Abstract

This study aims to determine the effect of Work Motivation on the Performance Level of Civil Servants at the Regional Civil Service Agency of North Sumatra Province along with the influencing factors. Motivation theory used based on the opinion of Afandi with indicators of Compensation, Working conditions, Work facilities and Work Performance while Performance theory is based on Hasibuan's opinion with indicators of Quantity, Quality of Responsibility and Punctuality. The research was conducted quantitatively using quantitative analysis methods and simple linear regression with SPSS software version 22. Data Collection Techniques using Observation, Questionnaires and Documentation. The population in this study is the Regional Civil Service Agency of North Sumatra Province, which amounts to 120 people. While the sampling technique uses a saturated sampling method. The data sources in this study were sourced from primary data and secondary data. The results of the study concluded that work motivation partially had a positive and significant effect on the level of employee performance at the Regional Civil Service Agency of North Sumatra Province. The results of the t test obtained a significance value for the work motivation variable 0.000<0.05 or tcalculate = 7.942 > table 1.65787. Based on the results obtained, H0 is rejected and Ha is accepted for the variable of work motivation. Thus, partially that the variable of work motivation has a positive and significant effect on the level of employee performance at the Regional Civil Service Agency of North Sumatra Province.

Abstract

Penyalahgunaan narkotika, alkohol, psikotropika, dan bahan adiktif (napza) semakin meluas di kalangan remaja. Data Badan Narkotika Nasional (BNN) tahun 2021 mencatat 12.890 kasus penyalahgunaan napza, dengan kasus terbanyak terjadi di Provinsi Sumatera Utara sebanyak 2.049 kasus. Penelitian ini bertujuan untuk mengidentifikasi faktor-faktor penyebab keterlibatan remaja dalam penyalahgunaan napza dengan fokus pada aspek konstruksi sosial. Metode penelitian yang digunakan adalah kualitatif dengan wawancara mendalam dan analisis data kualitatif. Hasil penelitian menunjukkan bahwa terdapat beberapa faktor penyebab penyalahgunaan napza di kalangan remaja. Faktor utama adalah konstruksi sosial pada lingkungan keluarga, di mana pola asuh yang lemah terkait pencegahan penggunaan napza dalam keluarga menjadi faktor yang signifikan. Selain itu, faktor-faktor pendukung lainnya meliputi lingkungan pemukiman dan teman sebaya serta lingkungan institusi atau organisasi. Penelitian ini menggarisbawahi pentingnya peran keluarga dalam pencegahan penyalahgunaan napza. Pola asuh yang baik dan pendekatan pencegahan yang efektif dalam lingkungan keluarga dapat mengurangi risiko remaja terlibat dalam penyalahgunaan napza. Selain itu, penting juga untuk memperhatikan lingkungan pemukiman dan teman sebaya sebagai faktor pendukung yang dapat mempengaruhi remaja dalam penggunaan napza.

Abstract

Saat ini pembangunan pariwisata memprioritaskan pada pengembangan pariwisata yang berkelanjutan. Pariwisata berkelanjutan adalah pariwisata yang mempertimbangkan secara menyeluruh pengaruh ekonomi, sosial, dan lingkungan. Pengembangan pariwisata berkelanjutan tidak luput dari kearifan lokal. Adanya kearifan lokal dapat mempertahankan kebudayaan daerah sehingga dapat menunjang pengembangan pariwisata berkelanjutan di daerah tersebut. Kearifan lokal adalah identitas bernilai di masyarakat lokal dan komunitas yang masih dijalankan atau dilakukan pada tempat tersebut. Penelitian ini bertujuan untuk menggambarkan dan menghasilkan pengembangan model pariwisata berkelanjutan yang berbasis kearifan lokal di Desa Wisata Nonongan. Penelitian ini menggunakan pendekatan kualitatif deskriptif, dengan melakukan wawancara kepada narasumber yang berasal dari Dinas atau Instansi Pemerintah Terkait, Pengurus, Masyarakat, Pelaku Usaha, dan Wisatawan Desa Wisata Nonongan. Hasil penelitian ini adalah pengembangan model yang terdiri dari faktor pendukung dan faktor penghambat, proses, serta dampak pariwisata berkelanjutan berbasis kearifan lokal di Desa Wisata Nonongan.

