Therefore, the authors are interested in conducting research that aims to find out and analyze the implementation and policy constraints of the Minister of Home Affairs Regulation no. 7 of 2019 concerning Online Population Administration Services at the Deli Serdang Regency Population and Civil Registration Service. The research approach used in this study is a qualitative approach, namely problem solving procedures investigated by describing the current state of the subject/object of research based on visible facts. The results of the study found that the application of online population administration services at the Deli Serdang Regency Population and Civil Registration Service had been carried out in accordance with the Minister of Home Affairs Regulation Number 7 of 2019 so that population administration documents could be served. This can be seen from communication, socialization of resources, disposition and bureaucratic structure. The obstacles faced by agencies in implementing online population administration services according to the Minister of Home Affairs Regulation Number 7 of 2019 are: information systems that are densely used/accessible so that they are constrained in speed of service, lack of funds to be able to improve existing facilities and infrastructure, and lack of employee desire. to improve the quality of public services.