Abstract

This study aims to see the efforts of the Bantul Regency Government in increasing the capacity of public services after the Covid-19 pandemic through the implementation of the Bantul Sehat Ekonomi Karo Jamu (Bantul Seroja) innovation program which is reviewed in the agile governance paradigm. The focus of this research lies in the application and development of Bantul Seroja innovation in meeting the needs of services to the community by the Bantul Regency Government. This research is qualitative research through a case study approach. Data collection was conducted through in-depth interviews, and documentation studies. The results of the data obtained are then analyzed using SWOT analysis (Strength, Weakness, Opportunities, and Threats). The selection of the analysis is to determine several aspects such as strengths, weaknesses, opportunities, and threats from increasing public service capacity after the Covid-19 pandemic through the Bantul Seroja innovation program. The results of this study show the impact of this program, namely improving the community's economy and the realization of public health services by involving the potential of traditional medicine as a supporting medium in carrying out community treatment.

Abstract

This article aims to examine Collaborative Governance for Handling People with Mental Disorders (ODGJ) in the City of Bandar Lampung. The problem is focused on the process and success of Collaboration. To approach this problem, Emerson et al., (2012) used collaborative governance theory as a reference. Data was collected through a literature study and analyzed qualitatively. This study concludes that Collaborative Governance for Handling People with Mental Disorders (ODGJ) in Bandar Lampung City is carried out by the Bandar Lampung City Government through the Social Service, Satpol PP, District-level Government (Camat) and Kelurahan (Lurah and RT/RW), Community, The Aulia Rahmah Foundation Social Institution, and Srikandi in Central Lampung. The process of collaboration has not gone well. This can be seen from the collaboration component which was carried out only in collaborative actions including complaints, raids, and submissions, although this implementation was not preceded by good collaboration dynamics. The components of the dynamics of collaboration are not implemented properly and the impact of collaboration tends to be dominated by negative results and no adaptation has been made by collaboration actors.

Abstract

This article aims to analyze the implementation of the policy of transferring the management of secondary education affairs (SMA) in South Sulawesi, Indonesia. Several policies have changed after the change from Law No 32/2004 on Regional Government to Law No 23/2014 on Regional Government. The problem focuses on the management of secondary education, which has experienced a shift in responsibility from district/city governments to the provincial government. To solve the existing problems, this article uses SWOT Analysis which contains an explanation of the views of secondary school teachers in South Sulawesi regarding the High School Management Transfer Policy with descriptive quantitative research methods to obtain accurate and clear data.  The questionnaire was distributed online to 60 respondents who work as SMA/SMK teachers spread across South Sulawesi. SWOT analysis is based on the IFAS (Internal Factors Strategic) matrix to explain the analysis related to the weaknesses and strengths of the management transfer policy, and the EFAS (External Factors Strategic) matrix to explain the opportunities and threats of the management transfer policy. This study concludes that the policy of transferring management of secondary school education affairs using SWOT Analysis can run and achieve its goals and by optimizing in utilizing the opportunities it has.

Abstract

This article aims to understand, analyze and interpret the meaning behind the monthly online recitation at the Directorate General of Housing. The problem is focused on looking at the dimensions of the religious ritual of monthly routine recitation at the Directorate General of Housing of the Ministry of PUPR which has been held online since 2022 using Zoom media. In order to approach this problem, theoretical references from the cultural approach to organizations are used. The method used is communication ethnography. This online study will be analyzed in terms of: the contents of the lecture messages, communication patterns, and symbolic meanings. The data were collected through observation, video documentation and literature study and were analyzed qualitatively. This study concludes that online recitations that are conducted fall into the dimensions of ritual performance in organizations whose communication patterns are top-down, unidirectional and instructional. Behind it all, there is a meaning that this recitation is carried out to fortify employees from actions that are detrimental to the organization, for example the practice of Corruption, Collusion and Nepotism (KKN). The conclusion of this study is that the culture created in this organization is the initiative of the superiors, not born organically from the employees.

Abstract

This paper aims to answer why chemical weapons such as Sarin and Chlorine are used as a primary basis of International Organizations to carry out the humanitarian intervention in the Syrian conflict. In this case, the humanitarian approach related to freedom from fear echoed by Galtung further elaborated with International Organizations Theory. Based on an investigation conducted by an International Organization, namely, the United Nations, found not only Bashar Al-Assad's regime used chemical weapons but also the opposition. However, the scale and intensity of their use were different. Instead of targeting the enemy using chemical weapons, the primarily affected victims are civilians who indicated support the opposition and vice versa. International organizations then tried to negotiate with Assad's regime, the often party uses chemical weapons, and also the opposition to avoid using chemical weapons. Next followed by the Organization for the Prohibition of Chemical Weapons, which opened humanitarian diplomacy with Assad's regime and the opposition to stop using chemical weapons. Cooperation between the United Nations and the Organization for the Prohibition of Chemical Weapons has successfully suppressed chemical weapons use by imposing international sanctions. However, sometimes the vetoes of allies allied with the Assad regime have the effect to imposing sanction on Assad's regime.

Abstract

This research aims to describe the changes resulting from culinary modernization in Madura, encompassing the regions of Bangkalan, Sampang, Pamekasan, and Sumenep. The method used is descriptive qualitative research with four stages: pre-research, data collection, data analysis, and presentation of the analysis results. Research informants were selected based on information from various sources, with the criteria of at least two generations of selling traditional food and the establishment of food stalls or eateries. The findings of the research reveal the relationship between culinary as cultural heritage and socio-cultural adaptation through the phenomenological processes of acculturation and assimilation. The analysis shows a shift in culinary flavors by eliminating some fundamental principles in the dishes, altering culinary habits and traditions. For example, the rujak (fruit salad) has transformed from salty and spicy to sweet and spicy, even changing the color from red to black. The adaptation of sweetness in rujak is influenced by the migration of Javanese people to Madura, bringing Javanese sugar and black shrimp paste, which have affected the flavor and contributed to the changes. Furthermore, Tajin Sobik, which was previously only found during the Idul Fitri celebration, is now easily obtainable in shops and food stalls on regular days. This shift is influenced by commercial needs that seize the economic opportunities of tourism. These changes are also influenced by economic, cultural, political, and traditional factors inherent in culinary entities. Culinary practitioners in Madura, who should preserve the culture, become agents of culinary change and contribute to the transformation of flavors, culinary culture, and traditions in Madura.

Abstract

Environmental problems are increasingly worrying in the South East Asia region. These environmental problems are found in the mainland and the marine environment, from climate change, oil spills to debris and marine pollution. ASEAN has a significant role in facilitating collaborations and dialogues between member countries to protect the marine environment. This article examines ASEAN's effort as a regional organization to protect the marine environment from environmental security's perspective in the maritime sector. This article analyzes with C. Lamont’s qualitative method along with in-depth interview with source from CSIS, ASEAN Environmental Division, and researcher. This article argues that ASEAN acknowledges the nature of ecological security poses and, therefore, intra- and inter-regional cooperation is essential.  However, ASEAN has not implemented practical cooperation because the ASEAN chairmanship system still focuses on traditional issues such as politics, security, and economy rather than the marine environment. Furthermore, due to the non-intervention principle, ASEAN has not provided binding legal instruments for ASEAN member countries since no particular body can apply legal force to all ASEAN member countries.
